Cincuenta millones demuertos y la devastacin de decenas de pases, fue parte delprecD pagado por impedir que la barbarie y el totalitarismo seimpusieran a toda la Humanidad.Sin embargo, la paz f i rmada en 1945 no tra jo e l descanso paraquienes se han puesto como meta la construccin de un mundoen que la razn, la just ic ia y e l respeto sean las fuentes de ins-piracin que or ienten la conv i venc ia en t re lo s hombres y entrelo s pueblos.E n estos aos y en distintos lugares de la t ierra han surgidoy segui rn surgiendo, una y otra vez, in tentos para convert i r lafue rza, el terror, la dependencia y la explotacin en los instru-mentos con que se sujuzguen a pases y cont inentes. Se pretendeen cada caso impedir que el gen io c reador de los pueblos avancehacia la construccin de sociedades ms justas, ms democrt icasy m s libres.La lucha entre unas y otras fuerzas ha sido y ser larga. Hoy

a lcanza un a d imens in nueva y cada vez ms pujante en la medidaen que los pueblos va n adqu i r i endo c rec ien te conc ienc ia de suderecho a ser protagon istas en la determinacin de su futuro.Es te en f ren tamien to no t i ene f ron teras , pero e l objet ivo centra lde la Conferencia nos obl iga a precisar nuestra denuncia. En e lSu r de Amrica Lat ina, un pas de 10 mi l lones de habitantes, se

ha t ransformado en un foco que puede convertirse, si se imponenlos designios de quienes se concertaron para arrebatar le su liber-tad y sus conquistas, en un fac tor que impulse en otros puntosdel mundo los intentos de aplastar a otras Naciones. Chile, y eldrama que vive desde el 11 de septiembre de 1973, no es uncaso ais lado o la sola consecuenc ia de una cr is is in terna en lahistoria de ese pas. Al l se alcanz uno de los objet ivos de laestrategia del imperial ismo dest inada a mantener a todo un con-tinente sometido a su dominio.Debemos denunc iar que esta polt ica no se det iene simplementeen el marco Lat inoamericano. Sobran pruebas de cmo, sacandoenseanzas del desarrol lo de cada una de esas exper ienc ias , la sfue rzas regres ivas y enemigas del hombre apl ican sus modelos enun o y otro punto del orbe.La lucha del pueblo de Chi le y de quienes sol idarizan con ella,es la de todos los pueblos del mundo que combaten por su libe-rac in y por el derecho de elegir, de acuerdo a sus propias reali-dades, los camino s que les conduzcan a mejores dest inos.Hoy, aunque const reidos por la res is tenc ia y la sol idaridad,la dic tadura chi lena y Pinochet siguen en el poder al serv ic io delos in tereses de una minora e implementan las condic iones m a-ter iale s y pol t icas para ins t i tuc ional izar su rgimen. En este con-texto, ahora mismo, se desatan graves acontec imientos. El Go-bierno dic tator ial busca resolver el problema de los pris ionerosdesaparec idos preparando un nuevo ases inato bajo la ficcin dedeclarar los presuntamente muertos; acenta la repres in a lasf ederac iones y s indicatos disolv iendo y persiguiendo a sus orga-n i zac iones ms representat ivas y que cuentan con ce rca de mediomilln de t rabajadores afi l iados; reduce a niveles inconcebibles lacapacidad adquisit iva de l pueblo, condenando a toda un a genera-cin al hambre y sus fatales secuelas; reduce radicalmente lainversin pblica en salud, educac in, al imentac in, t ransporte, vi-v ienda e investigacin cientfica y tcnica; aumenta la desocupa-c in laboral a trminos desconoc idos en el mundo. En sntesis,impulsa la ms implacable agres in cont ra el pueblo chileno, comouna condic in bs ica necesaria para desarrol lar su esquema eco-nmico y poltico.Pero Chile no est de rodil las ni derro tado.A pesar de sus miles de muertos y de seres humanos hechosdesaparecer, y los mil lares de presos polticos que la solidaridada debido salvar y de los que an permanecen encarce lados o sonapremiados por el aparato repres ivo y terrorista ms siniestro desu historia, la lucha crece en contenido y amplitud. Los t rabaja-dores levantan con fuerza sus reivindicaciones; jur is tas y profe-s ionales enf rentan en e^ debate pblico la mascarada de unaconst i tuc in fasc is ta; las mujeres y el conjunto del pueblo seorgan izan en defensa de la v ida de sus fami l iares desaparec idos;la juventud mani f ies ta cada vez ms c laramente su rebelda.Toda esta lucha ex ige del mundo y de los demcratas unarespuesta.Un a respuesta coherente y conc re ta expresada en hechos y n oen dec lamac iones que no se correspondan a las conductas obje-t ivas. La lucha por el restablecimiento de la democrac ia , por unaparte, y el sostenim iento econ mico de las dictaduras, por laotra, son conductas i rreconc i l iables y cont radic tor ias. La defensade los Derechos Humanos debe comprender necesariamente la delos derechos polticos, soc iales y econmicos. Ellos son la baseimprescindible de la autodeterminacin de los pueblos y de su po -sibilidad de acceder a una v ida libre y digna. i*-~^,Frente a esto, hay una pregunta que no podemos cal lar: e nqu ha uti l izado la Junta fascista los 3.000 mil lones de dlares en-t regados en estos cinco aos por Gobiernos, Organismos interna-c iona les de Crdito y la Banca pr ivada? La respuesta es una sola:/se han invert ido en la compra de armas, sof is t icados elementos]para la repres in y han s ido absorbidos por dos o tres grupos f inan-cieros criol los y las todo poderosas t ransnac ionales.

