    vehicles, enforcing the relevant legislation of 11 June 2004. The organisation was certified for this purpose in the Royal Decree of 4 May 2006.

    This report was prepared pursuant to Section 2 paragraph 2 of the Royal Decree of 21 February 2005 concerning certification of

    What is Car-Pass?

    Are you buying a used car or light van in Belgium? The seller is legally required to give you a Car-Pass. It doesn’t matter whether the vehicle is being sold commercially or privately. The Car-Pass shows the odometer reading on dif-ferent dates and other relevant information about the vehicle. The document may not be more than two months old. If you do not receive a Car-Pass, the sale is invalid and you can request to cancel the contract and receive a full refund.

    The odometer reading on the Car-Pass comes from many different sources: garages, body shops, fast fit service centres, tyre companies, technical inspections, etc. After maintenance, repair, assembly or inspection, they forward the current odometer reading to Car-Pass non-profit. They have to by law. All of those odometer readings are stored in the Car-Pass database. The data can only be used for the Car-Pass itself −not for commercial pur-poses. The database does not contain the license plate number or any personal data related to the owner of the vehicle.

    Car-Pass non-profit was certified by royal decree to manage the database and issue the mileage documents. It was founded by the associations representing the automotive industry and the motorists in Belgium. Car-Pass documents are issued at vehicle inspection stations at the time of the compulsory inspection before the new owner registers a used vehicle. The non-profit doesn’t receive subsidies and is fully funded by Car-Pass sales at the price set by royal decree.

    The Car-Pass model has been a real success. Since the Car-Pass system was introduced, the number of new cases of tampered odometers has fallen dramatically: from over 60,000 per year to only 1,454 in 2019. Several factors account for this success:• A simple legal framework with clear and effective sanctions.• The Car-Pass creates more transparency for buyers and fraud is clearly apparent on the certificate.• The automotive sector was in favour of cleaning up the used vehicle market from the start, which is why the system immediately received its widespread support.• The system is based on a common practice in the sector: that is, whenever a vehicle is brought in for service, its mileage is recorded.

    In 2019, the non-profit association Car-Pass and the automotive sector were faced with major changes. After all, the important legislative amendment of 28 November 2018 was to be put into practice. Additional information on CO2 emissions, the Euro Standard and post-accident inspection had to be collected and mentioned in the Car-Pass document. Since last year, the car companies have had to communicate their data in real-time to Car-Pass, which will definitely improve the quality of the data. However, this has also required adjustments to their methods. From 1 January 2020, the Car-Pass must show outstanding recalls and the odometer readings of imported and connected vehicles. More efforts are needed in this area, but I am confident that importers and car manufacturers will take the necessary steps to bring this challenge to a successful conclusion.

    Last year, federal ministers Muylle and Bellot awarded the 10 millionth Car-Pass. This should fill the Belgian automotive sector with pride. Fifteen years ago, odometers of used vehicles were frequently tampered with in Belgium. An estimated 10% of all second-hand cars were sold with a reversed odometer. This was a major problem not only for consumers, but also for the bona fide companies in the automotive sector, which were faced with unfair competition and loss of reputation. In order to put a stop to these harmful practices, the professional associations of the automotive sector, the automobile clubs and the federal government decided to join forces and work out a comprehensive solution. This has resulted in the very successful Car-Pass system as only 1,454 fraud cases were found in 2019.

    For this reason, I would like to express my sincere thanks to all the federations and authorities involved, and not least to all the companies in the automotive sector that feed the Car-Pass database with mileage readings on a daily basis. We have never had a higher number of data suppliers than last year. As a result, the database has grown to more than 230 million odometer readings.

    However, as long as the European Union does not take adequate measures against odometer fraud, we must not sit back. In 2018, the European Parliament adopted a resolution on this issue with an extensive set of specific measures. I therefore appeal to the Belgian European Commissioner Didier Reynders, responsible for consumer affairs, and to the Members of the European Parliament to translate the recommendations of the resolution into specific legislation with high priority.

  • Additional information on the Car-PassThe renewed Car-Pass legislation was introduced on 1 March 2019. This specifically entailed that the Car-Pass document would contain con-siderably more useful information from that date onwards. In the initial phase this concerned:• The Euro Standard: the higher the Euro Standard, the more environ-

    mentally friendly the vehicle. This is relevant information for the buyer as the Euro Standard determines access to the low emission zones (LEZ) of Antwerp, Brussels and Ghent.

