As you have heard me say before, Corte Bella is a wonderful place and a great

community. That said, it is not perfect and as you might imagine there are occasional problems with our communal lifestyle. As you know, everyone is different and people

don’t always have the same likes or interests. What bothers one doesn’t always affect another in the same way and people don’t always realize this.

In matters of compliance with the community governing documents, the HOA has the duty to enforce the rules as written and comply with the law. However, occasionally there are matters between homeowners and neighbors that are not covered under the governing documents and not necessarily violations of any specific HOA rule. These are called “neighbor to neighbor” matters and the HOA does not have a responsibility to get involved and would assume undue liability if it did. Instead, it may be something for the health department, animal control, the fire department and yes, sometimes even the police, etc.

Often times a homeowner will call or come in to report or complain about one of these types of issues with the expectation that the HOA will take care of it for them. More often than not, the homeowner is not only disappointed but also becomes angry. This is mostly due to frustration and not knowing how to handle it themselves. I understand and typically feel sympathy for the

homeowner because I understand how stressful or annoying some matters can be and I really want to help them.

Although not always crystal clear and full of legalese, the governing documents state the use restrictions attached to the property and what cannot be done by a homeowner even when it is on their own property. This is called a violation of the CC & R’s (Covenants, Conditions and Restrictions) when it occurs. After a warning, the owner may be subject to a fine or other sanction which are used as tools in gaining compliance with the rules. The HOA will enforce the rules but cannot solve everyone’s problems all of the time. Some problems are simply matters between neighbors that must be worked out between them.

By law, if one homeowner wants to report another for a rules violation and the violation cannot be seen or heard from the street or other common area, a “Homeowner Complaint Form” must be filled out before the HOA can address the issue. There is no longer an anonymous complaint process because the law requires that someone be named as the reporter of the violation if it is to be addressed by the HOA.

Two things are for sure; no matter where you live, neighbors are not always considerate of each other and secondly, if you have an issue with a neighbor and you cannot resolve the matter, you may visit me or the folks in the HOA office for clarification and information. Remember that in a communal lifestyle environment, everything you or your neighbor does can have an effect on the other. As we come out of the season where goodwill towards each other is most prominent, please remember that the effects of what you may do on your property could have some negative or unwanted impact on those living around you. This will help make Corte Bella even a better place to live.

The 2016 Director election process is in full swing. The election is governed by Corte Bella Country Club

Association, Inc., By-laws, and the Board “Director Election and Filling

Director Vacancies: Policy and Procedure.” The election calendar was approved at the November Board meeting. Below are listed important election related dates.

The full calendar is available on the community web. The terms of three Directors are expiring and their positions are covered by the 2016 election. By now you should have received the notice for candidate nominations and candidate question request form. You are encouraged to consider being a candidate.

Drones and UsWill Corte Bella’s air space soon be filled with humming drones? Probably not, but a couple have been seen darting around. A million drones were projected to be sold this past holiday season. You can buy a drone for as little as $50 or as much as several thousand for a larger model with longer range and video or infrared cameras. Some commercial models cost upwards of $50,000. The proliferation of drones is causing mounting difficulties for cities, airports, some HOA’s, and to a certain extent, the individual.

Commercial use of drones (formally: unmanned aerial vehicle) is rapidly expanding from surveillance, search & rescue, security, real estate, tourism, and TV news; to monitoring traffic, events, wildlife and crops; assessing disaster damage, and much more. FAA requirements are significant to operate commercially. Federal law for commercial drones requires aircraft certification and registration, a licensed pilot operating, and operational approval. The problem in Arizona is that commercial use is currently not legally available without an FAA waiver. This is because the FAA is still grappling with defining permanent rules. Arizona ranks as one of the states with the highest number of waivers. Over 1,000 waivers were approved nationally in 2015.

Hobby or recreational flying doesn’t require FAA approval. The FAA says privacy concerns are beyond the scope of rulemaking and suggests the privacy question be determined under state law. There are no drone laws in Arizona, so private owners are left with FAA safety guidelines and basic rules for non-commercial use. These include: keep in line of sight, fly below 400 feet, and do not fly near airports and stadiums or in restricted zones. The FAA’s campaign with industry promotes safe, legal use. Drone privacy concerns have also been in the news. Some legal opinions state you cannot shoot down a drone hovering or passing above or near your back yard. To do so would risk a fine, jail, a lawsuit, or possibly all three. There are legal opinions that differ. Some states are in the process of expanding privacy protection and generally refining the rules on drones. The problem with drone laws: how to determine the owner and how to enforce. The FAA is considering national registration of all drones, and automatic detection of ownership (especially near restricted areas). For now, the matter is, well, up in the air.

