1. INTRODUCT ION 1.0.1 Gifford has been appointed by New Milton Sand & Ballast to u ndertake a Contaminated Land
and Ge otechnical Desk S tudy of available info rmation for thei r facility east of Caird Avenu e, New Milton in Hamp shire. Thi s work has b een commi ssioned p rior to the p roposed redevelopment of the site.
2. SCOPE AND OBJECTIVES 2.1.1 The scope of wo rk consisted of a desk study in relation to po ssible contamination and
geotechnical risks relating to soil, groundwater and ground gas condition at and in the vicinity of the site.
2.1.2 In terms of contamination, the desk study is to constitute a preliminary inv estigation un der
British Stan dard 10175:2001 ‘ Investigation of Pot entially Contaminated Sites – Code of Practice’. As such, it provides a review of the site’s hi story, e stablishes th e enviro nmental setting of the site relevant to contaminated land and provides an initial conceptual model, and a preliminary qualitative risk assessment.
2.1.3 In terms of geotechnical assessment, the desk study is intended to identify the likely ground and
groundwater conditions, any geologi cal features which may imp act upon th e site and any p rior site development which may affect th e study si te. An evaluatio n of g round conditions based upon the exi sting informa tion is made , and a plan of the scop e for su bsequent stag es of investigation is provided.
3. LIMITATIO NS
3.1.1 The findings and opinions in this repo rt are based upon information derived f rom a variety of sources. In formation fro m the p ublic regi ster was l argely d erived f rom a site -specific Envirocheck® Report fro m Lan dmark© that allo ws d ata to be a ccessed quickly a nd cost effectively. Information s ources for the databases i ncluded in this re port i nclude th e Environment Agency, Natu ral England, British G eological Survey (BGS) and local authorities. The Envirocheck® Repo rt summa ry a nd data ma ps are appended at the e nd of this re port (Appendix C).

4. SITE DESCRIPTION
4.1 Site Location and Use 4.1.1 The site is irregularly shaped and is approximately 16.9 hectares and is centred at national grid
reference (NGR) 425 330E, 945500N, to the ea st o f Caird Ave nue, New Milton in Hampshire. The site is currently used for a mixture of industrial activities located in the north-western part of the site. A n umber of b usinesses (vehicle maintenance and concrete mixing) are operated by

third parties that lease premises in the north-western area of the site from New Milton Sand and Ballast. The surro unding area i s of mixed land use , with resid ential prop erties to the no rth, commercial land to the east and west and farmland to the south. A site location plan is given in Figure A.1.
4.2 Site Walkover
4.2.1 A site walkover was carried out on 29 August 2007. The locations of noted items are annotated on the plan in Figure A.2. Please also refer to Plates in Appendix D.
4.2.2 The site is generally flat i n the western area of the site. A sa nd and gravel ‘stack’ is p resent in the central a rea of the sit e. The ea stern areas of t he site a re a lso undulating a s a result of previous excavation and deposition. A water filled excavation was observed within the central southern area of the site.
4.2.3 The main operation undertaken at this site by New Milton Sand & Ballast is the storage, sorting and di stribution of ag gregate materi al. The ag gregate materi al is stored p redominantly in the central area of the site. T he sorting and distribution operations, including associated machinery is located adjacent to the storage area in the central north of the site.
4.2.4 The eastern area of the site is used for material storage and is where sand and gravel extraction occurred historically. The excavations have now been backfilled and the topography in this area of the site is variable. A si te representative stated that the excava tions were backfilled and the site levels were raised with waste aggregate that was not suitable for sale.
4.2.5 The north-western a rea of the site comprises th ree vehi cle maintenance wo rkshops (t wo of which are operated by third pa rties), a vehicle wash-down area, site office s, a weighbridge, a former ‘Waste Bay’, aggregate sorting machinery, a cement mixing plant and bulk fuel storage. The key features observed in association with each of these activities are detailed separately in paragraphs 4.2.6 to 4.2.21.
Vehicle Maintenance Workshops
4.2.6 Three vehi cle worksho ps are p resent on site with asso ciated storage of oil and wa ste oil. A ground storage tank (AST) is m ounted on stilts at the front of o ne of the wo rkshops (shown in Plate 13). The tank is metal and is estimated to have a capacity of approximately 1,400 litres. It is un known whether the tank i s si ngle or d ouble skinned. The tank i s not l ocated withi n an external bund. No significant staining from the contents of th e tank was noted on the concrete beneath this tank.
4.2.7 A number of 210 litre drums were observed in the vicinity of the vehicle maintenance workshops
that were not located within the second ary storage area (Plates 2 and 3 ). The contents of t he drums are unknown, but based on appearance was thought to b e waste oil. The surfacing in this area is a mixture of concrete a nd gravel. No evidence of significant impact on the ground surface through spillage or leaking was noted.
4.2.8 A squ are me tal co ntainer was o bserved t o t he south of the workshops. Th e container wa s
approximately 15% full at the time of th e site wa lkover with a liqui d that appea red to he high ly concentrated with hydrocarbons. The container had an estimated capacity of 6,000 litres. A 210 litre drum was positioned adjacent to this container (Plate 4).

