Executive Summary This Conservation Area Character Statement will become a working Supplementary Planning Guidance (SPG) upon adoption. It supports Ynys Môn Local Plan 1996 (Policy 40) and the emerging Unitary Development Plan (Policy EN13) which states that the character and appearance of all designated Conservation areas will be protected from unsympathetic development. Enhancement of their character will be achieved by carrying out improvements and permitting suitably designed new development. This document will be a material consideration in the determination of planning applications. Circular 61/96 (paragraph 20) states that the quality of place should be the prime consideration in identifying, protecting and enhancing Conservation areas. This depends on more than individual buildings. It is recognised that the special character of a place may derive from many factors, including: the grouping of buildings; their scale and relationship with outdoor spaces; architectural detailing; and so on. Planning Policy Wales 2002 (paragraph 6.5.15) states that if any proposed development would conflict with the objective of preserving or enhancing the character or appearance of a Conservation area, or its setting, there will be a strong presumption against the granting of planning permission. Summarised below are elements that contribute to the character and appearance of the Holyhead Beach Conservation area requiring preservation or enhancement. History

Nearby excavations on Holyhead Mountain have unearthed Mesolithic Age tools and circular huts dating back 500 years B.C.

The remains of a Roman Fort at St Cybi's Church are only a short distance

away.

By the Mid 18th century the Moran's Hotel, Marine Square and Eagle and Child Hotel, Victoria Terrace were catering for the stagecoach traffic bound for the Packet Boats.

From 1841 onwards the area was transformed as work began on the

construction of the Great Breakwater.

Marine buildings, including lifeboat and coastguard stations, soon took advantage of the new harbour.

Setting

There is an abundance of open spaces which allow a feeling of spaciousness.

The Conservation area is extensive in size and can be subdivided both

geographically and characteristically into three distinct Sub-Areas (See diagram 10. OPEN SPACES).

There are many fine views deemed worthy of protection (See 11.

TOWNSCAPE 'Views'). Architecture

The architecture of the buildings varies considerably from the grand houses of Soldier's Point and Porthyfelin to the traditional simple terrace found at Hibernia Row.

There are seven Listed Buildings within the Conservation area boundary

which retain original architectural details.

The former Crown Property boundary wall of lime mortared random rubble, with matching cock and hen coping, remains to most parts intact.

The opportunity for new build is limited. Any proposal should take into

consideration the existing; character, setting views and style.

Where existing buildings do not positively contribute to the special character of the area then replacement buildings could be allowed providing they satisfy the necessary criteria.

Many of the buildings within the Conservation area have a maritime theme.

The buildings in the vicinity of Marine Square are predominantly terraces.

Boundary Review and Recommendations (See Appendix I and II) In order to preserve or enhance the special character of the Conservation area every effort should be made to conserve the existing open spaces. Any future developments within or adjacent to the boundary should have regard to the setting and style so as to harmonise with the existing buildings and landscape. Careful consideration should also be given to the size and scale of any new developments so that they are sympathetic to their surroundings. Further re-evaluation of the historical importance of the former railway line would suggest that the boundary should be redrawn so as to follow the south west line of what is now the Breakwater Country Park access road. By doing so the boundary would encompass the quarry bridge by the Boathouse Hotel, a second bridge further along the road and railway line rock cuttings. At the far western end the boundary should return eastwards to follow the boundary wall opposite so as to include the small triangular shaped area that acts as a field enclosure entrance. It is

