WELCOME Welcome to Helsingborg!

At last the Championships are on! It has been a long wait - from the very first meeting in Gothenburg nearly two years ago, to the announcement in April 2012 from the International Rowing Federation in Lausanne that the 2013 World Rowing Coastal Championships was to be held in Helsingborg.

To us, the World Rowing Coastal Championships is the grand finale of a period of long and hard work - we hope and wish you will enjoy it.

LOCATION

The championships will be situated on the public beach called ”Fria Bad” in

Helsingborg. See map on page 24.

GREEN EVENT ENVIRONMENTAL POLICY

The World Rowing Coastal Championship in Helsingborg aims to be a “green event”. The environment and climate considerations are an integral part of all our decisions and we want to be a good example for other events.

We want to spread the knowledge how to work on reducing the environmental impact. The people who are working with WRCC understand the environmental consequences of their own actions and take responsibility for this.

WHAT WE DO!

We will use ”Good Environmental Electricity”. It is electricity produced according to criteria set by the Swedish Society for Nature (Naturskyddsföreningen). “Good Environmental Electricity” is generated from renewable energy sources such as solar, wind, hydro and biomass older.

We will install a water tap in the boat park to minimise the consumption of bottled water in the venue.

There will be adequate and good waste management within the sponsor village and the venue.

We will offer vegetarian and organic food and drink.

WHAT CAN YOU DO?

Be aware of sensitive habitats.

Do not throw waste into the sea.

Refill your bottle instead of buying a new one - tap water at the venue and in the city is drinkable and of very good quality

Keep water bottles and other items secured in boats.

Good waste management will be everyone’s priority.

Travel to the venue by foot or buses. The venue is very close to the centre of Helsingborg and easy accessible. Travel with Skånetrafiken buses within Helsingborg city will be free of charge during the event.

Keep the sea clean - please DON’T throw your water bottles into the water!

REGISTRATION & ACCREDITATION REGISTRATION Thursday, August 15 The registration desk will be situated at Dunkers, Kungsgatan 11. Opening hours are 10.00-14.00.

Make sure that your crew is registered no later than 14.00 on Thursday.

At registration you will be asked to show your photo identification (passport or international identification card) when register your crew. Please have your contact information at hand.

ACCREDITATION All crew members will receive an accreditation card. This can be collected during the opening times of the accreditation desk as shown below:

Thursday, August 15. The accreditation will be situated at Dunkers, Kungsgatan 11. Opening hours are 10.00-19.00.

Friday, August 16. The accreditation desk will be situated at the venue, at the Info Desk. Opening hours are 7.00-9.00.

You do not need to show up in person but the person who collects the your accreditation cards will be required to bring your photo identification (passport or international identification card). NOTE! All competitors are required to carry their accreditation cards with them throughout the championship.

CREW CHANGES Team managers are requested to check their crew listings upon registration. Any

changes should be made using the ”crew changes form” and according to FISA

rules. All crew changes before the draw should be submitted to the FISA

representative at the registration desk.

BOAT RENTALS Information about your rental boat and practice time will be confirmed at the registration desk. Boat sharing is inevitable and practice times have been pre-allocated to ensure fairness. Please respect the practice time assigned to you.

CREW NUMBER - COUNTRY CODE AND RANK STICKERS Country code and rank stickers will be issued at registration. You will get 3 sets to use. If you rent a boat or share your boat with other crews you have to ensure that your crew number is always in place during races Friday, Saturday and/or Sunday (reserve day).

RUNNER’S NUMBERS This year the finish will be a beach finish and one (1) crew member shall be the runner. This runner will receive a bib with the crew number and should wear this bib during the race. Please remember to state your runner’s name at registration.

PARKING & TRANSPORTATION The venue is very close to the center of Helsingborg and easy accessible by foot from the bus stop, hotels and the train station.

You can help us making this a green event by walking to the venue or using local buses and thus lessen the carbon footprint.

BUSES Travel with the Skånetrafiken buses within Helsingborg city will be free of charge during the period August 15-18 upon showing your accreditation card. From railway station (Knutpunkten) bus line 8 (from location B), will take you to Fria bad. Check www.skanetrafiken.se for schedule and routes.

PARKING - TRAILERS Parking for boat trailers will be available free of charge at the venue. Boat trailers must be unloaded upon arrival and parked at the trailer parking. The trailer parking will have 24 hour security throughout the event, but the organising committee is not liable for any damages. Please ensure that the trailers are emptied of valuables. You can use the trailer parking from Wednesday 10.00 too Sunday 18.00. See map on page 22.