4.2.9 Waste vehicl e part s we re obse rved to have been disposed of in a ski p to the we st of the
workshops building.
Vehicle Wash-down
4.2.10 A vehicle wash-down area is present behind the site office. Hand held jet-washers are used to clean New Milton Sand & Gravel’ s vehicles. The wash bay is surfaced with concrete and was seen to be draining onto ground to the north of the facility.
4.2.11 A wheel wash is located at the entrance/exit to the site in ord er to clean the wheels of vehicles
leaving the site. It is unknown how this facility is drained (Plate 5). Former ‘Waste Bay’
4.2.12 The site representative stated that a ‘ Waste Bay’ u sed to be present close to the northern site
boundary. T his was u sed for th e tra nsfer of waste soil brought to the site befo re b eing transported off site. Nothing significant was observed during the walkover.
Aggregate Sorting Plant
4.2.13 The aggregates are sorted by on-site m achinery (Plate 6) prior to distribution. Mixed aggregate is loaded into a Hopper and the machinery then sorts out the various grades for dispensing. The aggregate is washed during this process. The site representative stated that th e water used in this process i s recycled. Some ‘waste water’ from the washing process was however observed to be draining to ground around the plant. The machinery runs on mains electricity.
Cement Mixing Plant
4.2.14 A ceme nt mi xing plant, o perated by Cemex, is located to the south of the weighbridge. The plant comprises a water ta nk, two tan ks for ceme nt additive mixtures (Plate 9 ), settlement pit s (Plate 7 and 8), an ab ove ground storage tank (AST) (Plate 10 ) and the a ctual cement mixing machinery.
4.2.15 The two ad ditive mixtures u sed in the produ ction of ce ment at this fa cility were Water
Reducing/Plasticising Admixture (CP105), stored in a 2500 litre p lastic bund, and Concrete Air Entraining Admixture (CA201), stored in an Intermediate Bulk Container (IBC) of approximately 1,400 litre capa city. The IBC wa s within a brick built secondary containment b und of approximate capacity of 3,500 litre. A number of empty plastic drums were also within the bund.
4.2.16 An AST that was formerly used for the storage of unleaded petrol is l ocated within the Cemex facility. The tank i s no longer in use and the site representativ e stated that it was to be taken away. The tank is metal and has an approximate capacity of 11,500 litre. The tank is mounted on plinths within a brick bund of approximately 20,000 litre capacity. Water was observed within the bund but did not display any obvious visual or olfactory signs of hydrocarbons. The tank and bund are shown in Plate 12.
Bulk Fuel Storage
4.2.17 In additio n to the fuel sto rage described ab ove, the main bulk f uel storage f acility on site is operated by New Milton Sand & Ballast and is situated to the west of the site offices. Four tanks are contained within a brick built bund (Plates 11 ad 12). Th e bund was measured to have an approximate capacity of 114,000 litre. Two tanks (55,000 litre and 10,000 litre) store road diesel,