recommended that the boundary be extended to include this part of the former railway track line and field enclosure entrance. Historical research has also highlighted the importance of Marine Square as being one of the oldest Town Squares in Holyhead. It is recommended that the boundary be extended to the south-west to include the whole of the Square up to and including South Stack Hotel. The historic maritime connections, setting and architectural merits of the area surrounding the old Coastguard Station, Sailor's Home and Beach Road terrace are deemed worthy of inclusion within the Conservation area. It is recommended that the boundary be amended to include the above. 1. Introduction Conservation areas were created by the Civic Amenities Act of 1967 when it was decided that listing historic buildings individually was not enough to protect groups of buildings, which although not individually listed contributed to the character of the place as a whole, and their setting. It was also realised that the spaces between buildings, and trees, were also important elements and it was decided to protect whole areas to be called Conservation Areas. The Planning (Listed Buildings and Conservation Areas) Act 1990 requires local authorities to designate as Conservation areas “Any area of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance”. It is the character of areas, rather than individual buildings that the Act seeks to preserve or enhance. Conservation area designation should be seen as the prime means of recognising, protecting and enhancing the identity of places with special character. Quality of place should be the prime consideration in identifying Conservation areas although there can be no standard specification for Conservation areas. Designating a Conservation area does not prevent future change to buildings and their surroundings. It does mean, however, that the local planning authority when considering planning applications, including those which are outside a Conservation area but would affect its setting, must pay special regard to whether the proposed changes “preserve or enhance the character or appearance of the Conservation area”. The designation should enable the character of the area to be retained and controlled, ensuring that any new development is sympathetic to both the special architectural and historic interest of the area, but without affecting its function or prosperity.

If a proposal involves the total or substantial demolition of a structure or a building within the Conservation area then “Conservation Area Consent” from the local authority will be required. Otherwise development in Conservation areas is dealt with through the normal planning application process. Subject to some exceptions trees are protected in Conservation areas and anyone proposing to cut down, top or lop a tree is required to give 6 weeks written notice to the local planning authority. Under section 69 of the Act there is a duty on local authorities to review their areas from time to time and to consider whether further designation of Conservation areas is called for. It is only by understanding the elements that contribute to the character and appearance of an area can we aspire to “preserve or enhance” it. Anglesey County Council is producing a character appraisal for each of the islands Conservation areas. These character appraisal documents will form the basis, along with policies set out in the Ynys Môn Local Plan and emerging Unitary Development Plan, for aiding development control within Conservation areas. Guidance on general policies that are material considerations in the determination of all planning applications in Conservation areas are included in Policy 40 Ynys Môn Local Plan (and also Policy EN13 of the emerging Unitary Development Plan). 2. Conservation area Holyhead Beach 3. Community The Conservation area lies within the community of Holyhead. 4. Date designated Holyhead Beach Conservation area was originally designated in June 1971. 5. Reason designated Most of Newry Beach evolved from agricultural land to an enclosed working area established during the construction period of the Great Breakwater. Later after completion of the Breakwater the central area was transformed by the construction of a two tier promenade and landscaping to create a vast green public open space that even today is used for functions. The unique character and history of the imposing buildings and rugged landscape to the west, the vast public open space to the centre, and the more urban 19th century development to the east are all considered worthy of protection and enhancement. 6. Holyhead Beach (Grid Ref.: 245 832) lies to the north of Holyhead. 7. Area covered From Salt Island Bridge the southern boundary of the Conservation area runs westwards along the south side of Prince of Wales Road and the boundary wall to the edge of the greens along Beach Road to then follow the Breakwater Quarry Road until it reaches Soldier's Point. The boundary then follows the natural coastline eastwards up to Trinity Yard from where it then runs along the promenade wall up to Mackenzie Landing. The final length sees it again follow the natural coastline eastwards back to Salt Island Bridge. The total length covered from east to west is just over a mile. (See Appendix I) 8. Setting Holy Island is a physically distinct landform connected to the main island by a causeway (the Stanley Embankment) and the Four Mile Bridge. Geology: Some of the oldest rocks in Britain are found on Anglesey. The Island’s highest point, the neighbouring Mynydd Twr (Holyhead Mountain) standing at 220 metres (718 feet) above sea level, is formed from Precambrian strata. However, Holyhead Beach falls into the geological New Harbour Group and consists of alternating quartzite, grit, and shale with inter bedded jasper and pillow lavas. The schist outcrop to be found throughout the Conservation area between Soldier's Point and Salt Island are chlorite muscovite schist that still retain original sedimentary structures. Landscape: Mynydd Twr (Holyhead Mountain) dominates Holy Island. The Conservation area lies on the shoreline of the New Harbour overlooking Holyhead Bay. The dominant landscape feature within the Conservation area is the vast green open spaces. The Conservation area lies within Local Character Area 1 of the Ynys Môn Landscape Strategy (1999), which is based on tŵhe Countryside Council for Wales LANDMAP approach. This establishes a standard methodology for assessing landscape character across Wales. 9. Historical background Excavations of the foot slopes of Holyhead Mountain, which overshadows Holyhead Beach Conservation area, have revealed a collection of flint tools dating back even before the late Neolithic or early Bronze Age to the Mesolithic Age. There is also evidence nearby for settlement in the form of circular huts dating back into the last 500 years B.C. and a Roman Fort (Caer Gybi) at Holyhead. Evidence also points to there having been numerous Irish and Viking raids on the Anglesey coastline. The naturally sheltered dressed stone watering point at Porthyfelin Creek known as Pwll Llongwrs (Sailors Pool) dates back pre 1678 and was linked to the nearby Melin

