Contract signed with Technip to provide FEED Services for BMP The Bahrain Petroleum Company (Bapco) has signed a contract with Technip Italy S.p.A, for the provision of Front End Engineering Design (FEED) Services for the Bapco Modernisation Program (BMP). Bapco’s Chief Executive, Dr. Peter Bartlett met with Technip Italy S.p.A Chief Executive Officer, Mr. Marco Villa in Awali to sign the contract. It is expected that Technip, operating out of its office in Rome, Italy, will complete the critical front end development work for this mega- project by early 2016. The ambitious BMP has been described as not a ‘Project’ but in fact a ‘Programme’ which, in project management terms, is a group of related projects managed in a coordinated way to obtain maximum benefits. It will be the single largest investment ever for Bapco, after the recently concluded US$ 1.2 billion Strategic Investment Programme, as a result of which the Bapco Refinery is now the first refinery in the Middle East to successfully demonstrate the capability of producing nearly 100,000 barrels per day of Euro V Diesel and Group III Lube Oil Base Stock. The objective of the BMP is now to improve gross margins and ensure the refinery’s competitiveness in the near future. The Board also reviewed operating and financial results for the year 2014 so far and acknowledged the productivity improvement and cost optimisation initiatives on the face of a volatile world oil market. The progress of various activities related to the Modernization Program was reviewed, as were a number of governance, organisational and financial issues recommended by the Audit & Finance Committee and Human Resource Committee of the Board, with resolutions adopted on action items. The Board recorded its appreciation to Management and employees for the ongoing progress and achievements during the year for the ongoing success of the Company. As part of encouraging community partnership and as an affirmation of Bapco’s responsibility towards the Bahraini community, the company sponsored the Bahrain Federation of Disabled Sports in order to support the upcoming Charity Wheelchair-Basketball Festival. This sponsorship comes under Bapco’s continuous efforts to improve the services provided by the Federation for people with special needs in order to meet the demands of this segment of society. In this regard, Bapco’s Public Relations Manager, Mr. Ali Yacoub Al Meftah received Mr. Ali Mohammed Al-Qaisi, Director of Public

Relations for the Bahrain Federation of Disabled Sports. During the interview, Mr. Ali Yacoub Al Meftah handed over a cheque of financial support to Mr. Ali Mohammed Al-Qaisi, praising the achievements and contributions of the Federation in their service of people with special needs within the community. For his part, Mr. Al-Qaisi expressed his sincere thanks and appreciation to Bapco’s keen efforts to support the Federation in the service of this segment of society. This comes as part of Bapco’s commitment to promoting the important role of sports activities in the development of Bahraini youth.

Bapco has recently hosted a delegation of senior personnel from Alba on a tour of the Bapco Refinery. The delegation visited various departments and sections in Bapco including the Environment and Fire sections as well as the Security department. There were various objectives to the visit, which aimed to discuss best practices in terms of lifting tackle safety, statistic practices, contractors’ safety management practices and industrial hygiene. The visit also further aimed to familiarise the visitors with Bapco’s role in Fire, Health and Safety (FH&S) management and how the Environment section plays a key role

in the company. Furthermore, the visit also explained the various roles and responsibilities in Bapco, while catering to the request of individualised meetings with the various suggested specialities. “The visit is line with Bapco’s dedicated EHS initiatives and its continuous efforts exerted to spread knowledge and share information with leading industry professionals regarding best practices in the Fire, Health and Safety domain.”, Bapco’s FH&S Manager, Mr. Ahmed Khalil said. “This strives to contribute to better FH&S practices both in the company as well as externally, which will in turn contribute to a safe and healthy society” he concluded.

Alba Delegation Hosted on Refinery Visit

To recognise the significant improvements in the quality of the Bapco IMS audits which were launched by the company four years ago, five of Bapco’s most accomplished and successful Bapco internal auditors were received by Bapco’s Deputy Chief Executive, Mr. Ebrahim Talib on 8 September 2014. The occasion aimed to recognise the auditors’ valuable contribution and efforts in conducting effective Integrated Management System (IMS) audits, ensuring Bapco’s progress in ongoing improvement in Quality Management System (QMS), Operational Excellence Management System (OEMS), Environment Management System (EMS), Occupational Health & Safety and Process Safety Management (Safety, Health, Environment and Quality). Mr. Talib emphasised the importance of the quality of internal audits delivered in Bapco’s governance processes, particularly

as a leading indicator and reiterated that conducting effective internal audits is a catalyst for continual improvement for all management systems that our company subscribes to. He further stated that Bapco is committed to investing in the provision of continuous training for its IMS auditors in order to enhance competencies in all management systems. He also emphasised that internal audits are the cornerstone of any company’s management system as it provides a clear “line of sight” on the health of the organisation. The internal auditors were praised for their commitment and hard work in delivering high quality audits within the stipulated time frame. Mr. Talib expressed his gratitude to all the IMS auditors and wished them all the best in making a success of Bapco’s IMS internal audits in order to ensure that the company’s organisational goals and objectives are met.

