This day next week, we will go to the polls and elect a new IrishGovernment. In the year that we commemorate the 1916 Rising, there is something fitting about voting to elect a new sovereignGovernment. With the world economy still experiencing thetremors from the recent economic recession, the new Governmentwill seek to deliver on a programme that promotes both economicstability and social inclusion. Of course, each political party will havedistinct views on how to achieve these two aspirations and it’s evenlikely that there may be a divergence between Government partiesas to which policy objective should take priority. None the less, forthose of us involved in Irish business, whether an SME or a Multi-national Corporation, we are heavily dependent on a stable economicand political environment. Our Annual Conference is a fantasticopportunity to share expert opinion on what Irish business shouldrequest and expect of a new Government and to hear your views asto what your demands are of a new administration in Dublin.

One of the most immediate priorities for the new Irish Governmentwill be preparations for the various scenarios arising from thepromised British referendum on continued membership of the EU.Since both Ireland and the United Kingdom joined the EEC on thesame day (January 1st, 1973), we have but for a small number ofoccasions shared common ambitions, hopes and aspirations forEurope. Though there were times in the 1970s and ‘80s when thebilateral relationship between Ireland and the United Kingdom wasstrained, both countries approached European affairs from acommon point and often coalesced to achieve outcomes that werebeneficial to both countries. Though we were on different sides ofthe common currency debate post the Maastricht Treaty, theprospect of Britain’s withdrawal from the Union was never given agreat deal of credence. And yet within a short few years, this has

gained credibility and given current opinion polls, is a distinctpossibility. A fear expressed in London, and indeed in Dublin, is thatdespite Prime Minister Cameron and Council President Tusk’s bestefforts, people could unconsciously stumble into a British exit. Toquote the old cliché about referendums, “people give an answer to aquestion that they weren’t asked”. The former Minister for Trade and Investment, Lord Maude, speaking in Dublin two weeks ago said that he could not think ofany other part of Europe that would be more affected by Britain’sexit than Ireland – North and South. It is not an exaggeration to saythen that the British referendum on continued membership of theEU represents a major challenge to our common approach to trade, commerce and indeed political direction. Some have pointed topotential opportunities in the event of such a result. However, theprevailing view is that the risks outweigh the potential benefits. Thatis why An Taoiseach has expressed a view that respecting thesovereignty of the British people, the Irish Government wishes tosee Britain remain at the heart of Europe. Our Conference is atimely reminder that Britain faces a profound choice and that we inIreland have more than a little self interest in the result. I hope theagenda and panel of speakers will prompt much debate on thisimportant topic and will prompt the question of what role we asbusiness leaders have in the campaigns that lie ahead. I thank you for your attendance and your continued support of theBritish Irish Chamber of Commerce.
