The 17th EPA Congress is hosted by the German Parking Association Bundesverband Parken this year in combination with the exhibition Parken. The congress presents and discusses current and especially future trends and developments in the parking industry.
»Parking in the World of Tomorrow« and the relevance of parking for urban mobility are major themes. The trade exhibition Parken offers extensive opportunities for information and networking. I wish the congress and the exhibition a good progress and to all visitors a lot of useful insights.

The quality of our Congress is also the best ever and we have attracted many influential, thought provoking and notable speakers, as well as some of the future stars of the parking world. Not forgetting that there is play, as well, as work, we have put together our usual social program to keep you entertained outside working hours.
Berlin also offers much for visitors to see and experience as a very vibrant city with a great heritage and historic features both old and new.

In the year 2004, as part of the doctor thesis, a questionnaire was sent to municipalities in whole Germany to learn about the parking management, the amount of parking facilities and other questions concerning the field of parking. More than 130 municipalities have sent back the questionnaire, so that there was a good overview about the parking management in Germany at that time. Now, ten years later, the same questionnaire was sent to the same municipalities to ask the questions one more time. The presentation will show how parking management has changed in the last ten years. Also data from other European countries will be considered.

For parking managers, the mega trend of urbanisation implies permanent infrastructure-related challenges. These are compounded by the increasing empowerment of consumers as a result of progressing digitalisation. The customer that organises life via smartphone and internet is growing dynamically. For a sustainable mobility, the city of Barcelona improves access to the city by public transport and dissuade the private vehicle. Since 2005 a regulated system of road-side parking is working, with two objectives: to discourage private vehicle trips and facilitate residents parking. In 2015 the surface sites are 130.430 to car, 47.889 of them are regulated. The implementation of a carsharing system would mean a change in the conditions of demand for parking in the city.

The parking problems state one of the most important challenges for decision makers in modern agglomerations. City sprawling and enlargement of travel distances imply on mode choice decisions. In the result, one can observe increasing traffic and decreasing of public transport share in total trips. Within the paper it will be shortly characterized the paid parking system in Poland with special interest of Cracow case with the brief analysis of its operation. Important part would be devoted to Polish legal regulations which affects the effectiveness of the implemented parking policy. On the case of Cracow, it will be described a proposal how to extend the parking zone and how to convince citizens to it.

In almost all European countries the electronic (card) payment of parking fees is increasing rapidly although interchange is decreasing. E-payment is becoming more and more the norm. Innovative technologies and services, together with constantly evolving regulations can make the subject of e-Payments a nightmare for parking operators (private and public). The EPA White Paper »European Parking Industry e-Payments Landscape« seeks to help operators understand the complex subject of e-payments and find answers to questions such as: What are the right long term investment decisions? Who can I trust? Which emerging trends will last? What is the true value of the services I am being charged for? The presentation is divided in two parts: Part 1 Covers the electronic (card) payment system across Europe. It explains the players and their roles, the payment instruments and the challenges faced by the operators. Part 2 Explains the benefits of implementing the IPIPS (International Parking Industry Payment Standard) »powered by IFSF«. IPIPS is EPA’s solution to help operators meet the challenges they are facing with e-Payments.

Global trends in urban mobility clearly can be summarized as »mobility goes digital«. More easy access via internet and mobile devices is a key driver for changes in current and new business models. BMW’s Strategy Number ONE is taking global trends into account and gives a clear statement: »BMW will become the leading provider of individual premium mobility«. Therefore, BMW is engaged and is further investing into Digital Mobility Services. As a first step BMW successfully established the first free floating carsharing service DriveNow. Highest customer satisfaction and profitability do guarantee market success throughout Europe.

Most people view parking meters as a necessary evil, or perhaps just evil. Although meters can manage curb parking and provide public revenue, they are a tough sell to voters. A new kind of meter, however, can change the politics of parking by allowing cities to give price discounts for residents.

