The wastewater treatment technology is classifi ed as a dual-process which uti lizes sus-pended growth biological treatment for secondary treatment and fi ltrati on for polishing. The suspend-ed growth process operates in the extended aerati on mode and can be confi gured to uti lize infl uent and post secondary anoxic zones for nitrogen removal (if required). The extended aerati on process pro-vides consistent treatment over a broad spectrum of infl uent characteristi cs including nitrogen loading. The projected effl uent is suitable for Reclaimed water class A+ applicati ons.

Key elements of the conceptual design are discussed below.

1) Minimize WRF impact by reducing the footprint, noise and odor and maximizing facility aes- theti cs. Possible perimeter planti ngs watered by effl uent.

2) Minimize operati ons cost by automati ng processes, reducing chemical usage and interacti ng with operati ons staff during design.

3) Maximize treatment effi ciency by providing operati onal fl exibility and simple control structure.

DESIGN FEATURESOur wastewater treatment plants incorporate several design features to accommodate increasing and fl uctuati ng wastewater fl ow rates:

Flow Equalizati on Tank - The equalizati on tank is provided to dampen peak fl ows to and throughout the facility. Aerati on Load Variati on - Flexible process design and operati ng procedure controls the F:M rati o for fl ows between 25% and 125% of design rati ng by introducing raw sewage at one of several points in the aerati on tank(s). This feature allows the operator to balance the oxygen demand in the aerati on por-ti on of the treatment process.

Aerati on Detenti on Time - Sludge Recycle and Mixed Liquor return rates are variable and operated to opti mize waste stabilizati on with variable detenti on ti mes in treatment units.

Air Delivery System - A variable frequency drive on the blower motor control panel enables opti miza-ti on of the oxygen supply to meet the microbe oxygen demand at various fl ow rates.

Nestled in the heart of the Coronado mountains, overlooking the San Pedro river, sits the town of San Manuel, AZ. Originally constructed as a mining town to one of the world’s most producti ve copper mines, the majority of the wastewater and sewer infrastructure was over fi ft y years old. Santec Cor-porati on was engaged by the new uti lity franchise to design and build water reclamati on faciliti es which met today’s groundwater protecti on standards and provided water for benefi cial reuse.

The original facility (right), constructed around 1953, consisted of primary treatment followed by treatment in oxidati on ponds. During constructi on of the new treatment system, Santec provided operati ons staff to ensure the existi ng facility was operated and maintained during all phases of constructi on. This provided a seamless transiti on for the uti lity and provided a single point of responsibility for uti lity managers. The treatment system was permitt ed as a porti on of the mining operati on, and with the closure of the mine, a new, individual Aquifer Protecti on Permit was required. Santec focused on three key elements during the design phase of the project; 1) Class B+ reclaimed water quality standards for effl uent, 2) Minimizati on of operati ng expenses and 3) Maximize value in capital expenditures.

The constructed system (above) for San Manuel consists of automated headworks incorpo-rati ng grit removal and fi ne screening, fl ow equalizati on and pumping, 4 stage anoxic/ aerati on/ anoxic/ reaerati on process, secondary clarifi er, disinfecti on and effl uent pumping system. Santec systems are typically identi fi ed with Fiberglass (FRP) tanks used for process tanks. The San Manuel system typifi es this approach (450,000 gal in nine FRP tanks) but also incorporates more traditi onal, concrete elements such as the circular clarifi er and headworks system. This blended approach provides all the benefi ts of an underground design (noise, odor and aestheti c control) with the open access of standard systems.

Due to its design fl ow (.35 MGD), there are fea-tures of Coronado WWTP that set it apart from some of our previous faciliti es. First is the circular secondary clarifi er (below). The circular clarifi er was chosen for this design because it was the most effi cient for the anti cipated fl ow volume. The second is the automated headworks uti lizing a Spiralift system (left ). The Spiralift is a system that combines a powerful grinder and a cork-screw-like device to lift , wash and de-water solids out of the infl uent and convey them to a contain-er for removal.

The Stoneledge project in Hyde Park, New York is an 84 unit senior housing de-velopment consisti ng of one and two bedroom apartments. With the town’s wastewater system unable to accept the additi onal sewer connecti ons, the developer opted to construct a small, on-site system to treat the sewage. With a design capacity of 15,000 gpd (.015 MGD), the small treatment system pro-vides fl ow equalizati on, secondary aerati on, secondary clarifi cati on, terti ary fi ltrati on and disinfecti on (including dechlorinati on).

The direct discharge permit (or SPEDES) meets the intermitt ent stream stan-dard for the State of New York. This standard, one of the State’s highest, requires dis-charge limits for the protecti on of aquati c species downstream of effl uent dependant water including dissolved oxygen, temperature, ammonia, bio-chemical oxygen demand and total suspended solids. The constructed, terti ary treatment system meets these strict stan-dards with a part ti me contract operator.

Design‐Build‐Operate from a single source  Facilities are typically provided on a Design‐Build‐Operate (DBO) basis. Therefore, the complete facility is provided by a single entity with a single source of responsibility for design, construction and operations. Each project is tracked from the onset for completeness and accuracy of design; maintenance within project budgets and conformance with the project timelines.   

Permitting Assistance We provide a fully engineered wastewater treatment facility design. The design is part of an engineering package conforming to the requirements of the regulatory agencies requirements. This work typically supplements the work and services of the Project Engineer who is responsible for the overall project design, including the sewer collection system and often the effluent disposal facilities. Our services include meetings with those involved in the regulatory review and permitting process including attendance at public hearings and construction coordination meetings.    

‐During the design and construction phase of the project we make available our Adobe internet conferencing service. This service allows us to hold online meetings to review and discuss the project work, to exchange design drawings, reports and other related project information. We also offer an online message board allowing our clients the ability to access documents and post comments 24/7.  