one tan k (13,000 litre ) stores Gas Oil (Red Diesel fo r on -site ma chinery) and o ne ta nk (approximately 2,700 litre) stores Kerosene.
4.2.18 The fill points for the road Diesel and Gas Oil are located outside of the bund and staining of the
brick was evident at th e Gas Oil fill point. T he K erosene is u sed for he ating the adjacent workshop and is supplied by underground pipe.
4.2.19 Dispensing points for the road diesel and Gas Oil are located at the easte rn end of the bu nd
within an e nclosed building. T he surfacing in th is a rea is concrete, ob served to b e in good condition and a road drain grill is located outside the building (Plate 13). Site Drainage
4.2.20 The site represe ntative stated t hat the surfa ce water ru noff in the north -west of the site i s drained to g round via two soakaways. A drawing on display in th e site office shows drainage from the main bulk fuel st orage facility passe s through an interceptor befo re discharging to a soakaway close to the centre of the site’s northern boundary. A second soakaway located to the east of this, also has an interceptor preceding it, and is used to service the Former Waste Bay.
4.2.21 The remainder of the site is drained to ground. Any surface water runoff in the northern area of
the site that follows the general topog raphy to the lowe st part, in the north -eastern co rner, passes through a settlement facility to remove solid material before discharging into the A shley Stream.
5. PROPOSED DEVELOPMENT
5.1.1 The propo sed redevel opment divides the site in to three area s from we st to east, with the western third being subdivided into two. The eastern third of the site is to support the aggregate washing facilities in order that New Milton Sand & Ballast can co ntinue commercial operations. This will enable the western third of th e site to be developed to suppo rt residential dwelling in the north and commercial units in th e south. The central third of the site i s also proposed for redevelopment to a comm ercial end-use. The format of the propo sed redevelopment is shown in Figure A.3.
6. FACTUAL INFORMATION
6.1 Site History 6.1.1 The site history below has been compiled from a review of the historic maps and records for the
area, as provided in the Envirocheck report (Appendix C). The following provides a summary of the development of the sit e location and immediate surroundings as derived from the historical information: Late 1800s – Early 1900s
6.1.2 The earliest available map of 1869 shows the site as open fields with some wooded areas in the north, and a lake that straddles the northern site boundary. The lake is fed fro m the west by a watercourse and discharges to the east. Early 1900s – Mid 1900s

6.1.3 By 1909 this lake is shown to be a m arsh. The surrounding area comprises open fields and a small watercourse is p resent approximately 40m south of the site. By 1898 a Gravel Pit has started to b e excavated in the north-eastern region of the site and a Clay Pit is sho wn 20m to the north-east of the site. A railway line is shown approximately 800m north-west of the site.
6.1.4 Mapping from 1909 shows two B rick Works, both with kilns, close to the site. One i s located approximately 100m north-east of the site with an access track leading from the northern portion of the subject site to a kiln, and the other is located approximately 200m north-west of the site. A gravel pit is shown on the site on the map dated 1933 with a small watercourse discharging into it from a sewage p umping station to the west. By 1959, the 1933 gravel pit is no longer shown, however excavation of a new gravel extraction pit has commenced in the southern area of the site, and to t he ea st of t he site where there is al so a po nd. Development is shown i n the northern area of the site on the 1959 map comprising a number of buildings, with ponds and a hopper apparently associated with the gravel extraction activities.
Late 1900s – Present Day
6.1.5 Two maps from 1988 show two differe nt site lay outs. In a 1:2,500 scale ma p the area to the north of the existing vehi cle workshops is sh own as an area of excavation, b ut on a 1:1,250 scale map of the same p art of th e site the depression is no lo nger shown and a n umber of buildings are present in its place. Th e most recently dated map s indicate that these buildi ngs were removed between 1994 and 2000.
6.1.6 By 1988 the gravel pit is no longer shown and is presumed to h ave been infil led. By 1992 the
ponds in the north of the site and to the east of the central area of the site are no longer shown and are presumed to have been infilled. The pond that is currently present on site, to the east of the southern half of the site, is shown in maps dated from 1989 to the present day.
6.1.7 The southern half of the eastern area of the site is shown to have been excavated for gravel in mapping of 1959, while a pond is sho wn in th e northern half. By 1970 the mapping no longer shows the Pond and thi s area is no l evel, while the gravel pit in the southe rn half has b een changed into two Ponds. Mapping of 1989 sh ows the two ponds to have been replaced with a ‘Sand and Gravel Tip’.
6.2 Geolog y
6.2.1 The British Geological Survey (BGS) 1:50,000 solid and drift edition, sheet 330 indicates the site
is underlain by Plateau Gravel overlying the Headon Beds. The Headon Beds, according to the BGS geological memoir (1991), are typically p ale greenish grey, locally shelly clays, ve ry fine grained sand, silt and clay. 6.3 H ydrology
Surfac e Water 6.3.1 A number of surfa ce water features a re present in the are a surrounding the site. An area of
marsh that is fed from the west by a small wate r course and discharges to the east is l ocated immediately adjacent to t he n orthern boundary i n the west of t he site. Thi s wate rcourse is thought to be the Ashley Stream.
6.3.2 A watercourse, marked on maps a s a ‘drain’, is located approximately 40m south of the site,
flowing f rom west to ea st. This drain d ischarges into the Ashley Stream a pproximately 600m east of the site. An Envi ronment Age ncy River Quality Monito ring point i s located at th e