Efforts of municipalities to reduce car use in urban areas have resulted in lower occupancy rates in parking facilities both on- and off-street. To increase occupancy rates, parking organizations have a variety of tools at their disposal, ranging from discounts on parking tariff to the supply of extra services like a car repair facility. During many years, the Urban Planning Group of Eindhoven University of Technology conducted studies regarding car drivers’ reactions on various parking related measures: change in parking tariffs, walking distance, opening hours, design of parking, etc. This paper describes some recent examples of offers and features that municipalities and parking companies could use to attract car drivers to certain parking facilities.

Integrating car parking facilities with public transport in Park and Ride (P & R) facilities has the potential to shorten car trips, contributing to more sustainable mobility. There is an on-going debate about the actual effects of P & R on the transport system at the subregional level. A key issue in this debate is the relative attractiveness of city centre car parks, P & R, and public transport to car users. The paper presents the findings of a comparative case-study based on a field survey of 721 P & R users and 564 city centre car park users conducted in the city of Bath, UK.

The City of Amsterdam has digitalized the parking processes. This was a journey that lasted twelve years. It resulted in a considerable increase of process quality, in less fraud and in a firm cost reduction. But also it created a base for better service to the public. All parking rights are issued and enforced VRN-based (license plate based) and this enables new services stimulation more intelligent use of the public space in Amsterdam. After process improvement, strongly enforced by digitaliza-tion, the present focus is on the shift from parking place to public space.

Formal Concept Analysis (FCA) is a recent technique for Data Discovery in Big Data. In this paper, first-hand experiences with Formal Concept Analysis of Parking Data for a mid-size Dutch municipality are presented and discussed. The results suggest improvements for the Parking Policies of the municipality in the study. This study was performed with open source discovery tools. The results invite for further and deeper applications of FCA for Parking data, whereby privacy in the data remains a non-trivial factor.

Parking has become an information-centric industry operating on real-time data. Collecting valuable real-time parking data from all forms of parking necessitates utilization of different state-of-the art sensing technologies and interfacing disparate data sources. Such parking data are, however, in great demand both enter-prise-internally and by external systems to support operational decision-making, dynamic guidance, payment processes, and parking enforcement. Real-time data originated by separate sources are typically behind diverse interfaces, in different forms and available in unsynchronized pace. Thus, data must be bridged together in order to be utilized, visualized and further published through standardized interfaces.

The aim is to discuss the effects of pre-booking services on parking trends and customer decisions. As a provider of pre-booking systems, ParkCloud has gathered data over the past 6 years from around 750,000 per year, from over 10million website visitors per year, which has allowed comprehensive analysis of hundreds of statistics and trends.

Nowadays, parking pricing is a very useful tool for cities in order to have an efficient parking policy. This thesis aims to investigate the effect of tariff changes on parking demand in the city of Hoorn, The Netherlands. Price elasticities are used to analyze the sensitivity of demand in terms of parking duration and the amount of parkers. Internal and external factors are used to explain the results. For the on-street locations, inelastic demand is found both in terms of parking duration and amount of parkers. For the garages, the demand is elastic in terms of parking duration. Contrary to the theory, elasticities larger than zero in terms of the amount of parkers are obtained for the garages. The overall conclusion is that the municipality of Hoorn should not be afraid to raise their tariffs, since the demand for parking is considered to be inelastic in general.

The strategic objective of the EU-funded project PUSH & PULL (P & P) is to promote sustainable urban mobility by combining parking space management (PUSH) with mobility management (PULL). Introducing paid parking, increasing fees, reducing supply will push drivers to more sustainable transport. The income from parking is used to improve and promote alternatives, thus pulling users towards more sustainable transport. P & P develops good arguments, case studies and organizes training sessions for practitioners all over Europe.

Discussion on trends in urban development and mobility, relevant for the parking industry. Over the last few years EPA has set up some project groups, delivering guidelines or contributing to standards, to facilitate the trends. Future focal points are the role of on-line information providers and parking service providers, multiple (public) usage of private parking facilities and the future impact of autonomous vehicles for parking.

