INVOCATION 

REP. ILAGAN. Let us all bow our heads in prayer and put ourselves in the presence of the Almighty.  

Almighty Creator, Bathala, Ginoo, Magbabaya, Allah, God of history, by whatever name You are called by our  people, we implore Your presence and guidance today. 

As we carry out our mandate as legislators, we ask for the gifts of tolerance, understanding and compassion.Make us instruments of Your divine will, vessels of concern for the poor and the downtrodden, and models of commitment and service for those who have less in life and who therefore deserve more in law. 

Make us listen to the cries of our people for relief from economic tribulations. Make us sensitive to the plight of women and children who must cope with the varying forms of injustice, oppression and exploitation. Make usrespond to the call for help from various sectors of our society — the urban poor who face trials such as the

impending demolition of their houses; the Lumads who face the loss of their ancestral domain; the farmers who till

the land which are not their own; the workers who must contend with the threat of unemployment; and the familieswho constantly struggle to keep body and soul together.

reading measures either on First and Second Reading, particularly measures of national concern. For example, Mr.Speaker, my attention was caught by this very important measure regarding the GOCCs because that particular measure purportedly dealt only with decreasing the salaries and allowances of GOCCs. However, there is a

 provision in that same measure, Mr. Speaker, which Senator Joker Arroyo noticed, na nakalusot dito sa House.Frankly, I do not know which because we are so used to just listening to the statement, ―having no more

interpellators and so, we move that this bill be approved.‖ So, will the good Chair explain to this Representation

kung paano ho ba iyon, kunyari, itong House Bill No. 4647, entitled: ―An Act Defining ‗Unprogrammed Funds‘ and

Prohibiting Legislators from Appropriating Funds Therefor, and For Other Purposes.‖ Is it our practice to just listen

to the reading of the titles of these particular measures, without having all of us really apprised as to what are these

as the additional manifestation of the distinguished Representative from Davao del Sur on the bills of nationalimportance that will be taken up on the floor, the member of the Rules Committee should at least apprise the

Minority that the same will be taken up on the floor. Let me assure him and the Members of the House that no bill or any resolution will be taken up on the floor unless we have secured the consent of, at least, the Minority Leader, Mr.

Speaker. REP. CAGAS. Mr. Speaker, distinguished Majority Leader, thank you very much. I am very satisfied with the

explanation. But before I go, may I just point out that, Mr. Speaker  — and this is on another note — we haveapproved the General Appropriations Act in December of last year. I have here, Mr. Speaker, a map of the Digos-Cotabato road which our colleagues from North Cotabato — Cong. Jesus Sacdalan and Cong. Nancy Catamco — the

other Congressman from Maguindanao and myself traverse on a daily basis. I am just surprised why, up to now,

agencies such as the DPWH has not received any allocation from the national government, considering that we haveapproved in record time the General Appropriations Act for this fiscal year. In other words, this Representation isstrongly inquiring as to the status of our Special Allotment Release Orders or SAROs and honestly, I do not knowhow they look like anymore, Mr. Speaker. 

THE DEPUTY SPEAKER (Rep. Daza). The Majority Leader will please respond. 

REP. GONZALES (N.). Much as I want to respond to the Gentleman, Mr. Speaker, at best we can only refer hisquery to the Chairman of the Committee on Accounts who may be the best person to answer the query, Mr. Speaker.

REP. CAGAS. I thank the Majority Leader but I believe, Mr. Speaker, that our Chairman of the Committee onAccounts should also look after the other Members of Congress. 

REP. GONZALES (N.). Committee on Appropriations. 

REP. CAGAS. Whether one is with the Minority or the Majority, Mr. Speaker, we should make representationswith the DBM Secretary, Mr. Speaker, because it is almost June and yet, majority of the Members of this Chamber 

have not yet received any SARO. I hope the Majority Leader can understand where my frustrations are coming from because we are losing appropriations for our scholars, for our hospitals and for our projects where majority or all of 

our PDAF goes, Mr. Speaker. This is one of the concerns of this Representation, Mr. Speaker, because we have beencalling the DBM and I am very sad that the DBM today has become like a fortress where we cannot get anyinformation at all. Ano bang tinatago sa DBM, Mr. Speaker? 

THE DEPUTY SPEAKER (Rep. Daza). The Majority Leader would like to respond. 

REP. GONZALES (N.). As I have said, Mr. Speaker, unfortunately, we can only respond to parliamentary

inquiries, and the inquiry refers to the delay in the release of the Special Allotment Release Orders by theDepartment of Budget and Management. So at best, Mr. Speaker, we will just refer the query to our distinguishedChairman of the Committee on Appropriations. 

THE DEPUTY SPEAKER (Rep. Daza). All right. 

REP. CAGAS. One more thing, Mr. Speaker. I do not like the rumor being spread in our dailies that the reason

why our SAROs are being withheld is that there is a move to replace our Speaker. It is unfair to the sitting Speaker of the House, for him to be used as a leverage by some interested parties who would like to become the Speaker of 

this House, as the cause of the delay of the releases of our SAROs, Mr. Speaker. I hope the leadership of this Housewill make a strong stand in making representations to the DBM Secretary because, after all, we the Representativesof our people are supposed to be the representatives of our bosses, not only the voices, who are our respectiveconstituencies.