Following the contract signing ceremony which was attended by dignitaries from both sides, and members of the Bapco Board of Directors, the Chairman of the Board, Mr. Adel Khalil Al-Moayyed, conveyed his best wishes to both the Bapco and Technip project teams for the successful completion of the FEED work. He stressed on adherence to Bapco’s ‘one-team’ concept that has always been a part of its work culture in a diverse multi-cultural environment reaping rich dividends for the company. Dr. Bartlett added that the two teams should not only ensure to complete the work completed professionally, but also to

build friendships which last a lifetime. Mr. Villa assured that Technip would do its utmost to justify the faith reposed in it by Bapco. He stated that Technip has had a long and fruitful relationship with Bapco and the intention is to continue forward in the same vein as Bapco embarks on its most ambitious project to date. Besides Technip’s head office in Rome, the company will also utilise its offices in Abu Dhabi and its High Value Engineering Centre in Greece to guarantee a thorough high-quality FEED for BMP. In closing, Dr. Bartlett said, “I am deeply grateful to the continued Wise Leadership and business acumen of our superiors in providing timely guidance to us in these

matters of national significance. The Bahrain Petroleum Company (Bapco) held a 1-day Health and Safety Course for its Managers on Thursday, 11 September 2014 at the Bapco Club in Awali. The initiative was held in line with Bapco’s continued commitment to striving for excellence in all aspects of our business and the subject course served as a refresher to reinforce attendees’ know-how on the company’s Operational Excellence Management System (OEMS) and key management processes. It was highly interactive throughout and included group exercises for attending personnel. At the outset of proceedings, Bapco’s General Manager – Refining, Mr. Hafedh Al-Qassab opened the session and delivered a speech underlining the importance of the course and the need for the management team to live Bapco’s strong safety culture values. Mr Al-Qassab summarized that OEMS is a systematic approach to identify and close performance gaps, and to integrate objectives, plans and activities into daily operations, with the ultimate goal of meeting world-class performance in the management of process and

personal safety, health, environment reliability and efficiency. A speech and presentation were also given by Manager – Health, Safety and Environment, Mr. Ahmed Khalil who discussed Bapco’s trend for Lost Time Injuries (LTIs) and non-Lost Time Injuries in recent years, as a result of its employees’ conformity with the key values and practices implemented by the company. At the conclusion of the course, certificates were presented to participants by Bapco’s Deputy Chief Executive and Chairman of the Environment, Health & Safety Committee (EHSC), Mr. Ebrahim Talib. It is worth mentioning that the objective of OEMS is to have an incident and injury free workplace, which has been recorded multiple times in Bapco’s history and the objective of the company is to make these successes sustainable. The course also enables Managers to familiarise employees with the practices and values discussed in the course, which in turn ensures that all Bapco employees follow these systems to live and work by Bapco’s excellence philosophy.

Bapco’s annual Summer Camp Closing Ceremony for 2014 on Saturday, 6 September 2014 at the Bapco Club in Awali. The Ceremony was held in the presence of Bapco’s Acting Manager – Public Relations, Mr. Ali Yacoub Al Meftah and Manager – Awali Services, Mr. Saeed Abdul Rahman as well as other senior officials from the company. Almost 200 children were facilitated for their enthusiastic efforts and active participation in the Summer Camp programme, which has been an annual mainstay on Bapco’s calendar for several years. At the outset of the evening’s proceedings, Bapco’s Fire Chief, Mr. Richard Carroll discussed the issue of child safety in cars as a SHEQ moment, in line with Bapco’s strong commitment to Environment, Health and Safety (EHS) endeavours. Mr. Al Meftah then gave a speech welcoming attendees and congratulating participants for their efforts over the summer. The Summer Camp programme involved a variety of educational and fun activities for the children, who ranged in age from 7 to 18 years old. The children participated in activities such as Taekwondo, Swimming,

Bowling and a Youth Leadership programme, as well as numerous one-off Interactive Presentations which were conducted by qualified professionals in fields such as environment, health and safety in addition to others. Aside from the children, programme facilitators, instructors and support staff were also recognised at the event, where they were awarded and recognized for their concerted efforts. Bapco regularly conducts social and cultural activities for the children of employees, fostering its vision of educating, nurturing and supporting its workforce and the society.

As part of its commitment to developing growth in the Kingdom of Bahrain and to supporting programs that aim at developing the public and private sectors, Bapco has sponsored the Bahrain International Corporate Governance Conference which was held on the 17 and 18 of September at the Crowne Plaza, Bahrain. The objectives of the conference focused on highlighting the modern concepts of corporate governance and the policies adopted by companies in the application of the rights and obligations of all parties. Bapco’s Chief Executive Dr. Peter Bartlett received at his office in Awali the CEO of Prince Mr. Khalid Al Goaud, where the sponsorship presentation took place. Dr. Peter Bartlett expressed his pride in

sponsoring such an event, which was hosted by the National Oil and Gas Authority (NOGA) and organized by Prince Events Management.He also added: “Such an event provides a great opportunity for the exchange of knowledge and the discovery of new concepts for setting targets for companies and achieving effective results.” The conference was designed to highlight the tools necessary to activate corporate governance within organisations, and consisted of 6 papers presented on the first day and 5 workshops held on the second day. The Bahrain International Corporate Governance Conference also aimed to help the audience draw their required visions for their respective organisations’ futures.