y Tŵr. It was used for replenishing sailing vessels drinking water via barrels and later, during the construction period, for watering the works horses. Having gained the Irish Mail Contract in 1689 James Vickers of Dublin and his descendants proceeded to become, as Llanfawr Estate, major land owners in Holyhead and were only equalled in local society by the Stanley's of Penrhos. At around 1770 the Vickers countered the Stanley's 'Eagle and Child' coach house (now Victoria Terrace) by building the 'Hibernia' inn in Waterside (now Marine Square) near the then packet landing. The Hibernia coach was run from this inn by the lessee Moran and the inn was often referred to as Moran's Hotel. The Hibernia which later became the Marine Hotel was partly demolished in the 1930s with only its west wing now remaining. The nearby Hibernia Row once formed part of the Hibernia outbuildings. (See Appendix III) The area would have predominantly been agricultural land owned in the main by Lord Stanley of Alderley until the Government purchased it for the construction of the Great Breakwater. (See Appendix IV and V) According to a map dated 1810 the area where the lifeboat house now stands was referred to as Rhofs Lafs. In 1809 the experienced harbour engineer John Rennie was commissioned to undertake improvements at the Holyhead harbour. When Rennie died in 1821 Thomas Telford took over responsibility for the inner harbour works. The work included construction of a graving dock as well as a new road along the west side of the harbour. It was this road, by the former coal harbour, that formed the Marine Square to the front of the much older Marine Terrace. Between 1847 and 1873 the massive breakwater was constructed to the designs of J M Rendel offering a 267 acre harbour of refuge. Its limestone blocks on rubble base rise 12 metres above high tide on its seaward side providing a major feature in the seascape. With a few exceptions the beaches along Newry Beach are man made from over 300,000 tons of quarry waste to land construction timber ferried by sea in the period between 1849-1873. The central area is bounded by a lime mortared random rubble stone wall built by the Board of Trade for the New Harbour Works (1845-1873) and thus became Crown Property. Map evidence of 1852 shows that the wall would have originally been continuous from the small square where today Wesley Terrace and George Street meet to the railway bridge at Porthyfelin. The openings at Walthew Avenue and Gwelfor Avenue were created as a result of the town's expansion.

Mr Rigby (of J and C Rigby) the contractor for the works built circa 1849 himself a mansion at Soldier's Point and Government House (Porthyfelin House) for the use of the resident engineer Mr Dobson. Both were designed to provide commanding views of the New Harbour works. For the construction phase of the Breakwater a 2½ mile single track railway line was built to Brunel's Broad Gauge specification from the quarry to the present Newry Beach and across to Salt Island. A branch line dropped down to the lower level to form a 'Beaching Ground' for landing timber and a small spur track to Mr Rigby's Saw Mill and Creosote Works. Stone railway sleepers can still be found along the route but most are now buried under the roadway. At the completion of the works the Saw Mill and Creosote Works were sold to Trinity House who built circa 1870 the existing Workshops and Office House for the maintenance of coastal lights. Trinity Yard Workshops are a scarce surviving group of nautical workshops which today are still used for maritime activities. Most buildings and structures present on the shore are in some way associated with the sea The Lifeboat House (circa 1850s), which was extended in 1888 to house two boats, is believed to be the oldest surviving lifeboat house in Wales. The stone wall at the rear of the building is curved to allow the boats to be turned around. It has recently been converted to a Maritime Museum. The concrete building to its rear is an Air Raid Shelter Circa 1940. Prior to the 1850s the lifeboat would have been launched from Salt Island Pier. A new Lifeboat Station was built on Salt Island in 1951. The Coastguard Slipway at Graig Ddu by The Sound, possibly originally a watering point for seafaring vessels, was used for coaling the steam-powered Duke of Northumberland lifeboat which was permanently moored nearby. Beach Yard was originally used as a timber dock for the breakwater works. In 1892 William Williams of Tan yr Efail who had taken over the Beach Yard complex at the end of Mr Rigby's term built Mackenzie Landing. Graysons of Birkenhead have also owned the site and used it to repair ships. During the Second World War Mr A. W. J. Wells established a factory for the production of aircraft components (i.e. clocks and alternators). Since 1962 Holyhead Marine Services Boatyard has been resident on the site. Progress has continued with the building of the new state of the art Coastguard station on Prince of Wales Road on the site of the former New Harbour View which was evidently a private dwelling and the Marina development near Soldier's Point. The early to mid 19th century residential terraces of North West Street and Fair View to be found on or off Prince of Wales Road were probably built in haste rather than to any careful planning to accommodate the breakwater construction workers or local fishermen.

