1 Introduction

Transport for London consulted stakeholders and the public about proposals affecting bus services in the Finchley Road and Abbey Road areas. The consultation was open between the 3 March and 10 April 2015. Finchley Road and Abbey Road are busy roads running broadly north south located in the west of the London Borough of Camden. In total, seven bus routes serve both roads. A review of bus services has been carried out with the aim of evaluating capacity and links provided within and to/from the Abbey Road and Finchley Road areas. Our review looked at how to unlock some of the aspirations of stakeholders through potential changes to the bus network. As a result of the review, we come up with a number of proposals to the bus service network in the Abbey Road and Finchley Road area. In summary, the changes include:

Routes 13 and N13 would no longer run Route 82 would run 24 hours a day Route 113 would be extended to Oxford Circus Route 139 would be extended to Golders Green Route 189 would run between Brent Cross and Marble Arch. New night route N189 would run between Brent Cross and Oxford Circus Frequencies would be changed on route 113

Members of the public and stakeholders were invited to give their views by filling in the questionnaire online or by sending us a response by either post or email. This document summarises their responses to the consultation. A separate document contains our response to the main issues raised in the consultation. 1.1 Consultation progress Concerns were raised during the consultation period with regards the timing and impact on the local community of the proposals. The consultation was open in the run up to the 2015 ‘pre-election’ period. TfL seeks to ensure political neutrality at all times. As such public consultations are not carried out in the run-up to a political election as schemes / consultations may be used for political gain.

Following concerns raised to us about the impact of the proposals and the potential political impacts the scheme may have, a decision was announced on 17 April 2015 of our intention not to progress the scheme at this time.

The comments outlined in this report will however be used to inform future bus network planning in the Finchley Road and Abbey Road areas, and any resulting proposals would be subject to further public consultation.

2 The consultation

The consultation was designed to enable us to better understand the views of local residents, businesses and stakeholders with regards to the proposals.

The potential outcomes of the consultation are:

We decide the consultation raises no issues that should prevent us from proceeding with the scheme as originally planned.

We modify the scheme in response to issues raised in the consultation.

We abandon the scheme as a result of issues raised in the consultation.

2.1 Consultation objectives

The objectives of the consultation were:

To give stakeholders and the public easily-understandable information about the

proposals and allow them to respond.

To understand the level of support or opposition for the change.

To understand any issues that might affect the proposal of which we were not

previously aware.

To understand concerns and objections.

To allow respondents to make suggestions.

2.2 Who we consulted The public consultation intended to seek the views of people who live near to the proposed

routes, current users of the services and other potential users. We also consulted

stakeholders including the affected Councils, traffic police, London TravelWatch, Members

of Parliament, Assembly Members and local interest groups. A list of the stakeholders we

consulted is shown in Appendix C and a summary of their responses is given in Section 4.

2.3 Consultation material, distribution and publicity The consultation was available to view on our consultation website https://consultations.tfl.gov.uk/buses/finchleyroad Stakeholders were sent an email containing a link to the online consultation page. A link to the online consultation was sent to registered Oyster Card users of the six impacted routes. This email was sent out to approximately 58,000 customers. A copy of the consultation material is set out in Appendix A. The online consultation and attached questionnaire asked five generic questions relating to name, email address, postcode, organisation (if responding on behalf of a business/stakeholder/organisation) and how they heard about the consultation as well as five questions specific to the consultation:

3 Responses from members of the public We received 2986 written responses from members of the public. Of these, 95 per cent (2825) of the responses were submitted online and 5 per cent (161) were received by email.

Removal of route 13 The most frequently mentioned comment opposed the removal of route 13 (1262), while a further 158 respondents opposed the removal of route N13. 149 respondents highlighted concern for wheelchair access as a result of the loss of route 13, while 149 respondents expressed concern at the resultant requirement to change buses more frequently. Current conditions 287 and 240 respondents stated that the current route 13 and 82 services are congested respectively. 159 respondents stated that route 13 offers a good service at present, while 136 stated that it is important for travel to work Future conditions 183 respondents expressed concern for extra pressure on route 82 as a result of the proposals. Suggestions 155 respondents suggested that the frequency of route 82 should be increased.