EPA Award 2015
The European Parking Award has been established by the European Parking Association (EPA) as a biennial award for excellence in parking. The EPA Award is structured into five categories:
Category 1 New parking structures
Category 2 Renovated parking structures
Category 3 Public space on-street parking projects
Category 4 Innovative schemes in off-street parking
Category 5 Marketing & communication on parking Out of 38 entries the board selected the following shortlist:
All shortlisted entries were visited by an international expert jury and the jury decided who wins an award. In addition there will be a discretionary jury’s award if a non-winning entrant is considered of particular merit.
The objective of the awards is to promote qualitative improvements in public car parking both on- and off-street including contribution of parking policy to Sustainable Urban Mobility Plans. In particular, the awards seek to promote improvements in services provided to the customers, effective and sustainable management of the facilities and contribution to urban development. The awards also promote the development of good working practices in on-street parking. Publicity for the awards will also improve the image of the parking sector.
The awards will be presented in a special ceremony during the 17th EPA Congress in Berlin on Wednesday, 23 September 2015, at 16:30 hrs. The panels of the shortlisted entries will be presented in the foyer 1 of the Estrel Convention Center.

Ralf Bender Parallel to his job with Deutsche Bank, Ralf Bender enrolled in a degree program in banking and finance. Until 1996, he served as Head of Retail Non-Food and Consumer Goods Europe at Deutsche Morgan Grenfell Frankfurt/London,
among other positions. Next, he worked for METRO in a variety of positions, most notably as Head of Finance and Investor Relations and most recently as Managing Director Real Estate for METRO Group Asset Management. He was eventually appointed to the supervisory boards of various group subsidiaries. Following a stint as CFO of Majid al Futtaim Properties LLC (2006 through 2010), he moved on to become CFO of APCOA PARKING. In May 2011, he was appointed CEO of the European APCOA PARKING Group.
Edgar Bijl is a recently graduated economist. His specialization is Urban, Port and Transport Economics. Currently he is looking for an opportunity to launch his career in the logistics sector.
William ›Billy‹ Clayton I am a Research Fellow working in the Centre for Transport and Society, at the University of the West of England, Bristol, UK. I am interested in studying and understanding contempo-rary social issues in relation to our transport systems,
and my work to-date has focussed on a range of different topics, including: passenger experiences of public transport, travel-time activity and the valuation of time, digital technology and transport, Park and Ride usage patterns, family experiences of cycling, and mapping people’s travel using GIS. I am currently working on two projects: Family Rituals 2.0 and the Local Sustainable Transport Fund evaluation. In addition to my role as Research Fellow, I am also the project manager for UWE’s Student Capital project, as a part of Bristol Green Capital 2015. Before starting my post as a Research Fellow I completed my PhD in transport studies.
Guido Dedene, born in 1956, has a PhD in Sciences (Mathematics), which he received at the Catholic University of Leuven (KU Leuven, Belgium). He is a full professor in Management Informatics at the KU Leuven and a professor in Development of Information
and Communication Systems, section Accounting/Auditing at the University of Amsterdam Business School. Guido Dedene is involved in ICT Innovation companies, such as Inno.com (Board Member/Auditing Committee/Advisory Council), DENION (Knowledge Partner), Collibra (Semantic Technologies, Board Member) and SAI (Board Member). He became recently member of the Scientific Advisory Board of the European Parking Association, researching innovative solutions for Parking and Mobility in Large Municipalities.
Jan Willem Doorenbos is working closely with the BLE and Beacon manufacturing community in the development of effective use cases. Mr. Doorenbos specializes in the use cases for proximity marketing in the connection of parking and retail environments.
At this time Mr. Doorenbos follows a couple of interesting develop-ments in the realm of parking and retail. In his home country The Netherlands Mr. Doorenbos is setting up a concept store environment in order to analyze customer adaption and changing customer behav-
ior as a result of proximity marketing technology. He was actively involved in cutting edge ICT developments with the support of the EC. One of which was the first VR animation project in 1999 together with SARA – the computing center of the University of Amsterdam. Another one was the total redesign of the Eurostat data display which is now in use as TableGraphMaps.

