A. Air Quality Management

� Dril ling machines are equipped with water spraying sys tem to prevent dust from getting

air borne .

� Control Blas ting are be ing done . Optimizing the blasting parameters to control & pre vent

the dust from getting air borne to control the fly rock.

� Rock breaker is used for breaking over size d boulde rs, which eliminate s the gene ration of

dus t and noise due to secondary blasting activi tie s.

� Wate r spraying on the haul roads is done on regular basis.

� De-dusting s ys te m is provided at crushing plant with bag filter arrange ments to col lect

the dust gene rated during crushing. Besides water spraying is als o done to s uppress the

dus t.

� Garland drains provide d around the pit to preve nt the entry of rainwater into the mining

pit.

natural cours es.

� Septic tanks and soak pits provide d for the disposal of domes tic was te water.

� Rainwater fall ing in the catchments area of mining pits is being colle cted in sump of

mines i.e . in lowe r benches .

C. Noise Le vel Management

� Dril ling carried out with the help of s harp dril l bits which helps in reducing noise.

� Controlled blasting carrie d out to minimize vibration.

� Rock bre ake r used to avoid se condary blas ting.

� Earmuffs /Earplugs provided to all operators and employees working near the machine ry.

� Prope r mainte nance, oil ing and greas ing of machines at regular intervals are done to

reduce gene ration of noise .

� Green belt is being developed along the lease boundary & plantation is done along haul

road, around workshop e tc. to minimize the propagation of noise .

� Periodical monitoring of noise are being done.

Green Belt/plantation/cultivation is being/will be developed around mine boundary, safety

barrier backfilled area etc.

Local, medicinal & fruit bearing plant species are being /will be planted in consultation

with forest department & as per guidelines.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) IDENTIFICATION OF PROJECT AND PROJECT PROPONENT

IDENTIFICATION OF PROJECT

M/s. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has an existing Arasmeta

Limestone Mine (ML Area 499.987 ha) with production capacity of Limestone 2.7 Million

TPA at Villages Arasmeta, Amora, Gondadih and Ghagrabod, Tehsil Akaltara, District

Janjgir-Champa, Chhattisgarh.

IDENTIFICATION OF PROJECT PROPONENT

Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) is one of the leading players

in Eastern, Central and North India; with high performance blended cements in

Portland Slag Cement (PSC), Portland Pozzolana Cement (PPC) and Ordinary Portland

Cement (OPC) variants. It has also forayed into value added products like

construction chemicals, wall fill solutions and cover blocks.

Lafarge entered the Indian market in 1999, with the acquisition of the cement

business of Tata Steel. This acquisition was followed by the purchase of the Raymond

Cement facility in 2001. Then after Nuvoco Vistas Corp. Ltd. (formerly Lafarge India

Limited) has acquired Lafarge India in year 2016-17 through its cement business.

Currently Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has six cement

and close to sixty five ready mix concrete plants in India and has an established

presence across all major cities and towns in India.

Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) is operating six cement

plants in India, two integrated plants in the state of Chhattisgarh, one in Rajasthan

and one each grinding/ blending stations in West Bengal, Jharkhand and Haryana.

Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) produces and sells Ordinary

Portland Cement, Portland Slag Cement, and Portland Pozzolana Cement.

The Total cement production capacity of Nuvoco Vistas Corp. Ltd. (formerly Lafarge

India Limited) in the Indian market currently stands at around 11 million tonnes per

year.

(ii) BRIEF DESCRIPTION OF THE NATURE OF PROJECT

Limestone Mine (ML Area 499.987 ha) with production capacity of Limestone 2.7 Million

A. Mine Lease Status

Initially, Mining lease was granted in favor of M/s. Raymond ltd for mineral limestone

near villages Arasmeta, Gondadih, and Amora, over an area of 510.588 ha vide letter

no. 3/127/78/12 dated 24.05.1979.

The mining lease, advancement to the existing mining lease over an area of 11.299 ha

was also granted to the company vide letter no. 3/80/86/12/3 dated 16.05.1986.

Both the mining leases were amalgamated and subsequently renewed under one

mining lease of 521.887 ha vide state Govt. order No F-3/110/98/12/2, dated 26.4.2000

for the period of 20 year from 30.05.1999.

Transfer of mining lease from Raymond’s to M/s Lafarge India Pvt. Ltd was done by

State Govt vide letter No. M-3/110/2000/21-1 dated 08.12.2000 and executed in Form –

O on 17th January, 2000.

Meanwhile a small block of 18.07 ha within the sanctioned area of 521.887 ha was

surrendered in the name of commissioning a Thermal Power Plant. The surrender of

18.07 ha was granted by the State Govt. vide order no 1079/3946/12/2004 dated

05.05.2005. After all the approvals from the Govt. the extent of mining lease has been

reduced to 503.817 ha.