That brings us to the HOA. What about us? While Arizona has no specific laws, many communities are going down the drone path. Some HOA’s are already planning to use drones for mapping, public relations and marketing, inspecting landscaping, projects and repairs; and verifying compliance with Covenants, Conditions and Restrictions (CC&R) and Design Guidelines. Though an HOA may prefer a drone-free property, the emphasis should be on acceptance and how to coexist. HOA ownership and use of a drone is considered a commercial application, thus Federal requirements and any State laws apply. Several local HOA law firms and cities give seminars covering the use and impact of drones.

The Board will need to consider the matter of private and commercial drone use in Corte Bella. Our best bet may be to initially define reasonable rules or a policy, and then downstream perhaps add a drone regulation to the CC&R’s. Whichever the approach, the Board should address use, privacy, safety, liability and insurance issues.

No doubt drones are becoming more established in our society, and maybe in Corte Bella too. Its possible in a not too distant future, you may hear: LOOK! Up in the sky! It’s a bird, it’s a plane – no it’s a drone!

Warming Your Soul and Your Stomach

Budino De ChocolateBudino De Chocolate• 1 cup whole milk• 1/2 cup heavy cream• 1/3 cup caster sugar• 1 tablespoon cornstarch• 1/3 cup cocoa• 2 tablespoons boiling water• 2 egg yolks• 1 teaspoon vanilla extract• 2 ounces dark chocolate, finely

chopped• 1 oz Maraschino Liqueur • 1 oz chopped Golden Raisins

Directions1. Put the kettle on, and warm the milk and cream together either in a saucepan or

microwave.2. Put the sugar and cornstarch into another saucepan and sieve in the cocoa. Add the

2 tablespoons of boiling water and whisk to a paste.3. Then whisk in the egg yolks, one at a time, followed by the warmed milk and cream,

and then the vanilla extract.4. Scrape down the sides of your pan and put it on the heat, cooking and whisking for

about 3 to 4 minutes until the mixture thickens - if it helps, think of consistency like mayonnaise.

5. Take off the heat and whisk in the finely chopped chocolate, liqueur, and raisins before pouring into 4 small cups or glasses each with a yield of about 2/3 of a cup.

6. Cover the tops of the cups with clingfilm/clingwrap (plastic wrap) to stop them from forming a skin, and then refrigerate once they are cooler. Make sure they are not still fridge-cold when you serve them. You can add a blob of cream on top if you like.

To those whose interests are outside the area of technology, the title of this article may cause a brief moment of hesitation. However, the term “cutting the cord” these days refers to the act of getting rid of your cable or satellite TV service. It is now a very mainstream discussion because of the money saved. My family actually did it many years ago, to little dispute by our two teenage girls at the time. If that isn’t a testament to its possibilities, I don’t know what is!

Advances in internet technology, where devices and services can now stream to you the same information and entertainment that TV can, makes you wonder why you should pay for your TV service – especially for those with our demographics. Each person’s situation is different, but I personally save close to $1,000 per year.

At our upcoming December computer club meeting, we learned Part 1 about the concept further. If you missed it, check out the notes at our club website (http://CorteBellaClub.org/notes). There are even links in the notes that take you to online calculators that help estimate your savings.

Our next meeting on January 7 will focus on one of the major steps in cutting the cord, i.e. how to (or have a contractor) install an antenna in your attic properly. With it, you can get all local channels in crisp definition – even better than what you can receive from cable. Since we all have the same basic setup to our homes in Corte Bella, the concepts will apply to everyone. Helping us learn the process will be resident David Lazear, who has shared knowledge already to some of us. David will walk us through all the detailed steps in the process, so we don’t have to reinvent the wheel.

Like it or not we are living in the digital age and information is the new coin of the realm. Social media such as Facebook, Twitter, YouTube, among others, provide a worldwide audience to anyone with a computer and an Internet connection. In our much more confined and controlled world of Corte Bella (CB), we have our own version of social media – Discussion Groups. There are seven such groups on the CB website:

These Discussion Groups can be found under the Stay Connected main menu tab. They provide a forum for users to seek and to share information. They are NOT a forum for addressing HOA management or HOA Board Directors. Nor are they a forum for personal attacks against anyone, either by name or by position title. Nor should any of the posts on the various Discussion Groups ever be considered official information. That being said,

and information.