    • The CO2 emissions: the higher the CO2 emissions, the more detrimen-tal to the environment and the higher the car’s fuel consumption. This is important for the buyer’s cost of ownership, as cars with high CO2 emissions are also more heavily taxed. Where applicable, the Car-Pass states both the NEDC and WLTP values.

    • The post-accident inspection report: vehicles that have had a major accident must be subjected to a strict inspection. Some of these vehi-cles are offered for sale without an inspection after a faulty repair. To discourage this practice, the Car-Pass states whether the vehicle still needs to be inspected after an accident. In 2019, 319 Car-Pass docu-ments contained such a warning.

    Car-Pass receives data on the Euro Standard and CO2 emissions from the Federal Ministry of Mobility and Transport. This assures both the buyer and seller that these are official values. In order to detect if a post-acci-dent inspection report is required, Car-Pass is connected to the Informex database, where this information is derived from car loss adjusters for cen-tralised availability. If the vehicle passed a post-accident inspection, this is communicated to Car-Pass by the technical inspection.

    From 1 January 2020, a second phase was implemented and the Car-Pass was further expanded: • The Car-Pass indicates whether any recall actions are outstanding

    on the vehicle. After all, design or construction faults can still come to light when the vehicles are used in a wide variety of conditions. These can pose a danger to road safety or the environment. This is a reason for the manufacturer to organise a recall. When buying a car with an

    open recall, it is advisable to have it completed as soon as possible by an authorised repair shop of the make.

    • From 1 January 2020, manufacturers and importers will also be obliged to communicate the odometer readings from their database to Car-Pass if a vehicle of their makes is imported into Belgium. They also are required to report the most recent odometer readings of con-nected vehicles to Car-Pass 4 times a year.

    In practice, the communication of open recall actions and mileage of imported and connected vehicles has been delayed. After all, this information is stored in databases of the manufacturers abroad, which makes the link with Car-Pass a complex and time-consuming process that requires the necessary IT developments from the manufacturers. However, this should become operational for all makes in the course of 2020.

    People looking for a second hand on the internet should look for the "check Car-Pass logo". It is used by almost all sites. When they click on it, they get to see the information of the Car-Pass. This can also determine their final choice.

  • New obligations for companies in the automotive sectorThe new law requires companies to inform Car-Pass of the odome-ter reading when the vehicle is still in the workshop. Specifically, this involved that most companies had to switch from sending data files (FTP) to web services. The figures in the Facts & Figures section show that this conversion was carried out successfully. This will undoubtedly reduce the number of erroneous odometer readings. From 1 March 2019, the law required professionals to send their data exclusively elec-tronically. Car-Pass provided another tolerance period, but definitively closed its fax line on 1 July 2019.

    If a dealer offers a used car for sale, the dealer is now also required to show the Car-Pass information in the advertisement or showroom. The dealer can retrieve this data via the Car-Pass website or with its own software suite. This is a so-called car history consultation. The dealer

    obtains a unique link (url) that links to a web page with the Car-Pass data of the vehicle. The dealer can also directly download a pdf of the vehicle history to put in the car. The dealer must copy this link in the online advertisement. In order to present this link in a uniform and clearly recognisable way, Car-Pass developed the "check Car-Pass" logo. In collaboration with Traxio, Febiac and the main portals offering used cars for sale, Car-Pass informed professional car dealers of this new obliga-tion. Successfully indeed: in 2019 Car-Pass processed almost 300,000 car history consultations. Nevertheless, in early 2020, we have to conclude that many advertisements still do not meet the legal requirements. This remains a point of attention for the coming year.

  • On 15 October 2019, federal ministers Muylle and Bellot awarded the 10 millionth Car-Pass. The first Car-Pass was issued on 1 December 2006. Since then, the system has proved its usefulness and odometer fraud in Belgium has virtually disappeared.

    Fifteen years ago, odometers of used vehicles were frequently tampe-red with in Belgium. This was a major problem not only for consumers, but also for the bona fide companies in the automotive sector, which were faced with unfair competition and loss of reputation. In order to put an end to these harmful practices, the professional federations of the automotive sector Febiac and Traxio (then Federauto), the car inspection companies, the Touring and VAB automobile clubs and the federal government decided to work together to develop a compre-hensive solution, the so-called Car-Pass system.

    Over the past 13 years, about 1 million buyers have been protected from fraud. Knowing that a reversed odometer can quickly cost the buyer 1,500 euros, the Car-Pass has consequently saved Belgian consumers 1.5 billion euros over these years. This result could only be achieved with the daily provision of odometer readings by the entire automotive sector.

