The Asia-Europe Foundation (ASEF) furthers understanding, fosters relationships and facilitates cooperation among the people and institutions of Asia and Europe. ASEF enhances dialogue, enables exchanges and encourages collaboration across the fields of governance, economy, sustainable development, public health, culture, and education.

Founded in 1997, ASEF is a non-profit, intergovernmental organisation located in Singapore. it is the only permanently established institution of the Asia-Europe Meeting (ASEM).

together with about 700 partner organisations ASEF has run more than 600 projects, mainly conferences, seminars and workshops. over 17,000 Asians and Europeans have participated in its activities and it has reached wider audiences through networks and web-portals, exhibitions and lectures.

the Asia-Europe Meeting (ASEM) was initiated in 1996 when the ASEM leaders met in Bangkok, Thailand. ASEM is an informal trans-regional platform for dialogue and cooperation between the two regions and has arisen out of a mutual recognition that the relationship between Asia and Europe needed to be strengthened in light of the challenges and opportunities of the 21st century.

The ASEM process is based on an equal partnership and its activities are grouped into three pillars: political, economic and socio-cultural. ASEM now brings together 49 member states (Australia, Austria, Bangladesh, Belgium, Brunei Darussalam, Bulgaria, cambodia, china, cyprus, czech republic, Denmark, Estonia, Finland, France, germany, greece, hungary, india, indonesia, ireland, italy, Japan, Korea, Laos, Latvia, Lithuania, Luxembourg, Malaysia, Malta, Mongolia, Myanmar, the Netherlands, New Zealand, Norway, Pakistan, the Philippines, Poland, Portugal, romania, russia, Singapore, Slovakia, Slovenia, Spain, Sweden, Switzerland, thailand, united Kingdom, vietnam) plus the European Commission and the ASEAN Secretariat.

ASEM holds a Summit every two years, alternately in Asia and in Europe. this is the highest level of decision-making in the process. Besides the attendance of the Head of States, the Summit also features accompanying Ministers, the head of the European Commission and other stakeholders. Apart from the Summit meetings, the ASEM process is carried forward through a series of Ministerial and working-level meetings, as well as a number of activities arising from it.

the year 2012 has been an important juncture in the history of the Asia-Europe Foundation (ASEF), not only because ASEF reached its 15 years’ milestone, but also because it welcomed a new management team: Ambassador ZhANg Yan is now the 6th Executive Director and Mr Karsten WArNEcKE the 6th Deputy Executive Director of ASEF.

I would like to congratulate them both and, on behalf of the ASEF Board of governors, i would like to assure them of the full support from the members of the Board. The Asia-Europe Meeting (ASEM) dialogue process has the objective to strengthen the relationship between Asia and Europe in a spirit of mutual respect and equal partnership. i am confident that under the guidance of the new leadership ASEF will continue to take forward this mission of ASEM in the right direction.

in 2012, ASEM as well as ASEF witnessed an enlargement with three new member countries joining its ranks, namely Bangladesh, Norway and Switzerland. ASEF currently has the support of the 51 members, which are all full partners in the ASEM political process.

Since its inception in 1997, ASEF has been a unique institution, which connects ASEM leaders with their civil societies by promoting informal dialogue between the two. With the mission to foster Asia-Europe relations, this year ASEF continued to play the pivotal role of a platform to share civil society’s recommendations for the consideration of ASEM leaders. commemorating its 15th Anniversary, ASEF successfully implemented numerous projects and activities, bringing together people from the two regions. These opportunities to connect aimed to create more avenues for greater inter-regional partnerships to address relevant cross-border issues.

ASEF’s successes would not have been possible without the unwavering support of its stakeholders, the ASEM governments, ASEF’s partners and sponsors, as well as the tireless efforts of ASEF’s dedicated staff. i would like to commend the entire ASEF staff for their hard work, dedication and enthusiasm in the development and execution of ASEF’s programmes, and for their steadfast belief in ASEF’s vision and mission. their continued efforts will ensure that the relationship between Asia and Europe will continue to flourish in the future.

With time, ASEF will grow in good spirits, making itself even more relevant to the needs of the increasingly interconnected world. As the chair of ASEF’s Board of governors, i am proud of what the organisation has achieved in 2012, and i am looking forward to its continued successes in the years to come.

the 51 members of ASEF’s Board of governors are appointed by the respective Asia-Europe Meeting (ASEM) members. the Board reviews the organisation’s strategy and policies, ensuring that these adhere to ASEM’s principles and priorities. At the same time, it oversees ASEF’s finances and budgeting, and approves its activity portfolio. the Board elects a new chair and Deputy chair on an annual basis and appoints a new Executive Director and Deputy Executive Director every four years. in both cases one is European and the other Asian to ensure balanced representation. the Board also comprises an Executive committee and a Finance and Administration Committee, each with an equal Asian and European membership.

the year 2012 was an eventful milestone in the history of the Asia-Europe Foundation (ASEF). ASEF celebrated its 15th Anniversary (ASEF15) on 17 May 2012 at the National Library in Singapore. The former Prime Minister and current Emeritus Senior Minister of Singapore, Mr Goh Chok Tong, honoured the occasion as the Keynote Speaker. “ASEF was conceived as a vehicle to strengthen people-to-people ties between Asia and Europe,” reminisced ESM Goh while addressing the attendees.

commemorating 15 years of connecting peoples from the two regions, this year ASEF had the opportunity to showcase its multi-faceted work through an exhibition at the 9th Asia-Europe Meeting Summit (ASEM9) in vientiane, Lao PDr. this exhibition, entitled ‘connected histories. Shared Future’, celebrated the priorities of ASEM process through a retrospective glance at the work of ASEF and the Eu centre in Singapore over the last decade and a half.

