The consent agenda consists of the minutes from the December 18, 2017 regular meet-ing, the business manager report, and the bills for the general fund of $66,783.53, the food service fund of $9,210.88 and the activ-ity fund of $2,607.18.Principals’ Reports Elementary Principal Becker presented elementary STAR reading test data, which shows substantial growth this year. She and a team of elementary teachers will be pre-senting our new reading program at NCEC in Rugby.Secondary Principal Baumbach reported that the 1st semester ends on January 14, 2018. Revisions to Policy GCAB that the board approved will be implemented effec-tive the 2nd semester. NWEA MAP testing data was presented and reviewed.Superintendent Report Superintendent Louters provided a written report of her activity during the past month that included food service staff manage-ment, completion of the facility plan and construction loan application, procurement of snow removal services, preparation for staff development on January 15, 2018, and application to the City of New Rockford for easement of the school district boundary. She presented a PowerPoint on the five-year history of ACT scores, and reviewed the De-partment of Public Instruction website. The Plan for Accreditation Report from the Ad-vancED survey was distributed and the goals were reviewed.Teacher Report Katrina Whitley, Librarian, introduced her-self to the board and reported that she has purchased new shelving for elementary pic-ture books with the proceeds from the book fair held during parent/teacher conferences.Student Board Member Report Nick Hovey, Student Board Member, stated that the Student Council will meet tomorrow to begin planning Winter Fest. He thanked the board for the policy revision that allows inclusion of music and physical edu-cation credits on the grading scale.Exploration of Special Education Services Discussion was held by the board to deter-mine if there was interest in exploring other alternatives for special education services. It was moved by Duchscherer and seconded by Duda to go no further with the exploration of special education services. Roll call vote unanimous, motion carried.Facility Plan Mrs. Louters presented the completed Fa-cility Plan, which includes information used by the Department of Public Instruction to approve the school construction approval request for the construction project. It was moved by Eric Myhre and seconded by Duchscherer to approve the facility plan and the school construction approval request as presented. Motion carried unanimously.Pledge of Securities It was moved by Duchscherer and sec-onded by Eric Myhre to approve the Pledge of Securities as presented. Motion carried unani-mously.Concrete Bid for Playground It was moved by Duchscherer and sec-onded by Eric Myhre to approve the bid from Jesse Lesmeister for $18,650.00 for the 50’ x 90’ 5.5” concrete slab including rebar and labor for the playground basketball court. Motion carried unanimously.Out of State Travel Kent Brown was invited by ETS to be the North Dakota representative to Princeton, New Jersey to assist in the development of Praxis test standards for technology in-structors. All travel expenses will be covered by ETS. It was moved by Eric Myhre and seconded by Duchscherer to approve out of state travel for Kent Brown to Princeton, New Jersey. Motion carried unanimously.Archery As there are 67 students signed up to participate in the archery program this year, Mrs. Louters proposed adding one coach at the junior high coaching salary of $2595 plus benefits to assist Jamie Risovi with the program. It was moved by Eric Myhre and seconded by Grann to add the junior high coach as per the negotiated agreement. Mo-tion carried unanimously. Snow RemovalAs Joe Schuchard no longer has his snow removal equipment, Mrs. Louters reported that she received two bids for snow removal services and has chosen the lower bid for $73 per hour.Bus Repairs Discussion was held on the recent bus repairs to the Rocket Bus. The proposal is to eliminate the existing frontage roads in the city. Access roads will be built to proper-ties that do not have access by a side street. The state and city would see a substan-tial cost savings. The speed limit could be lowered but only after a study of the speed zone. The Board requested 30 days to re-search the proposal. Jill Louters for the New Rockford-Shey-enne School District was present about the school using the Brown Memorial for ar-chery. The school would need space to store the targets, bows, and net. The schools li-ability insurance would cover accidents but not the equipment. There was questions about damage to the building and other pro-grams. Allmaras questioned a letter from the Brown Memorial Advisory Committee, which recommend no weapon related activity to be allowed. As the school does not need the building until the next school year, no action was taken. Louters presented a variance for the school building intruding into the street right of way. The School Board has not acted on the variance yet. No action taken. Louters was requesting permission to block 5th Street off this summer. The construc-tion company that is remodeling the school could use the lot across the street for mate-rials and not have to worry about vehicles driving on the street. No action taken. Craig Voigt was present about vacating the streets and alleys in Sunrise