Denunciamos enrgicamente aquel los Gobiernos e Institucionesque con esos recursos sost ienen el rgimen de Pinochet, lo con-vierten en una amenaza para la Paz del Cont inente y hacen m slarga y difcil la lucha de los demcratas chi lenos.Po r eso, junto con rec lamar el trmino de la ent rega de armasy recursos a la Junta Militar, exigimos el manten im ien to de losinstrumentos de f iscal izac in y proteccin de los derechos humanosen Chi le creados por la comunidad internacional, part icularmenteel grupo de Traba jo ad-hoc de la comisin de derechos humanosde las Naciones Unidas; el esc larec im ien to inmediato de la situa-cin de los desaparec idos y la sanc in de los culpables del ase-sinato del ex canc i l ler chi leno Orlando Letel ier.Esta Conferenc ia Mundial tiene el deber de asumir un compro-miso de acc in concreto para impulsar todas la s in ic iat ivas que ensu seno se han acordado. De esta manera responderemos adecua-damente al combate de las f uerzas po l t i cas y soc iales, de lasorgan i zac iones s indicales, de la juventud, de las mujeres y de lapropia Igles ia Chi lena.Se encuent ran aqu presentes fuerzas qu e deben impulsar ac -t ivamente el cumplimiento de las resoluc iones adoptadas en lasNaciones Unidas y en las numerosas reun iones in terna c ionales.H e m o s acog ido en nuest ros pases a c ientos de miles de per-seguidos por la dictadura. En la mayor a de los casos los hemos

RESOLUCIN DE LA MESA REDONDAJuristas y parlamentariosLa Conferencia Mundial de Solidaridad con Chile, despus de haberescuchado las informaciones aportadas por un gran nmero de juristas,parlamentarios y dir igentes de organizaciones sociales y polt icas dedi ferentes pases e ideologas , REAFIRMA:

I. La violacin de las l ibertades pblicas y de los derechos human ossiguen producindose s is temt icamente en Chile y ello const ituyeun reto para todos los hombres" y m ujeres del mundo, y para todoslos Gobiernos de espri tu democrt ico.I I . Esa situacin se ve agravada por la constante presin y la tenaz

interferencia de la Junta Mil i tar de Chile sobre los rganos de laAdministracin de Just ic ia: Jueces y Magistrados de los diversosniveles y la misma Corte Suprema de Just ic ia; in ter ferenc ia ypresin que no han encontrado la necesaria resistencia y reaccinpor parte de esos rgan os, sino ms bien la condescen dencia ycooperacin de la mayora de el los; y esas resoluciones de miem-bros de l Poder judicial, const ituyen un a verdadera denegac in dejus t ic ia y una colaborac in, en la prctica, a la dictadura imperanteen Chile.Ant e es a realidad, la Conferenc ia Mundia l de Solidaridad con elpueblo chileno, pide a todos los organismos jurdicos y polticosde l mundo, un a act iva vigi lancia sobre la actuacin de los Tribuna-les chilenos y espera de stos un a recta interpretacin y apl icac inde las normas jur d icas contenidas en la Constitucin de 1925arbi t rar iamente suspendida en algunos de sus preceptos, pero n oderogada por un Poder leg t imo, as como la eficaz proteccin delos derechos humanos, consagrados en los Pactos de la ONU, de 10de diciembre de 1966. rat i f icados en su momento y no denun ciadosdespus, por el Estado chileno.

III. E n especial, la Conferencia Mundial reclama una clara y categricaactuacin del Poder judicial hasta ahora dolorosamente eludidaante el hecho, a todas uces cond ena ble, de la situacin de msde 2.000 presos pol t icos, respecto a quienes su s famil iares t ienendatos f idedignos de su arbitraria detencin, o de su presencia enlocales de la polica, o en las crceles y campos de concent rac in,y de su sbita desaparicin poste rior, s in que haya n dado resulta-do alguno las gest iones por va diplomtica, ni los recursos deamparo interpuestos por sus fami l ias , n i siquiera la intervencin delas instancias superiores de la Iglesia Catl ica en Chile, que enreciente declaracin han recordado a las Autoridades judiciales sudeber de clarif icar todos estos trgicos casos.Para cooperar a ello, la Conferenc ia Mundia l propone que se des-place a Chile una Comisin de Jueces y Magistrados demcratas, af in de examinar la situacin y redactar un informe sobre las reso-luciones de los tr ibunales chilenos en estas cuest iones.

IV . Hay amplia coincidencia entre los juristas y los pol t icos, en apre-ciar e| peligro qu e en t raar an lo s intentos de l rgimen de Pinochetde " ins t i tuc ional izar la d ic tadura, bajo la apar ienc ia de -reformasdemocrt icas, encaminadas a consegui r un cierto grado de acep-tacin, una fachada de legalidad, y perpetuarse as en el poder.Especialmente grave es el proyecto de nueva Const i tucin- , qu eno emana del pueblo, en el que no intervienen los ciudadanos, atravs de sus legt imos representados, y que solamente buscaatenuar la grave cris is pol t ica in terna y el acoso in ternac ional qu esufre el rgimen de la Junta Mi l i tar ,Consc iente de el lo, la Conferenc ia Mundia l de Sol idar idad con elPueblo de Chile, denuncia el carcter regresivo y autoritario dees e -proyecto const i tuc iona l con todas sus graves consecuencias;y manif iesta su apoyo a las propuestas surgidas de los diversos sec-tores sociales de Chile en pro de la apertura de un proceso ver-daderamente democrt ico, presidido por un Gobierno provisional,que restablezca todas las libertades pblicas y convoque eleccio-n es libres, basadas en el sufragio universal, para el establecimien-to de una Asamblea Const ituyente, capaz de sanc ionar un a nuevaConst itucin pol t ica legt ima, qu e contribuya al restablecimientode la democrac ia en Chile.

V. Es de especial importancia que la ONU no slo mantenga, sinoque intensif ique su actuacin para el respeto de los derechos hu-manos en Chile, por ser esa accin internacional uno de los fac-tores esenciales junto a la accirv interior del propio pueblochileno para la res taurac in de la l ibertad y la democrac ia.

