Comprehensive Scheme 2018

PURPOSE: Per Revised Code of Washington (RCW) 53.20.010 the purpose of this comprehensive scheme is to outline the long range plans for the Port of Brownsville. This includes capital improvement projects and maintenance projects that will further enhance the facilities and use of the Port of Brownsville by the port district community. GoalsandObjectives The goals and objectives listed below are the goals and objectives suggested during the Committee’s sessions. It is the intent of the Port and the Committee to update the Comprehensive Scheme at least biannually so that it is a working, dynamic document. The Committee fully expects that the Port’s goals and objectives will change every few years as the top priorities are met and new projects / priorities are established. The following is a list of projects/objectives within each goal in order of precedence assigned by the Committee. This list makes no distinction between capital projects or non capital projects.

Goal To provide a comprehensive framework for future decision making throughout the Port organization

Objective Develop and implement a comprehensive scheme that best matches

the use of the property in order to enhance the public’s access and enjoyment of the water while being environmentally conscientious.

Goal To enhance and expand public saltwater access and facilities

NOTE Where necessary, accomplish architectural and engineering design

studies on the below objectives, and coordinate with Federal, State and Local agencies to ensure compliance with applicable requirements.

Objective Repair boat launch (2)

◊ Extend boat launch for maximum utilization at lower tides ◊ Level cement sections and repair cracks ◊ Repair Kayak & Pedestrian Ramp ◊ Repair / replace as necessary

Goal To maintain and enhance existing boating, moorage, and support facilities including support for our local Native American Tribe.

NOTE Where necessary, accomplish architectural and engineering design

Capital Improvement Program (revised for 2018 and beyond) This document is the embarkation point for our planned biennial updating of the Comprehensive Scheme thus making it a living and useful planning document for all facets of Port management. The previous Capital Improvement Program sections from prior Comprehensive Schemes are available in previous documents.

Establish suitable area on existing port property to install trailer/boat wash down system. This may become a state mandated project at some time in the future.

18 Open Modify, relocate, expand north breakwater & wave attenuation on north side of marina

Possible plans are to move north breakwater approximately 190 feet to the north then adding wave attenuation to West end toward shore or build new breakwater to meet needs. Add docks and finger piers to increase moorage.
