JUSTIFICATION

• Raise the self-sufficiency – 35% to about 75% by 2015– agricultural mechanisation seen as one of the

vehicles.

• average age of tractors in use - 15 years. • Most farming districts and communities do

not have access to agricultural machinery for all stages of crop production.

JUSTIFICATION CON’TDThe current high level of farm losses of

produce(30%) - partly attributable to limited and untimely availability of agricultural machines

farm power relies overwhelmingly on human muscle power (hoe and other hand tools).

Hence◦ Serious limitations on amount of land cultivated per

family◦ Reduces and limits the effectiveness of essential farm

operations thereby reducing crop yields.

– Ministry’s Accelerated Agricultural Mechanisation policy - 5,000 tractors ( 30-50kW) made available to farmers and other private sector operators.

– Use of KR2 (Japanese grant) to support underprivileged rice farmers’

– This Concept Note seeks to offer options for a large scale replication of the Scheme.

1.To enhance the use of agricultural machinery to improve the timeliness and efficiency of farm operations to commercialise rice production.

2.To provide support for private sector led entrepreneurship and investment in agricultural machinery management, maintenance, and service provision.

3.Build capacity of experts and technicians for improved operations and maintenance of agricultural machinery.

4.3 Design modifications in machinery prototypes to reduce the local manufacturing and production costs incorporated

• Organise scheduled in-service training for MoFA staff on the use of agricultural machinery.