Other terraces such as Bath Street and Front Bath Street which like many of the poorer houses would have had earthen floors and no running water have since been demolished. No. 4 North West Street is reputed to have had a cellar for smuggling salt and linen from the Isle of Man. There was once a swinging timber Junction Bridge, later cast iron, connecting Graig Ddu and Salt Island at Porth y Sach. The old crossing points have been marked with white paint evident on the rocks on either side. The Porth y Sach cove was possibly named after the factory which made sacks (sach) presumably for the salt works or after the shape and outline of the inlet. In 1894 Holyhead Urban District Council met for the first time. Sailor's Home (now Sea Cadet's training building) on Prince of Wales Road has a 1857 date stone and provided refuge for shipwrecked sailors. The two storey old Coastguard Station sometimes referred to as the Life Saving Apparatus House dates back to the 19th century. No's 1-8 Beach Road terrace which stands on a slightly set back and elevated site dates back to the 19th century and was one of the earliest developments on Beach Road following the completion of the breakwater. (See Appendix VII) To provide much needed work the Town Council undertook in 1927 the major work of building the two tier promenade along the length of Newry Beach. (See Appendix VIII) Summary

The area has a maritime tradition that pre-dates the building of the breakwater.

The building of the Great Breakwater transformed the character of the area.

Most shoreline buildings and structures are in some way associated with the

sea. Population change There are and always have been since the mid 19th century only a handful of residential dwellings, mostly concentrated on North West Terrace by Marine Square, situated within the Conservation area and therefore the local population would have fluctuated very little over the last 150 years. The massive project of constructing the breakwater and railway station saw the population of Holyhead rise dramatically between the census of 1841 and 1851 from

3,869 to 8,863. At the turn of the twentieth Century in 1901 the population stood at 11,077 whilst a century later in 2001 it had reached 11,237. Archaeology The nearby Holyhead Mountain is of considerable archaeological and historic significance and there could well be sensitive Roman or Mesolithic archaeological remains both within and on the outskirts of the Conservation area boundary. There could also be buried marine or industrial archaeology within the boundary. 10. Open spaces The Conservation area is extensive in size and can be subdivided both geographically and characteristically into three distinct Sub-Areas shown below. Sub-Area 1 It is a slightly elevated craggy outcrop with clusters of indigenous trees and shrubs bordering a narrow snaking access road having stone boundary walls and gate posts. Here the natural landscape provides a sense of enclosed shelter. Former garden paddocks can be found on the west side of the track whilst the imposing Soldier's Point House and Porthyfelin House, set in their own landscaped grounds, dominate the eastern side. Sub-Area 2 It is dominated by the vast green public open space bordered by a long straight promenade with an assortment of marine related buildings located on the shoreline. A feeling of spaciousness is evident from within this part of the Conservation area due to a small number of buildings and the absence of mature trees. The retention of these green open spaces is vital in preserving the overall character and feel of this predominantly exposed part of the Conservation area. Sub-Area 3 It has some marine related buildings, allotment gardens and children's play area, but in contrast to the remainder of the Conservation area it is predominantly urban in character and appearance with terraces of two and three-storey buildings. Most of the terraces form the hard landscaped 18th century Marine Square. Summary From east to west the character of the Conservation area can be divided into three distinct areas: natural landscape, promenade and built environment.