    On the day of the award presentation we gathered some reactions:

    Nathalie Muylle, Minister of Work, Economy and Consumers, in charge of Poverty Reduction, Equal Opportunities and Persons with Disabilities: "The introduction of the Car-Pass has drastically reduced the number of cases of mileage fraud. Before the introduction, fraud was found in about 10 percent of second hand cars sold, now it's only 0.2 percent"

    François Bellot, Minister of Mobility, in charge of Belgocontrol and the National Company of Belgian Railways: "Car-Pass has become a fully-fled-ged guarantee of transparency when purchasing a car. It remains an effective means of combating odometer fraud. My attention therefore continues to be focused on how to improve the concept."

    Bertrand Haelwaeters, manager of Car-Selection in Zemst and the lucky recipient of the 10 millionth Car-Pass: "When the Car-Pass was introduced, I had my doubts about its usefulness. I was a little worried about the possible administrative inconvenience. In hindsight it all turned out very well. The Car-Pass is very positive for the sector and odometer fraud has effectively disappeared"

    Michel Peelman, Managing Director of Car-Pass non-profit : "The market share of imported used cars has doubled in a few years. It currently stands at 12%. That is why we are also launching an appeal to the Belgian European Commissioner Didier Reynders and to the Belgian Members of the European Parliament to put the odometer fraud dossier on the European agenda with high priority"

    The Car-Pass has saved Belgian consumers 1.5 billion euros.

  • Comparing the odometer reading when the Car-Pass is issued with the previous odometer reading(s) provides a clear picture of the number of cases of fraud, as the counter is generally reversed just before the sale.As a result, 1,454 cases of odometer fraud came to light in 2019. This is 0.20% of all Car-Pass documents, while those delivered for import vehi-cles are not included (except those from the Netherlands). On average, the odometer readings were decreased by more than 61,000 kilometres. A 1989 Mercedes 250 D underwent a very drastic rejuvenation cure and saw its odometer reading fall "miraculously" by 520,000 km. The other vehicles in the top 10, too, were rigorously tampered with.

    Although almost all makes and ages appear in the fraud statistics, we can still say that fraudsters are mainly targeting cars and vans of German makes. This is reflected in the top 10. 85% of the vehicles that were tam-pered with are under the age of 15. That seems logical: the older the car, the less profit can be gained with the fraud. It regularly happens that the odometer is only reduced by a few tens of thousands of kilometres. Often this is designed to prevent crossing a psychological threshold (e.g. 200,000 km). We also note that the odometer is sometimes reduced to just above the mileage at the previous technical inspection. Apparently, the fraudsters are counting on the car not having been to the garage in the meantime.

  • In 2019 imports from the Netherlands increased by 8,4%. Last year Car-Pass reported 112,308 meter readings of 12,781 vehicles to the Dutch RDW (vehicle administration department). In the opposite direction, we received 137,472 data from the Netherlands concerning 10,480 vehicles. The cars from the Netherlands are on average 13.25 years old and have an average mileage of 124,901 km. The German makes Volkswagen, Mercedes and BMW are the most frequently imported.

    Since the start of the exchange in November 2016, the number of fraud cases has decreased by 63%. Last year, in 5.4% of cases, there was a serious suspicion of fraud, i.e. the first mileage reading recorded in Belgium was significantly lower than the last recorded in the Netherlands. 62% of these cars with reversed odometer readings had travelled more than 200,000 km by the time they left the Netherlands. If we analyse the number of fraud cases per make, the makes Volkswagen, Audi and Toyota clearly stand out. According to RDW, fraud was found 2,5% of Belgian vehicles exported to the Netherlands.

  • Over the last 3 years, the number of delivered Car-Pass documents has fluctuated around 820,000 copies. We do notice that the proportion of paying documents is systematically decreasing. In 2011 this was almost 83%, in 2019 only 75.5%. In order to be able to invoice a Car-Pass, it must contain at least 4 odometer readings. This decreasing trend is partly explained by the remarkable increase in the number of imported used vehicles. Last year, their market share was 11.7%, almost doubling in 4 years. The profile of these imported cars differs significantly from that of Belgian vehicles. This mainly concerns gasoline cars and 45% are younger than 24 months (relative to 12%).

