1. Small Businesses may not serve as prime contractors on SFO’s
capital projects.
2. Businesses should not make direct contact with SFO project
managers.
3. Only San Francisco based Local Business Enterprises (LBEs)
may bid on SFO projects.

Prime Opportunities for Small Businesses
• Prime Contractors – Small businesses that are general
contractors may bid as prime contractors on enclosed project list.
• Subcontractors – Prime contractors are encouraged to coordinate
with a team of subcontractors to gain experience and enable
mentoring opportunities.
• Project Scope – Determine which elements your business can
provide, which elements to subcontract. Ensure that your team can
address entire project scope.
• Project Size – Determine your team’s bonding and labor/staffing
capacity as well as target project size. 5
Gather Project Information
• Project List for 2018 – Review attached list of 2018 projects sized
below $10 million. At this time these opportunities have not been
advertised so you may contact project managers.
• Follow Project – For opportunities that match your team’s scope
and size, contact the project manager to express interest and
request further information as timeline and scope details become
available. Ask clarifying questions. Prepare your plan (budget
elements, bonding capacity, assigned labor) and if necessary,
further develop your business capacity before project is advertised.
• Pre-bid Conference – Attend pre-bid conference to increase
knowledge of project details and costs prior to bidding.6
Certification
• LBE Certification – San Francisco based business may become
certified as a Local Business Enterprise (LBE). When bidding as
a prime LBE businesses are eligible for a 10% bid discount,
• Other Certification – Seek other small business certifications
(DBE, SBE) to increase visibility. Some projects may have federal
dollars and enable non local businesses to be competitive. Links

presentation.
