Introduction
MasterSystem Technologies Ltd (MST) is a PNG registered company. MST has
been operating from its Lae base for over 8 years. The business is owned and
managed by Harold Richardson and Mike Quinn who are also the Directors of the
Company.
The businesses main activates include the monitoring and tracking 24/7 of over 2000
vehicles, with resulting data being used to create fuel control and driver error matrix
reports. The business employs 4 expatriates and 85 PNG nationals. It is currently
expanding its products and services into Fuel Management Systems and
management of fuel depots.
MST has purchased equipment to commence the operation of an oil recovery
division and at this moment is trialling the continuous reconditioning and monitoring
of operating generator oils. This is extending the service life of the oil. A further
addition to the Fuel Management Systems also being offered is the polishing of
contaminated diesel fuel and cleaning of fuel tanks.
The business has enjoyed rapid growth since commencing operations in 2011 and
forecasts a turnover by 2018 of K15 to K20m PA. At least 70% of overall revenue is
based on reoccurring income from the ongoing provision of management services
and technical support of the systems provided by the company.
The directors of MST are cognizant of the opportunities that exist for the business
and the need for its future board to be structured in a manner that will facilitate rapid
growth and expansion whilst at the same time meeting all the required financial and
corporate covenants.
At the appropriate time in the near future a board structure will be designed to meet
the needs of shareholders, to deliver high standards of corporate governance whilst

MasterSystem Technologies Ltd is an established provider of Technology Solutions
to the Fleet, Transport and Petroleum industries. The focus of the business is on
bringing tried and tested technology systems into the local market with the emphasis
on local support in terms of full system backup and support including development of
local skills for sustained support. MST is based in Lae with offices in Port Moresby
and Hagen. MST has a highly committed staff base of over 85 people comprising
90% PNG national employees across disciplines of management, human resources,
information technology, administration, technical, training, customer liaison and fleet
controllers.
MST has focused on a global range of technologies to package locally supported
solutions in the sectors covering fleet; fuel and general technology platforms. The
Focus has been on identifying the needs of these sectors in the local markets and
sourcing global market tested solutions by which to customize and implement
solutions suited to PNG and other regional markets.

One of our primary partners in providing these services is Mix Telematics, known
globally in over 120 countries, and who has developed hardware which has been
tried and tested in extreme conditions providing a wide flexibility in monitoring and
reporting. The FleetMaster (FM) technology has a long established international

Fuel Management Africa Pty (Ltd) provides world-class commercial & industrial
fuel management services to customers throughout Africa, Europe, Asia Pacific and
beyond.
Pure Oil specializes in On and Offsite Oil Purification, Recycling, Condition
Monitoring, Customized Preventative Maintenance Schemes and Oil Analysis as well
as supplying an Extensive Range of Premium Quality Lubricants and Equipment to
ensure Optimal Performance for customer vehicle and machines.
Although our target sectors have changed as the company has matured over the
years, MST prides itself in keeping abreast with fleet, refueling and lubricant
technology as it continues to advance. MST is evolving with new technology as it
becomes available but our core values remain unchanged.
All our solution partners bring combined experience of many years in the fleet, fuel
and lubricant industry, with patented technology. From this MST has a customer
focused approach to provide simple to use, yet highly effective solutions.
Our range of technologies incorporate the name "Master" to indicate that it is the
ultimate and most superior in its range of products and services. Our range includes
products and services grouped under a common name. Hence MST has
FleetMaster, TechMaster, PetroMaster, and OilMaster as a number of sub-service
departments within our firm.
Customer Base
With small, humble beginnings MST has developed its business base. The firm
started originally focused on the Transport Sector and the Highlands Highway and
ended up with coverage of 90% of the commercial fleet on this route.
From this point the focus has expanded to the retail and general commercial fleets
and is now expanding regionally across PNG. The base of the expansion has been
to ensure that clients fleets are used in accordance with customer safety and their

operational policies and procedures at all times, as well as ensuring security of
personnel, fleet assets, tools and equipment.
Expansion into the control and tracking of fuel has come about through the need to
control operating costs of fleet with fuel being a principal area of cost excess through
mismanagement and shrinkage. Savings of up to 35% of fuel costs has been
realised in many fleets where fuel control has been implemented.

The FuelMaster division is focused with a strong sales and long term service level agreements to
drive and propagate the use of Fuel Management control systems in all sectors as well as marketing
of all fuel facility components comprising tanks, pumps, meters and the hydraulic and electrical
installation and support into this sector. In achieving this we have consolidated with key component
suppliers to distribute appropriate and suited products through the regions in which we are operating.
The key focus of the sales initiatives is a strong equipment leasing service and support division into
key and reliable clients. This is being coupled with an emphasis on Full Maintenance Leasing and
third party operation of facilities and equipment - which will be backed up by a strong Service
Agreement structure – as well as online Data Services through a Web hosted fuel data service (see
DataMaster Services) which will provide WEB DATA and BUREAU DATA.
This comprehensive service offers the commercial; and retail sectors a total “start to finish” fuel
management service and the ability to source facilities and equipment including:
Bulk Stowage Tanks – Portable and Self-Bunded from 500 to 105,000 liters
Pumping systems from 40 to 1,500 liters per minute with accurate flow metering
Secure issuance management system with secure fuel control and accountability
Accurate, real time, remote tank gauging – inventory Management
Mobile Refueling from 500 to 20,000 liters – With Fuel management
Turnkey supply, management and operation of fuel facilities including supply chain of fuel.

