ENVIRONMENTAL MANAGEMENT PLAN
A. AIR QUALITY MANAGEMENT
Mining operation is being carried out with deployment of surface miner & heavy moving
equipment and of drilling & blasting.
In-built water spraying system in surface miner on grace during cutting of limestone.
Surfacing of internal roads.
Regular water spraying on the haul roads is being done.
Regular maintenance of HEMMs & transportation vehicles.
Prevention of spillage of material by engaging covered tippers.
Personal protective equipment being provided to the workers.
Greenbelt/plantation in lease area.
Periodical monitoring is being done.
B. WATER QUALITY MANAGEMENT
There is no waste water generation during mining process.
Waste water generated from the office toilets is being disposed of in soak pit via septic
tank.
The mining operations will not affect hydrological conditions of the area.
Regular monitoring of ground water quality is being carried out.
C. NOISE LEVEL MANAGEMENT
Adequate silencers with noise proof cabinhas been provided in Heavy Earth Moving
Machines.
Proper maintenance, oiling and greasing of machines at regular intervals is being done to
reduce generation of noise.
Earmuffs/earplugs have been provided to all operators and employees working near the
machinery.
Green belt/Plantation within lease area.
Periodical monitoring of ambient noise quality is being done and corrective measures are
being taken to meet the norms (if required).
D. GREEN BELT/ PLANTATION
Existing plantation is covered an area admeasuring 46.15 ha covering statutory barrier of
Jambuvanti Cave, Statuary ML boundary barrier etc where mineralization exists.
It is anticipated that at the end of life of mine, total planted area shall be around 100.5192
ha.

IDENTIFICATION OF PROJECT
M/s. Saurashtra Cement Limited has an existing Adityana Limestone, Marl & Clay Mine
(Mining Lease Area 643.02 ha) with Production capacity of Limestone 5.1 million TPA, Marl
1.69 million TPA with existing crusher of 1000 TPH at villages- Adityana & Ranavav, Taluka
Ranavav, District- Porbandar, State- Gujarat.
IDENTIFICATION OF PROJECT PROPONENT
Company belonging to Mehta group originally incorporated as “Saurashtra Cement &
Chemical Industries Limited” in the year 1956 commenced its commercial production in
1960-61.
The Mehta Group is multi-activity, multi discipline global enterprise spanning four
continents - Asia, Europe, North America and Africa. The Group's business interests
cover a wide and varied spectrum, which includes Cement and Building Materials,
Packaging, Sugar, Horticulture & Floriculture, Engineering, Electrical Cables,
Consultancy, Agro Chemicals, Hospitality, Entertainment, sports, Trade and Financial
Services & International Trade.
The Indian Arm of the group comprises of "Saurashtra Cement Limited" (SCL),
marketing cement under the brand name "HATHI".
Saurashtra Cement Limited is The Company is an ISO 9001:2015, ISO 45001:2018 and ISO
14001:2015 certified company which manufactures clinker & Cement.
The cements produced is being Exported & marketed in Gujarat, Maharashtra,
Rajasthan, Madhya Pradesh and the West Coast of India. The products conform to
various standards BIS, BS-12, SLSI and SABS standards. The cement is marketed /
distributed in bags, jumbo bags and loose by road, rail and sea - to suit customer's
requirements.
The company's products comply with world-class quality standards. SCL is a recognized
Export House and has won the Indian cement industry's prestigious national award for
'Energy Efficiency.'
(ii) BRIEF DESCRIPTION OF THE NATURE OF PROJECT
Nature of Project
M/s. SCL has an existing Adityana Limestone, Marl & Clay Mine (ML Area: 643.02 ha.). It is a
captive mine and thus limestone & Marl is being transported to the captive plant of
Saurashtra Cement Limited (adjacent to Mine in South direction) at Ranavav, District
Porbandar.
In compliance of MoEF&CC Notification dated 06.04.2018, we are applying for EC of Adityana
Limestone, Marl & Clay Mine (Mining Lease Area 643.02 ha) with Production capacity of

