    PART A. CONCEPT NOTE

    I. INSTRUCTIONS FOR THE DRAFTING OF THE CONCEPTNOTE

    There is no specific template for the Concept Note but the applicant has to ensure that thetext of his/her concept note:

    does not exceed 4 full pages (A4 size) of Arial 10 characters with 2 cm margins;

    responds, in the same sequence, to the headings listed below. It is expected that thesize of each section will reflect the relative importance of each heading (ref max scoresin the evaluation grid and in the Guidelines). The applicant may provide any additionalinformation that he/she may deem useful for the evaluation, but which might not havebeen specifically requested (e.g. added value and/or synergy with other similarinterventions - past, present, or planned - activities, multiplier or spill-over effects, whythe applicant is the best placed for the implementation of the action etc). Theevaluation will be carried out in accordance with the evaluation grid and it will be basedsolely on the information provided by the applicant in the concept note.

    Is drafted as clearly as possible to facilitate its assessment.

    PART A. CONCEPT NOTE

    1. Relevance of the Action

    Provide a general presentation and analysis of the problems and their interrelation at all levels.

    Trafficking in human beings, as one of the most profitable ways of organized crime, representsthe world wide phenomenon, which has assumed a huge scale in the last decades. Thetrafficking in human beings is particularly evident in post-conflict countries and countries intransition due to their economic and social factors that contribute to development of thisproblem, among them the most important are: poverty, unemployment, lack of possibilities,discrimination, high level of violence, lack of system of values within the society, absence of

    relevant legal framework, absence of social institutions, etc. A special seriousness for humantrafficking, as a modern way of slavery, also provides a fact that victims of trafficking areexposed to long lasting exploitation, violence, inhumane and degrading torture, which often end

    with their physical and psychological wounds and eventually death. Besides being one of theworst crimes, human trafficking also represents a violation of human rights and basic freedomsand breach of basic international documents in the area of human rights and freedoms.

    Identify clearly specific problems to be addressed by the action.

    Results of the researches conducted so far, the analysis of regular collection of statistical dataand reports by international organizations as well governments of certain countries, whichactively follow up the human trafficking phenomenon, show that BiH is caught by human

    trafficking as a country of origin, transit and destination for women and girls who are recruitedfor the purpose of sexual exploitation in other countries.

    In the previous couple of years the new phenomenon occurred in BiH trade of women andgirls who become victims of human trafficking chains at local level recruited for the purpose ofsexual exploitation in other parts of the country. While the number of foreign victims isdecreasing, number of women and girls BiH citizens, who are identified as victims of human

    trafficking within BiH, is constantly increasing.

    Include a brief description of the target groups and final beneficiaries.

    Target groups for this specific activity would be master trainers and peer educators from thefollowing towns in BiH: Sarajevo, Biha, Oraje, Tuzla, Zenica, Gorade, Donji Vakuf, Mostar,Posu je, Livno, Banja Luka, Prijedor, Mrkonji Grad, Doboj, Bijeljina, Zvornik, Pale, Foa,Trebinje and Brko.

    The final beneficiaries are primary school students14 to 16 years old.Demonstrate the relevance of the proposal to the needs and constraints in general of the target

    country(ies) or region(s) and to the target groups/final beneficiary groups in particular.

    Human trafficking is a serious social problem because it jeopardizes basic human rights theright to life, freedom of choice, freedom of movement Due to the process of globalization at alllevels, the human trafficking has become a very problem world wide. This problem is especiallycommon for the countries in political and economical transition, as well the countries thatexperienced the war (as is the case with BiH). BiH is still facing severe political, social andeconomic problems. It is grappling with a painful multifarious transition, with alarmingly highunemployment. There is slow implementation of social reforms, with great corruption. In BiHthere are over one million of refugees and displaced persons. The target population of thisproject (young teenagers), due to bad socio economic situation, are being forced to prostitutionand, in some cases, to perform forced labor.

    Demonstrate the relevance of the proposal to the objectives and priorities and requirements of

    the call for proposals (point 1.2 of in the Guidelines for grant applicants).

    According to the UN statistics, every year 700 000 of women, children and men become victimsof human trafficking. The human trafficking, especially aiming at sexual exploitation, is a highlyprofitable-low risk criminal activity, which destroys the quality of life and sometimes the life itselfof its victims. It is a modern slavery, with serious and long-lasting level of physical andpsychological wounds made on the victims. The human trafficking is a crime against the basichuman rights of an individual.

    2. Description of the action and its effectiveness

    Provide a description of the proposed action including, where relevant, background information

    that led to the presentation of this proposal. This should include:Training of master trainers for education of instructors (peer educators) and for presentation inprimary schools. That will include the following training:

    - Theoretical training of 20 master trainers by core group trainers from the abovementioned towns in BiH

    - practical training of master trainers for presentations in primary schools and fortraining of 60 instructors (peer educators)

    - Training of peer educators for presentations in schools

    - 280 Presentations (human trafficking aspects and sexually transmittable diseases HIV/AIDS) will be delivered in primary schools (each team consists of three instructorsand master trainer)

    - 7000 final beneficiaries will be present at 280 presentations

    - Continuous observation by core group trainers

    Overall objective: Raising awareness of the human trafficking problem with emphasis on teenagepopulation through peer education.

