Chairman and Chief Executive Officers Report

Welcome, we would like to take this opportunity to sincerely thank our Swimming Community - the athletes, coaches, parents, officials and volunteers at swimming clubs in South Australia. In particular to the volunteers your tireless efforts do not go unnoticed and you are valued and irreplaceable members of the swimming community. The cornerstone to the success of our sport is the community we build together and thanks to everyone’s contributions the 2014-15 year has been full of swimming activity in SA and we have enjoyed many successes both in and out of the water.

The year kicked off with a bang at the 2014 SC Championships in October, with a new Championship format and exciting Relay Day activities. We then continued to see improvement in both the participation numbers and performance level of SA swimmers at both the State Long Course and Country Championships in January 2015. There were also over 50 records broken during the Championship Meets. South Australia performed well at the 2015 Australian Age & Open Championships and we look forward to hosting the Olympic Trials in Adelaide in April 2016.

Congratulations to the athletes named in this report who were selected and represented SA with pride and distinction at the 2014 State Team Age Short Course Championships and a special mention to the following athletes who represented SA at international competition during 2014/15: Jesse Aungles, Ella Bond, Kyle Chalmers, Matthew Cowdrey, Sally Foster and Matthew Haanapel all of whom excelled in their favourite events. Of these Champions Matthew Cowdrey announced his retirement from competitive swimming his record is exemplary and part of swimming history the accolades and awards he achieved throughout his career were as a result of absolute dedication to our sport. We wish Matt well in his future endeavors.

Out of the water, SwimmingSA embarked on a governance review with the aim to ensure the sport is sustainable to progresses successfully into the future. Good governance practices are essential for any organisation to be able to function effectively. SwimmingSA is committed to ensure best practice governance for the sport in SA and with the assistance of the Office for Recreation and Sport, the Board is developing and pursuing a philosophy of good governance and continuous improvement. This will involve constitutional change and at the end of the day it will be the members who will sanction the changes of your organisation. The members are in reality the association.

Progress has been evident across many areas of the organisation and together with our fellow State Associations and Swimming Australia, we have begun the process of invigorating the organised participation area. It is vital that we get it right and continue to strengthen the base of our sport – the people! SwimmingSA also looks forward to the appointment of a specialised Club Development Officer Position and program to assist our members to provide the best possible environment for swimming in the State.

During the year we bade farewell to many great people in our sport none more so than the retiring Chairman Bob Fox. During his term as the lead of our sport and before this as a club volunteer Bob has contributed countless hours and provided clear direction for the sport in SA. On behalf of the Board of SwimmingSA, Staff, Clubs and Swimming Community, we wish Bob all the best and trust you enjoy your “retirement”.

Finally, the 2014-15 year was capped off with the launch of the Multi-Class State Records. SwimmingSA is committed to inclusion within the sport and the introduction of MC Records recognises many achievements by our great athletes. Congratulations to all inaugural Record Holders.

Thank you to our directors, officers, staff and committee members for their continued efforts and commitment to swimming in South Australia over the 2014-2015 period. SwimmingSA would also like to thank our key partners Swimming Australia, Office for Recreation and Sport, Speedo, SASI and SAALC for their ongoing support.

VALE PETER BOWEN-PAIN AM Judge Peter Bowen-Pain AM has often been described as being the father of South Australian Swimming. He was a founder of the Norwood Swimming Club and guided it through its early years. He became a senior Technical Official and Referee and was also President of the South Australia Amateur Swimming Association (SAASA) guiding it to have a strong voice in the National arena. Peter became President of Australian Swimming and again led that organisation with distinction. He was team manager for the National Swimming Team at the 1980 Moscow Olympics. Peter's influence on the sport was significant in that he gathered and led a strong Board and was largely responsible for bringing the sport into the modern era in terms of administration at both the State and National level. Acknowledgement for his commitment and dedication across all areas of the sport and was widespread with Peter being awarded Australian Honours (AM) for his service to swimming, an Order of Merit from the SA Olympic Council and Life Membership of Swimming Australia, SwimmingSA (formerly the SAASA) and the Norwood Swimming Club. Peter is survived by his wife – former Past President of SwimmingSA Glenda, his surviving two children and four grandchildren.

Development Report

The 2014-2015 Season was a busy season for the development sector of our organisation with a few very large changes to our personnel and structure transpiring and also some fantastic achievements by our swimmers both at home and overseas.

The most noteworthy change to our development area has been the appointment of former Swimming Australia Head Coach Leigh Nugent to the newly created position of Swimming SA Technical Director, Athlete and Coach Development. In this role Leigh has had an opportunity to impart some of his extensive knowledge and offer mentoring and advice to both coaches and swimmers throughout the state. The results of his appointment have been almost immediate with Swimming SA having some fantastic performances recorded at this year’s National Age championships in Sydney, and of course with the selection of Kyle Chalmers to the Senior Australian Swim Team.

