Introduction
As one of the 10 countries in the world that are most vulnerable to climate change, Vietnam ratified
the Paris Agreement in November 2016 to move towards a greener and more sustainable
development path by increasing the share of renewable energy (RE) and improving energy
efficiency (EE). According to its Nationally Determined Contributions (NDCs), Vietnam has pledged
to lower GHG emissions by 8 % by 2030, through these stated approaches.
The revised National Power Development Plan VII (PDP VII) indicated an increase share of
renewable energy in the electricity generation mix, to 6.5% by 2020, 6.9% by 2025 and 10.7% by
2030. Among all renewable energy sources, solar photovoltaics, wind and biomass energy are the
three main sources.
As a developing agricultural country, Vietnam has significant biomass resources that could be used
for energy generation. This potential was estimated at approximately 73.5 million tons; equivalent
to 10,294 MW installed capacity as technical potential by end of 2014. Sources1 includes wood
energy, wood residues, and agricultural residues after harvesting and processing such as rice husk,
rice straw and bagasse. If being exploited effectively, these biomass sources will not only help the
country reduce its dependence on traditional electricity sources with associated carbon emissions
as well as environmental pollution, but also directly generate additional income for companies,
farms, and households participating in the biomass fuel supply chain (i.e. through the selling of
agro-forest residues and waste as combustible fuels). The revised PDP VII estimated the share of
electricity produced from biomass sources at approx. 1% in 2020, approx. 1.2% in 2025 and
approx. 2.1% in 2030.
At the current Feed in tariff (FIT) of 5.8UScent/kWh for combined heat and power (CHP) biomass
fueled projects, there have been 361 MW installed capacity of bagasse based projects only from 11
sugar mills by end of 2016. There is not yet any independent biomass power plant which can
benefit from the Avoided Cost Tariff at 7.4UScent/kWh for the year 2017.

The sugar industry in Vietnam has high potential for electricity generation, which was estimated at
approximately 2,346,017 MWh of generated electricity as technical potential of which 1,650,901
can be evacuated to the grid 2 . Many sugar mills have installed and operated a combined heat and
power (CHP) system to generate heat and power for their own consumption and sell surplus power
to the grid at the FIT of 5.8UScent/kWh. In addition, the industry is currently undergoing
transformation to become more competitive in light of reducing ASEAN sugar import duties and
regional and international market integration, which encourages the owners of the sugar mills to
pursue production restructuring and modernization, and science and technology renovation for
production cost reduction, lower price and competitiveness improvement. Expansion of excess
electricity generation is one of the necessary solutions to help the industry with the transformation
process.
On behalf of the CF Ready programme in Vietnam commissioned by the German Federal Ministry
for Economic Cooperation and Development (BMZ) and partly co-financed by the United States
Agency for International Development (USAID) Global Climate Change Office, the GIZ Renewable
Energy and Energy Efficiency (4E) Project in Viet Nam is implementing technical assistance
activities to support the increase of biomass resource utilization for energy production from the
Vietnamese sugar industry.
Given the alignment with the global thematic focus areas, the strategic outcome to support Green
Growth and the objectives of triggering transformational development, the Global Green Growth
Institute (GGGI) has enhanced and formalized its cooperation and collaboration with GIZ in
promoting the development of bioenergy sector in Viet Nam via a Letter of Intent (LoI) signed on
September 14th, 2016.
Since the sugar industry has been selected by GIZ and agreed by GGGI as a focal sector for technical
assistance, GIZ and GGGI have strengthened cooperation with the Vietnam Sugarcane and Sugar
Association (VSSA) as industry multiplier to ensure smooth and successful implementation of the
planned activities in sugar industry.

planned to organize series of events during
the week of October 3rd -6th 2017 in
Hanoi including an Investor Forum on
October 3rd to facilitate the investment in
bagasse fueled combined heat and power
(CHP) projects from sugar mills; a three-
day training for sugar mills and a two-day
training for commercial bank to enhance
technical and financial capabilities of sugar
mills and banks in better operating the
energy plant and appraising loan
application of future CHP projects from
sugar mills.
To better provide information to
participants of the planned Investor Forum,
this Information Booklet has been
developed to include key information on
the development of the sugar industry in
Vietnam with a strong focus on the energy
production potential. The contact
information of all sugar mills have been
officially given by the VSSA. In addition,
contact information of other key
stakeholders of the sector such as local
commercial banks, local consulting
companies and engineering, procurement
and construction (EPC) companies are also
provided.