confluence of the land drain and th e Ashley St ream. The stream has been categori sed a s a General Quality Assessment (GQA) Grade B for river quality and t he most recent River Quality Chemistry GQA Grade is B-Good.
Flood Risk 6.3.3 The Environment Agency website (which shows the extent of the natural floodplain if there were
no flood defe nces or certain other man made st ructures and channel improvements) indicates that much of the site is covered by a zon e of ‘Extr eme Floodi ng from Rivers or Sea wit hout Defences’ (Z one 2 ). In a ddition, an area of ‘Flo oding from Rive rs or Se a wit hout Defen ces’ (Zone 3) is located to the south of the site.
6.3.4 It is understood that a Flood Risk Assessment has been undertaken by another party.
6.4 H ydrogeology Ground water Vulnerability 6.4.1 Sheet 52 of t he Environment Agency Groundwater Vulnerability maps f or Southern Hampshire
indicates th at the site is underlain by a Mi nor Aquif er of va riable perm eability (Appe ndix C). Although the Minor Aq uifer is unlikely to yield qu antities of water sub stantial enou gh f or abstraction, it is important for base flow to rivers and could be utilised for local supply. The soils are classified as being of intermediate leaching potential (I1) ‘soils which can possibly transmit a wide range of pollutants’.
6.4.2 Groundwater flow beneath the site i s likely to be t o south wards towa rds the se a d ue to the proximity of the site to the coast.
6.4.3 There may be the risk for the downward migration of contaminants through the near-surface and
into groundwater. Groundwater flow through the substrata beneath the site should therefore be considered when assessing the risk associated with persistent pollutants.
Groundwater Source Protection Zones 6.4.4 The Environment Agency has developed Source Protection Zo nes (SPZs) to redu ce the risk to
potable groundwater from contamin ation. Z ones are cl assified on groundwater vul nerability depending on the proximity to a potable water a bstraction and the travel time of grou ndwater to that abstraction (a function of soil and aquifer type). This site does not lie within an Environment Agency designated Source Protection Zone.
6.5 Abs traction Licences
6.5.1 As at the tim e of the Envirocheck® report (Appendix C), the re is one known water abstraction
point within 1km of the site, which is held by New Milton Sand & Ballast at this site. The Licence is for the collection of surface water to be used in general washing/process washing. 6.6 Discha rge Consents
6.6.1 The Envirocheck® report indicates that there are seven Discharge Consents within 500m of the
site, one of which a ppears to be in the n orth-western corner of the site. All have been revoke d with the latest revocation date being 1st July 1991.

6.7 Industrial Activities 6.7.1 There a re three ai r pollution controls within 500m of the site at the time of t he Envirocheck®
report. Two are located on this site a nd one other is for the Fuel Filling Station at Tesco to t he west.
6.7.2 According to the Envirocheck® report there h as b een one poll ution in cident rep orted at a
location within 500m of the site, this in cident relates to the release of chemi cals from a Ken nel approximately 400m north-west of the site in 1988. This incident was classified as a Category 3 Minor Incident. Two other minor incidents have been reported from 1993 and 1997, these relate to chemi cal and sewa ge discharges to surfa ce water and h ave been record ed for locatio ns between 500 – 1 000m from the site. No pollution incidents have been recorded in th e last 10 years within 1km of the site.
6.7.3 There are four industries registered at the site in the Contemporary Trades Directories. Two are for Sand, Gravel & Other Aggregates (Maxi Aggregates and New Milton Sand & Ballast), one is for Concrete & Mortar Ready Mixed (Hibbs WG & Co. Ltd), and one for Garage Services (Geoff Kilbey).
6.7.4 There is one fuel filling station listed 150m west of the site (Tesco). No other fuel filling sites are
registered within 500m of the site.
6.8 Was te 6.8.1 The Envirocheck® report identifies the entire site as a Historical Landfill and Licensed Waste
Management Facility. One of the licences is said to have included for the disposal of Household Waste.
6.9 Rado n
6.9.1 The m aps p rovided in BRE211 (2007) - Radon: Guidance for Protection M easures i n New
Buildings shows that the site is in a location where no protection measures are necessary.
6.10 Asbe stos 6.10.1 Given the development history on th e site, fo rmer buil dings may have i ncluded a sbestos
containing materials (ACM). It is possible therefore that during demolition some ACMs were left on site. It is also possible that some of the ma terial that was used to fill the gravel pits and ponds contained some ACMs.
6.11 Sensitive Land Use
6.11.1 The Envirocheck® report has been consulted to assess whether the site is wi thin or cl ose to a
designated e nvironmentally sen sitive a rea. In cluded in this category a re g reen belt s, nat ure reserves, nat ional an d forest pa rks, e nvironmentally sen sitive area s, nation al scenic areas, nitrate sensitive areas / vulnerable zones, RAMSAR, SSSI, SAC and SPA sites.
6.11.2 An area of Adopted Green Belt borders the site to the south and to the east.
6.12 Ecolog y 6.12.1 It is understood that New Milton Sand & Ballast has commissioned an Ecological Assessment of
the site separately.