a. Mining Lease Status
Mining Lease for Mineral Limestone & Marl was sanctioned in favor of Sh. Nanjibhai
Kalidas Mehta over an area of 2248 acres (approx. 909.75 ha) by the Former Govt. of
Saurashtra, Deptt of Industry & Supply vide their Resolution no Ind./III/Q/6-7 dated
20.10.1956 for a period of 20 years w.e.f date of execution. The Lease deed was executed
on 09.03.1957.
Initial lease deed was for Limestone & Clay at the time of ML grant.
In due course of time, said mining lease was transferred in favor of M/s. Saurashtra
Cement & Chemical IndustriesLimited from Shri Nanjibhai Kalidas Mehta vide Government
of Bombay, Industries & Co-operation Department Notification no MNL 1558/125293-MNG
dated 30.05.1958.
The original Lease period expired on 19.10.1976. The first renewal of the mining lease was
sanctioned for limestone in favor of M/s. Saurashtra Cement & Chemical Industries
Limited over a reduced area of 1112.230 acres (450.25 ha) vide order No MCR-1576 (S-
102)/8192/CHH dated 22.11.1976 for a period of 20 years w.e.f 20.10.1976. Lease deed was
executed on 14.03.1977.
The ML area once again changed to 1588 acres 38 guntas (643.02 ha) by adding area
which deleted at last occasion vide Govt of Gujarat letter no. MCR 1576(s-102) 1572/CHH
dated 26.02.1979 and Supplementary lease deed was executed incorporating the
amendment on 30.04.1979.
The name of company was changed from M/s. Saurashtra Cement & Chemical Industries
Limited to M/s. Saurashtra Cement Limited on 03.06.1994 under incorporation no 840.
Second renewal application in Form “J” for mining lease was applied on 18.09.1995 for
further a period of 20 years w.e.f 14.03.1997 (till 13/03/2017) in the name of M/s.
Saurashtra Cement Limited. Lease extension is under deemed renewal clause as per Rule
24 A (6) of MCR 1960.
Meanwhile, the mineral Marl has been added with limestone in name of M/s. Saurashtra
Cement Limited vide State Govt. order dated 03.07.1996 & Supplementary Lease deed
was executed on 06.09.1996.
After the MMDR Act was amended w.e.f. 12.1.2015 where-under by virtue of Section 8-
A(5), the period of mining lease for captive use stood statutorily extended to 31.03.2030.
The State Government has also vide Order dated 24.10.2017, formally passed an order
extending the lease to give effect to the provisions of Section 8(A)(5).
b. Screening category of Project
As per EIA Notification dated 14th September, 2006 as amended from time to time, the
project falls under Category “A”, Project or Activity 1(a) (3).

(iii) NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY AND OR REGION
In order to meet requirement of Limestone & Marl for manufacturing of cement in their
captive cement plant situated at Ranavav, in Porbandar M/s. Saurashtra Cement Limited
has an existing Adityana Limestone, Marl & Clay Mine (ML Area: 643.02 ha.). It is a captive
mine and thus limestone & Marl is being transported to the captive plant of Saurashtra
Cement Limited (adjacent to Mine in South direction) at Ranavav, District Porbandar.
Apart from the generation of revenue, the project has been proved beneficial in terms of
socio-economic development of the area. The project activities has already increase
average income level, employment opportunities, flow of revenue in the area to
ultimately result in better standard of living of the local people and also earnings to the
state exchequer.
With respect to the importance of the project to the nation, the cement demand for
infrastructure projects such as the dedicated freight corridor, housing and roads, is likely
to increase substantially. Keeping this requirement in mind, mining of limestone is
necessary for the nation’s growth and modernization.

Limestone& Marl produced from the Adityana Limestone & Marl Minemeets the
requirement/demand of limestone for the captive Cement Plant of M/s Saurashtra
Cement Ltd.