The Awali Bowling Club held its annual General Meeting at the Bapco Club to discuss matters related to the 2013-14 bowling season. Chairman Abdulla Raees opened the meeting and highlighted all major issues and thanked the audience for their attendance. He stated that Bapco is seriously considering renovating the current 6 bowling lanes, most probably by December 2014 or early next year. He further stated that the current club academy would continue for years to come. He added that the club would run the usual leagues and three Open championships besides the National Day tournament. The league and tournament issues were discussed by Acting Competition

Secretary & Vice Chairman, Mr. Yacoob Al Shehabi, while the treasurer’s report was illustrated by Waleed Othman. The floor was opened for other matters where a number of members highlighted concerns related to improving the way leagues and tournaments are run and also conducting special training sessions for seniors. On behalf of the audience, A. Latif Hassan thanked the committee for their hard work and commitment towards the club and its members. Prior to the election, Abdulla Raees announced that he would be retiring from Bapco by end of this year and hence would not be in a position to continue chairing the club according the Bapco Satellite Clubs Constitution, but he would always be available for any assistance. The voting then took place where the following were elected to run the club for the next two seasons (2105 and 2016): Yaqoob Al-Shehabi Chairman Waleed Othman Vice Chairman Kumar Nair Treasurer Khalid Abdulla General Secretary Ali Maroof Tournament Secretary Mohammed A. Keeping with its continued commitment towards fostering students and the educational sector, the Bahrain Petroleum Company (Bapco) recently received a delegation of students from various universities in Japan. The visit, which was organised through Yokogawa Middle East and Africa, was held on Wednesday, 17 September 2014. The students visited Bahrain and Bapco as part of social responsibility initiatives. The aim of the visit was to familiarise the students with Bapco’s operations, and was as part of a training and rehabilitation programme

designed for the students to deal with recent disasters experienced in Japan. The students’ visit to Bapco included a briefing given by Training (HR), which explained Bapco’s operations and activities as well as its key Fire, Health & Safety management practices. The students were also briefed on the latest achievements of Bapco in major projects. They were then taken on a bus tour to the main units and plants of the Refinery. At the conclusion, the students thanked Bapco for organising the visit, which played a key role in enhancing their educational process.

Bapco is set to launch a new Sadeem promotion campaign from 28 September to 6 October 2014 at the Bahrain City Centre. The new campaign aims at providing customers with the various benefits of the service, which mainly strives to enhance the comfort and convenience of fuel consumers in the kingdom. The campaign

will include a number of activities and events which explain the numerous advantages of this smart service. Since its launch in 2012, Bapco has achieved great success in introducing this smart fuel solution nationwide by issuing over 58,000 Sadeem smart fuel cards, which have been made available over 18 Bapco service stations thus far with aspirations to raise the number to 80,000 by the end of the year. The Sadeem card is a smart fuel service and is a uniquely convenient method of fuel payment, serving both corporate and individual segments. The service has garnered great popularity owing to its capability to be used as a substitute to cash payments and fuel vouchers, and has been overwhelmingly preferred by customers due to its efficiency, effectiveness, safety and convenience as a fuel payment service.

The second week of the Bapco Interdepartmental Bowling League was played on Monday, 15 September 2014 at the Bapco Club, producing the following results:Tatweer team emerged winners in their match with the Retirees team. During this game, Abdul Hameed Maraghi of

Tatweer scored 230 for High Game and 656 for High Series for the week. From Retirees, Mohammed Falah scored 196 for High Game, while team captain Ahmed Noor scored 558 for High Series. In a rather interesting contest, ITD overcame Refining 6-2, with ITD’s Yaqoob Yousif scoring 213 for High Game, while his colleague Abdul Latif Hassan scored 598 for High Series. From the Refining team, Mazen Ahmad bagged 211 for High Game and 583 for High Series.Marketing gained a comprehensive win over Projects with an 8-0 scoreline. Felix Grefaldia from Projects scored 250 for High Game for the week and 602 for High Series. Retirees’ Ghassan Abdulla scored 213 for High Game while team captain Abdulla Abdul Kareem scored 621 for High Series.Engineering beat Land Department in another match;

captain of Engineering Ebrahim Taher scored 210 for High Game, while his colleague Abdulla Saleh scored 548 for High Series. From the Land team, Farooq Mohammed Saleh, team captain scored 196 for High Game, while his colleague Mahadevan Ramanajhan scored 544 for High Series.In the final contest of the evening, Ladies lost 8-0 to the Security team. During this game, Meteb Mubarak of Security scored 203 for High Game and 606 for High Series. Nazeeha Ahmed, Ladies team captain scored 200 for High Game and 555 for High Series.The following week, Ladies were scheduled to play ITD, Engineering were scheduled to play Production, Land was set to play Marketing, Security versus Retirees, Tatweer were set to take on Refining and Projects team received a bye.(Week 1 results on Page 20)

