Dear EE National Leadership Team,

Permit me, please, to introduce myself. My name is Harry Goodhew. I haveserved for some 20 years as a member of the International Board ofEvangelism Explosion. I have been charged with a particular responsibilityand it is in that capacity that I am writing to you

NEWANDEXCITINGPHASEOFGROWTH

EE is embarking on a new and exciting phase of its growth: a phase that willbe extremely challenging but also full of wonderful promise. I want to sharewith you about it.

NEWCHALLENGE

The growth of Evangelism Explosion over the past two decades has beenremarkable. However, the organisational structure put in place 20 years agodoes not serve well the challenges of operating this dynamic and growingministry in a global environment.

INTERNATIONAL BOARDESTABLISHES TASKFORCE

Recognising this, the International Board, in March 2007, established a TaskForce commissioned to bring to the Boards meeting in March 2009,recommendations for fresh structures capable of facilitating more effectively

the goals of Evangelism Explosion around the world. These recommendationswere submitted, received, and voted into operation by a motion of the Boardat its meeting on March 13.

RECOMMENDATIONS GREATERVOICEANDINFLUENCETO NATIONAL MINISTRIES

One of those recommendations established a mechanism for giving greatervoice and influence to National Ministries that have developed over theyears. The plan is that approximately every 3 years a Congress ofMultiplying Nations will be held. Each National Ministry that has reachedthe Multiplying phase in its development is to be invited to participate and

to be represented by up to 3 persons from the leadership of that ministry.These representatives, together with Regional Directors and Vice Presidentsfrom around the world, will join in planning, problem solving, encouraging,and strategising for the ministry of EE both globally and regionally.

WHATISA MULTIPLYING NATIONANDWHYISTHECONGRESSCOMPOSEDOFMULTIPLYING NATIONS?

Our National Ministries have been grouped into three categories expressingthe stage of development of each. These categories of development havebeen framed for the purposes of helping Nations both to mature, and to

maintain, their ministry at an optimum level. A chart has been createdassigning each Nation to a category that represents the stage of the ministryin that Nation. In allocating each Nation to a growth and maturity category itwas important to establish criteria that would be, objective and measurable.The following criteria were agreed upon.

MULTIPLYING NATION1. Signed EE Covenant2. Functional Board of Directors3. National Director4. Full- or part-time, paid Field staff5. Self-supporting (with annual budget)6. Annual Action Plan7. Materials available in the nation8. Significant inter-denominational representation of the national church

community9. Active EE ministry strategically multiplying and implementing

churches nationwide10.Assisting other nations by working with EE International staff to

develop EE ministries, supplying finances and/or personnel11.Officially registered as a legitimate entity, where possible

GROWING NATION1. EE International assisting in leadership (Partnership Agreement to be

created)2. National Advisory Council (Group or Committee)3. National Coordinator

4. Materials available in the nation5. Partial inter-denominational representation of the national church

community6. Limited EE ministry multiplying and implementing churches in several

areas of the nation

EMERGING NATION1. EE International directed2. EE Contact person3. Materials available in the nation

The decision to invite Multiplying Nations was taken because their stage ofgrowth would bring the greatest experience of ministry development to thetable for discussion and planning. Our great desire is for all NationalMinistries to grow into the Multiplying category and be able to contribute

to our global ministry. We look forward to that time.

Your Vice President and/or National Director will be able to talk further withyou about where your National ministry is located in this threefold grouping.

FIRST CONGRESSOF MULTIPLYING NATIONS MARCH 22-26, 2010 INMALAYSIA

I have been asked to act as the Director of the first of these Congressesbeing planned for 2010. A Congress Task Force has been appointed to join

me in the planning operation. The EE Malaysia Board and the Rev. Voon YuenWoh have consented to play a major role in mounting this Congress in KualaLumpur, Malaysia. The dates we have selected are March 22-26, 2010. Assoon as we are able, we will provide with more detailed information aboutthe location, costs and other related matters.

Though the Congress is for representatives from Multiplying Nations wewant all National ministries to be informed about the Congress and itspurpose, and the vital role the Congress will have in the future ministry ofEvangelism Explosion. We want to stress especially the importance of theparticipation of every Multiplying Nation. We ask you for your prayers for

the planning involved. We also ask that you to prepare to attend yourself andto promote the significance of the occasion to all concerned.

To those National Ministries not yet within the Multiplying category wewant to say once more, that we eagerly anticipate your growth into theMultiplying grouping so that EE across the globe can benefit from yourcontribution to the life and effectiveness of future Congresses

THE VISIONOF EE INTERNATIONALIS:

Every Nation equipping every people group and every age group to witnessto every person.

THE CONGRESSWILLAIMTHEREFORE:

1. To enhance and advance the continental, national, and specialistministries of EE by developing strategies designed, under God, toachieve our global vision;

2. To promote fellowship, deepen commitment, facilitate prayer and theexchange of ideas, to strengthen our spiritual lives, and to encourageus all in this grand work;

3. To contribute to the creation of a form of Covenant with EEInternational that will assist National ministries to prosper, helpmaintain the integrity of EE material around the world and over time,stimulate new developments and initiatives, and be an aid, not only toadvance the ministry in every possible way, but also to keep itcohesive and well integrated.

4. To promote to the Board of EE International recommendations forpolicy decisions with respect to issues that may require their approval.

THE CONGRESS PURPOSEISTOASSISTALL NATIONAL MINISTRIES

In short, in this Congress, and in those that will follow in subsequent years,we purpose, by the mercy of God and the gracious work of the Holy Spirit, toassist one another to fulfil Christs command to make disciples of all nations:

By strengthening the LIVES of participants

By strengthening the MINISTRY in all its forms

By strengthening the NATIONS in all their work and witness

To prepare to meet your travel costs to and from Kuala Lumpur,and the Congress charge to be paid by each participant.