  

Efficient Design Facilities are designed specifically to handle low flows, typically associated with the early phase of project development. Designs provide capability to operate the facility in multiple process modes; e.g. as a sequencing batch reactor process or a continuous flow process. The designs also provide operations flexibility, e.g., step feed configurations, ability to bypass one or more aeration reactors to maintain proper process detention times as well as the maintenance of continual process flows needed to ensure the highest degree of process efficiency and stability.   Another advantage of our design is the ability to build the facility in phases. The ability to add tanks means our facilities can grow right along with your development. This minimizes upfront costs and ensures that you will not have to pay for a facility bigger than what you currently need.

Aesthetic Considerations All facilities are totally enclosed, below grade designs that provide optimal aesthetics, facility security and require minimal set back distances from developed areas. Facilities provide a high degree of noise, odor, insect and rodent control. Each facility is designed so it can be fully removed with the site remediated when it is no longer required. The removed facility can easily be relocated to another site or development.   

Minimal Onsite Construction Each design uses horizontal fiberglass tanks installed below grade. Fiberglass is a highly durable, non‐corrosive, low maintenance material with a longer life cycle than steel or concrete. The fiberglass vessels are manufactured to the specific size and volumes required by the design calculations and then transported by truck to the project site. Onsite they are easily handled and placed into the prepared excavation using the same track hoe excavator used for the exaction work. The tanks are set on a bed of pea gravel and once in place backfilled with pea gravel to the top of the vessels. The Santec field crews install the air and recycle piping prior to completion of the backfilling. The entire process minimizes the onsite construction time, the amount of construction equipment required and results in significant cost and construction time savings.   Following the placement of the tanks and piping the Santec crew will set, connect and start up the associated motors, pumps and controls thus completing the facility construction work.   

Technical and Operations Support  The construction work is followed by onsite training of the facility operations personnel. Continuing operations support is provided for three years using the Santec Adobe internet conferencing services and message board. Using these services, each operator has access to both live and recorded operations and maintenance training sessions. At any time during this period the operations personnel has access to the Santec’s' professional operations staff.   

Fully removable, recoverable and can be relocated  Due to the materials used, method of installation and each treatment module being self contained these facilities are frequently used as temporary or interim facilities. Once they are no longer required the entire facility can be easily recovered and relocated to another site. By removing all the equipment, vessels, etc. there is typically no need for ongoing monitoring of the site. Upon removal the site can be developed. If the owner no longer has an application for the facility Santec will arrange for the facility remove and site restoration in exchange for the facility equipment.   

Other benefits  In addition to the advantages listed above Santec is quickly becoming recognized as a leading innovator in the design of systems used as interim facilities which are either removed or become part of a larger regional facility. This approach allows municipalities, towns and small communities to approve development in advance of completion of the larger regional facilities. Having the flexibility to encourage early development builds the tax base, provides needed revenue to support operation of the regional facilities and fosters a more harmonious working relationship between the developers and the community.

Tough Permit for Bella Terra Wastewater Treatment Plant Near Sedona Upheld

PHOENIX (Jan. 18, 2008) -- Arizona Department of Environmental Quality (ADEQ) Director Steve Owens announced today that the Arizona Water Quality Appeals Board has rejected a challenge to the department’s issuance of an Aquifer Protection Permit (APP) for the Bella Terra Reclamation Wastewater Facility near Sedona. The Appeals Board affirmed a decision by an Administrative Law Judge (ALJ) upholding the ADEQ permit. In 2006 the Yavapai County Board of Supervisors approved Bella Terra on Oak Creek as a new subdivision consisting of 106 lots on 53.5 acres bordering Oak Creek. ADEQ was not involved in the county's zoning decision. After a lengthy review process, in February 2007, ADEQ decided to issue an extremely protective APP for the wastewater treatment plant to strictly control wastewater generated by the subdivision and ensure that Oak Creek is protected from any potential contamination. Based on the number of lots and occupancy figures at the subdivision, the treatment plant is expected to generate less than 25,000 gallons of treated wastewater per day at maximum capacity, and the APP tightly limits the facility to that volume, in addition to imposing other significant requirements on the plant. The APP is the toughest water quality permit ever issued for a facility of this size by ADEQ. In March 2007, the ADEQ permit was challenged by the Sierra Club and the Red Rock Rural Community Association. In November 2007, Administrative Law Judge Thomas Shedden rejected the challenge and upheld the permit. The Water Quality Appeals Board affirmed the ALJ’s decision in December. "We are very pleased that both the administrative law judge and the Water Quality Appeals Board have recognized that this is an extremely tough permit that protects Oak Creek and precious groundwater resources in the Sedona area to the highest level possible," Director Owens said. “This is the toughest permit ever issued for a facility of this size.” ADEQ estimates that without the plant, more than 50 septic tanks would be needed to serve homes approved by the Yavapai County Board of Supervisors. Those tanks would produce three times as much total nitrogen and 1 million times as much bacteria as the plant.

Among other provisions, the APP requires that effluent from the plant must meet standards equivalent to drinking water standards (Aquifer Water Quality Standards) and Class A+ Reclaimed Water Quality Standards, the highest water quality standard for effluent. No effluent disposal is allowed in Oak Creek or Carroll Canyon Wash. To further protect Oak Creek and Carroll Canyon Wash from any impacts, a required monitoring well, known as a sentinel well, will provide an "early warning system" before any impacts to Oak Creek or Carroll Canyon Wash can occur. The developer also must demonstrate increased financial capability in the amount of $600,000 to cover construction, operation, closure and proper post-closure care of the wastewater treatment plant.