During an award ceremony, Manager Oil Processing Department (OPD) – South, Mr. Mahmood Abdulrahim awarded Ahmed Al-Meer, Jassim Bu Hussain, and Suhail Ali (Shift Supervisors), in appreciation of their dedicated efforts and remarks during their work as voluntary members of the BOOST Program in the department. Commenting on this occasion, Mr. Mahmood Abdulrahim pointed out that most accidents take place due to unsafe practices or un-noticed faults at workplace, adding that BOOST program helps making a major change in human behaviour from unsafe to safe practice, in addition to monitoring unsafe workplaces, which eventually leads to eliminating and preventing work accidents. “Compliance to the 4 Keys to Safety and OSOOL Bapco principles assumes a key role in fostering Bapco’s BOOST program”. He

added. “BOOST program is a success story in Bapco because of the genuine support and concerted efforts of all employees who have displayed full cooperation and understanding with BOOST team members”, he continued. Upon the conclusion of the award ceremony, Mr. Abdulrahim presented the three employees with recognition awards, thanking them for their honourable achievements and wishing them continued success in fostering BOOST principles in Bapco.

About the D e b a t e TopicThe energy industry is facing many challenges. This can vary from e s c a l a t i n g

costs when there is a boom in the market to cut backs when there is a down turn in the market. Either way, there is always an industry challenge that needs to be addressed. It may be technical or it could be commercial. It was against this background that the 3rd PMI AGC – DMS Energy Forum Debates were conducted in Bahrain on 2nd and 3rd of September 2014 with the objective of providing a neutral platform that allowed industry subject matter experts to debate potential solutions to current challenges

in an open environment. One of the debate topics that was aptly selected was “How to avoid Mega Projects Cost Over Runs”. The nominated Moderator for the debate was Mr. Abdul Jabbar Abdul Karim, General Manager of Major Engineering Projects Division in The Bahrain Petroleum Company (Bapco), and the panelists were Mr. Rolf Baumgartner, Project Manager from Technip, and Mr. Madhu Pillai, VP and Projects Director of Kentz Engineering.The debate was lively and enlightening with active participation from members of the audience. Mr. Jabbar also made an interesting presentation to subtly explain the challenges facing mega projects when it comes to accurately estimating costs. His fun quiz on cost over runs of landmark projects was the highlight of the discussions and had the audience in raptures. He also advised various methods to avoid over runs basis experience gained from several Bapco Front End Loading Exercises.

Bapco employees at the Sitra Wharf office recently celebrated an unprecedented achievement for the company, in the recording of no “overdue sea lines” in 2014 in the Hydro testing of Bapco Product Sea lines. The celebration included a gathering of all Wharf staff, who discussed the achievement at a cake-cutting celebration to commemorate this commendable achievement. Mr. Essam Al Sheikh, Superintendent – Wharf Operations Section attributed this achievement to the diligent efforts of his colleagues. “This outstanding achievement is the result of close to five years of hard work after much delay and defer, and the concerted efforts of our colleagues. It has involved the careful implementation and various safe practices, including the replacement of almost 5 kilometres of sea lines in some cases” he said. Echoing his thoughts, Mr. Moosa Hammad, Acting Manager – Shutdown and Major Maintenance added, “In one sentence, this achievement would not have been possible without the Contractors.”Shedding light on the company’s recent history with sea lines, Essam continues, “In the past, we have had many sea lines that were overdue for Hydro testing, which is a special test that we carry out on sea

lines to ensure that they are in good shape for service in the years to come. These sea lines transfer products from the tank farm to the loading vessels to the international markets, to cater to the customers’ demands and requirements, while fulfilling high expectations. Some of the products which are sent through these sea lines include Diesel, Naphtha, Jet fuel – A1 and A5, fuel oil and bitumen (asphalt).” Expanding on the achievement, he continues “Since 2011, we have exerted tremendous efforts to complete the outstanding Hydro testing of sea lines. This is a major milestone in the history of Bapco.”But there is more to the celebrations than meets the eye. “I am also proud to share that we have not had any environmental spills since 2012. In the past, there have been situations where we have faced environmental spills, which have required us to contact response teams, shut down operations and so on. But we have curtailed this trend in recent times, because when a sea line is tested, its integrity is assured and protected as well.”In conclusion, Essam and the rest of the Wharf personnel thanked all the concerned departments, engineers, and contractors for their efforts which contributed to this major Bapco milestone.

Bapco bid farewell last month to Abdulghani Al Misbah, a veteran of 27 years in the company. “I am really proud to have worked for Bapco” Abdulghani wrote. “During my lifetime journey with the company, I have developed good relationships with many of you, which is hard to leave behind. I would like to

express my sincere thanks and appreciation for providing me with your support and cooperation throughout my career.” “I wish you and your families prosperity and a healthy life” Abdulghani concluded. Abdulghani was a Procurement Officer in Bapco’s Procurement Department, and an MBA graduate from the United Kingdom.

