INTRODUCTION

"At the present time, if a specially valuable book is published itfinds its way to at least a thousand different libraries, in all of whichit must be catalogued. One of the highest salaried officers of each ofthese thousand libraries must take this book and examine it for the scoresof points that only a cataloguer can appreciate the necessity of lookingup. Then the title must be copied and revised. Perhaps a half day isspent in preparing a satisfactory note to append for the benefit of thereaders, etc., etc. And all this work is repeated to a certain extent ineach of the thousand libraries! Can librarians complain if practical busi-ness men call this sheer extravagance?"1 So wrote Melvil Dewey in an 1877article on cooperative cataloging. His words have since been repeatedmany times in many different ways, though the broad aims which he con-stantly supported have only recently been (or are still being) accomplished.

Cooperative and centralized cataloging of library materials are obvi-ously not recent concepts. In 1850 Charles Coffin Jewett proposed thatthe Smithsonian Institution begin accumulating sterotype blocks of itscataloging and that of other contributing libraries to be used in com-piling printed catalogs of different libraries, joint catalogs of two or

more libraries, and possibly a union catalog of all libraries in thecountry.2

No action was taken by the Smithsonian, but Jewett's proposal influ-enced the thinking of Dewey and his contemporaries and, through theirurging, led to the American Library Association title slip service and thento the card catalog service begun by the Library of Congress in 1901.

There are many articles in the late 1800's and well into the mid-

1900's discussing cooperative and centralized cataloging. With exceptionof a few isolated examples, however, in the 1920's and 1930's referenceto processing centers is rare until the mid-1940's. A few centers came

into existence in the 1940's, the number grew in the 1950's and therehas been a proliferation of centers in the 1960's. One single factoroften cited as the contributing force in establishment of centers in the1950's and 1960's is the Library Services Act of 1956 and the subsequentLibrary Services and Construction Act of 1963. This legislation has pro-vided one thing without which programs can not be carried out - namely,money. Since the passage of the Library Services Act, processing centershave literally sprung up and are successfully operating across the UnitedStates.

Processing centers serve public and school libraries almost withoutexception. Several centers process materials for academic libraries(primarily junior colleges), but to date there appear to be no centerswhich were established to serve exclusively the processing needs of aca-demic libraries.

As evidenced by the length of this bibliography, many articles haveappeared regarding cooperative and centralized acquisitions, cataloging andprocessing. Treatment of the subjects has produced a broad range of arti-cles, including those on advantages and disadvantages of cooperative andcentralized cataloging, discussions on cataloging theory, accounts of"how we do it in our library, or processing center," guidelines for central-ized processing, and cooperative/centralized cataloging at the local,regional, national, and international level. Through the years there hasbeen an interchange in existing terms and development of new terms to de-scribe changing concepts, thus throwing confusion into the game, unless thereader happens to know the terminology rules for the particular period inquestion. The words "cooperative" and "centralized" have been unintentionallyinterchanged to such an extent that it is often difficult to tell from atitle, and sometimes from the article itself, which of the two the authorhad in mind. With such a Patrick Fitzmorris--Morris Fitzpatrick syndrome,it is difficult to tell whether one should write about cooperative pro-cessing centers, centralized processing cooperatives, or processing centercooperatives. All three terms would probably receive the stamp of ac-ceptable jargon.

Library Literature demonstrates well the evolution of technicalservices terminology from 1921 to its present state. Prior to 1942, cata-loging, cooperative, and order work-cooperation were the main indexingterms to the subject in question. Technical processes was added in 1943,and order work-cooperative changed to acquisitions, cooperative in 1949.Technical processes became technical services in 1958, and cataloging-in-source project appeared. The word centralized was joined with cata-

loging in 1943 and with technical services in 1958. Unfortunately for theprofession cataloging-in-source project disappeared in 1966. A summaryof the stages of development reflected in these terms is shown in thefollowing table.

VITA

Lawrence E. Leonard is Project Director of the Colorado Academic Li-braries Book Processing Center, Norlin Library, University of Colorado,

Boulder. CALBFC is a National Science Foundation funded library researchgrant to determine the feasibility of centralized book processing for agroup of academic libraries.

Mr. Leonard was born in Hartford, Connecticut, in 1934. He receiveda B.A. in Geology from the University of Illinois in 1956, and an M.A. inLibrarianship from the University of Denver in 1959. He will begin worktoward a Ph.D. in Library Science at the University of Illinois in June 1968.Most of his library experience has been in technical libraries; he has workedwith the Martin Company, Denver, Colorado; General Atomic, San Diego, Cali-fornia; and the Naval Ordnance Laboratory, Corona, California. In 1964, hereturned to Colorado to become Chief of the Library Branch, National Bureauof Standards, Boulder Laboratories, a position which he held until early 196 7when he went to the University of Colorado to conduct research on the feasi-bility study.

Mr. Leonard is a member of the following professional associations:American Library Association, Special Libraries Association, Americal Societyfor Information Science, Colorado Library Association, Mountain Plains Li-brary Association, and Alumni Association, Graduate School of Librarianship,University of Denver.
