Chapter - 1
AT A GLANCE
This chapter is a summary of the entire report, each sub-section corresponds to its respective
chapter.
Visits by delegations:
During 4, 5 & 6th May, 2009, delegation of this University (Mr. Dilip Choudhary, Mr.
Devjibhai Patel and Mr. Babubhai Patel) visited GSW University for various prospects
in regard to explore the possibilities of student and faculty exchange programme also
initiating oint programme at campuses of both the universities.
MoUs signed:
Department of Hospital Management has signed MoU with the Shalby Hospitals Pvt.
Ltd. For students training/internship/projects.
Awards and Honours:
The university received award for Thelisemia testing in the North Gujarat
Region from Red Cross Society of India, Ahmedabad.
Important events in different departments/centres:
Department of Chemistry organized a 28th Annual Conference of Indian Council of
chemistsduring November 7-10, 2009.
Department of Journalism
Organized a Workshop on "The Press Day" and Celebrated the World Press Day on
November 16, 2009. Workshop provided a platform for the experts to share their
concerns on Media ethics.
Department of Life-Sciences (Including Environmental Sc. & Microbiology
Organized Minaxi Lalit Science Award test on Jan. 5, 2010.
Organised a three day acupressure camp in association with Jai Bhagwan acupressure
Centre, Bhuj-Kachcch in 17-19 March, 2010.

Academic activities
The University offeres various courses under different disciplines at graduate and Post
Graduate level through P.G. Department and Constituent Colleges at the Unversity
Campus, its Affiliated Colleges and Centres.

During the year of report there were total 267 affiliated colleges and 22 new colleges
were given affiliation. Thus, there were total 289 colleges are affiliated with the
University as on March 31, 2010.
A list of newly affiliated colleges and colleges granted permanent affiliation is
attached as Appendix -IV & V respectively.
Enrolment and Registration
The strength of students in different courses of the University during the year was
1,00,917. There were 43,036 girl students on the rolls of the University, i.e. 42.12% of
the total number of students.
SC/ST students
The University has strictly followed the state government rules and regulations for
admissions to various undergraduate and graduate degree programme for the
students of reservation category.
Conduct of classes & examinations
The academic activities in all Departments were carried out smoothly on the main
campus during the year. Majority of faculties carried teaching and research activerly.
The examinations were conducted smoothly and as per the schedule.
Particulars of staff
Faculty
As on 31st March, 2010, there were 57 teachers on the rolls of the University ; 7
Professors , 10 Associate Professor s 02 Director and 39 Assistant Professor s
including CAS contractual appointments.
Non-teaching staff
The total number of non-teaching staff as on 31st March, 2010, was 121 including Class
I, II, III and IV.
Teaching and research
The Departments /Institute and Centres of the University continued to be highly
productive in teaching and research.
Research scholars
During the year of report the university did not register any Ph.D. student as the
U.G.C. had proposed new regulations for the Ph.D. registration, accordingly the
admission to Ph.D. programme has to be carried out after taking entrance examination.
The new regulations were accepted by the B.U.T.R. and subsequently approved by the
Executive Council of the university. The University decided to coduct entrance

examination after March 2010. Thus, no students was registrered for Ph. D.
programme during the year of report.
Distinguished visitors
The University attracted many distinguished scholars, from India, who visited
different Departments and Centres during the year of report. They delivered lectures,
conducted seminars and collaborated with faculty members in scientific research and
thus helped to enrich the academic environment of the University. Besides, several
scholars, scientists and eminent persons in public life visited the University and
delivered lectures under the Distinguished Lecture Series of the University.
Student amenities and activities
The University provided accommodation to over 132 students in 2 hostels, including
90 girl students. All the girl students who needed accommodation, especially those
from outside the district, were provided hostel facilities on priority basis. During the
year, students participated in several elocution, essay writing and sports competitions
in the University and outside, also took part in service-oriented activities.
Financial assistance to students
Total six students were provided with some form of financial support including
Fellowship under revised scheme of contingency, U.G.C. New Delhi. Apart from
these, all the scholarships of the Government to the reservation categories are
facilitated by the university. A special provision is being provided to first 10
meritorius student of M. Sc. Computer Science and Information Technology whose
tution fees are waived. This provision is made from the income of the fees from NRI
seats.
Central facilities
The central facilities at the University include the S.U Patel Library, Computer Centre,
Indoor and Outdoor Sports stadia, Health Centre, Guest House etc. All these
continued to cater the needs of the academic community. In addition, Employees
Welfare Trust functiones for the general welfare and recreation of the campus
community.
Developmental activities
Several developmental works to strengthen the infrastructural facilities. Teaching and
Research programmes of the University continued at a steady pace durng year of
report. Construction works such as new building for Girls hostel were completed
during the year. Result Centre, Hospital Management and Working Women's Hostel
building construction work is in progress.