A tal efecto, la Conferencia Mundial de Solidaridad demanda a laAsamblea General de las Naciones Unidas, que prorrogue el man-dato del Grupo ad hoc para la invest igacin de las violaciones delos derechos humanos en Chile, nombrado, en su da, por la mismaAsamblea y que ha cumplido una tarea de alto va lor. Sus informes,objet ivos y fehacientes, han avivado la conciencia del mundo y hancontribuido a salvar muchas vidas humanas y a devolver la liber-tad a muchos pris ioneros polticos. Pero como an quedan inf inidadde personas en peligro y en caut iverio, el cese de las funciones dedicho Grupo ad hoc implicara, para el los, un recrudecimiento desu situacin, al t iempo que signif icara un retroceso de la ONU ensu misin humanitaria y de just ic ia.V I. Para cooperar a esa acc in , lo s par lamentar ios par t ic ipantes en estaConferenc ia, es t iman necesar io que la Unin Interparlamentaria Mun-dial refuerce su atencin a Chile, especialmente en lo que con-cierne al proyecto de Const itucin del Gobierno Pinochet; y

ResolucinEncuentro de mujeresLas mujeres par t ic ipantes en la Con f e renc ia Mundial de Sol idar idadcon Chi le, representantes de d i ferentes sec tores polticos, sociales y rel i-giosos del mundo entero se han reunido en una sesin especial paraanal izar la situacin que vive la mujer chilena bajo la dictadura militarfasc is ta y reforzar la campana de solidaridad con la mujer y el pueblode Chile.DE ESTE ANLISIS DESTACAMOS:

1. Que desde la i ns taurac in de la dictadura fascista del 11 de sep-t iem bre de 1973 la mujer chi lena lucha por la l iberac in de todo el pueblochileno oprimido por la dictadura, entregando abnegadamente su s esfuer -zos, su libertad y hasta su propia vida.2 . Estos esfuerzos ha n s ido dec is ivos en varios aspectos de la vidasocial de l pas para la subsistencia de los nios chilenos que, bajo ladictadura fas cista, sufren s erios problem as psicolgicos y sociales, edu-cat ivos y hambre mas iva.3. La mujer chi lena, junto a los t rabajadores y otros sectores dela sociedad part ic ipan act ivamente en la lucha cont ra la dic tadura.4. Por su tradicin histrica l ibertaria y por su lucha democrt ica,la s mujeres chi lenas se han conver t ido, en algunos casos , en fuerzamotriz para la movil izacin de la sol idaridad internacional, la cual ha obli-gado a la Dictadura a l iberar pris ioneros y hacer conces iones en con t rade su voluntad en materia de Derechos Humanos.