in 2012, ASEF demonstrated its relevance as the only permanently established institution within the ASEM process by directly contributing to key ASEM Ministerial Meetings. An ASEF delegation participated in the 5th ASEM culture Ministers’ Meeting in Yogyakarta, indonesia. through this meeting, ASEF channelled recommendations from civil society experts on good governance of heritage cities to the ministers. ASEF also organised the 6th Asia-Europe Editors’ roundtable in Bangkok, thailand, in conjunction with the ASEM Finance Ministers’ Meeting. ASEF’s Deputy Executive Director presented the key highlights from the discussions of the roundtable to the ASEM Senior Finance officials.

this year, ASEF also made notable progress working in various thematic areas. Especially in the field of education where ASEF gathered about 100 universities, governments and industry leaders, students, and representatives of international organisations at the 3rd ASEM rectors’ conference in groningen, the Netherlands. the main theme of the event was ‘universities, Businesses and You: For a Sustainable Future’. it was immediately preceded by the 1st Asia-Europe Students’ Forum. Also in the realm of sustainable development, this year ASEF had the remarkable opportunity to participate in

the rio+20 Earth Summit and feed Asian-European

perspectives into a multilateral forum. With ASEF taking the lead, the Asia-Europe Environment Forum (ENVforum) and its partners organised two expert panels as side events complementing the talks at the rio Summit.

overall, the year 2012 was not only an occasion to commemorate our past achievements, but also to plan the future. Looking ahead, ASEF has a full calendar for 2013 with more than 50 activities across Asia and Europe. through these activities, ASEF will remain closely aligned to the ASEM priorities. Some upcoming projects are the 13th informal ASEM Seminar on human rights ‘human rights and the Environment’ (in Denmark), ASEF’s participation in the 4th Asia-Europe Meeting of Ministers for Education (in Malaysia), the public launch of the research study ‘the health Dimension of Southeast Asian Migration to Europe’ (in italy), the Asia-Europe Experts’ Meeting on heritage, Sustainable tourism and urban Living (in Myanmar), Asia Europe Economic Forum meetings (in china/Belgium), and the 9th ASEF Journalists’ Colloquium (in India).

ASEF will continue to work hard to fulfil the mandate given by ASEM to strengthen ties between Asia and Europe. having taken over the reins of ASEF and working with its stakeholders and staff, i feel more confident about the growing relevance of ASEF in the years ahead, when the world needs more inter-regional and multi-dimensional collaborations.

i would like to conclude this message by expressing my heartfelt gratitude to all our stakeholders, ASEM governments, ASEF governors, partners and participants. they gave us the opportunity to make a meaningful difference and we owe all our achievements of the last 15 years to each one of them. i look forward to your continued encouragement and support in the coming years so that ASEF can reach new heights.

Finance and Administration

the Finance and Administration (F&A) department ensures sound financial management with proper financial planning, reporting and central support systems, thus promoting efficiency, cost-effectiveness and transparency across day-to-day operations and activities of the organisation.

Executive office

ASEF’s Executive Director and Deputy Executive Director manage the organisation according to the policy guidelines set out by the ASEM members and the Board of governors. Management decisions are subsequently executed through the Executive office (Eo). the Executive office is also responsible for enhancing the organisation’s performance and ensures smooth and efficient coordination between ASEF and its stakeholders, as well as between ASEF’s departments and taskforces.

Public Affairs

the Public Affairs (PA) department helps in disseminating the updates on ASEF’s activities using effective communication tools via mainstream and new media channels. With that, PA generates awareness and understanding about the work of ASEF, the Asia-Europe Meeting (ASEM) and key issues concerning Asia-Europe relations across a diverse range of constituencies including ASEF’s key stakeholders and the general public.

Intellectual Exchange

the intellectual Exchange (iE) department tackles policy issues linked to the most prevalent challenges in Asia and Europe. these include the latest policy debates concerning governance, economy, sustainable development and public health. together with experts and stakeholders from government institutions and civil societies, the iE department analyses developments in Asia and Europe and identifies areas offering common perspectives. these are addressed by ASEF and its partners who design and implement programmes for sharing knowledge and building capacities. the outcomes of these programmes are conveyed to influential figures and decision-makers through research, training, public events, and publications.

The Department of Cultural Exchange (CE) facilitates dialogue and networking among cultural professionals. It also supports artistic exchanges that promote collaborations between Asia and Europe.

the year 2012 was a significant one in ASEF’s history, commemorating 15 years of successful

collaboration amongst ASEM countries and uniting the peoples of Asia and Europe. Since its inception,

the organisation has engineered common platforms for more than 17,000 direct participants to engage in over 600 projects spanning governance, economy, sustainable development, public health, culture, and education.

As part of its 15th anniversary celebrations, ASEF initiated a series of special projects and events designed to celebrate the spirit of

sharing while cementing common goals for a shared future. These culminated in the introduction of the organisation’s new management

team, Ambassador Zhang Yan as the 6th Executive Director and Mr Karsten Warnecke as the 6th Deputy Executive Director.

helmed by new leadership, ASEF will persist in its role at the forefront of creating an increasingly entwined future where Asia and Europe are equal partners, by bringing people together to share a rich heritage, spaces, resources, learning, ideas, creativity and ambitions.