Ali Lattunen is a technology specialist at Finnpark Ltd, Finland. He graduated from the Jyväskylä Univer-sity, Finland, in the year 1995 with master degrees in mathematics and computer science. He spent 16 years at VTT Technical Research Centre of Finland doing
research and leading projects related to systems and applications for road traffic, mobility and especially parking. He joined Finnpark in 2011 and is currently working with R & D on customer services, data mana gement, information systems, and guidance for car parking, as well as leading major car park equipping projects.
Peter Martens, Q-Park NV Corporate Director Business Intelligence, obtained a Master Degree in civil engineering, transportation planning at the Tech-nical University Delft. He held several positions in transportation planning & logistics consulting and
marketing and has 40 years of experience in transportation planning and parking. He is chairman of the Policy & Strategy Committee of the European Parking Association and vice president of Vexpan (the trade repre sentative organisation for the parking sector in the Netherlands). He worked in consultancy and project mana gement in transpor tation planning, logistics and information technology at DHV consultants, Unisys and Tebodin Consultants & Engineers for 25 years, before joining Q-Park in 1997 as head of Research & Devel-opment and moved in 2002 to the position of Corporate Director Business Development at the international office.
Giuliano Mingardo is senior researcher and lecturer at the Department of Regional, Port and Transport Economics (RHV) at Erasmus University Rotterdam and founder of the Mobility Management Academy. He has worked in academia since 2000 on
several research projects both at national and European level mainly
in the fields of urban transport. He is lecturer in transport economics at both Bachelor and Master level. He is specialized in parking policy and mobility management and regularly advises local governments and large companies on these issues. Giuliano is involved in several EU-funded projects involving parking and mobility. He is an acclaimed speaker both at national and international level and organizes master classes for professional audiences as well.
Valentina Moise joined ParkCloud in summer 2011 as head of Italian business development. After leading this market to one of the company’s most profitable, she steered the Marketing department to the same success. Today, as Business Development Manager of ParkCloud,
Valentina is fully involved in both the company’s expansion and the development of their pre-booking products. Her background in anthro-pology and teaching also has proved invaluable to increasing the com-pany’s international coverage and translating an effective business model from one market’s culture to the next.
Robert Pressl is employed by Austrian Mobility Research FGM-AMOR since its founding in 1993. He has a University degree in Geography. The main fields of work are active transport, mobility management and marketing, innovative transport concepts, as well as project devel-
oper, coordination, know-how-transfer and dissemination of EU-projects. He is the co-ordinator of the ongoing Push & Pull project. Among others he co-ordinated for 7 years (2006 – 2013) the transport information portal ELTIS – (incl. the platform on Sustainable Urban Mobility Plans).
Petra Schäfer Professor for Transport Planning at Frankfurt University of Applied Sciences. Her dissertation in 2004 was about Alternative Methods for Parking Duration Control and for Payment of Parking Fees. She has published widely on transport issues and parking.
Current research projects include projects with the topic Electromobility, logistics in the inner city and parking. She is leader of the FGSV (German Road and Transportation Research Association) working group »Parking«, Director of the ZLMN (Centre for Logistics, Mobility and Sustain ability and member of ITS Hessen e.V. (Intelligent transport and traffic systems)).
Donald Shoup is a Distinguished Professor of Urban Planning at UCLA, where he has served as Chair of the Department of Urban Planning and as Director of the Institute of Transportation Studies. His book, The High Cost of Free Parking, has drawn widespread praise for
revealing how better parking policies can improve cities, the economy, and the environment. In the book, Shoup recommends that cities should charge fair market prices for on- street parking, use the meter revenue to finance added public services in the metered neighborhoods, and remove off-street parking requi rements. Shoup is a Fellow of the American Insti-tute of Certified Planners, an Honorary Professor at the Beijing Transpor-tation Research Center, and the Editor of ACCESS Magazine.