The Health, Safety & Environment (HSE) department conducted the first and second quarter Health & Safety Performance (HASP) audits award presentation for 2014 on 26th August, 2014. The HASP audit recognizes Bapco departments for achieving 100% compliance with the HASP requirements. HSE Manager Mr. Ahmed Khalil made a presentation highlighting Bapco H&S performance during the first and second quarter of 2014 where he started by congratulating all on the achievement of 360 days on the Refinery Reliability Clock (RRC) without a reset. Also, Mr. Khalil noted that the 3-million employee-hour milestone will be achieved in October this year. “A reliable organisation and a safe organisation and the vice versa” Mr. Khalil noted. Only 10 departments of the total of 30 had met

the HASP requirements during the second quarter of current year, “…but we want to see all departments not only meeting the HASP requirements but going beyond” Mr. Khalil noted. On his opening remark, BAPCO Acting DCE (R&M) Mr. Khalid E Sabbagh congratulated all winning departments and urged them to keep up with their Health & Safety momentum. “Our ultimate target is having all Bapco & contractors employees going home at the end of each working day safe and sound” Mr. Sabbagh said. The HASP Audit is an audit which is conducted at the end of each quarter for risk category 1 and 2 departments, and every 6 months for risk category 3 departments. The main concept of the HASP audit is to monitor and improve the Health & Safety performance of departments in risk categories 1, 2, &3.

Bapco Event Participations – October 2014

Bapco Marketing Division’s Local Marketing Department have planned and sponsored a series of one-day training seminar on the Safety Aspects of Liquefied Petroleum Gas (LPG) in the year 2014. The first session was held in the 1st quarter of this year and the 2nd session held on 8 September 2014 at Bapco Club. The seminar was attended by participants from the three main LPG Bottling plants in Bahrain; namely, Awali Gas, Bahrain Gas and Nader Gas and also representatives from the Traffic Directorate, Civil Defense, and from the Ministry of Interior.LPG is a highly flammable mixture of hydrocarbon gases (butane and propane) and is extensively used as a fuel for heating purposes. In some regions of the globe, LPG is also used as an automotive fuel. In Bahrain, LPG is produced in our Refinery and stored in spherical pressure vessels known as Hortonspheres. From there it is sent to the three Bottling Plants located near the Refinery via pipelines where it is bottled into cylinders of various standard sizes and distributed to homes and other consumers across the Kingdom.From the Bottling Plants, LPG is also transported in bulk in tankers to major customers such as hotels, hospitals, universities, army base, food kitchens and others. The tankers used by the Bottling Plants are smaller in size compared to the tankers that are used in other countries for bulk transportation of LPG. For example, the tankers used in Bahrain are much smaller than the large tanker that was involved in the road accident leading to a massive fire and significant loss of life in Riyadh in 2012.\sThe one-day seminars are specifically designed as in-house training and the primary purpose is to ensure that all parties involved in the distribution of LPG, in regulating the supply chain, and in providing emergency management services are given a robust foundation of knowledge on all key safety aspects of LPG. Personnel from the three gas Bottling Plants, Ministry of Interior, and NOGA are invited by Local Marketing

and by HSE Department. In the wake of the 2012 LPG tanker incident in Riyadh, the Bapco Board of Directors had raised a concern regarding the likelihood of a similar risk exposure in Bahrain. The seminar conduced on the 8th of September covered the properties and hazards of LPG and safety requirements in the storage, handling and distribution of LPG and reinforced the benefits of applying the best practices in operation, inspection, testing and maintenance activities. Key parts of the seminar were devoted to discussions of LPG accident incidents that have taken place in other places so that we can learn from them and ensure that we do not repeat the same mistakes. The seminars are conducted by the Risk and Reliability Management section of

Engineering Services Unit (Ram Goyal and S Kugan). Most of the presentation material was developed and compiled in-house and is augmented by videos and photographs collected from publicly or commercially available sources such as the Canadian Fire Fighters Association, the US Chemical Safety Board, UK’s Institution of Chemical Engineers, and LPG incidents footage from the internet. It is hoped and expected that the participants will be able to apply the lessons from the seminar to their day to day activities and ensure greater safety in the handling of LPG to the benefit of the residents of the Kingdom.

MSD Instrument Maintenance District C and Cape Access were recently recognised for their consistently high standard of Job Safety Analyses conducted in the new Permit-to-Work system go-live areas (Sitra Tanks, Sitra Wharf and GDN), and safety incentive prizes were presented to the employees by Mr. Hafedh Al Qassab, General M Refining. Prize recipients were K K Vijayan, Jitesh Kakadia, Kaushal Shah, Rajesh A J, Mahmood Ali, Mahdi Ebrahim, Ahmed Mahmood, S Ameen and F.V. Fernando from Instrument Maintenance and S Hadi Al Banbali and Sreehari Rajagopalan from Cape Access. Also present were their respective Managers. Average audit scores of 86% and 90% were recorded over the review period; the minimum expected score is 80%. Job Safety Analysis is a qualitative risk assessment tool most suited for low risk jobs. It lists the job steps for a task, the hazards associated with each job step and the required control measures using an energy source approach. A hazard may be defined as something with the potential to cause harm, or alternatively a condition or action that has the potential for an unplanned release of, or unwanted contact with, an energy source that may result in harm or injury to people, property, or the environment. There are 10 energy sources. Can you name them? The answer may be found at the end of this article. A control measure is used to control the hazard and lessen the effect of the potential harm. A simple example would be contact with a hot surface (hazard) and wear canvas gloves (control measure). A JSA is conducted by a Subject Matter Expert (Planning Engineer, or Job Supervisor) at the planning stage of a job, when the job is first scoped. The aim is to

spot and discuss the hazard(s) associated with that particular job before the work starts. Job Safety Analysis (JSA) formThe JSA is based on the knowledge and experience of the Risk Assessor and is recorded on a one page form that is peer reviewed before attachment to the permit to work, prior to approval by the Owner Dept. The form has been designed to incorporate the Chevron Hazard Identification Tool which allows us to learn from Others for commonly encountered tasks e.g. working at height and lifting and rigging. The content of the JSA form is also discussed with the workforce during a toolbox talk when the permit to work is first issued.