1. Sugar production
For over 20 years the sugar industry has been considered a mature industry in Viet Nam, however,
it is still in the process of development. Since the implementation of the sugar program in 1995, the
number of sugar mills has increased rapidly from 12 mills, with a total crushing capacity of 10,300
TCD in 1994, to 41 mills (40 mills produce sugar and 1 mill just refines sugar) in the year of
2015/2016 and 39 mills (38 mills produce sugar and 1 mills just refines sugar) with a total
crushing capacity of 155,000 TCD in the year of 2016/2017. The only sugar mill that refines raw
sugar is Biên Hòa Sugar mill in Đồng Nai province.
Distribution of sugar mills in Vietnam is concentrated on the North Central Coastal region (6 mills),
Central Coastal region (9 mills), Mekong River Delta region (8 mills). Other areas include the
Northern midlands and mountainous regions (5 mills), the Central Highland region (5 mills) and
South East region (6 mills). With regards to sugarcane plantation area, for the year of 2015/2016,
Vietnam had about 305,000 ha of planned sugarcane farming with a total production of 19.88
million tons of sugarcane. The industry crushed a total of 12.93 million tons of sugarcane with the
average crushing capacity of 146,550 tons of sugarcane per day , yielding 1,237,300 tons of sugar,
which is about 10% lower than planned due to drought and salinization. These figures are expected
to be about 14% higher for the season of 2016 - 2017 which are 15 million tons of crushed
sugarcane and 1.4 million tons of refined sugar. Out of 1,237,300 tons of sugar, 821,910 tons was
sold mainly in domestic market in the first six months of 2016 and the remaining was kept as
inventory by sugar mills. The sugar selling price increased from 12,500 VND/kg in August 2015 to
17,000 VND/kg in June 2016. The higher price is explained due to shortage of sugar cane, better
control of smuggled sugar and increased average price of sugar in the world.

The Sugar industry development plan enacted by the Ministry of Agriculture and Rural
Development (MARD) indicated an increase of sugarcane production of 21 million tons by 2020
and 24 million tons by 2030 and of sugar production of 2.04 million tons by 2020 and 2.72 million
tons by 2030.

According to the statistical report of the Vietnam Sugarcane and Sugar Association (VSSA) in 2017,
the country’s average sugar cane productivity was 62.6 ton/ha; the commercial cane sugar (CCS)
was 9.62; the sugar production productivity was 10.65 ton of sugarcane/ton of sugar; 5.58 ton of
sugar/ha.

Many Vietnamese sugar factories have low crushing capacities in comparison with international
practice, i.e. 20 % of mills have capacity less than 2,000 TCD and nearly 58 % of mills have capacity
between 2,000 and 6,000 TCD.

In summary, Vietnam’s sugar industry is still in the process of development and has to cope with
many difficulties and challenges in the future. The industry is currently undergoing transformation
to become more competitive in light of reducing ASEAN sugar import duties and regional and
international market integration, which encourages the owners of the sugar mills to pursue
production restructuring and modernization, and science and technology renovation for production
cost reduction, lower price and competitiveness improvement. In addition, Vietnam’s natural
conditions, which are suitable for the growth of sugarcane, give a positive outlook for the whole
industry future development.