    A second explanation for the decrease in the number of paying Car-Pass documents is the increasing demand for young used cars (less than 24 months old). In 2019 their market share was 16%. In absolute figures, this represents a 40,000 increase in vehicles over 4 years. This increase is mainly at the expense of the 5-9 year segment. Remarkably, the introduction of the LEZs has hardly had any impact on the sales of older and therefore the most polluting vehicles (10 to 24 years old). More than one used vehicle in three is in this category. The average age of all vehicles for which a Car-Pass was delivered in 2019 was 8.9 years.

    93,518 Car-Pass documents were requested for a Volkswagen. It remains by far the most popular make on the used car market, followed by Opel, Mercedes and the other makes in the top 15.

  • When analysing the mileage at the time of issue of the Car-Pass, we notice an increase in the segment up to 50,000 km. This has grown by a quarter in 4 years and now represents 28%. Over 34,000 Car-Passes were issued for almost-new vehicles with a mileage below 1,000 km. These may include a great deal of stock vehicles that had to be registered before a certain deadline in order to meet the technical requirements. They are quickly deregistered and then sold as second-hand. In 2019, the average mileage when a Car-Pass was issued was 108,948 km. Nevertheless, this graph shows there is also an interest in vehicles with high mileage. Almost 30% is sold with a mileage over 150,000 km.

    Car-Pass also receives the administrative status of the vehicle from the FPS Mobility and Transport, including notification when a vehicle has been scrapped in a certified centre. It turns out that a car wreck has travelled an average of 190,000 km during demolition.

    Car-Pass received almost 16 million odometer readings in 2019, which is almost at the same level as 2018. As of March 1, 2019, the use of a fax to communicate odometer readings was no longer permitted by law, which

    is why this channel was phased out. The new legislation requires companies to communicate the data to Car-Pass when the vehicle is still in the workshop. This is why companies have collectively switched from file transfer to web service

    based data submission in the past year. This gives them an immediate warning if they enter an incorrect odometer reading and they can check it again from the vehicle and correct it. We also notice the effect of the new law in the number of car history

    consultations. Car dealers are now required to show the Car-Pass information in the advertisement or showroom. To do so, they must perform a car history consultation, which took place almost 300,000 times. With 35% of the data, the technical inspection is, as always, an

    important source for Car-Pass.

    In 2019, Car-Pass received 15.98 million odometer readings.

  • The number of professionals who reported odometer readings last year showed a clear increase by almost 8% to 12,786. Never before have we registered such a high number. The amended Car-Pass law has had a clear impact on these figures. We are noticing a sharp drop in the number of fax users and in the number of companies sending data files. The former have largely switched to the website, the latter have adapted their IT systems to the use of web services. In the past year, we also noted a great deal of new users, especially dealers who previously did not have to report odometer readings, but are now subject to mandatory car history consultations. They are required to enter the current odometer reading of the vehicle. By comparing both tables, it is noted that over 60% of all professionals enter their data on the website. Still, this represents just 10% of the total data volume. This proves that many users are small businesses (self-employed and part-time self-employed). Indeed, the graph shows that 47.4% of all companies reported less than 100 odometer readings per year. Only 20.9% exceed the threshold of 1,000 odometer readings per year.

  • In terms of the geographical spread of companies in the automotive sector, most are located in the provinces of Antwerp, West and East Flanders. Concerning incoming data flows, the picture is somewhat different.

    Of the active vehicle fleet , most of the odometer readings in the Car-Pass database relate to the Volkswagen make. Nearly 15 million odometer readings (11.4%) are linked to a vehicle of this make. Peugeot, Opel and Renault are also above the limit of 10 million readings.

    The chart shows the average most recent odometer reading and the-refore gives a close approximation of the average mileage of the most common makes. For the top 10, it varies between 100 and 120,000 kilo-metres. Cars of makes of which the Belgian fleet is relatively young (eg. Dacia, Skoda or Kia), obviously have lower mileage.

    The Car-Pass data also gives an accurate impression of the annual mileage of cars of a particular make. With an average mileage of 27,662 km/year, Tesla drivers are the high-rollers. Tesla cars are mostly young (on average 2 years) and are mostly bought for professional use. This explains the high annual average. It is safe to conclude that high mileage should be no problem for an electric car. Volvo and Audi take the silver and bronze for high annual mileage at 22,425 and 21,390 km respectively.

    The history of an active vehicle has an average of 16.4 odometer readings.

    In 2019 Car-Pass received at least 1 odometer reading of 6,354,799

    different passenger cars and light commercial vehicles.

    On average, Tesla riders have the highest annual mileage.