Finances of the University
The receipts under various heads (Recurring & Non-recurring) amounted to
Rs.12,74,32,115 and Rs. 18,00,000 as donation given by various trusts and firms. The
expenditure against donations was Rs. 14,89,335 as on March 31, 2010.
Academic outreach
The faculty of the University visited many institutions in the country for collaborative
research, for other academic interactions and also delivered lectures during the year
of report. They also served as an expert in many of the committees as a part from
their regular academic activities.
Conference papers and lectures
Several faculty members of the University delivered invited lectures and presented
papers at a number of National/ International conferences.
Research publications of the faculty
The faculty of the University brought out number of research publications including
books during the year.

ACADEMIC ACTIVITIES
Introduction
The eligibility criteria for admission to various courses, the number of students to be
admitted to each course, the admission schedule and the academic calendar for the
year 2009-2010 were recommended by the Academic Council and approved by the
Executive Council.

Admissions
Advertisements announcing admissions to various courses for the academic year 09-10
were published in newspapers all over the State during April-May 2009.
Admissions to various courses offered at the Graduate and Post Graduate L e v e l
are given in two modes. In M.B.A., M.S.W., and M.Sc.(Biotechnology) courses, the
admissions are given on merit basis which is prepared by openentrance test and /
or Group discussion and Personal Interview.
In courses like B.Ed., M.Ed., B.P.Ed., M.S.W., B.R.S., M.R.S., M.P.E. and all M.Sc.
admissions were given through centralized admission process. For B.Ed., M.Ed.,
B.R.S., M.R.S., B.P.Ed. and M.P.E. admissions the centralized committee was
constituted under the chairmanship of Prof. J.H.Pancholi and for the Science faculty
under the chairmanship of Prof. S. A. Bhatt. M.S.W. admission committee was
constituted under the chairmanship of Dr. J. D. Damor.
Student strength
The total student strength of the University during the year of report stood at
1.00,917 of which 57783 and 43,036 are boys and Girls respectively including reserve
categories.

Conduct of classes
Admissions to all the courses were completed as per the schedule and teaching for
the first academic term commenced on 15th June 2009.
The University has an enviable record of having over 190 teaching days in every
academic year.
Final results
The Final examinations of various Graduate, Post Graduate & Diploma Courses held
during March-June 2010 in the P.G. Departments, Constituent Colleges as well as
Centres of the University and the following were the results

Chapter 3
PARTICULARS OF STAFF
Establishment Branch deals with Human Rsource of the University. The Service matter
of the regular staff and other Establishment works concerning all the employees of
this university are done in the section. This Branch also deals with pensionary matters
of all the permanent employees. This Section also deals with for information of rules
and regulation for the welfare of staff appointed on contractual basis or on Ad-boc
bacis. Thus this branch plays a very important role in administration of this
University.

UGC Area Study Centre for Indian Diaspora and Cultural Studies
The Centre for Study of Indian Diaspora was established under the Special Area
Programme of the U.G.C. to carry out interdisciplinary studies on overseas Indians,
who today constitute more than 20 million. Although they form a strategic resource in
intellectual, economic and cultural spheres besides being goodwill ambassadors of
India in the land of their adoption, they have in many cases lost contact with their
mother country. The Centre envisages research on the historical context of the Indian
Diaspora during the colonial and post-colonial phases, civilizational heritage of
Diasporic communities, continuities and transformation in culture, economy and
political life, besides promoting communication and linkages between India and the
Indian Diaspora.