JSA Quality Control GraphThe JSA forms are either field or desktop audited as part of a quality control process that drives continuous improvement. Immediate feedback is therefore available to the individual compiling the JSA. The responsibility for maintaining the quality of the JSAs in an operating area transfers to the Owner Dept. following go-live of the new permit to work system.This risk assessment process has been in operation since January 2014 and more than 200 Bapco staff and Contractor Safety Officers have been trained to date.Energy Sources: gravity, motion, radiation, sound, temperature, electrical, chemical, mechanical, biological and pressure.

Qatar Petroleum signed last Monday a total of eight oilfield service contracts worth Riyals 5.2 billion ($1.4 billion) with Qatar-based Gulf Drilling International (GDI) for the provision of onshore and offshore drilling rigs. Four of the contracts are new ones, for a period of five years; and cover the provision of two new offshore drilling rigs “Dukhan” and “Halul” and two new land rigs. The rest are contract extensions that allow the continuation of services performed by four land rigsGDI-1, GDI-2, GDI-3 and GDI-4.2. Yanbu Aramco Sinopec Refining Co (Yasref) has started trial runs this month at its 400,000 barrels per day (bpd) refinery. , industry sources said last Monday. Arab Light crude has been fed into the refinery complex and will eventually process Arab Heavy crude from the Saudi Manifa oilfield.3. According to the chief executive of state-run refiner Kuwait National Petroleum Company (KNPC), the closing dates for tenders to build the 615,000 bpd al-Zour refinery have been extended until November 2014 and January 2015 after the companies involved asked for more time and hence the refinery is expected to start operations by May 2019. Japan’s JGC Corp, Britain’s Petrofac, U.S.-based Fluor Corp, and Italy’s Saipem are among 15 firms that have been shortlisted for refinery.4. Dana Gas has secured, through its wholly owned subsidiary Dana Gas Explorations FZE, a US$ 100 million Term Facility for UAE offshore gas filed (Zora Field Development Project). This facility is needed to complete the project and bring the Zora gas field on-stream with an expected production capacity of 40 mmscfd (6,650 boepd).The credit facility will be provided by the following syndicated banks in their role as “Mandated Lead Arranger and Joint Bookrunners”: Emirates NBD Bank, Commercial Bank International, Commercial Bank of Dubai and Barwa Bank. Emirates NBD Bank will also act as the Global Facility Agent, Term Facility Agent, Security Agent and Account Bank while Barwa Bank will act as the Murabaha Investment Agent for the Shariah tranche of this loan.5. The Vietnamese state-run BaoDauTu newspaper reported last Wednesday that Thailand’s state-owned PTT has signed a deal with Saudi Aramco to jointly develop the proposed 400,000 bpd refinery and petrochemical complex in the Vietnamese central province of BinhDinh. PTT submitted a detailed feasibility study for the project to the Vietnamese government last Monday.6. An Omani sovereign wealth fund and other investors are injecting $53 million into GlassPoint Solar, a California-based company which makes solar steam generators used to boost the productivity of oil wells. GlassPoint estimated “enhanced oil recovery” operations would contribute nearly a third of Oman’s crude oil production in the next five years, and said its solar steam generators could reduce an oilfield’s natural gas consumption by as

much as 80%.The existing investors taking part in the deal are Chrysalix Energy Venture Capital, Nth Power and RockPort Capital.7. State-owned Oman Oil Company (OOC) has signed a $1.85bn revolving credit facility (RCF) with 16 local, regional and international banks. Bank Muscat and JP Morgan are among the 16 banks involved. The RCF is fully committed, unsecured and is available as a $1bn three-year facility, and as an $850mn five-year facility. It will be used for general corporate purposes, in line with OOC’s growth strategy.8. Geneva-based trading firm Gunvor has secured a $420mn borrowing facility to boost its Middle East operations. Gunvor says that the facility will help finance purchase of oil products, margin calls with the hedge providers and receivables related to physical transactions in the Middle East.”About 20% of Gunvor’s traded crude is sourced from the region.While the Netherlands’ ABN AMRO Bank was the lead arranger, several key Middle East lenders were involved: the Arab Petroleum Investments Corporation (APICORP), Gulf International Bank, Mashreq bank and Emirates NBD.

