Seminar on Criminal Justice Administration Human Rights Commission inaugurated the seminar while Justice
Pradeep Kant presided over the seminar.
Shri R.C. Arora, Director (Research), addressed the seminar
during inaugural session and discussed the objectives of the seminar and
shared his view with the gathering. Sh.R.C. Aroroa and Dr. B V Trivedi,
Deputy Director (Res.),BPR&D actively par ticipated in the
deliberations as co-chairpersons of two plenary sessions of the
seminar.
On the closing day of the seminar, Hon'ble Mr. Justice Arijit
Pasayat, former Judge, Supreme Court of India addressed the valedictory
session which was presided over by Hon'ble Justice Mr. D P Singh of
Lucknow Bench of Allahabad High Court. The Seminar ended with a BPR&D in collaboration with Dr. Ram Manohar Lohiya positive note underling the need for maintaining proper cooperation and National Law university, Lucknow organized a seminar on “ Recent coordination among all the wings of criminal justice system to deal with Anti Terror Legislative changes in criminal Justice administration : terrorist activities by implementing the existing laws. Eminent legal Perceptions and perspectives of Criminal Justice Professionals” on experts, judicial officers and prosecutors, police officers and prison 30th and 31st August,2009 at Lucknow (UP). Vertical Interaction Course for Prison officers
BPR&D organized three training programmes of 3 day
each under the Seeing is Learnig (SIL) scheme for prison officers at
Tihar Prison Complex, new Delhi in collaboration with the Directorate
of Prisons, Delhi during July- August,2009. Prison officer from the
rank of Deputy Jailor/ Assistant Superintendent of Prisons to the
Superintendent of Prisons from various part of the country
participated in the training programmes. Shri RC Arora,
Director(Res.& CA) and Dr. BV Trivedi, Deputy Director (Res. &CA)
attended the training progrmme and exchanged views with prison
officers and received the feedback.
BPR&D and Dr. Ram Manohar Lohiya National Law
University, Lucknow have collectively conducted a Vertical Interaction
Course(VIC) for Prison officers at Lucknow from 24th to 29th
August,2009. Prison Officers from the rank of Deputy Jailor to IG
Prisons of different States of the country participated in the Training
programme. The main theme of the training programme was “ Impact
of Vocational Training on the Reformation and Rehabilitaion of
Prisoners.” Shri RC Arora, Director ( Res.) ,BPR&D delivered the
valedictory address to the participants.

Hon'ble Minister of State for Home, Shri Ajay Maken visited BPR&D Headquarters on 25th August, 2009 to take stock of the working of
Bureau and to know about its role in the Indian policing. He had an
interaction with Director General, BPR&D and other senior officer of
the Bureau. A presentation on the functioning of the Bureau was
made on the occasion to acquaint the Hon'ble Minister with the
various activities and the constraints being faced by the
organization. Shri Prasun Mukherjee,DG, BPR&D discussed in
details about the problems faced by the Bureau due to the lack of
working staff and funds. Sh. Ajay Makan, Hon'ble Minister,
patiently listened to the problems and assured to take up the issue
with concerned and get them resolved at the earliest.
The Minister was also told about the progress made till date in
the restructuring work of the BPR&D. He was informed about the
new BPR&D headquarter building coming up at Mahipalpur on the
seven acres of DDA land allotted to the Bureau. The Hon'ble
Minister hoped that it should be completed soon.

General, BPR&D has been conferred with President’s
Police Medal for Meritorious Service on the occasion
of India’s Independence Day-2009. Shri Mukherjee,
a 1973 batch officer of Indian Police Service of West
Bengal cadre has been nominated for the prestigious
award for his commendable service to the West Bengal Police and BPR&D.
Shri Mukherjee was working as Addl. Director General of Police
(Telecommunication) in West Bengal before joining the BPR&D. He also
worked on various important positions in West Bengal Police like Addl.
Commissioner, Kolkata;ADG, Railways;IG (Law & Order), West Bengal and
as Police Commissioner of Kolkata.