7. INTERP RETATION
7.1 Soil Contamination 7.1.1 From an assessment of t he information available at this time, it is co nsidered that there i s a
potential for ground contamination at this site. 7.1.2 Information d iscussed abo ve indica tes that the site has h ad a n umber of pre vious ind ustrial
uses which may have led to contamination including vehicle repairs, bulk fuel storage and the infilling of po nds and gravel pits. Re cords al so show that the site was a registe red l andfill. Although the reco rds al so indicate that the lic enses in cluded for the dispo sal of hou sehold waste, a site representati ve st ated tha t it was for the dispo sal of building rubble an d wa ste aggregate. Site investigation should be undertaken to confirm the composition of the deposited material and therefore the potential risks to human health.
7.2 Ground water Contamination
7.2.1 The mobile nature of the potential contaminants of concern for this site means that groundwater
would be at risk if any discharge or spillage to ground of fuels has occurred. Depending on the nature of the material deposited at the site as part o f the landfill operations it is possible that groundwater is a risk from mobile contaminants leaching. 7.3 Surface Water Contamination
7.3.1 The site currently drains to a surface water course to the north of the site, after passing through
a facility fo r removing solid material. It is possible that mobile contaminants are present within the surfa ce water runoff and t hat they will pass throu gh this treatment and enter the watercourse. It is also possible that groundwater could act as a pathway for contaminants in the surface water if it is in continuity with the nearby surface water courses.
7.4 Ground Gas Contamination
7.4.1 There is the potential for groun d ga ses to be present, parti cularly in area s of hydroca rbon
degradation following spillage or recently placed fill material. It i s also possible, depending on the co mposition of lan dfilled mate rial t hat gr ound g ases could b e gen erated by putre scible matter. A programme ground gas monitoring will be necessary prior to any redevelopment of the site. Given the se nsitive nature of the prop osed d evelopment and the p otential for grou nd gases, it is likel y that the programme of gas monitoring will last 12 months. The nature of the gas moni toring programme should be confi rmed with the Local Planning Authority. The presen ce of ground ga ses would pre sent a health and safety risk to construction workers but may also require the use of gas protection as part of the sub-structure for the new buildings.
7.5 Outline Conceptual Model
7.5.1 An assessm ent of the potential conta mination ri sks at the site is provid ed in Table 2. Thi s
conceptual m odel is ba sed on the findings fro m the Desk Stud y asse ssment. 7.5.2 The Source-Pathway-Receptor approach forms the basis of risk assessment and can be used in
the appraisal of remedial options. In o rder for there to be a ri sk of significant harm, there must be a polluta nt linkage b etween each of the sources, path ways and re ceptors a nd a ny remediation scheme will aim to break this linkage.
7.5.3 This Conceptual Site M odel considers the p otential risks given the proposed redevelopment of the site to support residential and commercial properties.