GOVERNANCE

ASEF’s work on governance and human rights focuses on policy areas ranging from human security to human rights to analysing the function of the ASEM process itself. this work aims to promote good governance across a number of levels, be it on national or regional levels, and through building capacities. in the past, ASEF’s work has examined the latest developments in policing standards, conflict transformation, soft security issues, and public diplomacy initiatives, to name but a few. the central element of ASEF’s work in this thematic area is the ‘informal ASEM Seminar on human rights’ series, which is a large-scale human rights dialogue between civil society organisations and government representatives from ASEM member countries. initiated at the 1st Meeting ASEM Foreign Ministers’ in Singapore in 1997 by the governments of France and Sweden, the seminar promotes mutual understanding and cooperation between Asia and Europe in tackling diverse human rights issues.

4th ASEM Outlook Workshop

3-4 December 2012 Singapore

ASEF brought together 20 young representatives from the public sector, business, civil society organisations, the media, think-tanks and academia for the 4th ASEM Outlook Workshop. The workshop explored emergent policy issues relevant to ASEM by individuals who will conceivably play a significant role in Asia-Europe relations in the next 20 to 30 years.

Jointly organised by ASEF and the united Nations university – institute of comparative regional Integration Studies (UNU-CRIS), the workshop was held in Singapore on 3 and 4 December 2012 shortly after the 9th Asia-Europe Meeting Summit (ASEM 9).

For the first time in this series a two-volume ASEM Outlook Report was published to examine cross-cutting issues relevant to Asia and Europe. See the publication section for more details on the report.

A total of 120 participants representing 41 ASEM members gathered from 27 to 29 June 2012 in Seoul, republic of Korea for the 12th informal ASEM Seminar on Human Rights.

the seminar’s main objective was to facilitate dialogue on the improvements and challenges that the global information society has raised in terms of human rights’ protection and promotion. this was specifically in the context of freedom of expression, the right to privacy, the digital divide, and the right to cultural enjoyment of the internet. A special side event was organised on privacy and data protection.

the key recommendations covered human rights’ protection on the internet, the responsibilities of stakeholders, and the need for digital education and capacity-building for all citizens and communities. the full proceedings of the seminar will be published in March 2013.

organised by ASEF in partnership with the raoul Wallenberg institute (on behalf of the Swedish Ministry of Foreign Affairs), French Ministry of Foreign and European Affairs, and the Philippines Department of Foreign Affairs, the event was hosted by the Ministry of Foreign Affairs and trade of the Republic of korea and the National Human Rights Commission of korea.

ASEF’s activities in the area of Economy and Society address the impact of the economic climate on society. the activities give rise to innovative and integrated policy recommendations through the collective involvement of government and civil society representatives. in 2012, ASEF engaged financial experts, think-tanks and the media from ASEM countries to examine the immediate reforms needed in the international Monetary System. ASEF also commissioned a research study in this field, ‘the Eu through the Eyes of Asia/Asia in the Eyes of Europe’, which provided unique insights into the relations between Asia and the European Union in an era of economic uncertainty.

ASEF University Alumni Network (ASEFUAN) Model ASEM

2-7 July 2012 Singapore

Model ASEM (Asia-Europe Meeting) is a simulation activity organised to generate interest and increase knowledge and awareness of the ASEM process among young people. it also provides students with the opportunity to better understand the complexity of international relations. under the theme ‘Friends for Peace, Partners for Prosperity’, the two-day ASEM simulation conference brought together 126 participants from 21 ASEM countries. the participants developed a 46-point chair’s Statement that covered topics such as foreign direct investment, intellectual property rights, sustainable development, the European debt crisis, migration flows in ASEM countries, protection of refugees, social cohesion, civil societies and inter-communal dialogues, education, and a way forward for the ASEM Process. ^ Model ASEM 2012 participants chatting during one of the breaks

14th East Asia - Europe Think-Tank Dialogue

The ASEM process and the consequences of the EU debt crisis for Asia-Europe bi-lateral cooperation were key topics debated at the 14th East Asia - Europe think-tank Dialogue in September 2012. the Dialogue had a specific focus on social development and cohesion programmes that seek alternative methods to protect the most vulnerable in our societies.

representatives from renowned Asian and European think tanks such as ASEAN+3 Macroeconomic Research office (AMro), institut Français de relations internationals

(IFRI), the Institute of World Economics and Politics, chinese Academy of Social Sciences (iWEP-cASS), and the European Policy centre (EPc) presented on the fallout of the EU debt crisis and the current policies to promote social cohesion in Asia and Europe.

The workshop, which was held in Vientiane, Lao PDR, was spearheaded by the Konrad Adenauer Stiftung (germany), with the support of ASEF, the institute for Strategic & Development Studies (the Philippines) and the institute for Foreign Affairs (Lao PDr).

organised with the assistance of the royal institute of international Affairs chatham house, the 6th Asia-Europe Editors’ roundtable aimed to increase ASEF and ASEM visibility among media and financial experts in Asia and Europe. the Bangkok Post, thailand’s largest English daily, was the Media Partner for the event.

held in conjunction with the 10th ASEM Finance Ministers’ Meeting (FinMM) in Bangkok, thailand, 23 senior editors and financial experts from 17 ASEM countries discussed the shifting economic reality and examined the reforms needed in the International Monetary System in both regions, in line with the roundtable’s theme was to promote Asia-Europe cooperation in overcoming financial crises.

immediately after the roundtable ASEF’s Deputy Executive Director presented the discussion’s highlights to the Senior Finance officials of ASEM in Bangkok. the final outcomes of the roundtable were analysed and published in the form of a Programme Paper by the royal institute of international Affairs chatham house.

