What is the invert elevation of the drain line we

are connecting to with manhole shown on S400 -

10? This must be field verified by the Contractor.

Soil has been previously sampled and was

determined to not be hazardous. Soil sampling

The structural drawings do not specify any splices

in the pipe bridges. Are we able to utilize splices

to make shipping/handling/installing more

manageable? Or are the bridges to be constructed

as single pieces to the lengths specified, i.e. 70’,

108’ and 130’?

The structural drawings depict the end state.

Splices are not a design element; there is no

requirement for single pieces.

In specification section 230529-8, Section 3.4.B,

it refers to a Painting Specification Section

099100. This specification section was not

provided in the bid documents. Can you please

provide it if painting it is required on this project.

Please advise.

In specification section 230503-2 it states that the

contractors may have to work on the night shift

instead of the day shift. Please advise if all work

for this project must be done on the night shift.

Can the work inside the buildings be done on the

day shift?

Construction for the overhead piping shall be

Monday through Friday 6:00 a.m. -12:00 a.m.,

except for Tracks 7/8, for which work hours

shall be Monday through Friday 4:00 p.m. -

12:00 a.m.

Operations of the railroad facilities are to be

disrupted to a minimum extent. As stated in

Specification Section 230503, the contractors

should include in their bids any shift time,

weekend time, or overtime needed to minimize

disruptions.

When the underground lines that are being

abandoned get the fluid pumped out, does Metra

intend to take possession of the fluids or are we to

dispose of them?

Contractor will be responsible for properly

removing and disposing of fluid being removed

from underground lines and disposing of

properly per local regulatory regulations. Any

recycling credits provided to the contractor by

fuel recycling companies will be credited back

to Metra.

Detail #9 on Sheet S202 shows walkway grates

that need to be provided. What is the total

quantity of these that are required? Are they

needed every so many feet?

Walkway grates are required at each lap joint,

as indicated in notes. The quantity of walkway

grates is determined by the number of joints

used. Match existing.

14 Does the piping shown running inside the

building need to be insulated?

In accordance with specifications article

231113-3.16, indoor piping does not need to be

insulated.

Can you please provide a painting specification

with detail of exactly what needs to be painted on

the project?

All ferrous materials exposed outdoors and not

otherwise protected from corrosion are to be

painted. Specifications for painting of

products and materials are found in each

section for those items.

Drawing detail #1 on drawing S500 shows the

pipe supports for Coach House Building 4 with

the DFS pipe as external and the JOS, LOS and

LOR piping inside the building. The drawing

gives O.D. dimensions as if the JOS, LOS, and

LOR piping are insulated even though inside the

building. The question was posed during the bid

walk May 10th as to whether or not this needed to

be insulated piping. The answer given was that it

does not. Can we get a formal response as to

whether or not this piping inside Coach House 4

needs to be insulated?

In accordance with specifications article

231113-3.16, indoor piping does not need to be

insulated.

On Sheet S000, General Note #15 states “Any

Engineering design provided by others and

submitted for review or record shall bear the

stamp and signature of a PE.” Does this

statement mean that any structural items that are

submitted for review, whether already designed

by the Engineer of Record or not, has to have an

additional PE stamp?

On Sheet S100 there is a note that states

“Contractor to engage and pay for a qualified

land surveyor or PE to survey adjacent existing

buildings, structures, and site improvements.”

Can you please advise to what extent we have to

survey the site? Do we only have to do the actual

areas where there will be new work, or does it

entail the entire facility?

Survey needs to be sufficient to document and

execute the work of this project only.

On Sheet SOOO there is a note on the far righthand side of the page that states "Contractor to

engage and pay for a qualified geotechnicalengineering testing agency to perform tests andinspections and to provide geotechnical reports.

Can you please advise to what extent we need to

do these tests? Is it only for the immediate areasthat new work is being done?