The loss of a route to Aldwych, and the comparatively short link from there to the Wellington Hospital area could only be justified if the frequency on routes 82, 113 and 139 were in need of a boost to make them sustainable. The loss of services further up Finchley Road would ruin the interchange with the North London line. The West Hampstead interchange is inferior - stop further away, more prone to congestion, and of course splitting the choice of onward bus travel is unsatisfactory because the passenger has to choose one stop or the other. I frequently catch the 13 or 82 from Finchley Rd station north to Childs Hill. Many other people catch these buses after leaving the Jubilee or Metropolitan trains. In the early evening these buses are packed full - sometimes I can't get on and have to wait for the next one. You are proposing to take out the 13 route and reduce the frequency on the 82. This will cause chaos at Finchley Rd. Please reconsider. We strongly oppose the closure of the 13 route. Several of our members use the 13 and 82 between Swiss Cottage/Finchley Rd and Golders Green. In the early evening in term time these buses can be very crowded. At Finchley Rd you sometimes cannot get on a north bound bus, and have to wait for the next. You are proposing to drop the 13 route and reduce frequency on the 82. This will lead to severe overcrowding, and we urge you to reconsider this proposal. The

aspect that does is the withdrawal of route 13 and the subsequent halving in frequency of direct buses from the stretch of Finchley Road between Hendon Way/ Finchley Road and Golders Green, and the Finchley Road Station/ O2 area. For clarity, the loss of direct connections to the West End/ Theatreland caused by the withdrawal of the 13 would not be a significant problem given the alternative transport choices available.

• Daily observation of buses running southbound in the morning peak on both routes 13 and 82 shows that they are extremely busy along this stretch. A large number of passengers alight at the O2 centre (for Finchley Road Station) and this suggests a high level of usage by people attempting to reach the Metropolitan and Jubilee lines.

• A large number of our students live in the Golders Green and Hampstead Garden Suburb areas and use the 13 and 82 at the same time, i.e. arriving in the Finchley Road Station area between 7.30 and 8.45.

• Withdrawal of the 13 would cause overcrowding on the 82 which would not be compensated for by the proposed frequency increase on the 113, since the 113 does not originate from Golders Green. We are concerned about the possibility of overcrowding, that our students, may not be able to board a full bus and may not arrive at school on time.

Desired outcomes: • The withdrawal of the 13 is not problematic in principle, but we are concerned about

southbound capacity on the 82 in the morning peak, and to a limited extent northbound in the evening peak, although passenger flows are probably better distributed in the evening and many of our pupils and staff will pass through before the main rush.

• Ideally, there would be some further compensation for the loss of the 13 as outlined above, other than increases to the 113. This could involve any of the following:

o A handful of extra southbound 82s in the morning peak, between Golders Green and Finchley Road or Swiss Cottage, arriving between 7.30 and 8.45.

• For our pupils and staff, an alternative would be to run some extra 268s from Golders Green to Hampstead. Indeed, a special school route consisting of a couple of journeys starting at Hampstead Garden Suburb, thence through Golders Green, Hampstead and down Fitzjohns Ave to Swiss Cottage would compensate our pupils and staff very well for the loss of the 13. However, this would presumably be of lesser benefit to other members of the travelling public.

What do you think of the proposal for route 82 to run as a 24 hour a day service, replacing route N13 which would no longer run?: Oppose The scrapping of bus 13 will affect us greatly as we use it very regularly from Swiss cottage where we live to go directly forth and back to Trafalgar Square, Covent Garden, Aldwych (many residents use it everyday to go to work). Personally bus 13 Is even more convenient when I travel with my children as there is no direct line by tube .for the same route and sometimes the Covent Garden tube station is close! In fact we very often complain that bus 13 is not frequent enough and too crowed. What we need is more bus 13!!! It is popular among residents in Golders Green and more widely in Barnet and is an important connection into the West End. I personally, and on behalf of both residents and Barnet Council's Environment Committee, would urge this proposal to be reconsidered and for the 13 bus to remain in operation along its current route. We are aware of proposals to replace the existing no. 13 bus service with an extension to the 139 route and we would like to offer the following comments: The no. 13 service is used by many of our members and other local residents who find it a convenient, direct and relatively fast route into central London. Whilst the 139 serves a number of the same destinations south of Baker Street its route through perennially congested West Hampstead rather than along Finchley Road would be bound to result in much longer journey times for passengers travelling directly to the West End. The removal of the no. 13 would also weaken connections between Golders Green and several important destinations on Finchley Road including the Underground station and Finchley Road & Frognal station as well as the two additional Jubilee line stations at Swiss Cottage and St. John's Wood. Many of our members report concerns about overcrowding if fewer buses are to start from Golders Green and to that end we note that your own estimates indicate longer waiting times between Finchley Road and St. John 's Wood should the no. 13 be withdrawn. We would ask you to reconsider the existing proposals, particularly with a view to maintaining frequency and capacity between Golders Green and Swiss Cottage/St. John 's Wood and to bear in mind the inconveniences of the 139 for many users compared with that of the no.13. The timing of this proposal to remove routes 13/N13 from the congested Aldwych, Strand, Trafalgar Square, Haymarket, Regent Street and Oxford Street route corridor fully aligns with the objectives of the WEP to remove those lighter used bus route sections that currently add to congestion whilst retaining/ or revising those that do carry greater patronage in and out of the West End. Furthermore the City Council expects that future WEP bus network review work will lead to further adjustment. Finally the City Council objects to the extension of route 113 from Baker Street/Marble Arch to Oxford Circus as this is wholly counterproductive to the welcomed proposal to remove route 13 from Oxford Street and the benefits the latter would bring in terms of reduced congestion, air pollution, pedestrian road safety, noise and severance. Any decision regarding route 113 should await the outcome of the proposed