SUSTAINABLE DEVELOPMENT

Driving the importance of Asia-Europe cooperation in Sustainable Development and Environment, ASEF organised a number of initiatives igniting debates on sustainable development and tackling environmental issues.

As a result, ASEF and its Asia-Europe Environment Forum (ENvforum) programme received special mention by ASEM Environment Ministers in 2003 in Lecce, italy and in 2007 in copenhagen, Denmark. Furthermore, the chair’s Statement of the 9th Asia-Europe Meeting (ASEM 9) Summit in 2012 in vientiane, Lao PDr ASEM leaders reaffirmed their commitment to ‘achieve sustainable development through sustainable economic growth, social development and environmental protection’.

in addition to the ENvforum programme, ASEF works on different environmental issues and topics related to sustainable development. the projects organised under these themes bring together a diverse panel of experts, media, and citizens from Asia and Europe. the activities provide space to express views on environmental and sustainability issues such as sustainable consumption, human rights and the environment and green economy.

Asia-Europe Environment Forum (ENVforum): Asia-Europe Strategies for the Earth Summit 2012

throughout 2012 various venues in Asia and Europe

the ‘Asia-Europe Strategies for the Earth Summit 2012’ promoted dialogue to establish an Asian-European position on international Environmental governance (IEG) reform for the International Framework for Sustainable Development (iFSD) and presented the discussions at the Earth Summit 2012 (known popularly as rio+20).

A series of three informal consultation workshops were held among stakeholders of the ASEM process over a period of 12 months leading up to rio+20. A scenario-planning approach was employed to visualise alternative iEg futures — at international, regional, national and local levels — that may emerge, depending on what iFSD is agreed upon at rio+20.

the three workshops benefitted from the input of over 80 international experts representing various sectors, including governments, regional and international organisations, civil society organisations, think tanks, the media, the private sector and youth organisations.

Specifically, recommendations have been made in the following areas: guiding principles for Sustainable Development goals (SDgs), the creation of a Sustainable Development council (SDc), iEg reform, and enabling conditions to bring about IFSD and IEG reforms. The outcomes of the project together with the study are included in the publication ‘global Architectures for Sustainable Development Delivery’, which was launched during two official side events at the Earth Summit in rio in June 2012.

the programme concluded with a seminar, ‘Sustainable Development Assessment: towards Measureable goals’, which took place on 21-22 November 2012 at ASEF. this was followed by the 14th Meeting of the Asia-Europe Environment Forum Steering committee Meeting. the major outcome of the seminar and steering committee meeting was the launch of a three-year programme that supports the dialogue on SDGs creation. The programme will conclude in 2015 along with the Millennium Development goals process, building on ASEF’s two-year work towards Rio and research results on architectures for sustainable development.

18th ASEF University ‘Conscious Consumers for Environmental Sustainability’

18 August 2012 - 1 September 2012 Tartu, Estonia

42 students and young professionals from 33 ASEM countries gathered at the 18th ASEF university (Au18) to discuss environmentally sustainable consumption practices in a multi-cultural setting.

The programme commenced with one-week of interactive workshops and presentations by academics and experts. In the second week, the participants engaged residents and visitors of tartu, Estonia, in a

creative dialogue on the sustainable use of plastics, water and energy, as well as environmental friendly ways to eat, commute, and manage wastes. Following up on the issues highlighted during Au18, ASEF will organise the project ‘Asia-Europe Bag Exchange’ in 2013 in various ASEM member countries to raise awareness on the harmful effects of plastic on the environment.

PUBLIC HEALTH

the ASEF Public health Network is part of the ‘ASEM initiative for the rapid containment of Pandemic influenza’, which was officially launched in 2009 by the ASEM Leaders’ call for global solidarity to combat the influenza A (h1N1) and possible human influenza pandemics ranging back to the 6th ASEM Summit (ASEM 6) in 2006 in helsinki, Finland. the network is a participatory platform to encourage dialogue between health and non-health sector representatives in Asia and Europe to tackle common public health challenges. It engages multiple-sector stakeholders in areas such as infectious diseases, pandemics and migrant health, by conducting Asia-Europe joint research, developing pandemic preparedness and response strategies, and producing policy recommendations. to date the network has used various initiatives to promote awareness of public health issues such as student exchanges, cultural performances and linking social entrepreneurs. the programme is supported financially by the government of Japan.

Multi-sector Pandemic Preparedness and Response

1-2 February 2012, Brussels, Belgium 22-23 october 2012, vientiane, Lao PDr

the advisory group members of the ASEF Public health Network convened in February 2012 in Brussels, Belgium. It was the third meeting since the network was established in 2009. the main outcome was the recommendation to extend the focus of the network from infectious diseases and pandemics to non-communicable diseases and public health emergencies.

As a side event, the network organised a public briefing to share the ‘Accurate Scenarios, Active Preparedness’ (ASEF-ASAP) scenarios for pandemic preparedness with professionals from the public and private sectors, as well as the media. the event also featured a presentation of the recommendations from the Strategy Development Workshop on ‘Preparedness for Pandemics and Public Health Emergencies in the Passenger Air Transport Sector’, held in 2011 in Budapest, hungary.

on 22 and 23 october 2012, ASEF organised the last event in the strategy development workshop series, focusing on ‘Pandemic Preparedness and response for Food Supply Security’. A total of 22 experts, including leading service providers in the food industry, and representatives from government institutions, international organisations and NGOs, were brought together to develop strategic options for improving pandemic preparedness in the food supply sector.