STUDENT AMENITIES AND ACTIVITIES
The University awards gold medals to the students who secures top rank in their
respective courses.
Student Welfare
Board of student welfare is concerned with the activities that bring out the hidden
talents in the students. The board has organized several programme on performing art,
literature, career advancement, computer awareness etc. Thus students of this
university are provided a suitable platform to show their talents. The youth festival is
organized every year by the board in collaboration with the affiliated this colleges.
The board recommends the outstanding students for participation in the zonal level
youth festival and also Inter University competitions.
The department of Physical Education hosted the 21st Youth Festival of the
University. Selected meritorious student/artists were nominated to participate in the
25th Inter University Youth Festival (West Zone) organized by Mumbai University,
Mumbai. The team of the University perform impressively in the Youth Rally & every
Events at Mumbai.
The Board organized fourteen different types of camps for the welfare, growth and all
round development of the student's personality. The camps were organized by
different affiliated colleges. The board has successfully achieved the targets during the
report year.
Physical Education & Sports Activities
University Board of Sports has been active since1988 for students' welfare and
development in the fields of sports and culture. As a part of regular activity of the
board, general and special meetings were organized. Programmes of the Inter College
Competitions were planned and organized by different affiliated colleges. Department
of Physical Education orgazined 21st Youth Athletic meet during the year of report.
Youth welfare & Cultural Activities
Board of Extramural Studies has been constituted for all round development of
students to make them upto date with the development of the contemporary world.
The board has its constituent members as per the hierarchy. General meeting of the
board was organized on 16th September, 2009 and several activities were planned to
be carried out during the year. University level and college level workshops were
organized by P.G. Departments and various affiliated colleges.
As Part of the extramural studies, a regular course on Astrology is offered at the
University campus. The Board of Extramural studies also organized a one day

seminar on "Contemporary Developments in Astrology", where experts from various
parts of the state presented their papers/talk.
Discipline among students
All powers relating to discipline and disciplinary action for the malpractices carried
by students of the University are vested upon the Vice-Chancellor. He may delegate
all or part of his powers as he deem fit to any of the officers of the University
specified by him.
Committee on Violence against Women and Sexual Harassment
As suggested by the U.G.C., a Committee has been constituted wherein Director,
Student Welfare (D.S.W.), Lady Faculty Members, Girl Students are nominated. The
committee meets at regular interval to combat the menace of violence and sexual
harassment of women at the work place. A female faculty of the University is
nominated as chairperson of this committee.
National Service Scheme
National Service Scheme has been launched by the Department of Human Resource
Welfare Ministry. The objective of the unit is to create social awareness and
creativeness through social services. The department wishes to use the youth power
for its objectives.
The University is actively involved in carrying out the objectives with the help of its
advisory committee. The duty of advisory committee is to coordinate the program of
the unit actively. The board planned and organized regular activities and spared
enough fund to carry out all the regular as well as special camps. As a result, seven
successful camps were organized which proved very useful to the society. The unit is
very active and has a mission and vision of its programmes.
During the report year, the N.S.S. unit of the affiliated colleges have carried out
regular social awareness activities at their door step and in the near by communities.
The units have worked for the Child & Women Welfare in the concerned areas.
Due to the sincere efforts at the University level the volunteers too have started taking
active participation in the different campaigns. The students are enabled to carry their
own responsibility.
Hostel Accommodation
On-Campus accommodation has been provided to 198 students in 2 Hostels including
one each for girls and Boys duing the academic year 2009-10.

Examination Section
Various academic, examination and other related facilities made available to the
students; teachers and non-teaching employees of the University are explained in this
chapter.
Examinations
The University examinations were held at various identified centres as per schedule
during the year.
Centres for examinations
Arrangements were made for smooth conduct and observation of University
examinations in different faculty at various identified centers. Observers were sent for
monitoring examination at the selected centers.
Appointment of paper setters and Examiners
As per the details of teaching staff in different subjects in the affiliated colleges and
departments of the University and the credentials of these faculty members, a
seniority list is prepared considering the teaching experience at UG & PG level and
there academic qualifications. Applications from teachers of other Universities were
invited and based on internal and external list of teachers, subject wise bords of paper
setters and examiners were prepared as per Ordinance - 56 of the University.
Assessment of answerbooks
For assessment of the Answer books of various examinations the University adopted
modes such as Central Assessment, Dummy dispatch, Receiving/ Dispatch etc.
For the October/December examinations dummy dispatch and centralized mode of
assessment were adopted.
Computerization
Computerizaton has been done for fast and accurate preparation & declaraiton of
results. All the examination work has been carried out at the University computer
centre.
Medals
Gold medals are awarded to those students who secure first position at first trial
successfully with highest marks in particular subject at various Diploma & Degree
level examinations.

Prizes
A cash prize has been announced by Late Maniben Hirjibhai Jadavjibhai Bhatt and
Smt. Saraswati Jayantilal Hirjibhai Bhatt, managed Shri Gopalkrishna Memorial Trust
Junagadh, to first five students securing highest marks in Sanskrit subject at F.Y., S.Y.
T.Y. and M.A. Part-II examinations. Number of students received cash prize during the

CAMPUS DEVELOPMENT ACTIVITIES
The followings activities were undertaken for the development of university campus during
the year of report, New buildings for various courses introduced by the university were
constructed from the grants received from the U.G.C., New Delhi and the State Government.
Tree plantation, Gardening and Landscaping has been carried to make the university campus
green and beautiful to provide peaceful educational environment for academic activities.