Trailer Hit Crash Barrier near 1 VDUBapco’s monthly EHS Committee meeting was held on 9

September 2014, and the following issues were discussed:• There were no Lost Time, Non-Lost or First Aid Injuries during August 2014. This is a very good performance and we must sustain this level of performance by using all the tools available to us such as “4 Keys to Safety” and “Osool Bapco” to achieve our objective of ‘0’ incidents and ‘0’ injuries.• 2 minor fires were reported during August 2014 bringing the total number of fires to 11, although all of these fires have been classified as minor but we cannot ignore the fact that in some cases there was a potential for much more serious consequences. A detailed review of all the fires since 2006 was presented to the EHSC highlighting the type, severity and areas where these fires occurred. The presentation also made recommendations to improve our performance in this area and also to ensure that any lessons leant as well as the actions taken to prevent a recurrence are communicated to all levels within the organisation.• There were 5 vehicle accidents during August 2014 all

of which were due to third party fault. YTD there have been 67 vehicle accidents compared to 62 in 2013. The relative down trend in the past 3 months was acknowledged. • 17 minor Process Safety Incidents of which 6 have been PSE tiered were recorded during August 2014. YTD there have been 247 process safety related incidents out of which 3 have been classified as Tier 1 incidents.• The Environmental Performance Index (EPI) is currently 6.25 versus the target of 7. The EPI is continuing to show a steady improvement. Well Done to All and keep up with the efforts to achieve continual improvement in our environmental performance.• A presentation on how to revitalize the BOOST process was made by an external consultant who is working with the BOOST Steering Committee. The EHSC endorsed its full support to revitalize the BOOST process in order to ensure that we continue to strengthen and reinforce the positive safety culture at all levels of our organisation.

The trailer was on its way from Maintenance shops to west of LSFO – H2 plant. The trailer collided with the steel crash barrier while trying to enter into the open area south of 1 VDU.

CCPS now uses the term “HIRA” because it specifically includes risk analysis, which has become a part of this activity in many companies in recent years. Regulations in the USA and many other countries, as well as many company process safety standards and policies, require participation of front line workers in HIRA/PHA studies – plant operators, maintenance workers, and other people directly involved with operating and maintaining the plant equipment.There are a number of techniques which are used for HIRA/PHA. The most common HIRA techniques in the process industries include “what if?” analysis, checklists, a combined what if/checklist, hazard and operability (HAZOP) studies, and there are also other techniques. Your plant may use some combination of these methods, and you may have a different name for your HIRA/PHA procedure. Regardless of the technique used, the role of the plant worker is critical. You operate and maintain the equipment every day, understand how it actually works, and, perhaps more importantly, how it can fail. It has been said that there are actually three plants – the plant that the engineers and managers think is there, the plant that the operators initially think is there, and the real plant. • Share your knowledge of how the steps in a procedure are actually executed, especially if this is different from what is written. Explain the reasons to the HIRA/PHA team so they can resolve them and make the actual and written procedures the same.

• Before the HIRA/PHA, talk to your colleagues about what you will be doing. Ask them to tell you about any issues that they want to be sure the team discusses.

• Share your years of operating experience, and that of your co-workers, about the reliability of equipment, instrumentation, and alarms or safety systems. Make sure the team knows what works, what doesn’t work well, and what has gone wrong in the past.

• Verify that any operator action – for example, action in response to an alarm – which the team considers a safeguard, is understood by operators,

and can be done reliably in the time required to keep the process safe.

• Don’t be shy! Proactively share your knowledge and experience, and don’t wait for somebody to ask.

• Remember that your role is both to learn and to teach. You can learn from the other experts in the HIRA/PHA, and they will learn from you, particularly about how things really work in the plant. LLC, a joint venture of MarkWest Utica EMG and Summit Midstream Partners LLC, have agreed to provide natural gas gathering, processing, and fractionation services in the Utica shale in Ohio to American Energy–Utica LLC (AEU).MarkWest Utica will provide gas processing services at its Cadiz complex in Harrison County, Ohio, and its Seneca complex in Noble County, Ohio, both of which currently provide 725 MMcfd of total processing capacity to eight Utica producers. The two complexes will be expanded to more than 1.3 bcfd of processing capacity by second-quarter 2015 (OGJ Online, Aug. 7, 2014).MarkWest Utica will fractionate AEU’s NGLs at its jointly owned Hopedale complex, which currently includes 60,000 b/d of propane and heavier NGLs fractionation capacity and will be expanded to 120,000 b/d of capacity by next year’s first quarter. Mexico is implementing key aspects of its energy reform more quickly than some observers had expected. So far this year, the country has passed 21 new and amended laws relating to the sector and selected the oil and gas fields that will be placed on the block in the country’s first competitive upstream bid round, set for mid-2015.“Energy reform is the most significant economic and political event in Mexico’s recent history,” said Andres Ochoa-Bunsow, national managing partner, Mexico, Baker & McKenzie.Mexican state regulators and representatives from potential future investors gathered Sept. 23 in Houston to learn about the legal and regulatory framework for participation at the Energy Forum 2014, hosted by Baker & McKenzie.Attendees included representatives from major integrated oil companies such as ExxonMobil Corp., Royal Dutch Shell PLC, and BP PLC, as well as independent producer Anadarko Petroleum Corp. Several oil field service companies specializing in offshore work were also present, namely Oceaneering International Inc. and Transocean Ltd.Mexico expects to publish draft technical bidding requirements for its first competitive upstream oil and gas bid round in November, Daniel Guerrero Rodriguez, general director of oil industrial transformation, Mexico Ministry of Energy, told a panel discussion. A finalized set of rules will be released in March 2015, and the first bid round is set to follow midyear.Round One is expected to offer 109 exploration blocks and 60 producing blocks covering 28,500 sq km. The majority of acreage, 91%, will be for exploration areas and the remaining 9% will be for extraction projects, Rodriguez said. The areas contain 3,782 million boe in proved and probable reserves, and 14,606 million boe in prospective resources.Mexico expects these areas will require investment of $8.5 billion/year during 2015-18.The government has selected four contract types for Round One bidders. These are: licenses, production-sharing agreements, profit-sharing agreements, and service contracts. Only licenses and PSAs would allow winning bidders to own a portion of production at the wellhead.A noncompetitive bid round was completed earlier this year. In Round Zero, Petroleos Mexicanos (Pemex) was granted more than 90% of the country’s proved and probable reserves, totaling 21 billion boe, and 83%