Research Exchange Workshops on Health and Migration

7–9 March 2012, Barcelona, Spain 28-29 November 2012, Makati city, the Philippines

given the significant increase of population mobility between Asia and Europe, the two regions will benefit from closer collaboration with one another on migration. With this in mind, ASEF Public Health Network organised two collaborative research Exchange Workshops on health and migration to provide a platform to share both knowledge and expertise.

the 1st Workshop on ‘Social Determinants of Migrants’ health Across Asia and Europe’ was organised in March 2012 in Barcelona, Spain in partnership with casa Asia, while the 2nd workshop on ‘Bringing the Migrant health Discourse into Policy’ took place in November 2012 in Makati city, the Philippines in collaboration with the Yuchengco center of De La Salle university.

the workshops provided an avenue for key players to better understand the health concerns of migrants, and discuss the ways to better address migrant health issues. Public events were organised on the side-lines of both workshops, with the aim of raising awareness of the project outcomes.

Skills for Social Entrepreneurs: ‘Towards a Social Entrepreneur Network: Exchanges between Asia and Europe’

21-23 May 2012, Yangon, Myanmar 18-20 June 2012, hanoi, vietnam

Recognising that small and medium-scale businesses help to build communities with a focus on social needs such as health education, environment and cultural heritage, ASEF Public Health Network, in collaboration with the British Council, organised two workshops on ‘Skills for Social Entrepreneurs’in May 2012 in Yangon, Myanmar, and in June 2012 in hanoi, vietnam.

The workshops were designed to support social enterprise incubation, develop social enterprise communities for impact, evaluate the impact of social enterprises, and build stronger networks between Asian and European social entrepreneurs. Attended by emerging social entrepreneurs from Asia and Europe, facilitators and resource personnel from the field, the workshops also received representatives from international media outlets who reported widely on the outcomes.

With the ground fertile for social enterprises to continue growing in countries across both regions, ASEF aims to encourage business leaders, investors and policy makers to help build capacities throughout Asia and Europe.

greater appreciation for cultural diversity is a fundamental objective of the bi-regional dialogue between Asia and Europe and calls for different forms of creativity, exposure and exchange. in this regard, ASEF carries out its work in various areas, ranging from cultural policies dialogue to artistic exchanges that engage relevant counterparts of the two regions. through its wide range of multilateral programmes, it seeks to fulfil the expectations of cultural communities in Asia and Europe, while addressing the political priorities of the ASEM culture Ministers’ Meetings (ASEM cMMs).

Asia-Europe Dialogue on Cultural Policies

throughout 2012 online Project

in its 2nd year of implementation, the Asia-Europe Dialogue on Cultural Policies continued to support bi-regional dialogue and research on cultural policies and trends in the ASEM region, while developing a publicly accessible online database to be made available on culture360.org, one of ASEF’s online platforms. To this end, the programme combines the information from the existing ‘compendium of cultural Policies and trends in Europe’, with the compilation of country profiles from Asia. in 2012, this programme supported the compilation of five additional Asian country profiles, namely india, Mongolia, Republic of korea, Singapore and Vietnam.

the resulting cultural profiles of ASEM countries will also be part of an international database (www.worldcp.org), managed by the international Federation of Arts Councils and Cultural Agencies (IFACCA).

Asia-Europe Museum Network (ASEMUS)

throughout 2012 online Project

Asia-Europe Museum Network (ASEMUS) promotes collaborations between museums focusing on Asian collections across Asia and Europe. To this end, the network supports dialogue and opportunities to exchange ideas among its members.

in 2012, ASEF continued to work in consultation with the ASEMUS Secretariat (National Heritage Board of Singapore) and the ASEMUS Chair (National Museum of Korea) to increase the relevance, impact and visibility of the network. As a result, ASEMuS’ membership grew during the year from 82 to 97 members, including 11 new countries from Asia and Europe.

Creative Encounters: Cultural Partnerships between Asia and Europe

throughout 2012 France, germany, india, indonesia, Malaysia, Pakistan, Republic of korea, United kingdom

creative Encounters promotes exchanges in any artistic discipline by supporting new opportunities for people-to-people encounters, networking and innovative collaborations. In line with this purpose, the programme encourages the submission of collaborative projects between arts and cultural organisations from Asia and Europe through regular open calls. in 2012, the 2nd edition of creative Encounters supported 5 artistic projects, selected from over 270 submissions, which were multilateral in scope and promoted culturally diverse and cross-disciplinary practices.

With ASEF’s support, the selected partners organised different initiatives in eight countries of Asia and Europe. these included workshops, artists’ residencies, panel discussions and public performances. the activities benefited about 120 participants and were attended by sizeable audiences.

throughout 2012 online Project

culture360.org is a platform for both information exchange and online collaboration among the cultural communities of Asia and Europe. the community members include artists, cultural practitioners and policy makers. the portal provides information on news, events and opportunities relating to culture and the arts in ASEM countries and features a special magazine with commissioned articles and research. With the help of social media tools, culture360.org also enables online networking between individuals and organisations across the two regions.

Among other projects in 2012, culture360.org commissioned a research study on funding opportunities for international cultural exchange in Asia. It also organised an online competition in conjunction with an international photography festival.

Asia-Europe Short Films Contest

1 February 2012 - 18 May 2012 Singapore

the Asia-Europe Short Films contest provided a platform for young filmmakers, film enthusiasts and students to demonstrate their creativity and express views on the topic of Asia-Europe connections. the project was organised in partnership with the New York Tisch School of the Arts Asia based in Singapore and the National Library Board Singapore.