PO R LO TANTO RESOLVEMOS:1. Apoyo a todas las acc iones de la mujer chi lena (huelgas de ham-bre, encadenamientos, actos de masas, desf i les, part ic ipacin en la reor-gan izacin poltica y s indical de l pas y esfuerzos en mit igar lo s proble-mas gravs imos de los n ios ) .2 . Apoyo a! Departamento Femenino de la Coordinadora Nac ionalSind ica l , espec ia lmen t e al Encuent ro de Mujeres a realizar en nov iembrede este ao en San t iago (car tas , te legramas, d inero, par t ic ipac in dedelegaciones, etc.).Env iar regularmente a la OIT la documentac in acerca de la v io lac inde los derechos de los t rabajadores .Solic itar a ' la AFL-CIO el cumpl imiento de su promesa de boicotearel comercio y el t ranspor te de la d ic tadura chi lena.3. Mant enernos vigilantes en nuestros esfuerzos para exigir a la dic.tadura una respuesta veraz y concreta sobre la suerte de las mujeresdetenidas desaparec idas.Sol idar idad con la Agrupac in de Fami l iares de Detenidos Desapare-cidos y presionar para que el decreto sobre Muerte presunta sea des-enmascarado como un a art imaa legal y sea abol ido.4. Con t i nuar la lucha por los derechos de los nios chi lenos e in-cidir sobre el lo en la Con feren c ia Mundia l sobre lo s Nios a real izarsebajo el lema -Por un futuro de paz y seguridad para todos los n ios- ,en el marco del Ao Internacional del Nio proclamado por la ONU.5. Pres ionar para que el Pres idente de la Corte Suprema de Chilehaga pblico el sumario de la extradiccin de los asesinos de OrlandoLetelier.6. Apoyar la propos ic in de llevar a Hortens ia Buss i de Al lende comocand idata al Premio que ofrece la ONU con motivo del t r igsimo an ive r -sario de la Dec la rac in de los Derechos Humanos.7. Solicitar a la CEPAL que en la agenda de la Conferenc ia Cont i -nenta l sobre problemas econmicos se inc luya como punto espec ia l lasi tuacin de la mujer chi lena. A la vez redoblar nuest ra sol idar idad co nmotivo de la Conferenc ia Mundia l de la ONU al cumpl i rse a mitad de lDecenio de la Mujer .8. A esto se agregan los nuevos mtodos de represin que aplicala dictadura en contra de todas las formas de organizacin democrt icaque el pueblo chileno ha forjado en su lucha por la reconquista de lademocrac ia.El rgimen de Pinochet aplasta las aspi rac iones y anhelos de los j-venes, niega el derecho a la vida, est imula el odio y el bel ic ismo contraotros pueblos, est imula e l armamen t ismo. Con trariamente a sus propsi-tos, y a los del imperial ismo norteamericano, las fuerzas de la paz y elprogreso se desarrol lan ascedentemente.Hasta el Foro Juvenil de Madrid llegan los ecos de la lucha que enChile l leva adelante la juventud. Ms que nunca, su rebelda y su ansiade l ibertad, ha comenzado a plasmarse en mltiples formas de oposiciny de combativa movil izacin unitaria;La lucha de los estudiantes por el derecho a tener su propia organiza-cin independiente, las inic iat ivas de los jvenes art istas e intelectualespor el desarro l lo de las i ns tanc ias culturales, l ibres del tutelaje fascista,la movil izacin de la juven tud t rabajadora en torno a sus reivindicaciones,es el cuadro de fondo, sobre el cual la juventud chilena ha salido a lascal les para gritar con valor : Paz, Just ic ia, Libertad!

Esta resistencia es cada vez ms amplia y unitaria. Rene en suseno a nuevas fuerzas que se incorporan al combate ant i fascista en lalucha por la defensa de los derechos humanos, contra el hambre, lamiseria y la destruccin del pas, que l leva adelante la dictadura dePinochet. Valoramos altamente los espacios pblicos que la accin delos demcratas chilenos, pese a la represin, conquistan da a da. Eneste sent ido reviste importante signif icado la movil izacin de l puebloen contra de la institucionalidad ant idemocrt ica y retrgrada que ladictadura intenta implantar. Hoy, ms que nunca, es necesaria la movi-l izacin de la sol idaridad in ternaciona l para robustecer la lucha del pue-blo chi leno por la democracia y la l ibertad.Sabemos, que ni los peores crmenes de l fascismo de Pinochet, podrnaplastar el sentimiento libertario y la decisin de lucha del pueblo y lajuventud chilenos. Conclusionesdel ForoSindicalLos dirigentes sindicales asistentes a la Conferencia Mund ia l de So-lidaridad con Chile, realizada en Madrid, del 9 al 11 de noviembre de 1978,hacemos la declaracin siguiente, en representac in de millones de traba-jadores de todo el mundo y de sus Organ izaciones:Hemos concurrido a esta Conferencia para reafirmar dicha solidaridad,para hacerla an mas eficaz, para- dar un nuevo impulso ai aislamiento dela dictadura fascista de Pinochet, para in tensi f icar la lucha contra ladest rucc in y fascist izacin del movimiento sindical chileno en que estempeada en la actualidad la Junta Militar chilena.Hemos considerado y valorado las informaciones entregadas por loscompaeros de la CUT de Chile sobre la situacin sindical actual y quese caracteriza por:1. La situacin de miseria y desempleo de los trabajadores de Chilea consecuencia de una polt ica econmica qu e slo favorece a los sec-tores oligrquicos y a grandes consorcios internacionales.2. E l arrasamien to de todos los derechos polticos y humanos en fra-grant violacin de los acuerdos de la comunidad internacional, de lasresoluciones de las ltimas cuatro Asambleas Generales de las NacionesUnidas y de los llamados de otras Organizaciones qu e representan a laopinin pblica mundial.3. La l iquidacin de toda l ibertad sindical en Chile; la prohibicin detoda l ibertad de los asalariados para elegir a sus verdaderos dirigentes;