Trees Trees are only to be found in Sub-Area 1 by Soldier's Point. Some evidence remains to there having been orchards linked to the Soldier's Point House/Porthyfelin House grounds. Hedgerows In Sub-Area 1 bramble and hawthorn flank the single track road that cuts its way through the rocky outcrops leading to Soldier's Point House. Under the Hedgerow Regulations 1997 (S1 No. 1160) it is against the law to remove most countryside hedgerows without permission. 11. Townscape Sub-Area 1 The character of this sub-area is defined by the two grand and well detailed buildings (Soldier's Point House and Porthyfelin House) erected during the construction of the breakwater. A winding single track road leads past the fairly substantial curtilages of the impressive buildings to the castellated screen wall and towers which delineates the western edge of the Conservation area. Some evidence of the former garden paddocks to the great houses remains beyond the stone boundary on the western side of the track. Sub-Area 2 Although intersected by Beach Road and other connecting roads the predominating green open space that slopes seawards still appears to be one continuous vast open space. Although there are no footpaths on the definitive map for this area there are however long lengths of pavements running parallel and perpendicular to the promenades. The upper, concrete slabs intersected by coloured clay pavers, promenade and lower in situ concrete promenade are connected by concrete steps and service road. Victorian style shelters, contemporary seating and lighting line the upper promenade. Here there are longitudinal designated parking spaces along the upper promenade as well as public car parks by Trinity Marine, Maritime Museum and adjacent to the Boatyard. The traditional random rubble Crown Property stone wall, capped with matching cock and hen coping, to the southern boundary has effectively halted the encroachment of development onto the greens.

The properties that line this boundary are mostly 1920-1930s detached or semi detached affluent houses having large sea facing bow windows and projecting gables. There is also one well detailed arts and craft house. These properties provide an interesting backdrop to the Conservation area. Sub-Area 3 In stark contrast it is two and three-storey terraces that dominate this sub-area giving it a more urban appearance. Some of the terraces predate the breakwater to a time when the harbour was located by Salt Island. The characteristic dog-legged alignment of Hibernia Terrace and corresponding position of the neighbouring Fair View Terrace creates a distinctive triangular form to Marine Square. Other buildings and land use within this part include; a contemporary Coastguard Station, marine workshop, a now reduced allotment gardens, and children's play area. A watering font can be found incorporated into the stone wall at the far eastern end of the Conservation area. The opportunity for new build is limited if the character of the area is to be retained. Any proposal should take into consideration the existing; character, setting, views and style. Replacement buildings could be allowed, providing they satisfy the above criteria, where the existing does not positively contribute to the special character of the area. Summary

Two grand Victorian buildings, set within a natural landscape and accessed by a winding track, pre-dominate the western end.

Green open space, promenade and maritime buildings pre-dominate the

central part.

Two and three storey terraces, that in part form a Square, give the eastern end an urban appearance.

Views (See Appendix IX) The ability to view outward is an important quality of the Conservation area. There are fine outward views from most parts of the Conservation area but particularly noteworthy are the views from:

i) the upper and lower promenades towards the lively new harbour, enormous breakwater, harbour lighthouse and passing ferries, Holyhead Mountain and Quarry and Porthyfelin House and Soldier's Point. (Map reference 'A') ii) the easterly edge, by Marine Square, towards the Inner Harbour. (Map reference 'B') There are noteworthy inward views from: i) the sea (allowing ferry passengers a first view of Holyhead), breakwater and New Harbour towards the promenades and greens. (Map reference 'C') ii) the far eastern end of the Conservation area towards Hibernia Row. (Map reference 'D') iii) Soldier's Point over the New Harbour towards Trinity Yard Workshops and the greens beyond. (Map reference 'E') The huge grassed open spaces allow uninterrupted views into and out of the Conservation area. Both the inward and outward views are deemed to be important to the overall character of the area and therefore the design of any new development should take the views into consideration. 12. The local economy Former