During a period of four months, over 100 submitted short films from 30 countries covered Asia-Europe connections from the angles of arts, culture, education, environment and individual relationships. Five winners were chosen by professional jury members and via online public voting. the Award ceremony was held at Singapore’s National Library Building, which saw the winners walking away with a two-day filmmaking workshop at NyU Tisch School of the Arts Asia.

When Strangers Meet: Visions of Asia and Europe in Film Arts & Culture Cross-platform Series

18 May - 3 June 2012 Singapore

As part of ASEF’s 15th Anniversary celebrations, a wide-ranging cultural programme was organised in Singapore in collaboration with Singapore-based entities interested in promoting cultural exchanges between Asia and Europe. This programme included a series of film screenings entitled ‘When Strangers Meet: visions of Asia and Europe in Film’ at the National Museum of Singapore. About 300 guests attended the opening ceremony, including members of ASEF’s Board of governors and numerous representatives of ASEM Embassies.

In line with the general theme of the cultural programme, ‘Mutual Perceptions between Asia and Europe’, the screenings showed how Asians and Europeans have perceived each other in films past and present, and how filmmakers from both regions have been influenced by each other.

ASEF at the 5th ASEM Culture Ministers’ Meeting

An ASEF delegation led by the Director of cultural Exchange attended the 5th ASEM culture Ministers’ Meeting (ASEM cMM 5) and presented the outcome of the Experts’ Meeting on ‘Managing heritage cities in Asia and Europe: the role of Public-Private Partnerships’ (July 2012, Yogyakarta, indonesia). the team also showcased a compilation of good practices based on over 40 case studies from the two regions with regards to managing heritage cities.

the added value brought by ASEF was duly noted by the ASEM delegations and included in the chair’s Statement of ASEM cMM 5. At the ministerial event, ASEF also highlighted its initiatives in the field of heritage including the promotion of networks, exhibitions and youth programmes.

EDUCATION

Education is the foundation upon which an individual matures and a society advances. With countries closely tied to the progress of national education programmes, ASEF has set in motion a series of programmes bolstering collaboration among academic institutions, education networks, and the society at large from across Asia and Europe. ASEF’s array of workshops, seminars and conferences continue to foster academic discourse and intercultural exchanges which have resulted in the implementation of policy recommendations and best practices at participating institutions and beyond.

ASEM Education and Research Hub for Lifelong Learning (ASEM LLL Hub)

in May the ASEM Lifelong Learning hub (ASEM LLL hub) organised the conference ‘Learning unlimited’ in response to the call of the ASEM Ministers for Education at their meeting in copenhagen, Denmark in 2011 to ‘enhance understanding and cooperation in the field of lifelong learning’ as well as to commemorate the 40th anniversary of the visionary uNESco report, ‘Learning to Be’. the event aimed at creating new visions and effective models for lifelong learning in light of the current economic crisis. it also served as a forum for the hub’s research Networks to share the latest results of their Asia-Europe joint research projects with academic communities and ministerial representatives from ASEM member countries.

this project is a part of the ASEM Education hub (AEh).

Asia-Europe Classroom Network (AEC-NET) Project Implementation and Evaluation

throughout 2012 Various ASEM Countries

in 2012, 6 out of almost 40 Asia-Europe classroom (AEc) projects were shortlisted for the AEc Awards. Among them were ‘A Magic Flight to Berlin’, ‘Homeseek ii: Exploring homes’ and ‘Windows to the Past Season 2 – A glimpse into our heritage’, which received the gold Awards. Meanwhile, ‘Crossing the Borders, Feeling the Others’, ‘Planet Happiness’ and ‘gocybergreen 2012’ were conferred the Merit Awards. Together, these 6 projects engaged a total of 73 educators and 891 students from 59 schools across 24 ASEM countries.

in addition, new AEc projects covering various themes were submitted online. these projects are conceptualised and facilitated by secondary and high school teachers from Asia and Europe and carried out throughout 2012 and 2013. through its activities, the AEc-NEt provides opportunities for collaborative learning and intercultural exchanges between the two regions.

Visions of Asia and Europe ‘EU through the Eyes of Asia’/ ‘Asia in the Eyes of Europe’

throughout 2012 various venues in Asia and Europe

ASEF and its partners have embarked on two unique studies to gauge the perception of the EU across Asia and vice versa – ‘Eu through the Eyes of Asia’ and ‘Asia in the Eyes of Europe’. covering 10 Asian ASEM countries, namely Australia, china, india, Japan, Korea, Malaysia, New Zealand, russia, Singapore and thailand, the latest phase of the ‘Eu through the Eyes of Asia’ project concluded in 2012.

the media analysis portion alone spanned a period of six months from January to June 2011 and involved 40 media outlets, capturing and analysing over 8,000 articles related to the EU. Much of this focused on the fallout of the sovereign debt crisis from an Asian perspective. the public opinion research component saw 10,000 respondents (1,000 per country) surveyed on their perceptions of the Eu in March 2012. the final element featured over 300 face-to-face interviews with national opinion leaders from the business, civil society, media and political sectors, thus providing valuable feedback from decision makers that help to shape policy and the relationship between their countries and the EU.

2012 also saw the findings of the eight-country ‘Asia in the Eyes of Europe’ research project compiled in a new publication, ‘Asia in the Eyes of Europe – images of a rising giant’. the publication, along with the latest findings from the ‘Eu through the Eyes of Asia’ project, were presented during a series of launch events and lectures in 10 cities across Asia and Europe in the second half of 2012. the projects’ findings received a high level of media attention and were featured in numerous articles in renowned media, including the International herald tribune, Asia 360 Magazine and china Radio International.