PARKING - CARS At the venue there will be a small area for parking cars but we urge you to leave your car at your accommodation and walk to the venue. A bigger carpark is situated at Pålsjö. See map page 23 and 24.

PRIVATE BOATS Private boats should be unloaded in the boat park, in the places allocated to them on the beach between August 14-August 18. All boats must be removed from the beach by the latest Sunday 13.00.

FOOD & BEVERAGES All meals will be at the individuals own cost.

At the beach there will be a variety of vendors selling food and drinks. There is a

supermarket, ICA, close to the beach (address: Drottninggatan 136).

DRINKING WATER

Tap water, all over Sweden and at the venue, is drinkable and of very good quality.

MISCELLANEOUS Post office - The closest post office is situated at ICA, Drottninggatan 136, Helsingborg.

Lost & found – Located at the Info Desk at the venue.

WiFi – free internet zones can be found all over the city and at the venue.

Banking – Cash machines and the main banks can be found in the city center.

Photographer – You will have the possibility to take your crew photo at Dunkers on Thursday between 12.00-14.00. Sesamphoto will be situated at the venue.

MEDICAL FACILITIES & DOPING The Red Cross will be at the venue during opening hours. For location see map page 23.

Doping controls will be implemented at the Championships. The doping control facility is located at Kallis bathhouse close to the venue. Selected athletes will be identified for testing and will be guided to the facility by chaperones.

OFFICIAL CEREMONIES & OTHER EVENTS OPENING CEREMONY The Opening ceremony will take place at Dunkers on Thursday at 19.00. Rowers and supporters are invited - please wear your club colours.

VICTORY CEREMONY aka FLOWER CEREMONY The Victory Ceremonies will be held immediately after the A finals, on the beach close to the finish line. Rowers are asked to report to the area immediately after their race, wearing their racing uniforms.

MEDALLISTS’ RECEPTION, MEDAL CEREMONIES & PARTY All medallist are invited to a reception before the medal ceremonies at 18.30 at the Parapeten, Parapeten 1, Helsingborg. See map on page 24.

The medals will be presented at the Athlete Party on Saturday at Parapeten.

Medallist are expected to wear a matching club uniform for the Ceremony. The medal ceremonies will begin at 19:00.

After the medal ceremonies food and beverages will be available for a . There will be a cash bar discounted price.

Tickets will be on sale on the night at a price of EUR15. Tickets can also be bought upon registration/ accreditation and at the Info Desk.

It will served barbecue of beef and fish, accompanied with seasonal vegetables. To drink, wine, beer and water. Thereafter "smarrig" desert and coffee. Afterwards the DJ will pump the volume and we will dance til midnight!

ADDITIONAL EVENTS Sports Museum

Visit the Sports Museum (Idrottsmuseet) in Helsingborg and check out the coastal exhibition. At the same time you can take a look at the permanent Henrik Larsson exhibition. Address: Filbornavägen 101, Helsingborg.

Schonner Nina

At WRCC 2013 you will a fantastic possibility to watch the races from the sea on the Schooner Nina. The Schooner Nina is a modern sailing ship built according to an old model Danish record hunt Castor from 1867.

Tickets

There are 29 places available and tickets will be sold at accreditation and Info Desk at Fria Bad on a "first come-first served" basis. In case of vacancies these tickets will be sold just before the schooner depart.

Mixed sprint race – SUNDAY

Take the opportunity to test beach start and beach finish at the mixed sprint on Sunday. The race will only start if Sunday isn't used as a reserve day.

Register your crew at the Info Desk – name, club and telephone number. First come first served and limited 10 boats per boat class. Short track. Briefing at 09h00 at the Boat Park. Starts at 10h00, 10h20 and 10h40.

CREW CAPTAIN’S OBLIGATIONS Extract from FISA Rule Book, Appendix 14 Event Regulations Coastal Rowing 2013.

18.3.2 Crew Captain’s obligations

According to international maritime law, all sea-going vessels must have one person responsible for safety and navigation. In Coastal Rowing, this will be one member of the crew who will be designated the “Crew Captain”. The designated Crew Captain for every boat shall be notified to the organising committee in writing at the time of the crew’s Registration under Regulation 12. Such notification is the responsibility of the national federation or the club in whose name the 8 crew is entered, and the crew concerned. Any crew for which a Crew Captain has not been notified shall not be permitted on the water.