Mining operations is being carried out by Opencast Mechanized method by forming
systematic benches of 6.0 m height and width 12.6 m & combination of surface miner
dumper and conventional means is adopted. Loading is being done by excavator and

This is a Limestone& Marlmining project hence no raw material is requiredfrom
outside.
Limestone & Marl is being used in captive cement plant, so no marketing area
required.
Limestone & Marl is being transported to the crusher located just inside the ML area
near mine office.

The total water requirement for mining project is 286 KLD which is being met through
Mine sump water.

(ix) QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR
MANAGEMENT/DISPOSAL
A. Liquid
No waste water is being generated during mining operation.
Domestic wastewater generated from mines office is being disposed of in soak pit via
septic tank.

B. Solid
At the end of the life of mine no OB /waste generated& backfilling of mined out area
is not envisaged. The entire mined out area will be left for storage of rainwater. It is
proposed to be used the mine out area for rainwater harvesting.
The quarry benches and slopes shall be planted. Plantation will be carried out all
along the periphery of the boundary, sides of the road and the undistributed area.
4.0 SITE ANALYSIS
(i) CONNECTIVITY
The site is well connected to SH-95 (Adjacent in SW direction) and NH-8B (~3.5km in South
Direction), SH-27 (~4.0 km in ESE direction) & SH-28 (~8.5 km in WSW direction). Nearest
Railway Station is Ranavav (~0.5 km in SE direction). Nearest Airport is Porbandar Airport
(~8.0 km in SSW direction). Post and Telegraph, Hospital, Bank, Education and all market
facilities are available at these places.
(ii) LAND FORM, LAND USE AND LAND OWNERSHIP
Total mine area of the project is 643.02 ha, which belongs to waste land.
(iii) TOPOGRAPHY & DRAINAGE
The Mining Lease area is general low lying flat to undulating land with elevated mounds
mostly occupied by Limestone outcrops. The topographical elevation varies between 65 to
30 m above AMSL.
One nallah passes through the lease area in north-western portion. A safety barrier of 25 m
shall be kept all around the nallah. Rainwater flows as per natural slope of the area. The
limestone bearing area falls along the lower South- Western slopes of Barda Hill range
which extends from near Ranvav railway station in the South to Ghumti in the North
through Godhana in the West.
(iv) EXISTING LAND USE PATTERN {AGRICULTURE, NON-AGRICULTURE, FOREST,
WATERBODIES (INCLUDING AREA UNDER CRZ)}, SHORTEST DISTANCES FROM THE
PERIPHERY OF THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD
LIFE SANCTUARY, ECO SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF
THE RIVER), CRZ. IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPY OF THE GAZETTE
NOTIFICATION.
Barda Wildlife Sanctuary is located within study area.
One Jambuvanti Cave is adjacent to mine site in East direction.

(v) EXISTING INFRASTRUCTURE
This is an existing mining project, so the industrial infrastructure such as office building, first
aid room, workshop, telecommunication facilities, transport road etc. is already in place.
(vi) SOIL CLASSIFICATION
The nature of soil is silty loam.
(vii) CLIMATIC DATA FROM SECONDARY SOURCES
The climate of the area is characterized by general dryness (except during the SW
monsoon season) and hot summer with maximum and minimum temperature range of
the area is 100C &430C respectively.
Mid-June to Mid-September is rainy season. The mean annual rainfall is735 mm. The
relative humidity is generally high during the period from June to September ranged 80%
to 95%.
(viii) SOCIAL INFRASTRUCTURE AVAILABLE
The site is well connected to SH-95 (Adjacent in SW direction) and NH-8B (~3.5km in South

5.0 PLANNING BRIEF
(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATION ETC.)
TOWN AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION
This is an existing mine comprises of Govt. waste land. This mine is captive to plant situated
at Ranavav in Porbandar District of Gujarat.
(ii) POPULATION PROJECTION
Manpower required will be engaged from nearby areas. No significant influx of people is
anticipated in the area.
(iii) LAND USE PLANNING
Total mine area of the project is 643.02 ha which has belong to Waste Land.
The entire mined out area will be left for storage of rainwater. It is proposed to be used
the mine out area for rainwater harvesting.
iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)
SCL has assessed the demand of infrastructure (Physical & Social) in nearby area of the
plant which is developed under corporate social responsibilities programs. This is an
existing Mine. There will be positive impact on existing infrastructure facilities in the area.