17th ASEF University ‘Shared Heritage: As We See It’ A Travelling Exhibition

throughout 2012 Various ASEM Countries

41 students and young professionals from 31 ASEM countries collaborated on an exhibition entitled ‘Shared heritage: As We See it’. Showcased alongside the 5th culture Ministers’ Meeting (cMM) in indonesia in 2012, it highlighted the meaning of shared heritage as seen through the lens of the participants of the 17th ASEF university (Au17). the exhibition is the final output of Au17, a project organised in response to the priorities identified by ASEM leaders at the 4th cMM in 2010 in Poznan, Poland.

ASEM Travelling Exhibition: ‘Connected Histories. Shared Future’

the ASEM travelling Exhibition, ‘connected histories, Shared Future’ commemorated ASEF’s 15th Anniversary. Produced in 2012, the exhibition ran from May to November in both Singapore and Lao PDr, celebrating 15 years of efforts to connect the two diverse, vibrant continents of Asia and Europe.

the exhibition was opened by former Prime Minister of Singapore, Mr goh chok tong, on 17 May 2012 at the National Library Building in Singapore. the exhibits travelled to various public libraries where they were viewed by more than 50,000 visitors. the exhibition was later presented at the 9th Asia-Europe Meeting Summit of heads of State and government (ASEM 9) from 2-7, November in vientiane, Lao PDr and viewed by over 2,000 international delegates. ^ the ASEM travelling Exhibition at the 9th ASEM Summit

5th ASEFUAN Dialogue ‘Re-emerging Asian Actors and International Law: Asian and European Perspectives on the International Criminal Court’

Discussions thrived at the 5th ASEF university Alumni Network (ASEFUAN) Dialogue. Under the theme ‘re-emerging Asian Actors and international Law: Asian and European Perspectives on the international criminal court (icc)’, the debate covered legal and political perspectives of Asian and European countries on the ICC, the impact of the rise of Asian actors on the ICC in particular and on international law in general. The Dialogue, which also examined the future challenges for the ICC and the general application of international criminal law, was attended by 27 experts from the International Criminal Court (ICC), The International criminal tribunal for the former Yugoslavia (ictY), and the Embassies of Japan, Australia, indonesia and vietnam. the Dutch Ministries of Foreign Affairs, of Security and Justice, and of the interior and Kingdom relations were also represented.

11th ASEF University Alumni Network (ASEFUAN) Annual Academic Conference and General Meeting

25 experts in the field of sustainable peace from Asia and Europe came together for the two-day 11th ASEF university Alumni Network (ASEFuAN) Annual Academic conference and general Meeting. themed ‘conflict Transformation and Peaceful Settlement of Disputes in Asia & Europe’, the event was also attended by ASEFuAN members from 24 ASEM countries, select non-ASEFUAN participants involved in sustainable peace, as well as students and faculty from local universities.

Apart from the academic conference, the network’s general Meeting was also held, during which ASEFuAN’s Executive committee members for 2012 to 2013 were elected.

1st Asia-Europe Students’ Forum ‘Are You Fit For The Future?’

the 1st Asia-Europe Students’ Forum was launched as part of ASEF’s efforts to integrate student participation into the ASEM Education Process, particularly into the agenda of the ASEM rectors’ conference (Arc) series. Some 50 students from 37 countries came together and shared their views on the question, ‘Are You Fit For the Future?’ to contribute to the on-going dialogue on employability and entrepreneurship education as well as the evolving role of universities in providing graduates with skills for life and employment. the

results of their discussions were presented at a plenary session during the 3rd ASEM rectors’ conference (Arc3) and will be conveyed to the ASEM Education Ministers at their 4th Meeting (ASEMME4) in May 2013 in Kuala Lumpur, Malaysia.

the Advisory committee of the ASEM Education hub (AEh) provides strategic advice and ideas in order to create an impact on the longer-term perspective of the AEH and its contribution to the ASEM Education Process.

organised in cooperation with the university of groningen (rug), the 6th AEh Advisory committee Meeting reviewed AEh’s programme of activities in 2011 and 2012 as well as the work plan for 2013 and 2014. Special attention was given to two upcoming projects: the 3rd Asia-Europe Education Workshop (thailand, 2013) and the 4th ASEM rectors’ conference (thailand, 2014).

As of 2012, the AEh Advisory committee is comprised of 20 member institutions, represented by higher education cooperation experts and representatives of leading academic networks and universities in ASEM countries.

3rd ASEM Rectors’ Conference (ARC3) ‘Universities, Businesses and You: For a Sustainable Future’

the 3rd ASEM rectors’ conference (Arc3) engaged some 150 university leaders, representatives of ASEM higher education institutions, the business community, and students from 41 countries. the conference was in response to the call of the ASEM Education Ministers at their Meeting in copenhagen, Denmark, in 2011 to advance the dialogue on higher education-business cooperation among education stakeholders.

throughout the conference, ASEM university leaders deliberated on the models of and best practices in university-business cooperation, community engagement, and university social responsibility (uSr). Participants also explored how collaboration in these fields can be strengthened across borders, including state-of-the-art approaches to teaching creativity and entrepreneurship education. In fostering enhanced university-business cooperation and university-community engagement, the findings from the 1st Asia-Europe Students’ Forum were presented during one of the plenary sessions.

Recommendations from the ARC3 will be presented to the 4th Asia-Europe Meeting of Ministers for Education (ASEMME4) in May 2013 in Kuala Lumpur, Malaysia.

using brand new data derived from media analysis, public opinion surveys and interviews of media professionals in 8 Eu countries, ‘Asia in the Eyes of Europe: images of a rising giant’ examines the European media’s portrayal of Asia and its actors and the images and perceptions that resonate among the public. the findings of the publication provide a detailed picture of how Europeans view Asia, how they perceive the rise of Asian economies, and the priorities for engagement with Asian countries.