This year also saw changes in the way the selections to state development squads are made with a total of 61 swimmers being selected on to various levels of squads. A fantastic effort with the standards becoming much tougher than in previous years.

One of the year’s high lights was the Swimming SA team selected to attend the State Teams Short Course Championship. This was the largest State Teams Short Course Team since qualifying standards were introduced with a team of 27 athletes selected. The team finished a strong 5th overall with South Australian swimmers achieving a number of top 3 finishes.

On a national level South Australian clubs also competed strongly at all the national championship meets with a number of clubs figuring highly in all point scores and South Australian swimmers walking away with 29 medals in total form theses meets.

I would like to thank all the coaches, support staff and volunteers that have given up their time to help deliver all of the activities offered to our development squads this season. Without the help of you all we would not be able to provide such opportunities to our members.

We are looking forward to a huge year ahead with both National Age and Olympic Trials being held in Adelaide which is a fantastic opportunity for all our swimmers to compete in front of a home crowd.

Leigh plays a crucial role in the ongoing development of swimming in South Australia working closely with SASI, Swimming SA, club coaches and SASI athletes in their club training environments.

There was also the announcement of Matthew Cowdrey’s retirement after a fantastic international swimming career. Matthew made a huge contribution to swimming and became Australia’s greatest Paralympic athlete winning 13 Gold medals and 22 medals in total across three Paralympic Games (Athens2004, Beijing 2008 and London 2012).

Technical Committee Report 2014-15 has again been a very busy year for the Technical Committee. A major task has been the Review of the South Australian Swimming Rules to ensure they conform to both FINA and Swimming Australia Swimming Rules with of course, the addition of some specific local rules such as those regarding handicap events. Hand in hand with this has been the review of the SwimmingSA Event By-Laws. In addition, the Committee has also reviewed the OWS Rules and the OWS By-Laws with a similar approach to conformity with the National Rules but with the addition of any items which refer specifically to South Australian activities. All of these reviews have been approved by the Board and are now to be found on the SwimmingSA website. One of the results of this review has been the fact that although there were provisions in the rules for records for our classified Swimmers with Disability, no records had been produced. We are very pleased to say that we now have Open Records for all classifications and their relevant strokes for both Long Course and Short Course events. In addition we have Long Course Age Records for all classifications in a number of specified age groupings. All the hard work to search through results archives and assemble these records has been done by SwimmingSA’s Records Officer, Norma Amey, and we thank her enormously for her many hours of voluntary work in producing the end result. The Committee has also clarified the Time Trial Procedure to provide a simplified and more streamlined procedure while still benefitting those swimmers who are very close to National qualifying times just prior to entry closing dates. The procedure approved by the Board is outlined in Event By-Law (EBL) 36. The use of the Backstroke ledges has also been defined and approved by the Board. They will not be available at every meet, since time is money among other things, but will be available prior to National Championships and at State Championships. The details are to be found in EBL 38. Some changes have also been approved by the Board in relation to trophies. There has been some variation in past years relating to the winners of many of the perpetual trophies because the procedure was not clearly documented. It is now official SwimmingSA policy that all perpetual trophies are to go only to South Australian registered swimmers as the South Australian Champions. This is specified in EBL 26.2.8. The other change follows the recent death of Peter Bowen Pain, a Life Member and past President of both SwimmingSA and Swimming Australia who did so much for swimming both in this State and nationally. The trophies awarded to the Age Swimmer of the Meet at both the Long Course and Short Course South Australian Championships and formerly known as the SA Development Trophies for both Male and Female swimmers, are now to be known as the Peter Bowen Pain Development Trophies. We continue to be happy with the progress of new Technical Officials resulting from the Board’s Mandating Policy, although we would like to see more seeking full accreditation as they gain sufficient pool deck experience both at SAALC and at Club Open Carnivals. However, as well as the practical experience, these officials need to attend a theory course and we urge clubs to find a suitable date and ask SwimmingSA for an accredited Trainer/Presenter to come out and run a course. Accreditation is essential for selection to a fully paid weekend in Canberra to attend special Officials Training workshops and to officiate at the State Teams Championships in September each year. Those who have attended find the weekend very beneficial; however Swimming Australia sets the selection criteria which we must abide by. We know from feedback that giving new officials at the JX meets the chance to attend a practical demonstration prior to each meet has made their introduction to officiating more welcoming. Our thanks must go to the swimmers who volunteer to demonstrate the correct techniques together with a few common errors so that those watching can know and understand what they see as an Inspector of Turns. Our thanks also to those Referees who have supported me by giving their time to run these

