The construction sector, which includes the manufacturing of building materials and construction services, has always been an important driving force for the national economy.

The combination of high quality and competitive prices has allowed a significant number of Latvian manufacturers and construction companies to operate in international markets. Consequently, some Latvian companies have developed their export skills to such a high level that almost all of their production is sold abroad. The largest export markets for building materials and the construction industry are the Baltic Sea region, including the Scandinavian countries, and Western Europe.

Complemented by Latvia’s strong engineering traditions, the sector has also succeeded in attracting significant foreign investment to develop local technologies in the manufacture of modern, innovative and high-quality materials. Most Latvian manufacturers use local raw materials, and all products are certified in accordance with Latvian and EU standards.

This catalogue presents information about the leading companies and products in the Latvian construction and building material sector. It is my firm belief that this publication will create even greater interest among potential importers, distributors and users of Latvian building products, as well as partners for our construction companies. I am confident that it will result in successful cooperation between Latvian and foreign companies in this sector.

Most of Latvia’s construction production in 2013 consisted of building engineering structures (59 %) and non-residential buildings (30 %). Construction of residential buildings in 2013 represented 11 %. Construction management authorities granted 5 178 building permits in 2013 for the construction of, capital repairs to, reconstruction, and restoration of single-occupation dwellings for a total floor space of 3.24 million m2. 447 building permits were granted for the construction of industrial buildings and warehouses for a total floor space of 768.5 thousand m2.

CONSTRUCTION COSTS

Construction costs fell sharply, by 56 %, during the period 2008 to 2010 as a result of the global financial crisis. Although construction costs have increased slightly in the last three years, they remain highly competitive. Compared to the average level in 2010, construction costs increased by 11.8 % on average in 2013 according to Central Statistical Bureau data. The construction sector in Latvia, just like the EU and global construction industries, is undergoing significant change. In 2013, the construction sector represented 6.4 % of GDP. There are new requirements relating to environmental protection, energy efficiency, heritage preservation, and adaptation to contemporary living. Latvian construction companies have proven their competitiveness in foreign markets and work well on different scale projects, ranging from general construction to specific installation works. At the same time Latvian manufacturers of construction materials have also become well known for high quality and competitive pricing.

CONSTRUCTION VOLUMES

In 2013, the value of construction volume (at current prices) comprised EUR 1.7 billion. In comparison with 2012, volume increased by 10 %; more specifically, building construction grew by 8 % and construction of civil engineering works by 17 %.

Three of these establishments – Riga Technical University, Riga Construction College and the Riga International School of Economics and Business Administration – also offer architectural studies. In the 2013/2014 academic year, 1 269 students graduated from these institutions, while a total of 3 774 students continue their higher education in construction and construction-related study programmes.

MANUFACTURING OF BUILDING MATERIALS

Most companies producing building materials use local natural resources, mostly mineral materials such as dolomite, limestone and clay. The main product groups are inert materials, concrete, reinforced concrete, cement, heat-insulation materials, lime and dolomite materials, gypsum products, ceramic materials, silicate and anticorrosion materials, glass-fibre products, dry mixtures, aerated concrete, construction chemicals, and metal fittings. In 2013, the total turnover of non-metal mineral production was EUR 452 million. The largest number (140) of producers of building materials are engaged in manufacturing concrete, cement, and gypsum products; 48 companies were manufacturing glass products; and 54 manufactured various porcelain and ceramic products.

In 2013, there were around 400 companies in Latvia producing non-metallic mineral construction materials and employing 4 800 people.

IMPORTED CONSTRUCTION MATERIALS

There are a few product groups that are not manufactured in Latvia, such as glass and mineral wool, even though raw materials are available locally and demand is high. In order to increase the output of local building-material production, and to decrease the construction industry’s dependence on imported materials in these sectors, there is potential for industry

and equipment (26.5 %) and for labour remuneration for workers (21.3 %), while building material prices increased by 1.3 %.

During the year, the overall level of construction costs was mostly influenced by cost increases in the construction of underground mains and transport facilities.

In 2013, approximately 60 000 people were employed in construction services in Latvia. The average salary of construction service employees was EUR 680.

Of the Latvian construction service providers operating abroad, most work as subcontractors and perform various specific construction works such as flooring, roofing, different installation works, plumbing, etc.

The largest export markets for construction service providers are Lithuania (35 %) and Estonia (10 %). A large portion of Latvian construction companies are orienting their export activities to the Scandinavian countries – Sweden (14 %), Norway (6 %), and Finland (6 %).

EDUCATION IN CONSTRUCTION

Education in construction is mainly provided by four Latvian education institutions: Riga Technical University, the Latvian University of Agriculture, Riga Technical College and the Riga International School of Economics and Business Administration.

would incorporate aspects such as product quality, performance and price, would quickly find buyers. This is particularly true for products with high performance/maintenance cost ratios; changing weather conditions and their impact on building processes and structures (e.g. moisture, rain, frost, snow, heat), and the fact that the economy is still very much price-driven.

The main advantages of the Latvian construction sector include excellent logistic infrastructure, a competitive labour skill/cost ratio, good foreign language abilities, and an educated and well-trained workforce. According to Eurostat research (September 2010), Latvians have the highest foreign language skills in the EU countries.

EXPORT OF BUILDING MATERIALS

The main construction-material export groups are ceramic building materials, concrete products, cement and gypsum products, and glass products. Since 2009, Latvia’s exports of construction materials have experienced continuous growth, maintained to this day.

The largest export markets for construction materials are Germany (19 %) and neighbouring countries Lithuania (12 %), Sweden (12 %), Russia (11 %) and Estonia (9 %).

BUSINESS OPPORTUNITIES

Large-scale public infrastructure projects are awarded to companies through public tenders. The opportunities for foreign companies are mainly in specialized construction, as the main contractor or as a subcontractor. There is huge demand for more advanced building materials. Currently most building equipment and housing installations (e.g. tiles, flooring, plumbing) are imported. There is still a high demand for new accommodation in Latvia. The great majority of buildings and houses are in need of renovation and repair, as they were built decades ago and suffered inadequate maintenance.

The Soviet era left Latvia with many old buildings in need of renovation and better insulation. When you consider the cold winters, it comes as no surprise that demand for good insulation is also rising. Renovation is particularly in demand in Riga, especially for old buildings to be renovated to Western standards.

The mission of the Investment and Development Agency of Latvia (LIAA) is to promote growth of the economy of Latvia. Accordingly, the objective of LIAA is to promote business development by facilitating increased foreign investment, while elevating the competitiveness of Latvian entrepreneurs in both domestic and foreign markets.

With over 20 years of experience in attracting of foreign direct investment to Latvia and promoting foreign trade, the Agency has worked continually to improve the business environment and provide services appropriate to the needs of business.

Following Latvia’s accession to the EU in 2004, the Agency needed to adopt new methods and tools, including the effective utilisation of resources from EU Structural funds.
