As of2010, the population of Rock Hill was slightly more than 66,000, ranking the city fifth in overall size in the state. Comporium is a diversified technology and communications leader, offering a wide range of voice, cable, broadband, and security monitoring services. We recently announced a project in downtown Rock Hill giving customers access to 1 Gbps broadband speed. Comporium is the first in the state to offer such speed. Through the continuance of such projects, Comporium is committed to providing reliable, high­quality service, including broadband service, to meet the needs of customers in rural areas of South Carolina.

Proposed Service Area for the Experiment

Comporium is an Eligible Telecommunications Carrier ("ETC") in the proposed service area. We are in the process of identifying unserved areas, as well as those areas that would benefit from updating current technologies, including census tracts 45091061302 and 45091061403. We have identified all anchor institutions which are currently served with broadband speeds in excess of3 Mbps up/768 kbps down.

A list of anchor institutions is provided below. These institutions would greatly benefit from projects to replace current technologies so that broadband can be provided at higher speeds than the required minimum.

Broadband Technology or Technologies to be Deployed

Fiber-to-the-Premise (FTTP) and Digital Subscriber Line (DSL) are the primary technologies to be deployed.

Contemplated Service Offerings

Comporium's experiments experiments will be focused on the goal of offering four different tiers of broadband service with download speeds ranging from 12 Mbps to 1 Gbps in currently unserved areas. These services can be combined with cable television and/or voice service at an affordable rate to the consumer.

Expected State and/or Local or Tribal Governmental Participation

Comporium is uncertain at this time whether we will have state and/or local or tribal participation. We are open to any opportunities which would create a synergy that would advance the expansion of broadband capabilities to our customers.

Public Safety and Reliability of Network

Although we have not yet identified specific timelines and specifications for any proposed projects, Comporiurn will maintain network reliability using best practices during the experiment. We will ensure that all public safety facilities remain reliable and functional, and that essential communications services for safety of life and national security are maintained.

Transylvania County has approximately 33,000 residents as ofthe 2010 census. Forty six percent of the county is in state or federally protected forests and parks. Comporium is a diversified technology and communications leader, offering a wide range of voice, cable, broadband, and security monitoring services. Comporium is committed to providing reliable, high-quality service, including broadband service, to meet the needs of customers in rural areas ofNorth Carolina.

Broadband Technology or Technologies to be Deployed

Coaxial cable and Fiber-to-the-Premise would be the primary technologies to be deployed.

Contemplated Service Offerings

The company's pru.ticipation in experiments will be focused on the goal of offering three different tiers of broadband service in currently unserved areas. These services can be combined with cable tv and/or voice service for an additional cost that would be affordable to the consumer.

Expected State and/or Local or Tribal Governmental Participation

We are uncertain at this time whether we will have state and/or local or tribal participation. We are open to any opportunities which would create a synergy that would advance the expansion of broadband capabilities to our customers.

Public Safety and Reliability of Network

Although we have not yet identified specific timelines and specifications for any proposed projects, the company will maintain network reliability using best practices during the experiment. We will ensure that all public safety facilities remain reliable and functional, and that essential communications services for safety of life and national security are maintained.