The groups cover many topics. Newcomers can browse the Can anyone recommend a … group to find anything from medical services to general household services. “Corte Bellans” travel a lot and many like to share their experiences on the CB Travel Blog group. These posts make interesting reading and they could even provide a point of departure for those planning future travel. The Computer group contains useful tips and information about computers and computer peripherals (printers, scanners, etc.) The Restaurant Reviews and Entertainment, Events, and Activities groups will direct you to fine dining and things to do in the local area.

Security in Corte Bella is a relatively new discussion group, but a quite active one. It allows users to keep everyone in the community informed about security issues and possible remedies to security problems. But remember, these posts are NOT official policy nor are they necessarily HOA recommendations. The HOA will send official information via e-mail to all users. Do not expect management to respond to your discussion group post.

The most popular discussion group is the General group. It is a catch-all for anything anyone wishes to discuss in a public forum. However, with this group, much more so than with the other six, users need to be careful not to violate the Web Discussion Group Use Policy, which may be found on the website under the HOA main menu tab, Community Documents, Governing Documents, Policies. The policy was developed and enacted to protect the rights of all users, residents, and employees.

Additionally, all posts are monitored for content and for adherence to the aforementioned policy. There are penalties associated with policy violations so please take a few minutes to read this important document before you begin posting. Everyone is invited to take advantage of this forum to express their thoughts and comments.

The POW/MIA FlagI and some other members of the Board of Directors have received inquiries about “that black flag” we are flying below the US flag. Some inquiries thought the flag was the ISIS flag and others did not know what “that black flag” was or what it represented. The HOA will not fly and has not flown the ISIL/ISIS flag. We have chosen to fly the POW/MIA Flag as a symbol of our concern, and our Nation’s concern and commitment to resolving as fully as possible the fates of Americans still prisoner, missing and unaccounted. In an effort to clarify the differences and alay the concerns, the rest of this article provides background information concerning both flags..

The flag is black, and bears in the center, in black and white, the emblem of the National League of POW/MIA Families. The emblem features a white disk bearing in black silhouette the bust of a man, watch tower with a guard on patrol, and a strand of barbed wire; above the disk are the white letters POW and MIA framing a white 5-pointed star; below the disk is a black and white wreath above the white motto: “You Are Not Forgotten.” The POW/MIA was flown over the White House for the first time in September 1982.

From the Revolution to the Korean War, thousands of U.S. soldiers, Marines, airmen and sailors have been taken prisoner or gone missing. But it took the Vietnam War—and a sense of abandonment felt by wives and family members of Americans held captive—to bring forth what has evolved into the nation’s POW/MIA symbol.

In 1982 it became the only flag, other than the Stars and Stripes, to fly over the White House, after it was first displayed there on POW/MIA Recognition Day. In 1989 the flag was installed in the Capitol Rotunda.

It also has the distinction, historians and flag experts believe, of being the only non-national flag that any federal government anywhere in the world has mandated to be flown regularly.

On August 10, 1990, the 101st Congress passed U.S. Public Law 101-355, designating the third Friday of September as National POW/MIA Recognition Day recognizing the National League of Families POW/MIA Flag and designating it “as a symbol of our Nation’s concern and commitment to resolving as fully as possible the fates of Americans still prisoner, missing and unaccounted for in Southeast Asia, thus ending the uncertainty for their families and the Nation.” Beyond Southeast Asia, it has been a symbol for POW/MIAs from all U.S. wars.

At the April 2015 open session meeting, the HOA Board of Directors approved the Corte Bella Vets group recommendation to fly the POW/MIA flag along with the United States Flag.

The ISIS FlagIn contrast, the ISIS flag is one of the group’s most recognizable symbols. It is a black and white flag adorned with Arabic lettering. But what are the origins of the flag and why did the group chose it to represent them?

The white banner at the top of the flag reads: “There is no god but Allah [God]. Mohammad is the messenger of Allah.” This phrase is a declaration of faith used across Islam, and is known as the shahada. Underneath is a white circle emblazoned with black writing which reads “Mohammed is the messenger of God,” which is meant to resemble the Prophet’s seal, similar to that used to close an envelope.

Monochrome flags are an ancient tradition in ancient Eastern, Arabic, and Islamic tradition, and some people believe one of the Prophet’s original banners was black, according to the Quilliam Foundation. Modern jihadists therefore adopted this style to legitimize their cause.

Therefore, the flag is in fact not unique to the group, according to Charlie Winter, senior researcher on Jihadism at the counter-extremism think tank the Quilliam Foundation. “A lot of people talk about the Isis flag or the Islamic State flag, however there is no such thing. It’s a flag they have adopted that has political and theological significance.” He went on to explain that Isis “has done a good job of co-opting” the flag for their cause, even when it is used in a context unrelated to the organization.