ASEM Outlook Report 2012

the ‘ASEM outlook report 2012’ is a key resource to better understand the forces influencing Asia-Europe relations today. the report imagines the possible impact of current policies and provides innovative responses to promote greater economic, environmental and human prosperity.

the two-volume publication examines both the status quo of and future possibilities for Asia-Europe relations. Volume One of the report is comprised of two sections: the first, ‘Facts and Figures’, compiles data on the current political and socio-economic conditions in both regions, while the second, ‘Perceptions Matter! - views from Asia and Europe’, explore public, media and opinion leaders perceptions in each region of the other. volume two, ‘Foresight is 20/20’, was developed through a series of multi-sector strategic foresight consultations conducted by ASEF. the volume analyse the opportunities and risks associated with three diverging yet possible future scenarios. It focuses on four critical sectors in Asia-Europe relations: soft security; economic and financial integration; environmental governance; and public health and pandemic preparedness.

Global Architectures for Sustainable Development Delivery

this publication analyses solutions in Asia and Europe over the last two decades developed by national governments and specialised commissions, non-government organisations and regional organisations.

the publication served as a reference for governments, non-state actors and researchers in the discussions during the rio+20 conference, as well as in the eventual implementation of the IFSD negotiation outcomes. The ENVforum launched the report at two public panels at the rio+20 Earth Summit in June 2012.

National and Regional Human Rights Mechanisms

this publication contains the proceedings of the 11th Informal ASEM Seminar on Human Rights. The main objective of the seminar, held in November 2011 in Prague, czech republic, was to facilitate a dialogue on regional and national human rights mechanism-building. Specifically, the seminar aimed to develop recommendations to strengthen regional and national mechanisms in the ASEM region. the seminar’s proceedings were published by ASEF in March 2012 and are available on the ASEF website.

Lingua Comica ‘FUSE’

‘FuSE’ is the 3rd publication of the project ‘Lingua comica: graphic Novels from Asia and Europe’. it features the collaborative work of 14 emerging artists who came together during a workshop in 2008 in Kyoto, Japan. the seven graphic novels featured in this album are the result of a shared learning experience, focusing on the interpretation of the theme ‘East Meets West’. Each story reflects the cultural backgrounds of its Asian and European creators, while addressing themes of common relevance.

When Strangers Meet: Visions of Asia and Europe in Film

this publication was commissioned as part of ASEF’s 15th Anniversary celebrations and includes a selection of articles and film reviews curated by the Network for the Promotion of Asian Cinema (NETPAC). In line with the general theme of the anniversary’s cultural programme, ‘Mutual Perceptions between Asia and Europe’, the publication shows how Asians and Europeans have perceived each other in films past and present, and how filmmakers from both regions have been influenced by each other.

ASEF-ASAP Scenarios Report: Accurate Scenarios-Active Preparedness

the ASEF-ASAP (Accurate Scenarios-Active Preparedness) report contains the complete storylines of three future scenarios (grey Paradise, Mosainc., and glocal Blocs), which have been developed through an extensive consultation process with multi-sector experts with each describing a potential future situation. together they aim to capture the possible and probable developments relevant for pandemic preparedness, while providing a means to conceive future strategies that account for these scenarios and results in enhanced pandemic preparedness and response.

2nd Asia-Europe Education Workshop

the findings of the 2nd Asia-Europe Education Workshop, entitled ‘Knowledge Societies: universities and their Social responsibilities’, examine the role of today’s universities and their societal missions while exploring various faces of university Social responsibility (uSr) in ASEM countries.

Social Determinants of Migrants’ Health Across Asia and Europe

the ASEF Public health Network organised the 1st workshop on ‘Social Determinants of Migrants’ health’ in March 2012 in Barcelona, Spain. the workshop was attended by experts from academia, governments, civil society organisations, who addressed the social, economic, cultural, structural and environmental determinants that affect migrants’ health. The contents of this publication include the main discussion points on paradigm shifts in migration and health, migration trends in Asia and Europe, the state of health of Asian migrants, multi-stakeholder response to migrants’ health issues, areas for further research, and recommendations for strengthening Asia-Europe collaboration.

The Health Dimension of Southeast Asian Migration to Europe

This abridged report is an outcome of the ASEF Public health Network’s research initiative on health and migration. the network launched its ‘1st Joint research on regional integration and infectious Diseases’ in 2011. the research study by the Yuchengco center (the Philippines) and Fondazione iSMu (italy) presented concrete data on health status of Chinese and Filipino migrants in Europe. It also put forward recommendations to integrate their needs into the host communities’ policies. the abridged report on ‘the health Dimension of Southeast Asian Migration to Europe’ allows the readers to capture the essence of this rich study, with the full report to be made available in 2013.

the contributions received from ASEM members are placed under the following funds in accordance with the declarations made by the contributors:

the Asia-Europe Foundation (ASEF) would like to acknowledge the ASEM members which have seconded staff to the organisation in the year 2012, namely china, France, germany, italy, the Philippines, Singapore and vietnam.

Operating Fundcontributions received are utilised for the operating requirements of ASEF.

Reserve Fundcontributions received are invested, with income generated being used to finance activities of ASEF if necessary.

Project Fundcontributions received are utilised for the funding of projects. in the case of trust funds, contributions received are ear-marked for specific projects, the utilisation of which requires prior approval from the contributing member.
