COMPLEX PROBLEMSSIMPLE SOLUTIONS

EOD Solutions Ltd

EOD Solutions Ltd is a companyspecifically created to undertakeammunition and weapons stockpiledestruction. The company employs retiredAmmunition Technical Officers andAmmunition Technicians trained at theArmy School of Ammunition in the UK to undertake the logistical destruction of ammunition. Understanding howammunition and weapons function is aprime consideration when dealing with thedestruction and reverse engineering ofthese dangerous items.

EOD Solutions Ltd has undertaken reverseengineering projects where the companyteamed with factories in country or otherorganisations that allowed the work to be undertaken in a safe and secure manner. Environmental issues are now of high importance when disposing ofammunition and EOD Solutions Ltd isworking with environmentalists in this area.

Demilitarisation inAfghanistan

TransportableAmmunition

Destruction System(TRADS)

The installation of the TransportableAmmunition Destruction System (TRADS)at Camp Bastion under contract toDESWpns DGM to destroy small armsammunition in an environmentally benignmanner. The TRADS incinerates up to45000 rounds per hour depending on thetype of ammunition which equates to oneton all up weight of ammunition per houron a normal working day and was designed

and built by the company in associationwith Caldo Engineering with whom thecompany has a long and trustedrelationship.

The TRADS (which is built into a forty footcontainer) comes complete with allinfrastructures so that the user can placethe system on the ground and within threedays have the system working destroyingammunition. The system has wind downlegs as well as lifting points that enable thesystem to be jacked up from the deliveryvehicle without the need for a crane or itcan be craned if the user requires. This isespecially desirable in the present positionin Afghanistan where the system is astandalone operation outside theammunition storage facility in an areawhere there is no infrastructure. See videoEOD Solutions Ltd is currently building asmaller batch type furnace for EODTechnologies in the United States fordeployment in Afghanistan in support ofUS troops in other areas of the province. The picture sows the build nearingcompletion ready to ship to Afghanistan.

Explosion AftermathClearance

The company is currently working with theInternational Trust Fund (ITF) undertakinga clearance operation in Gerdec, Albaniawhere four explosions at an ammunitionunpacking facility killed 26 people andinjured hundreds more.

Over two hundred house were damagedor had to be demolished. In all a total of90 acres of land is to be remediated beforebeing returned to the Government ofAlbania. This is a difficult and demandingprocess as it is in the centre of a residentialarea. This limits operations considerablydue to the proximity of the localpopulation.

This year will see the conclusion of thistask that has made EOD Solutions Ltd wellequipped to undertake future operationsof this kind. The pictures show theproblems and the successes EOD SolutionsLtd has accomplished over the four yearclearance process.

Weapons DestructionEOD Solutions Ltd has undertakenweapons destruction programmes thatreduce the weapons to scrap to preventuse or sale to organisations that leantowards terrorism and criminal activities. So far 175000 have been destroyed inAlbania and another 10000 in Senegal bythe company. The weapons are destroyedusing methods that totally destroy anypart of the weapon from being used for itsintended purpose.

Quality, Safety andthe Environment

EOD Solutions Ltd has strict safety quality and environmental guidelines that are in line with US and UKgovernmental regulations. These guidelinesare employed irrespective of whichcountry operations are undertaken.Demilitarisation procedures are also allied to the NATO and UK regulationsregarding ammunition and weapons safetyand disposal.

Soldier SurvivabilityIndividual Protection Equipment and theSoldier SystemFor UK and US forces as well as their allies, conflict in Iraq and Afghanistan have forcedsubstantial and rapid investment inindividual protection systems - helmets andbody armour. It has also brought rapidadvancement in weapons, sights, day andnight observation devices as well as radiosand other communication systems.Together, these form what has becomewidely known as the Soldier System, andmany armies are seeking to put in placeprocurement programmes to bring greatercoherence to this mix of capabilities. Theaspiration is not a new one and theseprogrammes have existed in various guisesin many countries but never yet come to fruition. The requirement to protectsoldiers in combat is not unique to westernnations, nor is the challenge of fielding theother capabilities in a form that is usable bythe soldier and integrates with existing andfuture equipment. So what can be learnedfrom this experience?