v) AMENITIES/FACILITIES
SCL has developed the Amenities/Facilities in the nearby area of the mine site as per
requirement of local people of the nearby area under corporate social responsibilities
programmes. Amenities/facilities for employees like residential colony, school, market
complex, hospital are already available in Saurashtra Cement Limited.
6.0 PROPOSED INFRASTRUCTURE
(i) INDUSTRIAL AREA (PROCESSING AREA)
Adityana Limestone& Marl mining lease area is 643.02 ha and all the required
infrastructures like Mine office, other statuary requirement etc. has already established in
mine area.
(ii) RESIDENTIAL AREA (NON- PROCESSING AREA)
The company has already developed a residential colony for the mines and cement plant
employees. The colony is well designed having electricity and water supply and laid with
plantation, parks, recreation facilities, and telephone, school, post office, banking, hospital
and market facilities.
(iii) GREEN BELT DEVELOPMENT
Existing plantation is covered an area admeasuring 46.15 ha covering statutory barrier
of Jambuvanti Cave, Statuary ML boundary barrier etc where mineralization exists.
It is anticipated that at the end of life of mine, total planted area shall be around
100.5192 ha.
(iv) SOCIAL INFRASTRUCTURE
This Mining project resulted in growth of the surrounding areas by increased indirect
employment opportunities in the region including ancillary development and supporting
infrastructure. The project will also its entire established social infrastructure for its
employees as well as for the local community.

The domestic wastewater generated from mine office is being disposed of in soak pits
viaseptic tanks.
(viii) INDUSTRIAL WASTE MANAGEMENT
There is no industrial waste generation from mining process.
(ix) SOLID WASTE MANAGEMENT
Since no waste/mineral reject is available so no dumping is required. Also no sub-grade
limestone is being generated, no arrangement is required for stacking the same

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

PERSONS INCLUDING HOME OUSTEES, LAND OUSTEES AND LANDLESS LABORERS (BRIEF

The total Mining lease area is 643.02 ha which involves Govt. waste land. No forest land is
involved.
8.0 PROJECT SCHEDULE & COST ESTIMATES
(i) LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION
This is an existing mining project &mine has already obtained statutory clearances &
consents from the concerned regulatory authorities.
(ii) ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY
OF THE PROJECT (KINDLY PROVIDE THE SAME)

9.0 ANALYSIS OF PROPOSAL
This limestone mine project has resulted in growth of the surrounding areas by community
development to be undertaken by the company. Direct and indirect employment will be
generated in nearby village surroundings. Special emphasis on Financial and Social benefits will be
given to the local people including tribal population, if any, in the area.

The Board has granted Consolidated Consent (CCAl issued vide our letter No.GPCBjCCAjPBR-46{2ljlD-19300j221749 Dated.llj08/2014 is further amended as under.
1. The condition no- 2 shall be read as under.
2. The consents shall be valid up to 28/05/2019 for use of outlet for the discha.rge of Treatedeffluent & Emission due to operation of industrial plant for manufacture of the followingitems/products.

2) Unit shall utilize pond ash ,irun sludge etc,as raw material mix as per CPCB guidelinesuch as industries will enhance the utilization of waste material.
2. The Condition no.3.8 shall be added and read as under.3.8 * The entire quantity of the washing waste water generated from service station for Heavy
earth moring machineries used for the operations of mines shall be treated as passed intoseparation tanks for settlement of residue and oil separation from water shall be done byuse of gravity techniques. The.entire treated water re-circuiated for use at the servicestation again.* The heavier material at the service ramp along with the underground compartments(separation tanks) shall be use in raw mix process.