Also, because we do not have an existinggeotechnical report we do not know where the

Dear Mr. Cabonor: 

GaiaTech  Incorporated dba as RPS GaiaTech has completed a Site Assessment at  the Western Avenue facility  located  at  2741 West  Grand  Avenue,  Chicago,  Illinois  (the  “Site”).  The  scope  of  work  was completed in accordance with the approved proposal, dated April 14, 2016.  

BACKGROUND 

Metra  operates  a  rail  yard  at  2741  West  Grand  Avenue  in  Chicago,  IL  which  includes  a  fuel  and petroleum product storage and dispensing area. Metra  is planning to replace approximately 850  linear feet of below grade piping with new above ground  lines. Approximately 750  linear  feet of  the piping runs  underneath  or  near  the  tracks  in  the  active  rail  yard,  therefore  the  below  grade  piping will  be abandoned in place.  

Removal and closure of UST  system components  (including piping)  is  regulated under 35IAC Part 175 (Technical Requirements  for USTs) and Part 176  (Administrative Requirements  for USTs). Part 175.840 outlines  the  requirements which must be met  in order  to  abandon UST  components  in place.  These requirements include a demonstration of eligibility for a waiver of the removal requirement for the UST and/or piping, which is typically only granted where it would be infeasible to remove the system due to loss of adjacent or  subjacent  support of nearby  structures,  such as  railroad  tracks,  streets, and other USTs. This determination may be made by a professional engineer, and  is subject to OSFM review  for approval. Part 175.840 also  requires preparation of a Certificate of Site Conditions with site drawings prior to abandoning the UST and/or piping. 

Part 176.330 outlines the requirements  for completing a Site Assessment prior to abandoning a UST  ‐ the  same  requirements  apply  to  a UST  system  or  portions  of  a UST  system,  including  underground piping.  The  procedures  for  selecting  sample  locations  for  a  Site Assessment  under  Part  176.330  are referenced  and  described  in  Part  734.210  (Pollution  Control  Board,  Early  Action  for  USTs).  These

requirements include two soil borings/samples (one on each side of the piping) for every 20 linear feet (or  fraction  thereof) of piping. Part 734.210 directs  the agency  to excuse  the drilling of one or more borings  if  drilling  is made  impractical  by  site‐specific  circumstances.  RPS  GaiaTech  understands  that active railroad tracks are recognized by the agency as making soil borings in those locations impractical.   SCOPE OF WORK  The subject site assessment consisted of 10 soil borings, one installed along each side of the piping run, spaced every 20 feet. Per Part 734.210, these borings were conducted to a maximum depth of 15 feet and  at  least  1  soil  sample was  collected  from  each  5  foot  section of  each boring,  at  a depth where contamination  is most  likely  to  be  present.  Samples were  analyzed  for  volatile  organic  compounds (VOCs) and polynuclear aromatic hydrocarbons (PAHs).  Prior to field work, utilities were cleared through the Illinois and City of Chicago one call utility locating services.  Ground  Penetrating  Radar  Systems,  Inc.  (GPRS),  under  the  direction  of  RPS  GaiaTech, performed a geophysical survey of the proposed sampling locations for evidence of unidentified buried utilities or underground structures.  On May 7, 2016 and  June 8, 2016 RPS GaiaTech mobilized  to  the site with a direct push  (Geoprobe®) contractor  to  conduct  the  soil borings. Due  to  the  possibility of buried utilities  in  the  vicinity of  the sample  locations,  an  “air  knife” was  to  be  used  to  prevent  damage.  An  air  knife  consists  of  an  air compressor which  provides  the  air movement  for  a  vacuum  unit.  This  vacuum,  combined with  the compressed air, allows for the safe excavation of soil and gravel without damaging the buried utilities. The air knife was used to excavate a 5‐inch diameter borehole to a depth of 5 feet below ground surface (bgs) at each boring. The Geoprobe® was then used to conduct the remainder of the boring.   A  total of eleven borings were conducted. Soil boring  locations are  illustrated on  the Boring Location Map (Figure 1). Individual sample locations were selected to be as close as possible to the underground piping trench while providing adequate clearance for the underground utilities and the rail tracks.   The  soil borings were  completed using direct push and air knife  technology, as described above. The borings were  advanced  to  a maximum depth of 15  feet bgs. The down‐hole non‐dedicated  sampling equipment  was  decontaminated  between  locations  using  an  Alconox®/water  wash  and  scrubbing, followed by a potable water  rinse. New and disposable  sampling materials were used when possible (e.g., plastic sample liners and gloves).    During use of  the Geoprobe®, continuous soil samples were collected using steel sampling  tubes with plastic  sample  liners.  The  soil  samples  collected  from  each  bore  hole  were  visually  described  and classified using  the Unified Soil Classification System as a guide. Observations were also made  for  the presence of  fill material and visual/olfactory evidence to suggest  impact  (e.g., unusual odors, staining, etc.)    Representative samples of  the soil  intervals were placed  in sealed plastic bags  for headspace analysis with a photoionization detector (PID). The PID readings are expressed in units of parts per million (ppm) by volume, relative to an isobutylene standard. The field screening was used to provide an indication of