8. GEOTECHNICAL
8.0.1 From the i nformation obtainable to d ate, the g eotechnical constraints that will impact upon the development of the site are highlighted in paragraphs 6.6.1 to 6.611. 8.1 Founda tions
The foundation types of t he new building will be dependent upon the ground and groun dwater conditions prese nt and th e type of de velopment to be built. Th e propo sed development i s expected to be used for light industry and housing. Fill/Waste Material
8.1.1 The extent of the fill/waste materi al across the site i s unknown. From the historical maps, it appears that there have been three gravel pits present on t he site in di fferent locations. Historical maps from 1898 indicate th at a gravel pit is located within the no rthern area of the site, immediately south of the woo dland. The Or dnance Survey map of 1963 in dicates that the majority of the site is being extracted for gravel. The map from 2000 indicates the presence of a gravel pit to the north of the site, just south of the original gravel pit indicated on the 1898 map. There are no records of the composition of the fill material, but it is known that in the latter years the site was a licensed Waste Management Facility which included a household waste license. It is al so unknown whether th e infill wa s subject to any m echanical compaction d uring backfilling.
8.1.2 It is very im portant to determine the l ateral boundary of the inf ill materi al in respect to t he
location of th e footprint of the proposed development. It would n eed to b e determined whether the footprint span s over t he surfa ce bound ary b etween the fill/waste ma terial and th e surrounding natural stratu m. If the occurren ce a nd nature of the infill materi al is n ot prope rly understood, then any prop osed development would be at risk fro m damage due to differen tial settlement.
8.1.3 Fill/waste material is generally unsuitable as a founding stratum so it is necessary to determ ine
the depth to which this material is present and the material composition of the material in order to progress the foundation design.
Sand and Gravel
8.1.4 There are areas within the site where the sand and gravel was not excavated, mainly toward s the southern boundary of the site. It is li kely that the sand and gravel deposits will be stronger and stiffer th an the gravel pit infill and it is possi ble that this mate rial will b e a suitable bearing stratum. It is likely th at the sand and gravels will be water bearing, the p resence and depth of groundwater will need to be identified to mi tigate construction risks due to flooding or localised failure of excavations. Headon Beds
8.1.5 These bed s are beli eved to con sist of inter-b edded clay and sa nd, possibly with som e thin limestone bands. It is li kely that this m aterial will p rovide an adequate founding st ratum fo r a piled foundation solution. The depth of the pile s will be depe ndent upon the soil stren gth data obtained from a grou nd investigation. It is possi ble that there wi ll be perch ed water within the Headon B eds withi n the more permeable laye rs of san d caught within th e surroun ding clay. This could af fect the sta bility of pile sh afts and reduce the capacity of the piles therefore a ny piling method should take account of the possibility.

8.1.6 The thickness and strength of the lime stone layers is unknown. The layers could present an
obstruction t o piling equi pment, th erefore it i s im portant that th ere presence on this site is proven and mapped, if found.
8.2 Groundwater and Use of Soakaways
8.2.1 Historical inf ormation suggests that th e groun dwater level is a pproximately 15 met res b elow ground level. To confirm the g roundwater level a cross the site it would be necessary to install monitoring standpipes wit hin b oreholes a s part of a d etailed ground i nvestigation. Perche d groundwater may be encountered on top of the Headon Beds within the sand and gravel or fill material.
8.2.2 It may be possible to locate soakaways within the sand and gravel but this will ultimately depend
upon the permeability of t his stratum, permeability of the u nderlying Head on Beds an d t he location on the site of th e gravel con sidering that there may not be enough left du e t o its extraction. The permeability of the granular deposits can be estimated by carrying out soakaway (BRE 365) tests during the ground investigation.
8.3 Trees
8.3.1 A dense area of woodland is present along the northern and eastern boundary of the site. Trees also lin e the south ern and we stern b oundaries. T he presen ce of trees and other surface vegetation i n the vici nity of cl ay rich soil s coul d cause long term sh rinkage of the soil and consequently sub sidence of foundatio ns. Th e type and lo cation of the tree s will ne ed to be mapped in relation to the new development and near surface clay soils to allow its consideration in the foundation design. 8.4 Ground Investigation
8.4.1 It will be n ecessary to carry out a detailed geotechnical ground investigation to determine the ground and groundwater conditions. Key soil parameters w ill be quantified which, along with the exploratory hole records, will enable design proposals for the foundations to be developed. The scope of ground investigation is recommended in Section 7.