Combat soldiers must be equipped witheffective individual protection equipment.Fighting in a high threat environmentdemands that soldiers are properlyprotected and advancements in helmet andbody armour technology now mean thatthere is no excuse for soldiers not to beappropriately equipped. Whilst thisstatement may be obvious, procuring theright equipment is not simple. Defining therequirement is key and there are two criticalaspects:

• The user requirement must suit theintended purpose – this is driven by theconcept of employment and the threat.

• The system requirement must be crafted toensure that the supplier delivers theintended product to the right quality. Thisrequires a deep understanding of the userrequirement as well as the technical detailof the system to be procured.

In the case of both body armour andhelmets, there are many aspects whichshould manifest themselves in thespecification. Not withstanding quality,

shape and multiple-hit requirements, thereis a need to specify the threats which mustbe defeated and the basic equation forbody armour is, the higher the threat theheavier the plate. New materials andsystems technologies such as thosedeveloped by NP Aerospace in the UK aremaking it possible to reduce masssignificantly for a given performance but theequation remains true all the same.

For combat helmets, performance andweight are also closely related but there aremore subtleties in the specification giventhat a helmet delivers multi-facetedprotection which includes: impact, blast, fragmentation, debris, projectiles thrown inriots as well as ballistic threats. In fact, nocombat helmet offers effective protectionfrom typical assault rifle bullet at battlerange velocity and so protection from theother threats is actually more important inoptimising the system for weight andperformance. Evidence from operationssupports this case and British helmets havebeen particularly effective in mitigating theeffects of fragment and impacts resultingfrom numerous IED strikes on vehicle andfoot patrols.

But superior protection for soldiers doesnot come without penalty.

Reducing the burden is an ever presentrequirement. Parasitic weight, thermalloading and ergonomic stress all conspire todegrade soldier performance and hencedrive the demand for new technologies andimproved equipment. There are excitingdevelopments in materials and systemtechnologies which offer a weight-downroute for both body armour and helmetsbut these must be combined with goodsystem design to deliver the ergonomicperformance necessary. The UK MOD istaking a sensible approach in this respectand seeking to combine the procurement ofhelmets, body armour plates, soft armourand load carriage. Given the complexity of the industrial base, even this is anadventurous strategy but it is essential tofully reduce the burden on the soldier and

it should be achievable.

In creating a system, the interfaces are moreimportant than the equipment. Subsequentphases of the UK programme seek tointegrate the other systems too. This is veryambitious and rather than seeking to alignequipment, suppliers and contracts, defencecustomers might be better advised to focuson the interfaces. There will always berequirements for new technologies andequipments and in times of war the rate ofacquisition will increase commensurate withthe operational imperative. So rather thanseeking to bring all elements together intoan elegant technical vision, it makes moresense to ensure that the basic needs (loadcarriage, body armour and helmets) canaccommodate current and future systems. This is actually about specifying genericinterface requirements to the suppliers ofall equipments. In doing this, the acquirercan be free to engage the industrial base asit actually exists and the user can be free touse the most appropriate systems for themission. It also means that suppliers canfocus on what they do best rather thanworrying about position and alliances.

Conclusion. Few nations, if any, will have the luxury of re-equipping their soldierswith all components of the Soldier Systemin one hit. Legacy procurements, in-serviceequipments, technical readiness of futureequipments, the industrial landscape and budgetary reality mean that capabilitymanagement through incrementalacquisition is a more realistic strategy. Thedefence customer should therefore focuson getting the basics right and this meansload carriage, body armour and helmets. Ifthese are well designed, effective and meetwith the approval of the user then the othersystems can be acquired to interface withthem as and when they are required.