the  potential  presence  of  volatile  organic  constituents  and  to  aid  in  the  selection  of  samples  for laboratory analysis. The soil sample descriptions and the field screening results were recorded on boring logs (see Appendix A).   Based on field screening results and visual observations, one soil sample was selected from each 5‐foot sample liner for laboratory analysis. Soil samples for analysis were placed in laboratory supplied jars and stored  in  a  cooler  with  ice.  Appropriate  decontamination  procedures  were  followed  during  sample collection and proper chain of custody procedures were employed.   At  the  completion  of  sampling,  the  Geoprobe  section  of  each  boring  location  was  backfilled  with bentonite  chips  and  excess  cuttings.  The  railroad ballast material  (coarse  gravel)  encountered  in  the upper portion of each boring (see geology section below) removed by the air knife was returned to the upper portion of  the borehole. The surface was  then patched  (if necessary)  to match  the pre‐existing conditions (concrete).      Analytical Testing Program The soil samples were submitted to Stat Analysis following standard chain‐of‐custody procedures. The soil samples were analyzed in accordance with United States Environmental Protection Agency (USEPA) SW‐846 Methods  for  VOCs  using  USEPA Method  8260B  and  PAHs  using  USEPA Method  8270C,  as required under Part 734.210.   FINDINGS  Geology and Hydrogeology The  subsurface  conditions  at  the  Site  generally  consist  of  gravel  backfill  (primarily  railroad  ballast material)  to  a depth of  approximately 7  feet bgs underlain by  silty  clays. At  some  locations perched water was present in the backfill at 5.5 feet bgs. Soil boring logs are presented in Appendix A.   Field Screening Results Elevated PID readings were recorded from soil samples collected from borings WA‐8 and WA‐10.  Analytical Results RPS GaiaTech compared the analytical results to the screening levels established in IEPA’s TACO. The soil analytical  results  are  summarized  in  Table 1.  The  analytical  reports  and  chain‐of‐custody  records  are included in Appendix B.  Select  PAH  compounds  were  detected  in  soil  samples  in  excess  of  the  default  background concentrations developed by  IEPA  for  the City of Chicago. However,  the detected compounds did not exceed the default TACO standards.   CONCLUSIONS  RPS GaiaTech has completed the investigation at the Western Avenue Yard facility located at 2741 West Grand Avenue, Chicago, Illinois. The following conclusions are based on the observations and analytical results obtained during this investigation:

Concentrations  of  PAH  compounds were  detected  in  soil  samples  above  the  default  City  of Chicago background levels, but below the TACO Soil Remediation Objectives. 

The  results of  this  investigation may be used  in  the application of a permit  from  the Chicago Department  of  Public Health  for  the  removal  and/or  abandonment  of  the  underground  pipe lines at the site.