Emphasizing how the words on the flag are not symbols of extremism in themselves, but were rather hijacked by extremists, he added: “The shahada and the Prophet’s seal are important symbols that all Muslims share.”

“So, by co-opting words which have nothing to do with jihadism, they [Isis] broaden themselves and try to claim ideological territory that they wouldn’t be able to if they had something specific.”

Cruising Strauss’ “BLUE” DanubeWe set out on our eight-day journey down the Danube River (which has turned quite brown over the years) on what we envisioned would be an encounter with grand cities and quaint villages--we were not disappointed.

Although we had made several ocean-cruises, this would be our first riverboat cruise. The smaller boat (135 meters long) meant fewer passengers (189) and hence more time to get acquainted with fellow travelers. The simpler boat layout was easy to get around and provided much more time to just relax in a deck chair and watch the scenery go by, without feeling pressured to “do” something on-board. There really weren’t any “activities” to partake in like on an ocean cruise ship. Instead of a main showroom there was just a nice lounge/bar area with local port entertainment or simple host talks, dancing, or social games. The boat staff provided excellent service and were courteous. The food was very good and elegantly served in correct portions. Being on a river, the boat motion was always smooth, with no rocking nor rolling. We passed through 16 river locks traveling between Budapest and Nuremburg. The long Danube River, flowing from NW to SE formed the north-eastern border of the Roman empire and empties into the Black Sea.

We left Phoenix at 9:30 am one day and got off the plane in Budapest, Hungary at 1:00 pm the next day, with intervening stops in Detroit and Amsterdam. We were greeted in the Budapest airport by our cruise line guide and taken via bus to our riverboat, home for the next eight days. We explored the boat and had a short city bus tour and free foot-exploration later that afternoon.

Our next full day was spent viewing Budapest, by bus and later by walking. Budapest, which is divided by the Danube River, was

created in 1873, by the merger of three cities on the banks of the Danube: Buda and Obuda, on the west bank of the river, set in a landscape of rolling hills that drop off steeply towards the Danube, and Pest which occupies a flat expanse where the city sprawls to the east. Our city tour took us to Heroes’ Square where we learned more about Hungary’s history.

The boat departed the next day for Vienna, Austria. Vienna, is a beautiful, clean, and orderly city of nearly 2 million people, home of a famous Opera House, the cathedral of St. Stephen, (built 1263 to 1511), and strudel with very potent black coffee….if you desire a taste of home, there are 9 good ol’ Starbucks. The least expensive gasoline that we saw was 3.5 euros per liter which is ~$19/gallon.

Our next day was the scenic town of Melk, Austria. We toured a baroque Benedictine abbey where we saw its frescoes and extensive collection of medieval manuscripts.

The next day we reached Passau, Germany, at the confluence of the Ilz and Danube River. We walked the cobblestone streets with our guide and visited St. Stephen’s Cathedral with its ornate interior. Passau has a history that stretches back 2,000 years. Its walls show the presence of the Roman armies; it saw troops led by Charlemagne against the Avars, the campaigns of the Crusaders, the Turkish battles, and Napoleon’s soldiers. In the historical center stands St. Stephan’s Cathedral. We were treated to an organ concert played on the 17,000 pipe organ, Europe’s largest church organ—very impressive to hear the rich sounds reverberating between the cavernous cathedral stone walls.

Next we visited the medieval German town of Regensburg. Today Regensburg is the economic and cultural hub of eastern Bavaria, in part because of its university and BMW. There is a 1,000 ft. long stone bridge across the Danube that was built in the 12th century along with the cathedral of St. Peter that was constructed between the 13th and 16th centuries.

The final stop was Nuremburg, Germany. Though surrounded by 13th century walls, one thinks of Nuremburg as home of the Nazi party and the famous 1946 war trials. We visited the unfinished Coliseum that Hitler was having built for a once-per-year use by him to deliver a speech to the Nazi party members. We toured the old city castle and the impressive central square market (where Bev participated with the boat Chef in selecting food items for that evening’s dinner).

We enjoyed our riverboat cruise experience and plan to do it again, with the Rhine river up next.

A Family Affair


Looking back over the years, Tom and I have so many wonderful memories of our involvement with the Toys for Tots Program. As our sons were growing up they would help us deliver gifts and the occasional tree to families in need.

Last month the tradition continued by including our youngest granddaughter, Savannah, in the process.

Through the generosity of the Corte Bella residents we were able to deliver our goal of 5 car loads of toys to the Fire Department for distribution. Thank you all for your continued support.

