THE 2025 PLANA Master Plan is a work in progress, a guide to assist with future decisions; this brochure is a considerable step in the process of producing a Master Plan for Connors State College that will have a considerable effect on the appearance and environment of the constituent campuses. OSU Long Range Facilities Planning has worked with administration to develop the Stakeholders’ Guiding Principles and the Planning Assumptions (below) that are molding the ideas developed. LRFP is conducting a Building Survey, précised in this brochure, which will assist in the tough decision making needed for the success of this major rejuvenation. Work has begun and priorities have been identified, as shown on later pages. The result of our continuing deliberations will be a Master Plan that respects history but looks forward to an exciting future for Connors State College.

STAKEHOLDERS’ GUIDING PRINCIPLESA stakeholder group, composed of individuals from the OSU Long Range Facilities Planning team and Connors State College communities, developed the eight guiding principles early in the master planning process. The following principles were a guide for design decisions made for the Building Assessment Survey and the 2025 Master Plan.
• Insure a positive student learning environment• Recruit, retain and graduate a well-developed student• Promote safety and security through design• Embrace recognized sustainability principles• Insure learning spaces and technology meet the learning needs of our students• Value employee development to insure the ability to recruit and retain quality personnel • Promote campus and community economic development• Value special buildings and places
PLANNING ASSUMPTIONSIn the spring of 2012 consultations with the Connors State College administration led to the development of a set of Planning Assumptions to be read in conjunction with the Stakeholders’ Guiding Principles.
• Learning spaces will be current and effective• Student capacity is crucial to success of Connors State College• Graduate production, college readiness and undergraduate research will be a focus

Connors State School of Agriculture came in to existence in 1908 in Warner, Oklahoma. In July 2002, the name officially changed to Connors State College. Connors State College has three campus locations. The main campus is in Warner, a rural, agricultural community located at the junction of U.S. Highway 64 and Interstate 40 in eastern Oklahoma. The main campus is a residential campus housing approximately 300 students each semester. The college offers over 25 degree options, five collegiate sports, five competitive activity teams, and over fifteen clubs and organizations.

Building Assessment Survey Long Range Facilities Planning is assisting Connors State College in an assessment of all major campus buildings and infrastructure to assist in future decision making.
Veteran’s PlazaA new flag plaza has been dedicated right on College Avenue to honor and remember all the Connors State College veterans.
President’s Leadership GardenA new garden area north of the Classroom Building.
New Campus Centennial PillarsFunding is almost complete to design and build several new campus gateposts that will serve to help delineate the campus boundary at all major campus entry points.
New Campus Entry SignA campaign to re-route major vehicular traffic to enter campus from the north. New entrance would serve as a new campus entrance and gateway to welcome students and visitors onto the Connors State College campus.
Classroom Building RenovationAs the main historic gem on campus, a major renovation is planned that would update the facility to meet modern-day code, technology, and egress standards.
Expo and Agriculture Hall of FameThe new center will welcome visitors, events and shows from around the region.
Student Union Renovation Long Range Facilities PlanningA major renovation and expansion will update aging facility to provide a new campus experience and celebrate over 50 years of tradition.
Nursing and Allied Health Facility - Port CampusThe new Nursing and Allied Health Facility will compliment shared programs with Indian Capital Technology Center, locate a Connors State College flagship program in a state-of-the-art facility and provide much needed student space.
Campus Safety/Security- Infrastructure ImprovementsCampus improvements include new lighting, storm water run-off improvements and overall campus beautification.