Farming would have been the dominant industry in the area until work began on the building of the Great Breakwater. Thereafter marine (including fishing) associated activities would have been the major source of income to the limited number of local inhabitants although the opening of the railway station in 1848 would have also played a major part in the local economy. Present Holyhead Marine Services workshop, established in 1962, has since expanded from repairing and refitting pleasure craft to overhauling commercial vessels and building new workboats. The new marina, workshop, Coastguard Station and Hotels and guest houses are other local employers. Major nearby employers include: aluminium works, transport (rail and ferry) and the retail sector at the town although the rate of pay in the latter sector is historically low. Holyhead still remains an unemployment black spot.

Opportunities There appears to be some opportunity in the services sector particularly tourism and leisure. Local attractions within or adjacent to the Conservation area include the Breakwater Country Park, Marina and Maritime Museum all of which are accessed through the Conservation area. Existing hotels and guest houses are conveniently located for the marina and port traffic. 13. Physical fabric As most buildings within the Conservation area have been individually designed to meet their specific needs few common unifying features occur. Listed below are descriptions of the most notable buildings within each of the sub-areas. Sub-Area 1 Porthyfelin House (Grade II Listed Building circa 1849): A two-storey U-plan building set in extensive grounds with stucco band courses and matching large rectangular chimney stacks. It has a shallow-pitch slate roof with arched porches with Roman Doric columns. It was originally glazed with small-pane hornless sash windows. It is a relatively unspoilt example of style. Soldier's Point House (Grade II Listed Building circa 1849): A Castellated house built on the model of Hampton Court. It is a two-storey main house with stucco elevations. Service block and outbuildings are in exposed local rubble. It has slate roofs with corner towers, castellated parapet and turrets, and 12-pane hornless sashes to upper floors and mullion windows to ground floor. The service block is in an exposed dark grey stone. The gateway has flanking towers. It is a relatively unspoilt example of style. Screen wall to Soldier's Point House (Grade II Listed Building circa 1849): It is an elaborate castellated screen wall of dark local rubble with quartz banding to arrow loops built on rocky outcrop. It has a high octagonal castellated tower with shallow arched doorways, and is an impressive example of style. Another notable building within sub-area 1 is the Boathouse Hotel which stands on the site of the former Porthyfelin farm. It is proposed to extend the Conservation area boundary to include also the adjacent quarry line railway bridges and associated cuttings.

Sub-Area 2 The present floorscape to the central part of the Conservation area mainly consists of vast grassed expanses, with evidence of rock outcrop, intersected by black tarmac finished roads, bordered by lime mortared local random rubble boundary walls capped with matching cock and hen coping. There are numerous pavements. The general vernacular style of the buildings is maritime. On the northern boundary of sub-area 2 the approximately 300 berth Marina and associated development reflects the maritime theme of the area. Trinity House Office (Grade II Listed Building circa 1870): It has rendered and painted walls with pyramidal slate roof and having two large chimneys. The windows are mainly hornless sashes with 8 panes. Trinity Yard Large Workshop (Grade II Listed Building circa 1870): It has rendered and painted walls with an asphalt roof. Trinity Yard Small Workshop (Grade II Listed Building circa 1870): It has rendered and painted walls with a slate roof. Trinity Yard Buildings Lifeboat house (Grade II Listed Building circa 1850s): Mainly rendered and painted rubble with freestone dressings and copings. It has a slate roof with shaped gables, similar to those found on Holyhead Market Hall (1855), with finials. Lifeboat House now Maritime Museum Holyhead Yacht Club (pre 1968): It is mostly a single-storey building, with two storeys in parts. It is a flat roofed building with timber cladding to upper level. Other buildings within sub-area 2 include four Victorian style shelters, a dilapidated maritime shed, and a recently modified public toilet block. The public convenience was originally one of two identical buildings situated at either end of the promenade. The other, which was located by the railway bridge at Porthyfelin was recently demolished and the site resurfaced with tarmac. Sub-Area 3 The historically and architecturally important Marine Square, found at the most eastern end of the Conservation area, dates back to circa 1760s. It is one of only a few formal Squares found in Holyhead and the characteristic dog-legged form of Hibernia Terrace is evident on the 1802 plan of the area. It is proposed to extend the Conservation area boundary to include the Square. (See Appendix X) The eastern boundary of sub-area 3 may be affected by Policy EP3 Local Action Area of the emerging Unitary Development Plan.