The Crew Captain shall be responsible to:

Before every outing:

take responsibility for assessing the risks and the ability of the crew to cope with the prevailing and forecast conditions;

familiarize himself with the current and expected weather conditions;

register the outing with the Control Commission, showing the date and time of the outing, the estimated length of the outing and the route to be taken;

check the condition of the boat and the safety equipment on board. During the outing: ensure that the crew respects all navigational and safety rules;

require that all members of the crew wear their life jackets as necessary;

make necessary decisions for the safety of the crew if the weather deteriorates;

monitor any changes in the weather or water conditions which might affect the safety of the crew.

After the outing:

inform the Control Commission of the return of the crew;

complete the register to indicate the crew’s return.

BOAT WEIGHING

Boat weighing is situated at the boat park. All boats will be eligible for boat

weighing. See map page 23.

COX WEIGHING

Official coxswain weighing will take place no earlier than 1 and no later than 2

hours before the race start time. See map page 23. Coxswains should bring a photo

identity document to the weigh in.

BOAT WASHING

Foreign boats must be washed before being used in Öresund to minimise the risk of comtamination. Please contact a Boat Park official for more information.

Water for washing boats after races will be available.

NOTE! Detergents are not allowed.

RACING PROCEDURES

LAUNCHING TIME

Launching time for boats will be at the earliest 30 minutes and the latest 20

minutes before race start time.

CONTROL COMMISSION

All crews must be checked out/ in by an Umpire at Control Commission. Each

athlete will receive a wrist band once their accreditation and photo ID’s have been

checked. All boats leaving to race will also be checked for safety equipment and for

country code and rank stickers. The finish runner will also need to wear their

identification.

START PROCEDURE

The start procedure will be described at the Captains Meeting and will applied

according to the FISA Rules and the Regulations for Coastal Rowing Championships

(Appendix 14).

In short the start procedure consists of both a visual and an audio signal. The visual

signal consists of three white/red balls. The three balls are raised at -3 minutes + 3

honks. A ball is dropped at -2 minutes + 2 honks and at -1 minute + 1 honk. Start =

the last ball is dropped + long honk.

TRAFFIC RULES – training

During training times on Thursday, crews may practice on the course itself. See the

course map on page 16-21. NOTE! The No Go-zones applies throughout the

Championships.

GPS TRACKER

In the A-finals a GPS-tracker will be mounted on every boat. The crews can then be

followed almost in real time on for exampel mobile devices or abroad. You will find

the link to GPS tracker page at www.wrc2013.com

RESCUE & SAFETY

NOTE! For others and your own safety respect the NoGo Zones throughout the Championships.

In the NoGo-zones there could be either swimmers, rocks or large ships – the Öresund is one of Europe’s busiest shipping lanes!

During heats and finals the Coast Guard and Sea Rescue will patrol the sea.

ABOUT THE COURSE WAY TO THE START

Boats will launch on the left side of the boat park. The right side will be used

for returning boats.

Be aware of stones beneath the surface in the No Go Zones.

WAY BACK TO THE BEACH

Before landing, if necessary, instructions will be given by the boat park-

marshal or NTO.

WARM UP & LINE UP ZONE

When leaving the beach watch out for boats at the starting line and in line up-zone.

Crews in the warm up area must row clockwise around four turning markers.

BEACH FINISH NOTE!

An umpire will be located at the beach landing zone. Reckless or unsafe arrivals will

penalised. Crews are expect not to interfere or foul other crews and reminded to

respect the crew arriving behind them.

BEACH FINISH – Normal weather conditions

Extract form FISA Rule Book, Appendix 14. Regulation 12.4 ”For races with beach finishes which require one or more crew members to exit the boat and cross the finish line on foot, every crew member crossing the finish line must clearly display their crew number on their personage.”

When the crew reaches the beach, one (1) person, the runner, exits the boat and runs towards the finish line. The beach run will be approximately 50-60 meters.

The rest of the crew shall stay in the boat and await boat park assistance whom will guide the boat back to the boatpark. The boatpark assistant will take the runners place in the boat. Please listen to the instructions from the boat park assistant.

BEACH FINISH – Rough weather conditions

In case of rough weather an emergency Captains Meeting may be called to inform

crews of any changes. This will be held at the grandstand at the venue or in the

boat park.

THE COURSE All races will have a sea start and a beach finish (if weather permits).