33

demonstrations from the theory perspective, especially Trevor Kenyon, Phil Bowen, Darren McLachlan, Heather Carbone and Stephanie McLachlan. The updating of the National Training Programme documentation has experienced long delays but we understand the final version will soon be circulated to the states. In the meantime, we continue to use our own updated SA version which is closely allied to what we believe the final national version will be. It certainly is a big improvement on the earlier format which we were using, albeit somewhat unhappily. On the down side, we have experienced much frustration with the roll-out of the new digital system for SAL and all states. Not only has it absorbed enormous amounts of time for all office staff but it has caused the Committee problems with no access to some essential databases, including the Officials Database. We hope that the backlog on accreditation cards, log books and other essentials for accredited officials will soon be cleared. We welcome two new Trainee Referees this year in Anthony Couche and Mark Branson and it seems they are both enjoying the work as they gain lots of experience. We have continued to run Referee Seminars during the year which the Referees find very useful. It gives us the opportunity to all meet together to discuss various aspects of policy and rule interpretations so that we are all making similar decisions to similar problems which arise. For a time, the Technical Manager was also required to act as Meet Director and although this role has now gone back to a staff member, those Referees who were asked to step into this difficult dual role performed well and without complaint. Our thanks go to them. We have also had quite a number of Technical Officials appointed to National Championships and the Pan Pacific Championships in the last year and this is good to see. Gloria Owens has been given the opportunity to work as Starter at this year’s National Age while Lorraine Burford and Jennie Phillips-Hughes were appointed Referee and Starter respectively at the 2013 State Teams Meet in Canberra. Stephanie McLachlan has also been assessed as ready for Level 3 Starter and is awaiting her first appointment. Congratulations to all of them. I would like to thank sincerely those members of the Technical Committee for their valued input during the year – Phil Bowen, Trevor Kenyon, Jennie Phillips-Hughes, Darren McLachlan and Heather Carbone as well as our new Staff Liaison Person, Tania Carlino, together with the staff who have filled the role of Meet Director during the year. Country Committee Report

I’m pleased that the 2015 season has increased the momentum for the Country Committee with successful revamp of activities during the 2015 Country Championships in Mount Gambier. During these Championships a change in break activities saw an excellent interaction with those clubs wishing to obtain help. With Coaches at poolside getting hands on help and the access to help during the day with IT and the opportunity to speak with the SSA office about any issues they may have. We also had available to the clubs an information session that was an excellent way to get up to date with the Country Committee and actions that have occurred during the year, those that attended the information sessions was very pleased with the content and opportunity to ask relevant questions.

The message of the Country Committee being your voice is now being understood and therefore I encourage anyone that has any queries to contact your District Representative.

A big thank you to Mount Gambier / Blue Lake Y for being fantastic hosts for the 2015 Country Championships and look forward to 2016 Country Championships in Loxton. As country people, we all appreciate the effort that is made by all volunteers to make this event one of the best SwimmingSA events in our calendar. Congratulations to the Onkaparinga Swimming Club who yet again won the Country Championships.

Congratulations to those swimmers who broke country records and also to those who were successful in gaining National times.

I look forward to another great year of swimming in 2015/2016 and the 2016 Country Championships hosted by Loxton.

Competitions Committee Report

Following the survey sent out in 2013 modifications have been made to the competitions calendar. Members of the Board have visited swimming clubs in the last year and further suggestions were received and taken into account.

We have made minor modifications to the qualifying times needed for Division 1 meets and particularly State Championships. We have been pleased with the greater numbers of 11 & Under competitors and have kept their times the same for 2015/16. For this year we have slightly relaxed the times for 12 and 13 year olds – making sure the extra numbers of 11 year olds can continue to qualify into the next age group.

We have set up a smaller number of meets run by SwimmingSA and offered a number of combined age group meets. We are hoping parents and swimmers will find it easier to just have to attend one meet on a weekend rather than a number of different meets for swimmers in different age groups, we would hope this would see numbers attending the combined meets increase.

We have also set aside a number of meets at pools different from the SAALC to allow the smaller clubs the chance to be further involved and hopefully allow some of them to gain club finances by offering food stalls.

We have continued with the combined Age and Open Short Course Championships and the attendance in July was excellent. We plan to streamline this meet for next year with better time lines and presentation arrangements. We were very pleased with the response to the quick turn a-rounds for the Open final presentations, with one gender of swimmers being presented moments after their swim.

We plan to combine the Open and Age Long Course Championships into one meet for the 2015-16 season. It will be the opposite to the SC Championships with the medals for Open swimmers being decided on the times swum in the heats and the Age group medals (including a 19 & Over group) being decided on times swum in the Age group finals in the evening session.

We plan to survey swimmers, parents and coaches again during 2016 asking for preferences about the varied combinations of meets being trialled this coming season.

Thank you to the committee members – Ynez Grimes, Emma Flowerdew, Trevor Kenyon, Cory Bampton and Wade Meaney.