la expulsin de quienes eran verdaderamente sus representantes y laimposicin de otros, elegidos por la dictadura, para conferir a los' sindi-catos un a direccin vert ical ajena a toda democracia y a toda expresinverdadera de los intereses de los trabajadores.4. El drama de los detenidos-desaparecidos, entre los cuales ha y variosdirigentes y f iguras conocidas y queridas por los trabajadores.5. Los ltimos decretos de Pinochet [decretos 2.345, 46, 47 y 2.379),que significan una nueva y grave agresin a los sindicalistas chilenos ya todos los trabajadores organizados de Chile. Estimamos qu e ello cons-t i tuye tambin un desafo a todos los trabajadores del mundo.6. E l rechazo de la dictadura al retorno de los exil iados, violando elderecho elemental de todo se r humano a vivir en su propia patria.En el curso de la discusin se nos han propuesto las siguientesactividades en apoyo al pueblo chileno:a) Impulsar y profundizar el boicot a la dictadura, su ais lamien toa - travs de : Cese de cualquier ayuda credit icia y comercial. Hostigamiento al transporte y el comercio. Rebajar el nivel de relaciones diplomticas. Suspender los acuer-do s cu l tura les, tecno lg icos y deport ivos con la Junta.b) Desarrollar el respaldo polt ico y material a la Central nica deTrabajadores de Chile, a todas sus organizaciones y a su unidad.c) Exigir la derogacin de los decretos 198, 660, 2.200, 2.345, 2.346,2.347, 2.379, que eliminan las libertades y derechos sindicales.d) Proponer a la Conferencia que las in iciat ivas que se adopten antela ONU y otras, consideren una part icipacin sindical.e) Elevar in iciat ivas y promover acciones hacia OIT. Instar al pr-ximo Congreso de CRIT en Amrica Latina, al desarrollo de accionesm s fuertes co n miras a re forzar el enf ren tamien to a la operacin re -presiva actual de la dictadura. D u r i n g the discussion the f o l o w i n g activitiesin support of the Chilean people have been proposed to us:a) lo strenghten the boycott of the dictatorship, its isolationthrough: the end of any credit and commercial ad; to hinder transport and commerce; to lower the l e v e l of diplomatic relations. To suspend cultu-tural, technological and sportive agreements of the Junta.b) To develop the political and material support to the Centralnica de Trabajadores of C h i l e , to all its organizations and to itsu n i t y .c) T o demand th e cancellation of Decrees 198, 660, 2200, 2345,2346, 2347 y 2379, which elimnate liberties and labour unin rights.d) To ask the C o n f e r e n c e that the initiatives adoptad . b e f o r e theU N O and other organizations take into account a labour unin par-ticipation.e) To submit initiatives and promote actions directed to OIT.To cal attention to the n e x t Congress of the ORIT in Latin A m e -rica, to the development of stronger actions to reinforce the con-frontation to the present repressive action of the dictatorship. Inthis sense, we address all n e x t international and regional labourunin meetings.f) To demand a general amnesty.The organizations taking part consider that the Conference mustappreciate with special interest the labour unin question. A l s o , totake note of revindications and solidary actions in support of theC U T , and to make a permanent e f f o r t in carrying them o u t , takinginto account, in each case, the responsibility of each organization,its national and international realities.