UNIVERSITY FINANCES
The University Fund is established under section 61 of the University Act. The income from
different sources received for various purposes is deposited in this fund. Expenditure is
incurred for the University administration, academic activities and the accounts are maintained

office, Mehsana. The Final audit report has been received from L.F. office, Mehsana
up to 31/03/2004. It is to be placed before the university court for further approval.
The financial scenario of this university during the reporting year is good and
promising. The University Financial Administration is run with its limited financial
resources; administration is done with accuracy, economy and under critical
supervision. In this regard, proper planning and Guidance of Finance Committee and
Executive Council proved very helpful.

University Grants Commission and Development Schemes
This University has been notified eligible for Central & UGC grant under Section 12(B) of the
U.G.C. Act, 1956 vide UGC notification No. F.5-8/79 (CPP-I) dated 21-02-1996 i.e. during the
last year of 8th plan period. The University has utilised the grants received during 8th to
11th plan for the development in various disciplines.
On the recommendations by the XI Plan UGC Visiting Committee, the UGC approved the
tentative XI Plan allocation in respect of this University, as under:-

CENTRAL FACILITIES
Various academic and other facilities are made available to the students, teachers and
non-teaching employees of the University are explained in this chapter.
University Library
The Shivabhai Umedbhai Patel memorial Library is a Central facility which provides
information Support to teaching and research activities of the Hemchandracharya North
Gujarat University, Patan. The Library was established in the year 1988. The Library holds
a rich collections of Books, Monographs, reference books, Maps, Thesis, Dissertations, E-
Resources, E-Journals and Back Volume of Periodicals, News letters, reports etc.
Administration
As per the provisions of the University ordinance 11, the meeting of the University
Library committee was held on 8-09-2009 under the Chairmanship of the Vice
Chancellor. The Committee approved the minutes of the meeting held on 16-09-2008.
The Committee also discussed about various business including library budget
provisions made by the University & UGC for subjectwise purchase of books. The
Executive council approved the decision in its meeting held on the 12-10-2009.

with the addition of 2812 books of the report year the total number of the books has
reached up to 58712. The total value of these books comes to (Rs. 2,14,75034) (Rupees,
Two Crore Fourteen Lakh Seventy Five Thousand and Thirty four).
Books and Journals are indispensible to boost research activity. A subscription of Rs.
199959/- has been paid for various news papers and magazines. The Library also
receives 27 magazine free of cost from different publishers. University Library
maintains a total of 2111 bounded Volumes of magazines.

To keep the Libraries of all Universities and other reputed organization, U.G.C. has
established INFLIBNET whose head Quarter is the Gujarat University Campus,
Ahmedabad.
UGC has provided grants in two installments for purchase of computers and other
equipments and accessories for automation of Library. A total of 57950 book entry has
been completed in addition list of list of Ph.D. and M.Phil. dissertation have also been
include in data entry.
Under UGC infonet programme university Library and Various departments have
been linked. It has made possible to provide access to all faculty members sand
researchers about 5000 Journals. on line. A Total of 1400 faculty members, students
have utilized these services student provided with OPAC and SOUL facilities.
Library Service
University has created cyber cafe facilities students free cost. Student's access an
journals through INFLIBNET. 6000 users have taken benefit of these facilities during
the year.

Audio visual cassettes and CD-Rom
Library has collection of 234 CD-Rom and 543 cassettes Along with T.V. Multimedia
Projector for the student facilities.
Bhogilal Sandesara Collection
The Total collection 4252 invaluable literature of shri Bhogilal Sandesara Books and
periodical volumes have been donated to the university Library.

(5) University Library publishes fortnightly new bulletin of university. The
bulletin "UDICCHYA" is published very regurerly on 1st and 16th day of

The Shivabhai Umedbhai Patel Library reprography (Xerox) Service inside the Library
to all its members.
Reading Hall
The Shivabhai Umedbhai Patel Library has Constructed a separate reading hall and
kept open from 8-00 am to 10-00 pm. Students can bring their personal books and
study in this hall without any disturbance. This Reading Hall has the capacity to
accommodate 100 students at a time, and it is being used extensively.