2. Combined heat and power generation in sugar
industry
The sugar industry generates a by-product with high potential for the energy production, the
bagasse. Currently, every sugar mill operates a biomass-fired CHP plant using bagasse to produce
heat and power for their own consumption, with a small number selling surplus electricity to the
grid. The sugar industry has many advantages in energy production and sales to the grid in
comparison with others industries. The biomass resource for energy production which is bagasse is
at no cost. Securing biomass feedstock supply is less risky in sugar industry since the owner of the
sugar processing plant is also the owner of the bagasse-fueled energy plant. The transportation cost
of bagasse to the energy plant is very low since the energy plant is normally located within or close
to the sugar factory. Sugar mills can benefit a Feed In Tariff (FIT) of 5.8 UScent/kWh of excess
power sold to the grid. As yet however, none of the local sugar mills has used other biomass
resources such as rice straw, rice husk or woody biomass for energy production, in addition to the
bagasse. The energy plants of sugar mills only operate in the crushing season. If sugar mills can run
their energy plant during off-season using other biomass resources, this can help to generate
additional revenue and hence increase their financial capability and competitiveness.
The average based ratio of bagasse on crushed cane is 28%. Applying this ratio for the crushing
season of 2015 – 2016, approximately 3.6 million tons of bagasse was generated and the expected
bagasse generation in the season 2016 – 2017 was estimated to be 4.2 million tons. In addition,
almost all sugar mills in Vietnam are operating low to medium co-generation systems which
requires an amount of 40 to 45 kWh as electricity and about 600 kg of steam per ton of sugarcane in
comparison with international practices of 20 to 25 kWh of electricity and approximately 350 kg of

steam per ton of sugarcane. If these sugar mills can upgrade their existing systems to a medium to
higher or even super high pressure boiler, they can save an additional amount of 1.1 million and 2.1
million tons of bagasse respectively for surplus electricity. Regarding the electricity production, if
all of the bagasse resource was utilized, it could potentially produce 2,346,017 MWh electricity of
which 1,650,901 can be exported to the grid.
In the beginning of 2017, in accordance with statistics of the VSSA, there was 335,6 MW CHP
bagasse-based installed capacity at several sugar companies with the electricity generation capacity
of 189.5 MW and the connected electricity capacity of 99.9MW generating 186.302.892 kWh of
electricity to the national grid at the FIT of 5.8 UScent/kWh.

3. By products
In the sugar industry, many types of wastes are being generated during the sugar production
process. These wastes include sugarcane tops and leaves as waste from havesting, bagasse, mud
and molasse as wastes from the post production process. However due to the special characteristics
of sugarcane which is rich in source of carbohydrates, these wastes can be all utilized to produce by
products which has economic values, helps to enrich the soil and avoids environmental problems of
waste disposal. The by-products manufactured from these waste consists of ethanol, electricity,
organic compost, vinasse, yeast, etc.
In Vietnam, many sugar mills have already utilized these wastes to produce by products such as
ethanol, compost, yeast, MSG, electricity. In addition, they also produce confectionery, purified
water and other drinks to increase their revenues stream. However, since some of these products
such as ethanol, confectionery, purified water... can not compete with the similar products in the
markets, some sugar mills have shut down their production. Until now, there are only few sugar
mills producing these types of products but there are increasing numbers of sugar mills investing in
energy plants to produce electricity for both self-consumption and export to the grid.

5. Vietnam Sugarcane and Sugar Association4
Established in 2001, the Vietnam Sugarcane and Sugar Association (VSSA) is a non-governmental
organization (NGO) which is fully financed from the member fees. There is no financing from the
state budget or any other source.
Organizational structure and members
The organizational structure of the VSSA includes three people in the Board of Directors (one
Chairman, one Vice Chairman and one General Secretary); 11 representatives from sugar mills as
Member of the Executive Committee including the Chairman and Vice Chairman in the Association
Board; a Board of Supervisors.
Currently, VSSA has two offices: the Head office in Hanoi and the Representative office in HCMC.
There are three staffs in Hanoi and four staffs in HCMC.
The VSSA has currently 45 members. The VSSA represents through sugar companies 39 sugar mills
out of 40 sugar mills in Vietnam. Among the VSSA members are:

Mission and vision
The VSSA is an intermediary between enterprises, organizations, individuals, sugarcane farmers,
managers, scientists of Vietnam working in sugar and sugar cane production and is active in
sugarcane planting, sugarcane processing, sugarcane import and export and by-products.
The VSSA official mandate is the followings:
Cooperate and support VSSA members in economic and technical aspects to improve sugarcane productivity and quality.
Improve efficiency in sugar processing.
Improve competitiveness in the sugar industry including sugarcane farmers.
Economic and technical assistance in production, business and services, the quality of product diversification, risk prevention, market expansion.
Promotion of national and international industry relations.
Facilitate and protect the legitimate interests of members.
In practice, VSSA plays various roles in supporting the sugar industry development. One of its
important roles is to act as a mediator among sugar mills and between sugar mills and the
government. When conflicts/disputes arise among sugar mills (on land use, sugarcane collection)
VSSA will step in and help to solve these issues. VSSA will collect and analyse information from
sugar mills on current and future sugar production process including sugarcane plantation area,
yield, and production technology, business plan, biomass energy production, sugar sales, sugarcane
seeds…to report to relevant Ministries such as MARD as requested or as proof for asking more
favourable framework condition.

Cao Bang Sugar Joint Stock Company has its headquarter and plantation areas located in the mountainous
areas of the North-East of the country. It is a sugarcane and sugar producer. Sugarcane farmers are mostly
from ethnic minorities in areas facing particularly difficult economic conditions. The company’s operation
and business has contributed significantly to the security and social stability in border areas, poverty
reduction in the locality and the transformation of the economic structure .

Son Duong Sugar and Sugarcane Joint Stock Company built Tuyen Quang Sugar Mill, producing white sugar
with a crushing capacity of 4,000 tons of sugarcane per day. The total investment amounted over VND 703.5
billion. The mill covers 9.6 ha in Tan Binh 2 village, Binh Xa commune - Ham Yen - Tuyen Quang. To meed the
demand for raw materials for the processing plant, the Provincial People's Committee planned plantation
areas for Son Duong Sugarcane Joint Stock Company (based on Decision 335/QĐ-UBND dated 6-10-2010) of
8,300 ha in 72 Communes of Yen Son, Ham Yen, Chiem Hoa, Na Hang districts and Tuyen Quang city. The mill
was built through 2 phases. Phase 1 (2012) has a crushing capacity of 2,000 tons of raw material per day.

Son Duong Sugar and Sugarcane Joint Stock Company was established in theframework of the governmental
program of 1 million tons of sugar. It belongs to the 26/3 Tuyen Quang Farm and the Ministry of Agriculture
and Food Industry approved the development of a feasility study for setting up plantation areas and a sugar
mill with a crushing capacity of 1,000 tons of sugarcane per day. The Ministry gave an additional mandate of
growing sugarcane, transforming fruittree areas into sugarcane ones in Tuyen Quang province, ensuring the
plantation area for the factory operation. The plant was built by 26/3 Farm from 05/12/1995,completed and
put into operation on 25/4/1997.

Vietnam - Taiwan Sugar Ltd. Company is the first established joint venture in the North in terms of sugarcane
production and trading. It has a total investment of USD 66 million and uses one of the most modern
technology. The company started production in May 1997. Its sugarcane factory has a crushing capacity of
6,000 tons of sugarcane per day and can be upgraded to 12,000 tons of sugarcane per day.
In future the company will develop the production of products such as rock sugar, red sugar and other by-
products from molasses such as ethanol, yeast, etc. A project of building a food processing factory with a
capacity of 4,400 tons/day will be completed and put into operation in early 2011, raising the total
investment capital of the company to USD 84 million.