All of the above facilities are available on a Full Maintenance Lease based on a Service Agreement
covering the hardware lease and the technical service and support and full third party system

This division caters for the sales, installation and support of fleet management technology catering for

The FleetMaster Service caters for the provision of the hardware along with the IT services needed to
support operational management of highway, mining and general vehicles throughout PNG via a
variety of conventional and satellite communication options over any number of designated items of
plant through a System Service Agreement over a contracted period of time. The equipment and IT
package that covers installation, configuration and commissioning of the FleetMaster system can
offer a full fleet service able to be remotely managed by the provision of live data back to
management and/or bureau report providers (refer DataMaster). The systems goal is to provide
management with asset protection through direct performance data on the fleet including vehicle and
driver operation and performance as well as exceptions and key performance indicators.
Web based data interaction in real time provides the fleet operator with current tracking data for live
control as well as a dynamic reporting facility covering all retrospective and real time events. The
FleetMaster system provides the platform for security and wellbeing of the driver and transport asset
as well as optimum performance leading to maximised security and return on investment in the fleet.
A fleet consulting service which overlays the
FleetMaster service provides the fleet owner with assurance of true consistent value being added by
this service and can also incorporate the extra functionality of LoadMaster.

○DataMaster
This comprises a division of the MasterSystemTechnologies structure through which we are able to
offer an IT service which provides the client with online data from the fuel and fleet management data
that is generated by the FuelMaster, LoadMaster and FleetMaster systems.
DataMaster comprises the WEB based data access functionality which performs in three vital formats
comprising:
Real time data through the WEB interface with exceptions and “call to action” functionality
Operational reporting for users across the network with vested interests in data processing.
Data interface with fleet and fuel data exported remotely into the client corporate data base.
Call Center monitoring of 24/7 fleet and fuel operations on behalf of the client
24/7 Control Centre – monitoring and security response

The key to the DataMaster Service is keeping all fleet and fuel data as current as possible and in a
format which the client can optimize through correction of exceptions and pursuing continual
improvements. DataMaster Services will design, implement and monitor data systems for its client’s
specific requirements. The DataMaster web server is used as a primary data conveyance tool for
clients to gain direct access to WEB DATA regarding the operation of their equipment regardless of
its location within PNG as well as BUREAU DATA where DataMaster will provide their client with
specified format reports - for management purposes - on the operation of their equipment, event

alerts which through SMS or Email can advise the client in real time of pre-programmed urgent
advices as well as a range of other information.
The DataMaster System is the principal service delivery arm of the MasterSystemTechnologies
Services platform. DataMaster will charge its clients monthly in advance for its services – details of
which are covered by renewable Service Agreements of twenty four months duration - and these will
form the core of DataMaster revenue source. DataMaster will provide the ongoing IT support
required by the on vehicle hardware supplied by FleetMaster and LoadMaster as well as the on-
site hardware supplied by FuelMaster .
LoadMaster
The LoadMaster platform provides for the installation of on board technology to appropriate (mine or
road) vehicles to gauge the mass of each payload being carried in real time and retrospective
reporting. This includes payloads n sectors ranging from mining and construction loads to container
borne loads all in mass measurement through to liquid loads in liters loaded, carried and delivered.
The LoadMaster system provides a real-time operator interface providing operators with direct
current load data on a real time basis.
A critical supplement to the LoadMaster system is the remote FleetMaster service which provides
the remote connectivity to the payload system. This provides the fleet operator the maximum level of
control of the load in terms of vehicle performance and load security. Production environments which
have a “mass hauled” measure as a performance indicator have the control of production rates in real
time to optimize the fleet while not overloading or causing damage to the fleet. Payload reporting is a
critical component of the WEB based FleetMaster reporting system.
oilMaster
The oilMaster solution comprises globally recognized oil maintenance system which increases the
effectiveness of active lubricants and prolongs the serviceable life all oils. Key objective of the system
includes the Reuse up to 90% of all oils resulting in reduction in overall oil consumption and
Reduction in Waste Oil Disposal and Reduced Hydrocarbon Footprint

Control over the Oil cleanliness provides for improved oil performance which extends machine
component life and reduces Maintenance Costs and reduced Machine down time.
Key Components of the oilMaster System include Spectra Analysis Particle Analysis combined
with On-board Bypass Filtration fitted to the engines. This is combined with the OilScan Online
Oil Condition Monitoring and the PureOil waist oil recycling Filtration System.

OilScan is an On-Board Oil Sensor is fitted to the engines oil sump and connected to a Data logger
on board with a data display on board and GPRS/SAT Telemetry for WEB Server connectivity. The
system Caters for all oils including Crank – Engine oil; Hydraulic Transmission and Cooling oils
Install sensor to multiple oil reservoirs on each machine system in:
Crank/engine oil
Hydraulic oil
Transmission oil The System is applicable to all Mobile and Static Plant and machinery of needs from complex to
simple in nature.

Future Growth
The integration of the fuel and fleet system to provide control in one holistic platform provides a new
market base that sets MST apart from the conventional GPS and or Fuel Management System
markets.
The weakness in the market with the withdrawal of Shoreline and Digicel from the GPS tracking
sector have left both an opening in the market and a quantity of deserted fleet owner clients without a
GPS system. Competitor Track-Pro has been dominant in the Port Moresby region but with MST not
opening up offices and operation of 350 connections in the area, we are now extremely competitive in
Port Moresby. We project growth in excess of 100% in existing and new clients in Port Moresby with
the opening of our 24/7 call center and fleet control room.