Vertical Interaction Courses for IPS and senior police officers
A Course on “Image Building—Behaviour pattern of Police” was conducted at the Administrative Staff College of India, Hydrabad from
13-18th July,2009 for the senior Police Officers. 20 officers participated in the programme.
Another VIC on “ Advance techniques in Forensic Investigation” was organized at LNJN National Institute of Criminology & Forensic
Science, Delhi from 19th to 26th August,2009. Twenty three IPS and senior police officers from all over the country took part in course.
BPR&D also organized a Course on “ Strategic and Security Issues relating to National Security” at the Institute of Defence Studies and
Analysis, Delhi starting form 31st August and ending on 4th September,2009. Twenty Senior Police officers were trained during the course.
Course on Counter Insurgency and Jungle Warfare
The Counter Insurgency and Jungle Warfare course was organized for the Police personnel of Assam, Bihar, Chhattisgarh, Jharkhand
and Orissa at the Assam Training Centre and School, Diphu during the months of July-August,2009.
Training of Trainers programme Leadership and Management Courses
To upgrade the leadership and managerial skills of the senior
police officers, BPR&D organizes various courses at various institutes from
time to time. A five day course on “ Leadership and Organization
Deverlopment” was organized at ASCI, Hydrabad from 20 t0 24th July,
2009. Four officers attended the course. Another course on Basic
Leadership was also organized at XLRI, Jamshedpur from 27-31st
July,2009. Eight officers attended the programme.
A course on “Training of Trainers” for the faculty
members of the Police Institutes in Orissa was conducted from
20th to 24th July,2009 at the Biju Patnaik State Police Academy,
Bhubaneshar, Orissa. Twenty nine members of the various police
institutions in Orissa participated in the course sponsored by
BPR&D.
TOT Courses on Combating Trafficking in Human Beings
BPR&D organized the regional level Training of Trainers
programmes on “Combating Trafficking in Human Beings” with the help of
United Nations Office on Drugs and Crime, New Delhi at Tamil Nadu Police
Academy, Chennai from 29 to 31st July 2009 . Another TOT was also
conducted at Dr. B R Ambedkar UP Police Academy , Moradabad from 25
to 27th July,2009. Eighty police officers participated in these courses.
Presentation of Research studies
A presentation on the Research study on “Rising Crime
against Elderly People and Responsibility of Police in Metros” by Sh.
S.N. Yadav of Group of Economic & Social Studies, New Delhi was
held on 19th August 2009 at BPR&D Hqrs. under the chairmanship of
Sh. R C. Arora, Director (Research), BPR&D. Other experts from the
different social organizations were also present in the meeting who
imparted valuable comments on the study.
Another presentation on the research project—“Psychological
Influences in Crime: A Comparative Study of Low and High Crime
Profile Villages of District Hisar, Haryana” by Dr. Sandeep Singh,
Lecturer, Guru Jambheshwar University of Science and Technology,
Hisar, Haryana on 18th August,2009 at BPR&D Hqrs. The work on the
research study was appreciated by the experts and officers attending
the presentation who gave some valuable suggestions to the
researcher.
Technical Evaluation of Bullet Proof Jackets
Sh.Prasun Mukherjee (DG), BPR&D being the chairman of the
Technical Evaluation Committee carried out the technical evaluation of the
light weight bullet proof jackets to be bought by CRPF on behalf of other
CPMFs during the months of July-August,2009. The Bureau did the
physical evaluation, area measurement test and ballistic trials of the
sixteen samples of jackets submitted by the nine firms.
Manpower Norms for Policing
BPR&D has evaluated the manpower requirements of 29 police
station of Delhi Police alongwith their vehicle requirements. The
evaluation was done under the Manpower Norms for Urban Policing
setup by MHA. These Norms were prepared by BPR&D with the approval
of MHA. Chandigarh Police have also been sanctioned a number of posts
in accordance with these norms.
Committee on Coastal Security Scheme meet
A meeting of the Committee on Coastal Security to assess MHA has nominated BPR&D to finalize and evolve a Standard

Scientific Investigation Courses
The Central Detective Training Schools of BPR&D organized the following courses for the Police investigators from the States and CPOs:
1. “Advance Course on Scientific Investigation” was conducted by
CDTS, Hydrabad from 1st June to 28th August,2009 and by
CDTS, Kolkata from 20th April to 17th July,2009.
2. Another Course on “Crime Scene investigation Lifting and
Picking of Material” was organized by CDTS, Chandigarh and
CDTS, Kolkata during the month of July,2009
3. The CDTS, Chandigarh conducted the courses on
“ Investigation of Homicide cases” and “ Investigation of Motor
Accident Cases” during the month of July,2009.
Trial of Bullet Proof Vehicles
To augment the modernization drive of Central Paramilitary Forces and State Police Forces, BPR&D organized demonstrations of bullet
proof vehicles and mine protected