Again an application for part surrender of 3.83 ha area from 503.817 ha lease area was

made to Sate Government. The State Government considered the request for the part

surrender of 3.83 ha area falling with 503.817 ha of lease area and granted approval

under Rule 29 of MCR, 1960 vide letter No. F-3-23/2009/12 dated 26.11.2009. After all

the approvals from the Govt. the extent of mining lease has been reduced to 499.987

ha.

With reference to the Government of India amended Mines and Minerals

(Development and Regulation ) Act dated 12th January, 2015 the mining lease period

has been extended upto 31.03.2030. Accordingly lease agreement has been amended

for said period on date 13.04.2017.

Name change in mining lease from Lafarge India Limited to Nuvoco Vistas Corp. Ltd.

was passed by Govt of Chhattisgarh vide letter no F-3-86/2007/12 (2) dated 3.11.2017.

Addendum to Mining lease agreement in favor of M/s. Nuvoco Vistas Corp. Ltd was

executed on 30.11.2017. Copy of aforesaid State Gov Letter and Addendum to lease is

enclosed as Annexure II

B. SCREENING CATEGORY OF PROJECT

As per EIA Notification dated 14th September, 2006 as amended from time to time, the

project falls under Category “A”, Project or Activity 1(a) – 3.

EC was granted by MoEFCC vide letter No J-11015/64/2003-IA.II (M) dated 18.07.2005 in

favor of M/s. Lafarge India Ltd. Name change in EC from Lafarge India Limited to Nuvoco

Vistas Corp. Ltd was applied offline on 22.5.2018. Now, in compliance of MoEFCC

notification dated 06th April, 2018, we are herewith submitting necessary documents for

getting EC for above said proposal.

The total mine are a is 499.987 with Production Capacity of limes tone 2.7 million T PA.

(v) Project De scription with Process Detail

It is a captive limestone mine and has large capacity for limes tone production, hence the

mining is carried out by conventional scientific open cas t me chanize d method, which includes

drilling, and blasting (115mm dia. blast hole), loading by excavators, trans port by tippe r, dozer

and rock bre akers.

The mining plan has been approved for mechanized mining method with 6 m be nch he ight

and 12 to 18 m width. The benches developed in top OB/reject weathere d material and down

below for l imestone, blendable limestone ROM/year.

� Mining wil l be continued in the five existing benche s in Pit no. 1 and Pit no. 1 Extension,

the f irst bench in O.B. and the res t in lime s tone. In Pit No. 2 mining wil l be done in four

existing benches, the firs t in O.B. The bench width ne ar the working faces will be kept

enough wider (30 to 50m) and minimum width of the benches on which he avy vehicles

will play wil l be kept about 11m and bench heights wi ll be the same as exis ting which

range from2 to 3.3m in O.B. and 3 to 8m in the l imes tone

� Dril ling is done through down the hole drill machine ICM –260 with 102 mm dia. A normal

blas t consis ts of 2 or 3 rows of approximately 10 holes e ach, drilled on a s taggered

pattern with the parameters s hown below. Scie nti fic and Eco-friendly blas ting is done by

ANFO, Slurry explosives with down the hole shock tube delay de tonators of 450 and 250

milli seconds . Noise less trunk line detonators (NTD) of 17 ms and 42 ms conne ctors, Cord

relays so as to have neglig ible impact on the nearby dwell ings. Blas ting parame ters of

limes tone is given below.

The si te is well connected with nearest town & City Bi laspur at an aerial distance of ~ 19 km

in NW dire ction from the mine site . NH-200 is at an ae rial dis tance of ~1.0 km in S W

direction from mine si te. Nearest railway station is Akaltara Rai lway Station at an ae rial

distance of ~ 9.5 km in NE direction. The ne ares t airport is Swami Vive kanand Inte rnational

Airport, Raipur at an aerial dis tance of ~ 105 km in SW direction from mine site. The si te is

well connected with the communication facili ties such as tele phone, telefax and inte rne t.

The si te is well conne cted with ne ares t town & City Bilaspur at an aerial dis tance of ~ 19 km

in NW direction from the mine si te. NH-200 is at an ae rial dis tance of ~1.0 km in S W direction

from mine si te. Ne arest rai lway station is Akaltara Rai lway Station at an ae rial distance of ~

9.5 km in NE dire ction and by road 24 km. The ne are st ai rport is Swami Vivekanand

International Airport, Raipur at an aerial distance of ~ 105 km in SW dire ction from mine si te.