Hibernia Terrace (Circa mid to late 18th century): It is a three-storey terrace with some large chimney stacks and multi paned glazing in evident. The Marine Hotel situated on the northern end, partly demolished in the 1930s, is said to have been the first coach house in Holyhead pre-dating the Eagle and Child now Victoria Terrace (Circa 1770). North West Street (Circa mid 19th century): It is a two and three storey terrace which has plain facades and a simple symmetry of window openings. Fair View (Circa mid 19th century): It is a stepped roofed three-storey terrace with the more substantial parts to the eastern end facing the inner harbour. Hibernia Row (Circa mid 18th century): It is a two-storey slate stepped roofed terrace that once formed part of the Hibernia Hotel outbuildings. (See Appendix III) Allotment Gardens (Prior to 1900): It is now a reduced plot which originally formed part of a much larger allotment gardens. It is proposed to amend the Conservation area boundary to include the following buildings: Sailor's Home: A 19th century two-storey pitched roofed with internal valley guttering main building with matching single storey protrusion to front all in exposed stonework. Beach Road Terrace: It is an elevated and set back terrace with distinctive large chimney stacks dating back to the 19th century. It is thought to be one of the first developments along the Prince of Wales Road after the completion of the Breakwater and possibly having coast guard connections. Old Coastguard Station: It is a 19th century two-storey purpose-built building to house life saving apparatus. Other buildings and features of note within sub-area 3 include the large Marine Services boatyard, contemporary coastguard station, an inserted stone watering font to wall, formal car park, and children's play area.

The majority of the buildings, although there are some notable exceptions, within the whole Conservation area are built of stone with painted smooth render finish and pitched slate roofs. Summary

New Coastguard Station - Important and Landmark buildings 15. Positive and negative elements Positive Elements There have been relatively few new developments within the Conservation area. The vast green open spaces to the central part remain largely intact and offer uninterrupted inward and outward views. The Listed Building status of many of the most important buildings within the Conservation area has helped preserve the character, form and architectural detail of the buildings.

As the buildings differ greatly in both style and function from one sub-area to another ranging from the great mansions in sub-area 1, individual maritime buildings in sub-area 2, to simple terraces in sub-area 3 few common unifying features occur. However, one notable surviving common local detail to be found within the Conservation area is the lime mortar rubble boundary wall with matching cock and hen coping to the southern boundary. Summary

The large green open spaces provide much of the character and allow inward and outward views.

The area has largely remained free of contemporary development.

The building types range from great mansions to common terraces with

unique maritime buildings and structures to central parts. Negative Elements The unsympathetic alterations and loss of heritage details resulting from the introduction of a uniform pebble dashed finish to many of the residential buildings in sub-area 3 have had a negative impact on the heritage character of the area. This has been accompanied by the introduction of uPVC windows and doors in inappropriate modern designs that further affects the appearance of the buildings and streetscapes. It is not only large unsympathetic developments that bring about unwelcome change. Smaller alterations to buildings can alter the character and appearance of the area. Therefore, every effort should be made to ensure that any new development is sympathetic to the historic character of the area. The poor condition of the Lower Promenade detracts from the otherwise attractive and pleasant surroundings of sub-area 2. Improvements to reflect those already undertaken on the Upper Promenade would greatly improve the appearance and character of the area. The once grand Porthyfelin House has over time fallen into a derelict state. The scale and prominent position of the neglected house and grounds greatly affects the appearance of sub-area 1. To retain the special character of the area it is vital that the scale and proportion of any new development respect the inherent setting, scale and style of this historic environment.

Alterations and extensions to existing buildings, if there is scope, should be done in a sympathetic manner. Summary

The introduction of modern pebble dashed finish and modern uPVC windows and doors has undermined the heritage character.

There is scope to enhance the dilapidated Lower Promenade.

The derelict state of Porthyfelin House adversely affects the character of the

area.

New developments should respect the existing ones. 16.