Addition. Voigt needs to present to the city, a petition signed by the adjoining property owners. Voigt will present the petition at the next meeting. PWS Hirchert presented his monthly re-port. The month of January has been mostly quiet with just snow removal and a few lift station problems to report. Richter moved to accept the PWS report as presented. All-maras seconded. Motion carried. McKnight moved to approve the second reading of City Ordinance 10-02-04-C to be amended to read “twelve (12) feet above the surface of such street.” Ellingson seconded. In a roll call vote, all voted to approve. Mo-tion carried. Richter moved to approve local gaming permits for the New Rockford Fire Depart-ment and the New Rockford-Sheyenne School. McKnight seconded. Motion car-ried. McKnight moved to approve the housing incentives for Jose Gonzualez and Debbie Andrade and Chelsey and Michael Zeltinger. Ellingson seconded. With Richter abstaining from the vote, it was all for. Motion carried. Allmaras moved to designate Bank For-ward, Community Credit Union, and the Bank of North Dakota as depositories of city funds. Richter seconded. Motion carried. McKnight moved to approve the resolu-

tion for destroying records that are past their usefulness. Ellingson seconded. Motion carried. Ellingson moved to approve a special per-mit for the Eagles Aerie 2923 for a function at the St John’s Church. Richter seconded. Motion carried. McKnight moved to approve a building permit for Sarah Smith Warren. Ellingson seconded. Motion carried. The Auditor informed the Board that Jon Johnson has resigned as the Park & Recre-ation Manager. Eddy County has returned one parcel of property for nonpayment of taxes. The city will do research into Zoning Committees and Board of Adjustment. Ellingson moved to increase Susie Sharp’s salary by three percent for 2018 with back pay to January 1. McKnight seconded. In a roll call vote, all voted to approve. Motion carried. McKnight moved to increase Mary Seiler’s salary by three percent for 2018 with back pay to January 1. Allmaras seconded. In a roll call vote, all voted to approve. Mo-tion carried. Richter moved to approve the $5,000.00 annual support for the New Rockford Golf Club. Ellingson seconded. The Board dis-cussed the New Rockford Golf Club using the city’s air compressor. In a roll call vote, all voted to approve. Motion carried. The bill for the New Rockford Golf Club using the air compressor will be dropped. Richter moved to authorize President Packard to sign the Mutual Aid Agreements for the New Rockford Fire Department. El-lingson seconded. In a roll call vote, all voted to approve. Motion carried. After a discussion on the NDDOT propos-al for closing the frontage roads on Highway 281, the Board decided to have a special meeting to discuss it with the property own-ers. The meeting was set for February 20 at 7:00 p.m. in city hall. The Auditor is to notify all the property owners that will be affected by the project of the meeting. Uniform Center ....................................17.98Water Resource ..............................9,871.53 OLD BUSINESS: The moving of the Vet-erans Services Office to the County Agent’s building was discussed. The lease with Gar-rison Diversion is for the County Agent’s of-fice only. The Commissioners are waiting for a return phone call from Garrison Diversion to clarify this issue before any more action will be taken. NEW BUSINESS: Calvin Packard, Presi-dent of the New Rockford City Commission, attended the meeting to ask for support from the Eddy County Commission for the water line and system improvement project proposed by the City of New Rockford. Jeff Pfau made a motion that the Eddy County Commission support the project and Glenda Collier seconded it. The motion carried. Neal Rud, Chairperson, signed the Certification of Significant Community Support form provid-ed by George Ritzke, City Auditor. James Myhre, ND Game and Fish De-partment, attended the meeting to explain what their department can provide as far as signage and park regulations at the Warsing Dam. Sheriff Paul Lies was called into the meeting at this time to get his opinion. The Commissioners approved three signs and a list of regulations to be posted. Sheriff Paul Lies gave an update on the sheriff’s department and explained the on-line training program that he will be using to complete some of the deputies’ required continuing education and training. Glenda Collier made a motion to designate Bank Forward and Community Credit Union of New Rockford as the depositories of pub-lic funds for Eddy County. Jeff Pfau second-ed the motion and the motion carried. Jeff Pfau made a motion to approve the Pledge of Securities and it was seconded by Glenda Collier. The motion carried. Jeff Pfau made a motion to approve the lease agreements with Eddy County 4-H Clubs for use of the fairgrounds for July 10 through July 17, 2018 for 4-H Achievement Day, September 7 through September 10, 2018 for 4-H Roundup, and September 20 through September 24, 2018 for the Steam Threshers meal. Glenda Collier seconded the motion and the motion carried. Kristy O’Connor, Emergency Manager, was called into the meeting. She would like to resign from the position as Emergency Manager. This position requires around ten hours per week and courthouse employees will be asked first if anyone is interested in filling this position.