Andrzej Szarata, head of Department of Transporta-tion Systems at Cracow University of Technology and vice director of Institute of Road and Railway Engineering. The author of over 60 scientific papers covering many transportation issues: parking lot analysis, induced
demand modelling, modal split modelling, efficiency estimation of trans-
port investments. Doctoral dissertation (2006) was devoted to Park and Ride modelling and was first scientific analysis of such system in Poland. Habilitation monograph is focused on induced demand model-ling. He was involved in many EU projects (the most important: Caravel, MAX, TRACIT, GSP and others) and is trustee of Polish Association of Engineers and Technicians of Transportation as well as member of board of advisors to the Mayor of Cracow.
Claas Tatje, born in 1979, is an editor with DIE ZEIT and writes mainly on the EU’s economic policy and mobility issues. During the economic studies in Han-nover placements led him to Handelsblatt, Stern and Spiegel. After visiting the German School of Journalism
(Deutsche Journalistenschule) in Munich he worked for leading newspa-pers in New York (2007 – 2008) and Brussels (2008 – 2011). In spring 2014 Tatje published his first non-fiction »Fahrtenbuch des Wahnsinns – Unter-wegs in der Pendlerrepublik« (Logbook of madness – Getting around the Republic of commuters).
Richard Thoma With more than 40 years of manage-ment experience (executive, BU management, own business) in various fields (Banking, Retail, Professional Services) Richard has developed a broad range of skills and has a true international experience covering mostly
international projects. Richard held several key positions: Senior Man-ager with Accenture as Card expert and European Cards Lead, Director with ADN Conseil (card consulting practice), NeX+ President, Bank of America, IBM amongst significant roles. Richard has been the Chair of the EPA e-Payments Tasks force since early 2011.
Peter van der Waerden After finishing the education of Transportation Engineer at the National Academy of Transportation in Tilburg, Peter started in 1986 his aca-demic career at the Urban Planning Group of Eindhoven University of Technology. In 1988, he received the aca-
demic degree in Human Geography at the Utrecht State University in Utrecht. Peter presented the results of many parking related studies in various journals and at international con ferences. In October 2012, Peter received the doctoral degree for the development of a parking analysis model for the prediction of effects in local areas.
Nigel Williams has worked in the parking business for 30 years. He held senior management positions with Vinci Park and Q-Park. He founded and directs two park-ing consultancies: Parking Matters Ltd in the UK and Statiom SAS in France. Nigel is Chair of the Board of
Directors of the British Parking Association, a member of EPA’s Policy & Strategy Committee and co-chair of the European Parking Association’s e-payment initiative.
Joyce Zwaan is currently Program manager at the city of Amsterdam. In her last program she was responsi-ble for the implementation of new parking policy and the disclosure and use of parking data. In her new program she is responsible for the Implementation Agenda Mobil-
ity which among other things, contains measures for making better use of public space and better traffic flow for different modalities. She was involved in the whole process of professionalizing operational processes and parking policy for more than 15 years.

How to get to the city center
You can reach the city center easily by public transport or by taxi.
The bus stop »Ziegrastraße« and a taxi rank are located right in front of the Estrel. Take the M41 bus line directly to Potsdamer Platz.
The »Sonnenallee« S-Bahn commuter train station can be reached on foot in only three minutes. Take the S42 S-Bahn commuter train line (Ringbahn) to the »Ostkreuz« stop or the S41 to the »Südkreuz« stop. From »Ostkreuz«, transfer to the S3 or S5 to get to the city center. From »Südkreuz«, transfer to the S2.
Public transport ticketsYou will require a single journey ticket for the AB zone costing 2.70 euros. You can purchase tickets at the BVG service counters, the BVG ticket vending machines located in the S-Bahn and U-Bahn stations or on busses directly from the driver (please have change ready for bus drivers).
