Topics will include: the status of funding for Section 330, the National Health Service Corps, and Teaching Health Centers; Medicaid developments with national implications; and regulatory issues around Title X, Public Charge, 340B, and Conscience Protections. This discussion kicks off this morning’s education sessions where we consider the pressing topics for our immediate future. As we anticipate and address the opportunities and challenges that lie ahead, this general session will set the stage for how we prepare for ‘tomorrow.’ We’ll define ‘value-based health care’ and ways to identify key partners, learn to collaborate, and determine the elements necessary to be successful in this new world. Speakers will analyze fundamental parts of the roles payers, state organizations, PCAs, and HCCNs play in this value-based health care environment.

Robert Hirokawa, DrPH, Chief Executive Officer, Hawai’i Primary Care Association, will moderate and Matt Wimmer, Administrator, Division of Medicaid, Idaho Department of Health and Welfare, will also present.

HTuD1 Key Considerations for Risk-Based Managed Care/Payor Contracts, and APMs

As states continue to transition to value-based care and population health, more and more payer contracts include some form of risk (or financial burden for the services provided versus the amount of reimbursement expected in return). This beginner session will provide the fundamental considerations for risk-based contracts and how to prepare health centers for participation in arrangements with risk –including states entering into Alternative Payment Methodologies (APMs). Come hear from and engage with a legal expert and your peers in the field who have first-hand experience in implementing upside and downside risk and APMs.

Learning Objectives:■ Understand what defines ‘risk’ - especially the differences between upside and downside risk.■ Determine the action steps needed to assess and prepare the organization’s ability to take on risk.■ Understand key considerations when moving towards or implementing an APM.