Prime Minister signed the Decision No. 24/TTg approving the function and task of building Lam Son Sugar
Factory. It has a crushing capacity of 1,500 tons of sugarcane per day, equipment and technology of FCB from
the French Republic. In 1999, the Company and its General Director, Mr. Le Van Tam (now the Chairman),
were conferred the title "Labor Hero of the Doi Moi (Renovation)”. In 2008, the company was listed in Ho Chi
Minh Stock Exchange with the transaction code of LSS. Its chartered capital is VND 300 billion, its total assets

From manual production, crushing sugarcane, and producing sugar with frying pan using Chinese equipment
with a capacity of 15 tons of sugarcane/day, in 1990, the company invested in a sugar mill with a crushing
capacity of 100 tons of sugarcane/day to produce raw sugar. Thanks to the efforts of all employees and
governmental leaders at all levels, the production line was constantly improved and upgraded, increasing its
capacity from 100 to 200 tons of sugarcane/day from 1990 to 2000.
In 1997, the company was allowed by the Prime Minister to invest in a new production line with the capacity
of 1,250 tons of sugarcane/day with modern EU equipment and Cuba's sugar production technology funded
by OECD and Spanish ODA. To date the new plant has achieved many production targets.
In 2006 the company increased its plant capacity to 1,650 tons of sugarcane/day. In 2009 it implemented the
decision of the General Assembly of Shareholders, investing to expand capacity to 2,500 tons of
sugarcane/day. With this capacity, the company annually produces 32,000 to 35,000 tons of sugar, from
5,000 to 7,000.

Bourbon Tay Ninh Sugar Joint Stock Company (SBT) was formerly a joint venture between Group Bourbon
(GB) and Sugarcane Union II and Tay Ninh Sugarcane Union and formed under Investment License No.
1316/GP dated 15/7/1995 by Ministry of Planning and Investment. Its initial total investment capital
amounted to US $ 95 million and its legal capital is US $ 28.5 million, of which GB owns 70% of the charter
capital, Sugarcane Union II 15% and Tay Ninh Sugarcane Union 15%. SBT plans toinvestin a sugar factory
with a modern equipment line, the most advanced technology. The main products should include RE refined

imported from Spain, Germany, the former Soviet Union, China and some domestic manufacturers. The plant
was completed in early April 1992 and underwent testing. On December 24, 1992 there was an inauguration
ceremony and the factory was officially put into operation under the name of Nuoc Trong Sugar Factory. It
has great potential because Tay Ninh is the “capital” of the sugarcane material and it is the first province to
supply sugarcane to big sugar factories at that time such as Binh Duong sugar factory, Hiep Hoa sugar
factory. In order to meet the demand for raw material supply, in May 1995, the factory started to increase its
crushing capacity from 500 tons to 1,000 tons of sugarcane per day.

Soc Trang Sugar Joint Stock Company (SOSUCO) is a state-owned enterprise established in accordance with
Decision No. 43/QĐ.TCCB.96 dated 02/02/1996 of Soc Trang Provincial People’s Committee and was

The Commercial Energy Efficiency Pilot Program– CEEP – WB (2004-2009): The CEEP carried out by WB under the sponsorship from GEF. Techcombank had participated in this project as program management service provider, responsible for financial & technical appraisal.
Green Credit Trust Fund – SECO (State secretariat for Economic Affairs of the Swiss Government) (2007-2017): This program has been supported by Swiss Government for SMEs investing into new technology for more friendly environment and cleaner

production replacing old machinery/ equipment, ensuring sustainable production in forms of Credit guarantee (up to 50% of loan amount) and financial grant (grants up to 25% of project investment amount). EE and Cleaner production Loan – IFC (2010-2015); The purpose of the IFC Loan is to provide funding to Techcombank for on-lending to energy efficiency or cleaner production projects. In this program, Techcombank had built up an EE portfolio up to $47 million.
The Renewable Energy Development Project (REDP) (2012 – 2016): REDP had been sponsored by World Bank. The purpose of the project is to support renewable energy production projects, with a capacity lower than 30 MW in the wind, solar, hydropower, biomass, and biogas energy sector.
