Traffic Advice – Response to DILGP’s Information Request

We refer to your request to provide traffic engineering advice in relation to the traffic-related items of the

Department of Infrastructure, Local Government and Planning (DILGP) information request related to the

proposed Coominya Quarry, dated 14 July 2017.

Traffic-related information request items and responses prepared by Traffic and Transport Plus are provided

below:

Information Request Item No. 1

“ Pavement Impact Assessment

In accordance with the State Development Assessment Provisions (SDAP) Module 18.1 – Filling, excavation

and structures state code, Table 18.1.1, Performance Outcome (PO) 11, the applicant should demonstrate that

where the quantity of fill or excavated spoil material being imported or exported for a development exceeds

10,000 tonnes, and haulage will be on a state-controlled road, any impact on the infrastructure is identified and

mitigation measures implemented.

The Rocky Gully Road, Coominya Quarry Traffic Report prepared by MRCagney Pty Ltd dated 25 May 2017,

issue 2 has identified for pavement impacts, a contribution rate of 20.20 cents / tonne for a production rate of

up to 500,000 tonnes. It is noted that the description states an anticipated maximum production threshold of up

to 500,000 tonnes per annum, however, the type of approval sought will allow for an extraction and screening

rate of up to 1,000,000 tonnes per year.

The applicant is requested to submit further information to ensure that impacts on the state-controlled road

network are identified and mitigation measures are implemented to compensate for the effects on the state -

controlled road for the entire extraction rate the approval will allow.

To demonstrate compliance with PO11, it is requested the applicant provides the following:

• An assessment of the pavement impacts for an extraction rate of 500,000 – 1,000,000 tonnes per year;

and

• Provide an electronic copy of the completed pavement impact assessment spreadsheet.

If a higher contribution rate is identified as required for 500,000 – 1,000,000 tonnes per year this would only be

applicable on any extraction exceeding 500,000 tonnes per annum.”

Response to Information Request Item No. 1

The maximum production rate being applied for in this development application is 500,000 tonnes per annum;

accordingly, the annual production rate of the site would not exceed 500,000 tonnes per annum. Whilst the

ERA category that the application falls within is less than 1 million tpa, the condi tions of approval sought would

include a cap at 500,000 tpa. In the event the annual production rate of the site was to look to exceed 500,000

tonnes per annum, another development application (including an additional pavement contribution analysis)

would be required to be submitted.

Since the time of writing the MRCagney traffic report (Ref. 1), updated MRD input costs have been provided

and have been requested to be included in the analysis.

The MRD input costs referred to in MRCagney’s Traffic Impact Assessment Report (Ref.1) and the updated

MRD input costs2 included in Attachment A – Updated MRD Input Costs, provided by Nicola Powell of the

Development of Transport and Main Roads (DTMR), are included in Table 1 - MRD Input Costs for comparison.

The same assessment and project operational parameters that are outlined in MRCagney’s Traffic Impact

Assessment Report (Ref.1) have again been input into DTMR’s pavement contribution spreadsheet, but with

the updated MRD input costs requested to be adopted. The results of the updated pavement contribution

analysis show that the DTMR spreadsheet calculated pavement contribution increases from 20.20 to 23.29

cents / tonne with the updated MRD input costs.

An electronic copy of the excel file of the updated pavement contribution analysis has also been provided, and

a printed version of the PIA spreadsheet has been included in Attachment B – Updated PIA Analysis.