Code Compliance PlanConnors State College will work with the Authority Having Jurisdiction to develop and implement a phased, code compliant plan ensuring continued building and life safety on campus.
Haskell BuildingConnors State College will work with community leaders to identify and implement an effective use of the Haskell building in downtown Muskogee, Oklahoma.
Jacob Johnson LegacyEngineers and architects have accessed the current Jacob Johnson building and determined that it is no longer a viable or suitable environment for the college due to structural issues and asbestos. Recommendations have been made to incorporate the Jacob Johnson legacy and redevelop the building site for future green space.
Farm and Ranch Operations Master PlanIt is the intention of Connors State College to develop a Farm and Ranch Operations Master Plan that will support and continue to give vision to this invaluable resource. The master plan would investigate a long-term look at how the Agriculture and Wildlife programs at the college should be developed and managed in the future.
WARNER CAMPUS | NEW CAMPUS GREEN AND PLAZA DEVELOPMENT
PRIORITIES | FUTURE PLANNING
INTRODUCTIONAs a major part of the development on the Warner campus, significant improvements are proposed to enhance the campus green, creating a campus core that centralizes the activity of students, faculty and staff. A new pedestrian plaza would give honor to the legacy of Jacob Johnson and the building that once stood in the center of campus. Removing the inadequate facility will help define campus and open up the sight lines towards the new Student Union and the Classroom Building.

CAMPUS DESCRIPTION:The Connors State College Three Rivers Port Campus is located on the east side of Muskogee just north of Indian Capital Technology Center. The Port Campus was opened for classes in 1996, after CSC acquired 42 acres of land in 1994. The 28,500 square foot facility is host to classroom space, five distance education classrooms and science labs for both day and evening classes. This branch campus was crucial to the growth of Connors State College and has developed into a mutally beneficial service relationship between the college and the community of Muskogee.

CAMPUS DESCRIPTION:The Connors State College West Campus is located on Shawnee Boulevard in Muskogee, Oklahoma. In 2008, a partnership with Northeastern State University was developed and groundwork began on a new building for a joint-campus operation on the NSU-Muskogee Campus. The new facility holds Connors’ facility offices, a bookstore, and a library. The existing NSU buildings are utilized as classroom and office space for both Connors State College and Northeastern State University under an agreed upon lease agreement between the two institutions.

As we begin our second century at Connors State College, our formula for success has three distinct elements:
• To provide educational programs and activities that connect our students, faculty, staff and community with a more prosperous future.
• To provide state-of-the-art facilities as well as resources so that those we serve have the best opportunity to achieve excellence.
• To surround those we serve with people who care just as much about their success as they do.
Doing these things efficiently in a well-maintained, safe and secure environment is what I refer to as helping our people fulfill the promise of their potential. This endeavor is supported by our mission of building futures one at a time and our reputation as a national leader in quality transfer, workforce and community education.
For over a year, the goal of our master planning process has been to give a clear direction and focus to the vital role that our facilities play in the success of the college. The 2030 Master Planning process has been facilitated by Oklahoma State University Long Range and Facilities Planning. With more than two centuries of experience in planning and leadership between us, our team began by establishing our strengths and the planning principles that are to be the foundation from which to build our future.
Early in the process, several of our team noted that the people of Connors State were consistently listed as one of our greatest strengths as a college. Once the surveys, assessments, evaluations and priority lists were complete, it was time to assemble the plan. In communicating back and forth, LRFP described the parts and pieces coming together as the drafting of blueprint for success. A prominent and loyal supporter of Connors State suggested that referring to our plan as a “blueprint” just didn’t seem quite right. It has been said that the true Connors State faithful bleed orange and black, so in honor of his insight and all the people who have made Connors State great, we have taken to calling our 2030 Master Plan our “orange print” for a successful future.
This plan, when combined with the 2012 Connors State College Strategic Plan, outlines a long-range vision to promote prosperity and accommodate growth. Inherent in this plan is the flexibility necessary to thrive in the current economic, accreditation and political environment we operate in today. The true value of this plan is found in its usefulness as a tool in responding to the current and future needs of our college by:
• Being a guide and resource for our leaders as we endeavor to build upon Connors State College legacy of growth and success.
• Being a conversation starter with our supporters designed to “inspire the believers” about how to best build a brighter future for Connors State College.
• Being a guide to effectively manage new and existing resources in ways that ensure the sustained success of Connors State College.
Honoring a legacy of excellence is not just a slogan, but a commitment to restoring, renovating, and building an infrastructure that will ensure the long-term viability of Connors State College. A vital part of the health and wealth of eastern Oklahoma, Connors State is an educational and economic driver for our region. This 2025 Master Plan is an important tool for respecting and restoring the resources of our past as we chart a course of success in our future.
