May 2006 Concessionary bus fares in South Cambridgeshire NEWS RELEASE from South Cambridgeshire District Council From Saturday 1 April, changes to the concession- ary bus fare scheme for South Cambridgeshire residents over 60 or with disabilities will come into force. The changes follow new legislation from Government People who have a pass will be able to travel for free within South Cambridgeshire between 9.30am and 11pm Monday to Friday and all _day at the weekend and bank holidays. Anybody wishing to cross the district boundary, for many of our residents. In the past the council has been able to supplement the money given to us from Government to fund half-fare travel. Unfortunately, because the Government. capped our annual budget by £2.6 million, and has only provided funding for travel within South Cambridgeshire, we are unable to offer any further subsidy. From the Parish Council

Parish and District Council electionsThere are 15 places on the Parish Council, and as

exactly 15 people stood for the Council in the recent

nominations, there will not be a Parish Council

election on 4 May. At its April meeting the Council

recorded its thanks to the 3 retiring members, and it

looks forward to welcoming the 3 newcomers to the

Council at its AGM on 10 May. The Chairman also

stepped down from that post and the Council recorded

its thanks for all her hard work. A new Chairman will

be elected, as usual, at the AGM.

There will be an election on 4 May for a District

Councillor, and all electors will receive notification of

this from South Cambridgeshire District Council in

due course.

Meetings in MayThere will be no 'Ordinary' meeting of the Parish

Council in May, because of the Council's Annual General

Meeting when the new Council will take its seat and a

new Chairman elected. This will be on Wednesday 10

May at 7 30pm in Willingham School. As usual, there

will be a slot for members of the public to speak.Also in May, on Wednesday 24th, will be the

Annual Parish Meeting. The APM is a meeting for the

village, not the Parish Council (although the Council

Chairman also chairs the APM). Any matter of interest

or concern to the village can be raised at this meeting,whether or not it falls within the statutory functions of

the Parish Council. The Parish Council will present its

annual report, along with local organisations who will

all be invited to provide annual reports, so if you are

not sure which organisations do what in the village,this is a good way to find out. Like the AGM, the

Annual Parish Meeting will also be at 7 30pm in the

School.

Parish PreceptThere have been several questions from parishionerson this year's Parish Precept, which forms part of our

Council Tax. Detailed figures for each Committee are

available with the Council and Committee Minutes in

the Library, but in overall terms this year's Preceptwas calculated as follows:-

Cemetery: £17,500. The major part of this is for

regular maintenance/grass—cutting, and towards the

cost of a new cemetery site.

Planning: £4,400. Most of this will go to providing a

new bus shelter.

Public Hall: £4,100. This is mainly for the toilet

improvements currently under way, and for

replacement of the fence.

Green & Boundaries: This Committee required no

precept this year, as there was enough left in last

year's budget to cover the costs of maintenance (grass-cutting), and improvements to the Green (preceptedfor in previous years). If you have been on the Green

recently, you will have seen that some improvementshave started, with the old dead trees in the avenue

being replaced.Leisure & Amenities: £39,239. The major part of

this is to go towards the refurbishment of the Pavilion,which is being planned in conjunction with

Willingham Sports Committee. The other major item

is grass-cutting on the Recreation Ground, the Jubilee

Field and round the Ploughman Hall.

Establishment: This includes things like rent for the

Parish Council Office and for use of the school for

meetings, provision of stationery, phones, etc. There

was enough left in last year's budget to cover this

year's expenses.Finance & General Purposes: £22,748. This

covers things like staff salaries, insurance of assets, a

grant to the Parish Magazine, and grants to Villageorganisations.

Using these figures and allowing for money in hand

from last year's budget, the Precept for 2006—7 was set

at £82,000.Since the Precept was set, the District Council has

passed on to Parish Councils the costs of footwaylighting in the villages (ie, all those lights which are not

on made-up roads, including any lights on footpaths) —

the alternative would have been that all those lightswould have been switched off on 1 April. The reason for

this was that while the government has capped the

Council Tax for the County Council and for South

Cambridgeshire District Council, Parish Preceptscannot legally be capped. It was most unfortunate that

this matter was raised after most Parish Councils had

set their Precepts for 2006-7. However, since yourCouncil was clear that the footway lights are essential

to the safety and well-being of the village, it has agreedto adopt the 16 footway lights in Willingham. These

will have to be paid for out of our existing Precept, but

the Council will do its best to ensure that as much as

possible of the Precept will still go to implementing the

plans already budgeted for.

Together with other Cambridgeshire councils we

have lobbied the Government to provide extra

money for concessionary bus passes. We are now

waiting for more details of the proposed national

free off-peak travel scheme announced in the recent

budget."Residents who already have a half fare

~ concessionary bus pass that is due to expire between

April and June 2006 can continue to use the pass for

free travel in line with the new scheme until new

passes are introduced in June. Bus passes that expireafter June 2006 will need to be renewed when theyexpire as normal.

Residents can apply for or renew their bus pass at

South Cambridgeshire District Council's office in

Cambourne, the City Council's offices in St Andrew's

Street, Cambridge or at most South Cambridgeshirepost offices. Leaflets about the scheme are available at

local libraries and post offices or by calling 08450 450

Fenland, Huntingdonshire, East Cambridgeshire andSouth Cambridgeshire District Councils and Cambridgeand Peterborough City Councils fund the concessionarybusfares scheme. Cambridgeshire County Council provides an

administration role to the scheme and funds passes forthose who are registered blind or partially sighted.