9. CONCLUSIONS AND RECOMMENDATIONS
9.1 Con taminated Land
9.1.1 The Desk Study assessment has identified that the industrial use of the site m ay have resulted in the release of contaminants into the soil and groundwater beneath it. Potential risk a ctivities that have been identified on site include bulk fuel storage and handling, vehicle washing, vehicle maintenance and land filling.
9.1.2 The initial co nceptual model and q ualitative risk assessment within this re port has id entified a number of possible pollutant linkages some of which are linked to potential risks for the site in its current use as well as when it is developed to support residential and commercial properties. 9.2 Geotechnic al
9.2.1 The main geotechnical risk identified is relate d to the occurrence of fill/waste material and its potential fo r causing diffe rential settlement to a ny pro posed d evelopment. The n ature and lateral extent and depth of this mate rial will be a major factor in the foundation design strategy for this site.
9.3 Recommendations for Further Work and Stages of Implementation
Contaminated Land
9.3.1 The findings of this De sk Study are su ch t hat potential risks h ave been i dentified associated with contami nated lan d a nd ge otechnics th at need to be asse ssed fu rther a nd re quire si te investigation to do so.
9.3.2 The next stages of work are therefore envisaged to be as follows: • Design Site Investigation. If possible submit to Local Planning Authority with this report for
approval; • Undertake site investigation; • Review of site investigation data and update of conceptual model
9.3.3 If it is found, following sufficient investigation and risk assessment, that if an unacceptable risk is
posed by contamination beneath the site to the proposed development or the environment it will be necessary to undertake the following actions: • Formulation of remediation strategy • Implementation of scheme of remediation • Validation
9.3.4 The ai m of t he site inve stigation will b e to te st and furthe r defin e the conceptual mod el, to
determine where areas of contamination are present and to shape the appraisal of any remedial options or mitigation measures required to make the site fit for its proposed use.
9.3.5 The site investigation should comprise an int rusive investigation using a va riety of trial pitting
and b orehole method s. Investigatio n and sampling points should be ta rgeted to the specific areas of co ncerns ide ntified in thi s Desk Study and should also inclu de chemical analysis of surface water and groundwater samples and ground gas monitoring. Any proposed changes in site level should be brought to the atte ntion of the environmental consultant so that sampling is undertaken at appropriate depths and that works are scheduled into suitable timescales.

9.3.6 The site inve stigation should be u sed to inform a Contaminated Land Ri sk Assessment of the
site and complete the Conceptual Site Model. It m ay also be used to advise on the most cost effective format to the proposed development in terms of potential contamination issues.
9.3.7 Site investiga tion re sults should be u sed to es tablish gen eral, a nd wh ere necessary specific, site protocol in order to protect workers and adjacent site users.
9.3.8 It is recomm ended that an a sbestos su rvey b e carried o ut within existing buil dings and
structures and any necessary safety precautions taken prior to demolition. Geotechnic al 9.3.9 In orde r to p rogress th e found ation de sign of the p roposed dev elopment a g eotechnical site
investigation will be required and will need to provide the following information: • Strength and stiffness/density of all stratum encountered • Index testing of the soil types • Depth and lateral extent of all stratum encountered, including landfill/fill material • Chemical p roperties of the soil an d grou ndwater for determi ning the cla ssification of
buried concrete. • Permeability of the sand and gravel. • Grou ndwater level • The presence of trees and other surface vegetation in relation to the new development

Ordnance Survey PlanPublished 1989 - 1990Source map scale - 1:10,000The historical maps shown were reproduced from maps predominantly held atthe scale adopted for England, Wales and Scotland in the 1840`s. In 1854 the1:2,500 scale was adopted for mapping urban areas; these maps were used toupdate the 1:10,560 maps. The published date given therefore is often someyears later than the surveyed date. Before 1938, all OS maps were based on theCassini Projection, with independent surveys of a single county or group ofcounties, giving rise to significant inaccuracies in outlying areas. In the late1940`s, a Provisional Edition was produced, which updated the 1:10,560 mappingfrom a number of sources. The maps appear unfinished - with all military campsand other strategic sites removed. These maps were initially overprinted with theNational Grid. In 1970, the first 1:10,000 maps were produced using theTransverse Mercator Projection. The revision process continued until recently,with new editions appearing every 10 years or so for urban areas.

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by whichcontamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the EnvironmentAgency and the Scottish Environment Protection Agency; it also incorporates data from Natural England (and the Scottish and Welshequivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It doesnot include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance definedby the client from a site boundary provided by the client.
In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m in accordance with Landmark's agreementswith a number of Data Suppliers.
