The key issues:

Issue 4 – Support the needs of communities in the rural hinterland through appropriate localneeds development and the maintenance of community facilities.

Issue 6 – Expand Bodmin town centre to help to retain a greater level of comparison shoppingtrips.
Issue 7 – Maintain and enhance local shops, facilities and services.
Issue 8 – Address deprivation in education, training, skills, health and disability.
Issue 9 – Address the air quality issues in the town centre at Bodmin.
Purpose of paper
This is one of a series of papers whose main purpose is to identify the key issues for a specificarea of Cornwall. There are nineteen Community Network Areas in Cornwall, based on groupingsof parishes as shown on the map below. Community Network Areas were introduced to givecommunities a stronger voice in helping them deal with complex issues. In this they offer a valuableconduit through which proposed Core Strategy area policies can be refined to reflect local issuesthrough engagement, policy formulation, delivery and local ownership. The various issues have been identified from a variety of sources including plans and proposalsof other organisations. Parish Plans have been very useful in identifying issues, and a summaryof the ‘visions’ for each of the Parish Plans undertaken in the Bodmin Community Network Areais included in Appendix 1. These place-based papers, along with the topic-based Issues Papers,

For the purposes of this paper, ‘Bodmin’ is used to refer to the town and its immediate surroundings,and the ‘rural hinterland’ to the wider Bodmin area outside of the town.
Bodmin Community Network Area
Description ~ The Bodmin Community Network Area contains 7 parishes and a range of settlementsas indicated in the map below. Bodmin is the key settlement within this area, and acts as the localservice centre to the smaller settlements surrounding it. Larger villages in the area include Lanivet,Blisland and Helland whereas smaller villages include Millpool and Withiel.
Links with other areas: The area does have employment and transport related links with theWadebridge and Padstow, Launceston and St Austell Community Network Areas. There areeducation links with the St Blazey, Fowey and Lostwithiel Community Network Area.
Easy access to the A30 allows good road links to Truro, Plymouth and Exeter and while BodminParkway station lies just outside the area, it does provide a main line connection to the rest of thenetwork.

PARISHES: Blisland, Bodmin, Cardinham, Helland, Lanhydrock, Lanivet and Withiel.
POPULATION: The population of the Bodmin Community Network Area was 19,100 in 2007, andwas estimated to have increased by 6% since 2001. The population of Bodmin town is just over14,000.
ENVIRONMENT: The Bodmin Community Network Area covers 18,320 hectares. There is anArea of Outstanding Natural Beauty designation to the east of Bodmin, as well as several Sites ofSpecial Scientific Interest towards the periphery of the CNA, including the River Camel and BreneyCommon which are also designated Special Areas of Conservation. The higher risk flood zonesstretch along several watercourses in the CNA, with frequent flooding through Bodmin town centre.The CNA includes two building conservation areas in Bodmin and one in Blisland.
HOUSING: There were 7,909 dwellings in March 2010 within the network area - of which 1,054were constructed in the period 2001-2010. As of March 2010 the total number of dwellings included137 second homes and 108 empty homes. In addition there were 182 dwellings under construction

and a further 321 permitted dwellings where work has not commenced; when completed thesedwellings will be counted towards the overall growth total. The number of affordable houses neededeach year for the next 10 years in the Bodmin CNA to meet the backlog is 25 (approx. net annualneed).
EMPLOYMENT: Bodmin hosts a wide range of businesses and industrial development supportingaround 9,000 jobs with the largest sector being manufacturing.
TRAVEL: Bodmin is strategically positioned near the convergence of the two main roads intoCornwall, the A30 and the A38 making travel times to Exeter around 1 hour and to Truro around35 minutes. While Bodmin Parkway station lies just outside the area, it does provide a main lineconnection to the rest of the network. Heritage train services run between BodminWenford Stationin Bodmin town and Bodmin Parkway. Bus services also run between Bodmin town and BodminParkway.
FACILITIES: Bodmin offers a wide range of services and facilities as expected, from banks andsupermarkets to doctors surgeries, a sports centre and a secondary school. A number of the largervillages contain a range of services including general stores, primary schools, pubs and children’sequipped play areas.

This paper summarises the key emerging issues for the Bodmin Community Network Areabrought together to inform the Cornwall Core Strategy. However, it will be added to and keptup-to-date as other relevant evidence becomes available. In updating these papers all previousversions will be archived to ensure it is clear what evidence was available at each stage.
Key Issues that are emerging are:
Issue 1 – Identify the level and location of new growth.
Issue 2 – Create a better balance between the amount of housing and jobs.
Issue 3 – Enable the delivery of affordable housing.
Issue 4 – Support the needs of communities in the rural hinterland through appropriate localneeds development and the maintenance of community facilities.
Issue 5 – Promote better quality jobs to create a more balanced economy.
Issue 6 – Expand Bodmin town centre to help to retain a greater level of comparison shoppingtrips.
Issue 7 – Maintain and enhance local shops, facilities and services.
Issue 8 – Address deprivation in education, training, skills, health and disability.
Issue 9 – Address the air quality issues in the town centre at Bodmin.