Campus Network :
The Computer department also maintains WAN (Wide Area Network) between
different departments and the main building of University. Most of the University data
is on network. One can easily access the required data from computers of other
building. The Center also manages the security and access Control for the confidential
data of the University.
According to M.HRD recommendation under NMEICT programme, University is
going to establish its new WAN for 1 GBPS Bandwidth with fiber optic connectivity.
The energetic staff of Computer Center also helps the University to put its feet in the

parameters of the institute of higher education have been prepared and sent it to
Higher Education Commissioner, Gandhinagar and U.G.C., New Delhi.
Collections of Statistical data relating to XI Plan Visit of U.G.C. Committee also have
been prepared. Prepared C.D. for registration, enrollment and other forms and its
copies send to affiliated colleges.
To prepare all above information, every year by preparing a circular the information
is gathered from affiliated colleges and post graduate departments.
Placement
Individual departments have carried placement activities during the year of report.
Department the year of Management, Chemistry, Computer Science, Life Sciences have
organized campus interview with various industrial units to facilitate their students
for job opportunities several students of representative departments have been selected
by the industries
International Academic Relation Cell (IARC)
To keep pace and meet the challenges with the contemporary technological
developments at Global level, it is today's demand to have collaborations with
institutions of international repute to facilitate our students with opportunities to
complete globally.
Medical facilities
The University has appointed two part time physicians practicing allopathy and
homoeopathy to provide primary health care facilities to the students and staff of the
University. A well furnished Health Centre has been set up for this purpose.
Employees health check up camp are organized by the university.
Day care Centre
For the assistace to the University women staff members and also other lady visitors
of the University coming for official work or otherwise, a UGC funded Day Care
Centre has been established by the university in the campus with all necessary
facilities to take care of small children accompanying their mothers.
Employees Welfare Trust
The Non-teaching Welfare Trust continued their activities on the campus with
enthusiastic participation of the University Community. These clubs have organized
several social welfare programs and games, sports meet, cultural programmes and
blood donation camps, distribution of livelhood material to poor out of the campus.

Hemchandracharya North Gujarat University Credit and Consumer Co-operative Society Ltd
Hemchandracharya North Gujarat University Credit and Consumer Co-operative
Society Ltd is a recognized co-operative Society registered with District registrar,
cooperative societies, Mehsana vide Registration No. S.22690 in 1989, under Gujarat
State Cooperative Society Act. 1961.
The main objective of the Society is to provide quality livelihood consumer products
at fairly reasonable price as its consumer activity and also to provide loan
instantaneously under emergency circumstances.
Guest House
The University has a guest houses situated on the main campus, to accommodate
academic visitors and other official guests of the University. A Caretaker has been
appointed for Guesthouse under the supervision of Shri B. A. Patel (Dy. Eng., Estate).
Campus amenities
Various committees (with members representing different Department / Colleges of
the University, i.e., students, teachers and employees) constituted by the Vice-
Chancellor from time to time ensured smooth and efficient functioning of the available
facilities on the campus.
University publications
The Annual Report 2009-2010 and a Forthnightly Newsletter "Uddicchya".
One of the functions of the University is to encourage research and creative
talents. It must also keep the general public informed of its various academic and
extra-curricular activities. The University has received a donation of Rs.7.50
lakh from the Bhogilal Laherchand Family Trust to constitute a publication
fund to finance its publications. It has also received a donation of Rs. 7.5 lakh to
conduct research in the literature authored by the great Jain Saint
Hemchandracharya and to bring out publications on the said research. To
accomplish this purpose the University regularly publishes the following :
"UDDICCHYA"
It is a forthightly news-letter. It is published regularly on the 1st and 16th day of
every month. It is a source of official information about the decisions of the
University authorities and about the orders and instructions issued under various
provisions of the University Act. It functions as a link between University and
affiliated colleges.
In addition to the official matters, the news letter reports important activities
within the University campus and in affiliated colleges. It has a corner for
counseling students and a section for the exchange of pen friends. There are book-
reviews and short articles by teachers and students.

The University appreciates to receive financial assistance from donors for the
publication of this news-letter and pleased to note that in addition to colleges a
sizable number of students have become subscribers to it. The news-letter has
become a bridge between the university and society.

Cultural Activities
In addition to formal instructions, the students are offered cultural activities of
different types for shaping there personality. These activities are those for which
there are inter University youth festival programme. The broad categories of these
activities are as follows :
1. Intellectual activities like debates, elocution, seminars, quiz, etc.
2. Literary activities, like : Writing short stories, composing poetry, editing
journals, and magazines creative writing etc.
3. Creative activities like drawing, painting, sculpture etc.
4. Fine arts like, music, instrumental and vocal, dancing, miming etc.
5. Dramatic activities like writing plays, role playing staging plays etc.
The University organizes programmes both on its own and through colleges to
provide training to the students. There are workshops for specific arts. Resource
persons from different areas of arts are involved to provide this training. The students
thus trained are sent to participate in competitions at inter-collegiate and Inter-
University levels every year.