studies on WEP bus services and the Baker Street 2 Way scheme of which TfL are undertaking in May 2015. We are very concerned that the changes to the bus routes on Finchley Road appear to result in a decline in frequency and capacity on this important route. Buses on the section through our area (Childs Hills to Swiss Cottage) are regularly full and there appears to be no reason given to reduce frequency/capacity by a third (every 3mins to every 4mins). We would strongly argue that the frequency/capacity on Finchley Road needs to increased, not decreased. We suggest there should be a minimum of 20 (not 15) buses an hour on the new 82/113 route. We are concerned about plans to stop the 189 route running to Oxford Circus, as this will end the direct route from our area to Oxford Circus. We note that this journey would still be possible, but would mean changing buses. This would double the cost of such journeys, which we believe is neither fair nor proportionate. We would therefore only support this proposal if TfL introduces a wider policy of one flat rate fare for all bus journeys within a set time period - regardless of how many changes are made. This practice already works in many other cities in the UK and around the world - and it seems London is very out of step. Finally, we also note that the Jubilee Line in our area is suspended on most weekends/bank holidays. We would therefore like to see an increase in the frequency on bus routes on the A5 at weekends/bank holidays to make up for this regular loss of service on our main Underground route.

And Golders Green (and surrounding) has thousands of people who use JW3 and travel on the 13 bus. This includes a particularly older population who use JW3's services during the day, who will find it far less easy to get there with such a significantly reduced service. This could be extremely damaging for JW3 and for the thousands of members and users who rely on the 13 bus. I implore you on behalf of them to reconsider. Thank you. Looking at the local situation, I believe that scrapping or reducing the 13 bus route would worsen travel options for many people, including those who find it difficult to use the tube. The Green Party believes that publicly accountable, well timetabled and accessible transport is essential for the environmental benefit of all in the community. No 13 Bus: I represent the ward of Frognal & Fitzjohns in NW3 so many of our residents use the Finchley Road. I also live in Hampstead so I use the businesses and transport on Finchley road regularly. The removal of No 13 bus route is strongly opposed by residents. I understand a number of groups have contacted you independently about this. Elderly residents that use the No 13 bus route to the West End have reported they will particularly find the removal of the service. It is also vital for many people wish to travel direct into the West End for the evenings. You will appreciate that using the tube requires stairs and changes on the way which is not convenient for many but simply not possible for some residents. We appeal to TfL to reconsider this matter. Please also take into account large developments that are taking place in the area, which will bring more residents in the future. There are large blocks of flats being built on the Finchley Road from Cricklewood lane corner, Barratt houses and a Mount Anvil development on Kidderpore. TfL, of course, is not taking into account future extra use - from those big blocks of flats being built on the Finchley Road from Cricklewood Lane corner downwards, nor The Cascades at 368-372 Finchley Road, nor the Barratt houses along Finchley Road/Kidderpore, nor the Mount Anvil development on Kidderpore The loss of the No 13 bus and proposed replacement of that service by increasing the 113 service is simply not sufficient. I am told the buses are so busy during rush hour that drivers often refuse to pick more people up north of Finchley Road station. I have had many people contact me about this. If you require any further information from me or the various resident group associations, please do not hesitate to contact me. There are a great deal of elderly citizens who would find the removal of No 13 a serious difficulty as it gives a direct route (with no change) from our area to the West End, Piccadilly and the Aldwych and is the only bus that does this. This would be particularly difficult in the evenings for people wishing to travel to and from shopping and entertainment venues. Travel by underground also requires changes en route. Please do not remove the no 13 bus route.