Surgery Car Parks in

Willingham and Longstanton

yPlease respect the surgery car

parks and remind your youngsters2 that these are not public recreation

areas. All too often before patients arrive for

surgery we are obliged to clear up rubbish, broken

glass and dog excrement. These are all hazards to

health and it is beholden upon us all to ensure that our

village is clean and safe. The local police and

community support officers have promised to keep a

special eye on the surgery car parks. Please let them or

us know if you see any misuse of our car parks. Manythanks.

Counselling and Physiotherapy AppointmentsWe are very fortunate indeed to have a practicecounsellor who can offer free NHS appointments to

our patients. Only six out of the fifteen practices in

South Cambs are able to offer this service. We are also

very lucky to be able to offer free NHS physiotherapyappointments which are not available at all surgeries.

However these services are not cheap and it is

important that we make best use of the sessions so that

we do not lose them. Counselling appointments are 50

minutes in length and physiotherapy appointmentsare either 20 or 40 minutes. When someone does not

attend for their appointment or tells us at short notice

that they cannot attend that session is wasted. Please

let us know in plenty of time if you are unable

to attend for an appointment so that someone

else can benefit. It would be a great pity if we were

to lose these services.

Disposal of unwanted medicines Our surgeriesand pharmacy are authorised to receive unwanted

medicines and sealed sharps boxes from

patients. To protect our environment we ask

that you do not dispose of medicines with w

household waste, or flush them down the

toilet. By returning them to us we can ensure

that they will be collected by an authorised

contractor for proper disposal.

To minimise the amount of medicines returned

please check your supplies before ordering repeat

prescriptions. If you have more than a month's supplyat home, don't re—order that item. This will also save

money that can be used to treat other patients. Thank

you for your co—operation.

Staff members We are very sorry indeed to be

losing a long-standing member of staff, Marie O'Neil,who is relocating back to her native Scotland. Shewillbe sadly missed by us all. We welcome two new

members of staff: Sharon Unwin who has joined our

reception team and Helen Retallick who is working in

admin and IT.

running joint free half-day training sessions on

Willingham Charity Lunch

Magazine Awards 2005

1?: Two members of the editorial team attended

'9' the presentation of the awards in Over last

Q month.

For the first time, one of the editions of our magazine(the December 2005 issue) was entered for judging.These awards have been made for nearly ten years, and

it soon became evident that many entrants had been

involved for most if not all of this period.There were a great number of magazines to look at.

Some were published monthly, and others quarterly.Several were very sophisticated in their use of colour,and others were fairly basic in their approach. Our

magazine fell somewhere in the middle. Our March

edition mentioned changes to the format. Perhaps these

will improve our value in the judges' eyes next year.

The winning entries had several things in common.

They all used photographs widely. Some could run to

colour (at least in part). Most had fairly snappy

names. All relied heavily upon contributions from

their readerships.The chief assessor from the Cambridge Evening

News commended the high quality overall of the

entries, and found judging very difficult.

This year's grand draw in aid of theRestoration Appeal will take place on

20 May at the Duck Race Day on

the Recreation Ground.The first prize is a day pass for six

the Exhibition in Over, and the thirdis a £25 John Lewis voucher. There is

a variety of other prizes to be won.

Willingham Primary School pupilswill be giving a concert in the churchon Tuesday 23 May, starting at 6 30

Another date for your diaryOn Wednesday 7 June there will bea concert in the Parish Church givenby the Brass Quintet and the Sax

Quartet from the Minden Band ofthe Queen's Division, based at

Bassingbourn. It will start at 8 00pmand there will be light refreshments.Proceeds will be shared by theRestoration Appeal and an armycharity chosen by the band.

The Minden Band has a highreputation, and this promises to bean excellent evening's entertainment.

Milton Country ParkIf you want to be able to tell apartsparrows from swallows, the new bird

watching for beginners' workshop at

Milton Country Park is for you.

Local author and bird enthusiast David Chandler

will lead four two-hour sessions, two for adults and

two for families.An Adult workshop will run on

Thursday 8 June at 7pm. A Family workshop will run

on Friday 2 June at 10am.

Each workshop is a two-hour introduction to bird

watching, covering advice on equipment and basic

bird identification. Most of the time will be spentoutside in the park, discovering and enjoying wild

birds.

Places must be booked in advance and cost £7.00per adult, £4.00 per child and £18.00 for a family. To

than 25 years. He worked for the RSPB and BirdLife

National Mills Weekend, Cattell's Mill, Willingham

Cattell's Windmill in Mill Road,Willingham will be open for

this year's National Mills

Weekend on Saturday 13 and

Sunday 14 May between 1pmand 5pm.

Visitors are welcome to look around the windmill

and exhibition area to see the restoration work which

has been carried out over the years and see details of

the mill's history and other artefacts.

Cream teas, cakes and refreshments will be served

from our cafe. A Mill to Mill radio link will be run byCambridge Amateur Radio Society.

Disabled facilities are available. All welcome.

All proceeds go to the Cattell's Mill Restoration and

Preservation Trust.