Please know that your gifts made hundreds of unfortunate children very happy this past Christmas.

World champion Elvis tribute artist, Roy LeBlanc, stopped by Corte Bella last month to visit friends Michael and Lynne McVeigh. He performed several shows in the area and will be back in January to perform for the Friends of Italy dinner on Sunday night, January 10, 2016 at the Corte Bella Social Hall before heading off to Australia for six weeks to perform with the Sun City Records Allstars 2016 World Tour.

Dinner is at the Anacapa at 5:30 pm and the show starts at 7:00 pm on January 10th. In addition to Elvis, he will be performing tributes to Johnny Cash, Roy Orbison, Conway Twitty, Tom Jones, George Jones and Neil Diamond in full costume. Roy had an opportunity to meet several members of the First Service Residential staff including General Manager, Mike Arrington, and Board President, Jim Williams, during his visit. Before he left, his only comment was “Thank you, thank you very much.”

The first annual Corte Bella Davis Cup competition began on October 6, 2015 with a draft party in the Social Hall featuring tasty hors d’oevres from the Anacapa Resturant. Team captains Donna Norton and Jolene Piaskowski selected their players based on tennis ranking, competitive drive, and health of knees, elbows, shoulders, etc.

Teams then practiced vigorously before the competition on a beautiful Saturday morning, November 7, 2015. These pictures demonstrate only a portion of the friendly spirit of the competition.

Our Corte Bella Pickleball Club has a record-setting membership count: 141! We have lots of new folks joining us, showing that Pickleball is the #1 growing sport in America. Our member base has everyone from stark beginners to experienced tournament players. Fortunately, we have enough courts to set aside playing spots for each category of skill, so everyone is welcome at our daily (except Sunday) morning sessions: 9:00 - noon. You’re welcome to come out and see what all the fun is about or join one of our advertised Pickleball clinics. They are free - get an idea of what the game is about, increase your knowledge of how the game is played, and scored (the tough part).

What have we been up to?• Fun. About 60 of our members and guests attended our

annual “WELCOME BACK” pizza social on November 21.

• Clinics. Our November and December clinics were absolutely full. Interesting that there are new people to the community, but also people who have lived here a while and are just now checking out the sport. The clinics are a great way to learn about the game and meet new folks, so watch your e-mail for future notices. Paddles and balls are provided.

• Daily member play. There is a crowd not only in the mornings, but also in the evenings. You can’t beat this

• Membership Drive. January is the month that current members renew for the coming year. New members are $25 each; renewing members are only $20 per person, which includes member play times, ball use, clinics, and social events through January, 2017.

• Tournaments - past. There were several local tournaments during the fall months, and we had some big winners: Gwen Miller and Diane Baumgartner won a GOLD medal in the difficult 4.5 skill level. Congratulations!

• Tournaments - upcoming. This is the busiest season. Why would you want to attend an event? (1) Enjoy being outdoors and watch some excellent play; (2) Cheer on our Corte Bella participants; and (3) Check out the vendors selling pickleball paddles and other accessories. Here are the scheduled events in January:

Starting the New Year out right is a balance of living up to your New Year’s resolutions and dealing with the guilt of not having enough conviction to make all the necessary changes to meet everyone of them.

Much is the same with golf, you must commit yourself to making an honest effort to achieve the necessary changes or your game doesn’t get any better. The only person you can rely on to win at golf is yourself.

Living at Corte Bella provides many benefits for golfers and community dwellers alike; experiencing the nature that our green spaces provide can help to restore the mind from mental fatigue. The opportunities for physical activity and exercise can help improve cognitive function, learning, and memory as well as help alleviate symptoms of Alzheimer’s, dementia, stress, and even depression.

From an exercise perspective, the average golfer that walks during his or her round burns about 1800 calories from playing 18 holes of golf. Consider this, walking 18 holes on uneven terrain

with a 20lb bag plus swinging the club dozens of times makes the game of golf a fairly decent workout!

As you play on a regular basis, your muscles begin to get stronger, fatigue is less after each round, shoulders, back and legs become stronger and core muscles become tighter from repetitive swinging.

I am hopeful that 2016 will be a year where more of our residents will consider engaging in the game of golf. We have never been more committed to providing the opportunity and education as well as a state of the art facility that makes it possible to help guide residents who are curious about golf to at least give it a try and enjoy the health benefits.

Please feel free to visit the golf club to talk about scheduling a lesson or join one of the group clinics we hold every week.

Also, a reminder that we are serving breakfast at the club on Friday, Saturday and Sundays from 6:30am to 10:30am with complimentary coffee!