    Specific objectives:

    - Reduce the risk of trafficking among the teenagers from 14 -16 years old

    - Contribute to implementation of the National Action Plan for Prevention of Traffickingin Human Beings in BiH, which covers the period from 2008-2012.

    - Raising awareness on importance of reproductive health.

    - Continuous promotion of human values and human rights.

    Duration: 18 months

    Expected results:

    - 20 master trainers and 60 instructors (peer educators) are trained for presentations

    - 280 presentations are delivered

    - 7000 final beneficiaries were present at the presentations

    - Reduced number of potential trafficking victims in BiH

    - Reduction of the affected by sexually transmittable diseases in BiH among the youngpopulation

    - Better informed general public in BiH about human trafficking

    a description of the proposed activities and their effectiveness;

    - Training (Theoretical training of 20 master trainers by core group trainers from the abovementioned towns in BiH; Practical training of master trainers for presentations in primaryschools and for training of 60 instructors (peer educators); Training of peer educators forpresentations in schools).

    - Presentations (280 Presentations (human trafficking aspects and sexually transmittablediseases HIV/AIDS) will be delivered in primary schools (each team consists of threeinstructors and master trainer); 7000 final beneficiaries will be present at 280 presentations).

    - Continuous observation by core group trainers.

    - Production and distribution of promotional material adequate for the target group.

    - Public campaign (announcement of the project and presentation of the final results of theproject).

    - Monitoring and evaluation

    - Reporting

    involvement of any implementing partners, their role and relationship to the applicant, if

    applicable;

    The Project Trafficking in Human Beings Our Response will be implemented in partnershipwith the Association International Forum of Solidarity - Emmaus. Their role is training ofmaster trainers, development of the educational and promotional material and observation ofthe presentations.

    other possible stakeholders (national, local government, private sector, etc.), their anticipated

    role and/or potential attitudes towards the project.

    State all competent Ministries implementation of the project activities will contribute to therealization of goals defined in the Plan of Action Plan of the Council of Ministers of BiH forPrevention of Trafficking in Human Beings in BiH, which covers the period from 2008-2012.- Local administration and self-governance bodies (municipalities and local institutions) through implementation of the project activities of raising awareness on trafficking in humanbeings problem among local level authorities.

    3. Sustainability of the action

    Provide an initial risk analysis and possible contingency plans. This should include at least a listof risks associated with each main activity proposed accompanied by relevant correctivemeasures to mitigate such risks. A good risk analysis would include a range of risk typesincluding physical, environmental, political, economic and social risks.

    - In the event there are no young people interested in becoming master trainers/ or are prevented forsome reason to become master trainers in the twenty above mentioned towns, realization of theproject will be expanded to include young people from other towns in vicinity of the towns concerned.

    The existence of 142 local Red Cross organizations Bosnia and Herzegovina allows us the possibilityfor expanding the project realisation.

    - Lack of interest by the local administration to address the issues related to successful realisation ofthe project related to prevention of human trafficking in the concerned areas. This potential problemwill be overcome by raising awareness among the representatives of local administration about theproject and its benefits for both potential human trafficking victims and the local community, as well astheir involvement in the project activities.

    - There is potential risk that selection of master trainers and instructors is not based on the criteria ofrepresentation of all peoples in BiH. In accordance with the Red Cross and Red Crescent MovementFundamental Principles, this will be addressed in the way that the teams delivering trainings andpresentations will be mixed.

    - Non-interest by media at state/entity level to follow-up the project activities, which have the aim ofhaving better informed general population on trafficking in human beings problem. This will beovercome by involving the local media, with whom the Red Cross structure has already developedexcellent cooperation, from the very beginning of the project implementation.

    Give the main preconditions and assumptions during and after the implementation phase.

    - Red Cross youth volunteers have the possibility to be included in different actions and programmeactivities of our organization in the local community. In order to be successful in realisation ofthese activities, they passed through various educations, they know well the rules of workshopsmode of functioning, efficient presentation techniques, especially peer-education techniques.The Red Cross is a voluntary organization, therefore the educated young volunteers are bearersof the activities of many programs, that are being realized by the Red Cross at local level, inaccordance with the needs of population.

    Explain how sustainability will be secured after completion of the action. This can includeaspects of necessary measures and strategies built into the action, follow-up activities,ownership by target groups etc.

    The Red Cross organization adapts itself to the changes in the social environment. It makesefforts to respond adequately to the needs of beneficiaries. It is well known, from theexperience, that young people are much more successful in adapting themselves to thechanges that are occurring in BiH and our surrounding. That is why young volunteers are goingto be fully engaged in this project and they will continue to transfer their knowledge and skillsfurther on, through peer-education, to the primary school students. The Program of Prevention

    of Trafficking might become one of the priorities in work of our organization because it relates tothe health and taking care of the people, prevention and education of the population, whichactually represents core activity of the Red Cross Society of Bosnia and Herzegovina.