of its prospective resources, totaling 23 billion boe—including 4 billion boe in unconventional reserves.“We wanted to have a strong public enterprise in order to be competitive,” Rodriguez said of the decision to allow Pemex to retain the bulk of reserves. Pemex provides one third of the revenue of Mexico’s federal government.Ben H. Welmaker, managing director, Ben H. Welmaker Jr. PC, said the Round Zero assets provide Pemex a foundation for future growth. Once the reforms are finalized, he said, the state-owned entity will become a free-standing enterprise with an eye on its bottom line. Welmaker was formerly a partner with Baker & McKenzie in Houston.Luis Ramos Martinez, subdirector for planning and evaluation, Pemex Exploration & Production, said the company has identified 50 fields that it would like to develop with partners and is tentatively seeking to forge 10 joint ventures.Five types of fields are being considered for the joint ventures. These include: mature onshore fields, mature shallow-water fields, extra-heavy oil projects, deepwater gas fields, and two fields in the ultradeepwater Perdido area in the Gulf of Mexico, near Shell’s Perdido hub.Pemex is working with the federal government to define terms and conditions of the proposed joint ventures. The bidding process will be overseen by the National Hydrocarbons Commission (CNH), Rodriguez said.Ochoa-Bunsow noted that “a very complex and technical regulatory environment is being enacted to carry out the constitutional mandate” for energy reform.Mexico has passed 9 new laws and amended provisions related to 12 existing laws that provide a framework for private participation in the energy sector which has, for 75 years, been the exclusive domain of Pemex.Energy reform is expected to stabilize oil and gas production. Mexico appeared poised to become one of the largest oil producers in the world in 2004, when crude production peaked at 3.4 million b/d. Output has since fallen to 2.5 million b/d as offshore production from the massive Cantarell field decreased and rising output from Ku-Maloob-Zapp and other fields failed to offset declines. Natural gas production has declined to 5.6 bcfd from a peak of 8 bcfd in 2013.The country is now a net importer of gas and refined products, bringing in roughly 1.4 bcfd of gas, 80,000 b/d of liquefied petroleum gas, and 400,000 b/d of gasoline.Raul Millares, energy director, Alfa Group, said the legal framework for the reforms is “very sound.” The big question is how it will be implemented. Now, a lot of things must happen to deliver reform. The key, he said, is ensuring the first competitive bid round is attractive to international investors. “A lot of things have to happen to really deliver it,” Millares said.Many exploration and production companies are focused on developing unconventional onshore resources in the US. US crude production soared to a 28-year high of 8.8 million b/d in September boosted by rising production from the Eagle Ford shale, Permian basin, and Bakken tight oil play.

oxygenate blending for October increased 4.4¢ to settle at a rounded $2.63/gal.The November ICE contract for Brent crude delivery dropped 12¢ to $96.85/bbl. The December contract also dropped 12¢, settling at $97.58/bbl. The ICE gas oil contract for October declined $3.50 to $811.50/tonne.The average price for the Organization of Petroleum Exporting Countries’ basket of 12 benchmark crudes on Sept. 23 was $94.31/bbl, dropping 6¢.

The 2014-2015 season of the Bapco Interdepartmental Bowling League got underway on Monday, 8 September 2014 at the Bapco club in Awali. The league features 10 teams and is scheduled to run until June 2015. The league’s organising committee, along with the cooperation of Bapco’s Sports Committee and the Public Relations Department have made some amendments in the rules and regulations for the league to have better control over their players. The teams participating are Production, Retirees, Engineering, Ladies, Security, Tatweer, Marketing, Projects, Information Technology Department (ITD) and Refining. The first games were scheduled as Information Technology vs Retirees, Production vs Marketing, Projects vs Tatweer, Refining vs Security and Engineering vs Ladies team. Week 1 of the Bapco Interdepartmental Bowling League

2014-2015 produced the following results:Information Technology Department was beaten 6-2 by Retirees. During this game, Waleed Othman of ITD scored 210 for High Game while his colleague Saeid Al Gazeri scored 588 for High Series. The sixth edition of the Champions League T20 cricket tournament got underway this September. The international Twenty20 tournament, which is held annually, runs from 13 September to 6 October 2014, including qualifying matches. A total of 29 matches are scheduled to be being played. From the Indian Premier League, teams include Kolkata Knight Riders, Kings XI Punjab and the Chennai Super Kings. Defending champions Mumbai crashed in at the qualifying stage.
