A Polite Request to All Participants
Participants are requested to arrive in a timely fashion for all addresses. Presenters are reminded that the
time slots should be divided fairly and equally by the number of presentations, and that they should not
overrun. The session chair is asked to assume this timekeeping role and to summarize key issues in each
topic.
Certificate
Certificate of Presentation or Certificate of Attendance
A certificate of attendance includes participant’s name and affiliation, certifying the participation in the
conference. A certificate of presentation indicates a presenter’s name, affiliation and the paper title that
is presented in the scheduled session.
Certificate Distribution
Oral presenters will receive a certificate of presentation from the session chair after their presentations
or at the end of the session. Poster presenters will receive a certificate of presentation from the
conference staff at the end of their poster session.
The certificate of presentation will not be issued, either at or after the conference, to authors whose
papers are registered but not presented. Instead, the certificate of attendance will be provided after the
conference.

Preparation for Oral Presentations
All presentation rooms are equipped with a screen, an LCD projector, and a laptop computer installed
with Microsoft PowerPoint. You will be able to insert your USB flash drive into the computer and
double check your file in PowerPoint. We recommend you to bring two copies of the file in case that
one fails. You may also connect your own laptop to the provided projector; however please ensure you
have the requisite connector.

Abstract:
Rivers are key natural and ecological sites from a water management perspective. Many urban
areas are passed through by rivers. Those rivers function as multipurpose, such as source of
drinking water, transportation way, recreation location, etc. Some of uban rivers suffer because
of the untreated wastewater discharge and solid waste. To overcome this problem and improve
the water quality, an integrated management need to be formulated. Several aspects that need
to be considered including strong will of leadership, law enforcement, technology support,
predicting modeling, community awareness, and optimizing of water utilization. Urban area
has specific character due to the heavier load derived from the busier activities. Therefore, an
information system will be a useful tool to integrate all aspects in formulating the river water
quality management.

Topic: The Three Cs of Virtual Engagement:
Human Capital, Social Capital, and Virtual Capital

Abstract:
Can we continue to live in a world with education contained in one’s own culture and country?
Or can we learn how to engage the three Cs to connect globally, virtually, economically, and
educationally? As each of us learn and grow through the years with the formation of our own
self-referenced criterion of what is right or wrong, good or bad, or acceptable or unacceptable,
according to the factors and people who impact our environment, we need to realize our views
may not be global ones. Thus, can we learn how to unlearn our way of thinking in order to
gain a broad spectrum of learning and understanding? Further, does this type of
self-referencing limit our thinking, actions, and ability to help develop a stronger and more
educated world? How can we, as educators, break current patterns of thinking in our own
culture and environment and learn how to learn more from others and to embrace other cultures,
as well as appreciate, and perhaps assimilate, their valuable contributions to global learning and
living? Thus, this presentation will focus on the three Cs of virtual engagement in the areas of
human capital (our people and workers), social capital (our ability to network), and virtual
capital (going beyond email to another level of knowledge management).
While each of three areas are important, there needs be a variety of stakeholders (players and
gatekeepers), organizations, and policies/procedures that are involved in any successful venture
or endeavor. The purpose of this speech today is to help all of us understand how we can
connect: 1) globally, 2) virtually, 3) economically, and 4) educationally. While ecologists are
busy with our environment and climate, the politicians are busy with the world and regional

politics, and economists with the world’s economics ups and downs. However, we have one
very important group that does not receive enough of the spotlight or opportunities to let their
voices be heard – our educators. Today is our day to recognize the importance of these three
Cs, as well as to reflect, discuss, and act upon each of these areas in our own environments to
see if we can “build bridges”, “close the digital divide”, and “virtually reach the stars with our
students in achieving endless dreams”. Thus, this lead us to the summation of this entire
speech today as to what we can achieve today and tomorrow to help our students, educators,
politicians, economists, and virtual architects of learning strive and plan for the future? We
can make a difference – if we can value our resources at hand and envision our mission –
create and nurture it for today in hopes for a better tomorrow
Brief Introduction of Dr. Bob Barrett
Dr. Bob Barrett received his Ed.D. in the field of Human Resource Development from The
George Washington University in Washington, DC. He has done additional studies at
Gallaudet University (for the Deaf and Hard of Hearing) and USDA – Graduate School in
Washington, DC, USA and University of Maryland – College Park. He has been teaching
online for the past fifteen years. He is a Full Professor in the School of Business at the
American Public University and teaching military students in the American Military University.
In addition, he is an adjunct instructor with other online MBA programs, as well as a being a
course developer and online teacher and trainer. His research interests include online learning,
disability, teacher training, knowledge management, HRD Forensics, educational technology,
and intellectual capital. His specialization has been concentrated on human and intellectual
capital, as well as knowledge management in the context of human resource management and
human resource development. While he has been focused on the education of both military
and civilian students, he particularly enjoys the teaching of organizational consulting, human
resource management, human resource development, and strategic management. Dr. Barrett
has worked in the both the private and public sectors, but he has been teaching online for the
past fifteen years, in addition to teaching in the Face-to-Face (F2F) sector for several years
prior to online teaching. He has spoken extensively at various international conferences in
Europe, South America, and Asia. He has served on multiple international conferences in
the areas of intellectual capital, knowledge management, human resource management,
education and psychology, online learning, business entrepreneurship, educational technology,
and management. He has published several book chapters and articles in peer-reviewed
journals in the international context. He is a progressive and forward-thinking professors who
strongly believes in lifelong learning, serves as a disability advocate for disability rights in the
workplace and education, as well as a strong supporter for a new educational movement for
online learning progression. He believes that education is right that all people should have
access at all times to continue their lifelong learning quest.
