COMPETITION FOR URBAN PLANNING-ARCHITECTURAL DESIGN OF THE MILOČER HOTEL RESORT in Pržno, Municipality of Budva 27142010 source/foto: /academia.edu Hotel Complex Sveti Stefan, Miločer (Montenegro), competition entry "In 1964, Edvard Ravnikar won an architectural and urban planning competition for the environs of the Montenegrin town of Miločer on the Southern Adriatic. By the time, the area was already a highly publicized destination because of Sveti Stefan, a picturesque fifteenth- century fishermen"s village set on a tiny islet, which had been converted into a luxury resort in the late 1950s. ... The Miločer project was one of the first concerted efforts at raising the luxory level of Yugoslav tourism; the local municipality hoped to exploit the reputation of Sveti Stefan and to atract even more upscale guests to the area, which would thuse be transformed into one of the "most exclusive destinations in Europe." ... The results was a culture of architectural experimentation, driven in part by the desire to preserve the natural and cultural character of the landscape. His response to the need to preserve the landscape was to break up the volumes int many smaller pieces staggered over the hilly topography, and to use rough "brutalist" matirials in correspondence with the Mediterranean environment. By the late 1960s, similar architectural strategies became enchrined in the regional plans developed under the auspices of the United Nations. But if the Miločer project was conceptually at the forefront of the development of the coast, in practice it had limited results because Ravnikar only got to build a smoll hotel in the nearby village of Pržno, in addition to some minor interventions at Sveti Stefan. By today"s criteria a modest building both in its appearance and in the standard it offered, Maestral Hotel was carefully integrated into the sloping terrain to avoid disturbing the landscape behind. The material palette was also modest-exposed concrete, brick and stone paving-but its austerity was tempered by ornamental brickwork, which took advantage of the still relatively low coast of laboral. This was Ravnikar"s favorite building tehnuque, which he used frequently in his many later projects, revealing the formative influence of Jože Plečnik and tying his oeuvre to the tectonic sensibilities of the Wagnerschule, developed from Gottfried Semper"s theories. If Ravnikar"s first chance at developing a luxury facilities faild, a second one arrived in 1964, when he won another competition, this time for a 300-room "de luxe" hotel on the outskirts of the ancient fortfield citiy of Budva, abaut tree and a half miles north of Miločer. In contrast to the area around Sveti Stefan, where the mountains drop steeply tower the sea, here the topography was flatter, and integrating a large building into the slope was much more difficult. Ravnikar nevertheless resorted to the alredy-tested strategy of staggered terraces, which now resulted in an "artificial mountain". Instead of disappearing into the landscape, the building expanded on it, as the resulting complex sculptural form, meandering in plan and cascading in section, echoed the taller real mountines in the beckghround. The design relied on a geometry derived from the unusual L-shape of the typical unit. Rather than having a view toward the balcony straight from the entrance-the generic organizational principle for modern hotel rooms to this day-the guest would have to delay gratification until she reached the bottom of the unit, only then discovering a lateral view of the outside. The result was a more intimate room with a gradation in privacy and, more importantly, a characteristic staggered clustering, which determined the generative rule for the overall form." Stefan in the territory of the Municipality of Budva, the town regarded a center of the Montenegrin tourism. That stretch is 2km long with very characteristic natural landscape, including karst rocks and sandy beaches. Some of the most beautiful beaches on the Montenegrin coast lie along this stretch: Pržno - 260m, Milocer 1 - 120m, Milocer 2 - 280m, Sveti Stefan - 700m. Between these beaches, a park forest is situated covering an area of about 32ha. Several remarkable settlements have been developed along this stretch. This is a unique tourist complex proclaimed to be an epicenter of the Montenegrin elite tourism, not only today but in the past as well. Many recognizable hotels are situated here, ”Sv. Stefan”, “Miločer”, “Quenn’s Beach”, “Maestral”. A part of that complex - from the settlement of Sveti Stefan to the settlement of Pržno, ending with the existing facility of the “Queen’s Beach” Hotel (approx. 35ha) - is under a long-term lease by the company Adriatic Properties with the engagement of the operator - Aman Resort. Hotels “Sv. Stefan” and “Villa Miločer” included in the lease by the company Adriatic Properties have already been refurbished and opened, representing the most elite tourist offer of Montenegro. "In 1964, Edvard Ravnikar won an architectural and urban planning competition for theenvirons of the Montenegrin town of Miločer on the Southern Adriatic. Location 1 - On the place of the existing “Queen’sBeach” Hotel, construction of a new hotel is planned.

Location 1

Height of the facility was determined in relation to theterrain level where the facility is located. It have twolevels of basement with garage, one ground floor andfour floors (2B+GF+4) - 7 levels for hotel-touristactivities.

Vertical regulation:

Planned facilities is articulate through adequate numberof floors adapted to the surrounding area which will notdegrade in the visual sense the quality of the existinglandscape. Underground levels are recommended foraccommodation of technical premises and storerooms,as well as for garages i.e. hotel parking spaces.

In accordance with the landscaping recommendations,the height of the building is lower than the existinghighest trees for the purpose of preserving the existinggreen silhouette on the location, and in line with theconducted analysis of greenery and the landscapeinventory of the green fund.Horizontal regulation:Building (frontage) line is set back in relation to the plotboundary for min. 4m along the entire plot. This buildingline applies also to the cellar levels.

Concept:Open ground floor is created with pertaining facilities -restaurant beside the open pool, lobbies, offices,administrative areas, open green areas of publiccharacter, etc.

Landscaping and landscape architecture.This location is a part of a broader and verycharacteristic landscape whole. There is a forest on thislocation, with an extremely rich fund of plant species,numerous olive trees, cypresses, and several speciesof deciduous trees, and a special care was taken whendesigning. Each tree was preserved on its originalplace or transferred, a new location was on the plot. Inlandscape designing, the following criteria wascomplied with:- protection of species and wholes of ecologicaland aesthetical importance and value,- introduction of new landscape elements inaccordance with the existing fund and principles oflandscape designing.

The existing terrain configuration was taken intoaccount as well as the exclusivity of the location itself. Itwas articulation of deliberate and harmoniousstructures that have potential to be treated as a naturalcontinuation of traditional structures of the settlement ofPržno, representing at the same time the western gateof the Miločer Park.The existing green silhouette of this location waspreserved.

Materialization.

The issue of materialization was treated integrally withthe issue of shaping the designed structures. Usingstones as an autochthonous material along withmodern interpretations of its processing, cutting,bonding, implementation. And other materials, such aswood, concrete, plaster /in objects/ glass etc. All thestructures in Miločer Hotel Rezort form an integralwhole in terms of materialization and shaping.

The hotel with its architecture is compliant with theidentity of the landscape and affect the landscape asminimum as possible, and contributing with its urbanpositioning to a new quality of this important area. Withnatural stone on the ground floor, basement, and whitefront plans on 4 levels /shutters + green wall/ shouldcorrespond with the landscape.
