4 We see like ESA, that NMSC-SSU capabilities shall be supportive

for future developments and SatCom markets. The main questionin this context is: Who knows best about this?

4 In this context it is of highest value to ask leading edge

companies about their future plans and planned developments. These plans normally are the companies best kept secrets.

4 This consortium was (and still is) willing to share its own believes

in their futures with ESA as part of a win/win approach.

4 We were able to define several areas of future SatCom

developments from our own portfolios, where we are convincedto combine the best available knowledge for these comingmarkets.

4 This has lead to four different lines of important futuredevelopments, of which we believe that they are of high relevance for any NMSC-SSU.

4 We do not claim that these lines are the only ones important; butwe see ourselves as extremely competent for their assessment.

major lines of future SatCom developments

– Testing/simulation technologies for satellite terminalsand new media satcom services

– Combinations of SatCom elements with terrestrialwireless mobile communication

– Secure VPN services including generic applicationslike voice, ERP or VC

– New media services and multiservices platforms

4 As planned our study reveals several complex test, simulation and

development environments with high potentials to NMSC-SSU

capabilities.

4 As expected our phase 1 results show that such complex environments

are essential prerequisites for next generation services/ applications/

components developments.

(Remark: This position is also backed by first findings of ESA´s two

questionnaires actions as presented on workshop in February 2003)

4 It is evident that such complex simulation/ development/ testbed

environments cannot be seperated from considerable human expertiseand thus cannot easily be transferred to other places or organisations.

4 This means for ESA´s NMSC-SSU plans, that important capabilities of this

kind can only be found in places with considerable experience and „heritage“.

4 Therefore NMSC- SSU capabilities (except minor support features)

will mostly be distributed.

4 We also have identified within our own consortium quite strong

similarities between two different partners (FOKUS.SatCom and IABG)

4 We regard this as a positive example for our position to allow and evensupport competition, because it raizes the chances to open these

complex labs to others from outside in cases of restrictions frompartnerships.

4 We strongly recommend to ESA to identify more alternative competence

centers all over Europe.

4 Major capabilities exist and should be made available to European

industry and research.

4 ESA should identify all those capabilities and try to find a structural

approach for describing and categorising these capabilities in terms of:

- HW/ SW/ Infrastructure (as initialized in heritage questionnaire)

and:

- related human experiences/ projects/ partnerships

in order to find an overview information base for matching new

users´requirements with existing European capabilities

4 ESA´s role in this context therefore should more or less be

restricted to provide or to organize:

- an open capabilities description platform including the related

(human) competencies and

- some user support services like module libraries or basic

functionalities

- a regular update of ist users´and heritage questionnaires in a

workshop centred dialogue with interested partners from Europe

4 ESA should contribute to further development of existingcomplex capabilities (competence centers) by:

- (co-)funding technical opening of existing lab environments forexternal access and towards open standards („ESA- certificate“)

- identifying (by permanent matching of users´ demands and actual competence centers´heritages) current deficits and (co-) funding (with regular competitive bids) the necessary

improvements and

- (co-) funding of usage by research and SMEs.

4 Main component of the proposed DVB-RCS simulation unit will be ahardware platform controlled by a ”Simulation Tool”

4 The ”Simulation Tool” will be composed of:

4 Basic Functions are software tools, which represent general DVB-RCSfunctionalities. They should support the user with:

• Results (e.g. protocol traces, CMT values) on demand• Parameters to control the behaviour of the Hardware platform
