1.0 INTRODUCTION

The 2020 Countdown Clock Urban Design Competition is organised by PertubuhanAkitek Malaysia (PAM) and is sponsored by Kementerian Wilayah Persekutuan DanKesejahteraan Bandar (KWPKB) Malaysia.

2.0 OBJECTIVE OF THE COMPETITION

i. To promote public appreciation of well-design urban spaces and importance ofpublic arts.

ii. To remind us on our vision and mission to be a fully developed nation by 2020.

3.0 COMPETITION SITE

The site is located at the existing fountain area, located at the north ofDataran Merdeka, and above an existing underground car park, as per the AppendixD attached.

4.0 DESIGN BRIEF

The entries must:

i. Feature a countdown clock towards 2020; this must remain to have a purpose

after 2020,ii. Enhance the significance and urban design of the site,

iii. Be appropriate to the sites history, context and the primary heritage zoning ofthe area,

iv. Feature the rakyat in the public art and urban design,

v. Be environmentally sustainable, and

vi. Economically viable.

Participants are expected to verify with the relevant local planning authority on theplanning standards and requirements, and adhere to the guidelines of NationalHeritage Act 2005 (Act 645).

5.0 BUDGET

The budget for the project must not exceed RM 2 million, and the economic viabilityof the design must be justified, and will be a key consideration in the Jurysadjudication of the entries.

6.0 CRITERIA FOR JUDGING

The Panel of Jury shall adjudicate the entries based on the following:

i. Design excellence, including appropriateness to the context of the site,ii. Environmental sustainability,iii. Economic viability.

7.0 PANEL OF JURY

Seven (7) individuals shall be appointed to adjudicate on the entries and to shortlistup to five (5) entrants for Stage Two.

The members of the Panel of Jury shall consist of:

i. President of PAM or his nominee (Chair),ii. The Mayor of Kuala Lumpur or his nominee,iii. Secretary General of Ministry of Federal Territory & Urban Wellbeing or his

nominee,iv. An eminent Malaysian Architect,v. An eminent Malaysian Architect or other professional,vi. An eminent foreign architect or other professional,vi. A popular public personality.

The Organisers reserve the right to replace any member of the Jury.

8.0 PRIZES

The Sponsor undertakes to accept the decision of the Jury and public, and within one(1) month from the date of the announcement of the winners, to pay the prizes andhonoraria to successful entrants in the manner as stated below:

i. To the entrant whose proposal is judged to be worthy of winning the FIRSTPRIZE by the Jury and public, a prize of RM 7,000 and certificate;

ii. To the entrant whose proposal is judged to be worthy of winning the SECONDPRIZE by the Jury and public, a prize of RM 5,000 and certificate;

iii. To the entrant whose proposal is judged to be worthy of winning the THIRDPRIZE by the Jury and public, a prize of RM 3,000 and certificate;

iv. To the remaining entrant/s whose proposal is judged to be worthy of SPECIALMENTION/s by the Jury and public, an Honorarium of RM 1,000 andcertificate.

v. The Jury may shortlist less than five (5) finalists.

The entry with the highest mark will be awarded as theFirst Prize, the entry with the second highest mark will be awarded asthe Second Prize, the entry with the third highest mark will be awardedthe Third Prize and the remaining entry or entries will be awarded theHonourable Mention/s.

13.0 ANONYMITY OF SUBMISSION

i. All submissions must not bear any name of the participant or any identifyingmarks whatsoever so as to ensure anonymity.

ii. Submission received by the Competition Secretariat shall be assigned an entry

number which would not be made known to any party other than theOrganisers.

iii. Anonymity of all participants must be preserved throughout the entire duration ofthe Competition.

14.0 COMPETITION PROGRAMME

The Competition Programme is as follow:

i. Commencement date for registration 26 Jul 2011ii. Closing date of registration 10 Aug 2011

iii. Deadline for submission of Queries 10 Aug 2011

iv. Deadline for replies to Queries 15 Aug 2011

v. Closing date of submission 24 Aug 2011

vi. Announcement of Competition Results 16 Sept 2011

The Organisers reserve the right to vary the Programme.

15.0 SITE VISIT

Participants are free to visit the site at any suitable time for the duration of theCompetition.

16.0 QUERIES

i. Participants may submit queries only with the Query Form as per Appendix Cto the following address:

ii. All queries must be submitted by 12.00 noon on Wednesday, 10 August 2011 .

Queries received after this date and time will not be accepted.

iii. Official replies to the queries, if any, based on the queries submitted, will formpart of the conditions and instructions and shall be posted on the CompetitionWebsite.

17.0 SUBMISSION REQUIREMENT

All entries must consist of:

i. Not more than three (3 nos.) A3 drawings in landscape format,

ii. Acknowledgement by the Competition Secretariat of registration,

iii. Official Declaration Form duly signed by the Registered Participant, and

iv. A CD containing all the above in jpeg format with minimum 300dpi resolution.

18.0 SUBMISSION PROCEDURE

i. Each submission must be contained in a single package, and delivered to thefollowing address:

ii. All submissions must be received by the Competition Secretariat not later than12.00 noon on Wednesday, 24 August 2011.

iii. The Organisers and the Sponsor will not accept responsibility for loss ordamage to the entries.

iv. Participants are advised to retain copies of their entries.

19.0 DISQUALIFICATION

i. Failure by participants to comply with the rules and conditions of thisCompetition may lead to immediate disqualification from the Competition.

ii. The Jury shall have the sole and final decision in the acceptance ordisqualification of any entry that may have infringed any rule of the Competition.

20.0 EXHIBITION AND PUBLICATION

i. The Sponsor and Organisers reserve the right to retain all entries for thepurposes of exhibition, publicity and promotion, subject always to the provisionof Copyright Act 1987 (ACT 332) and all its amendments for the time being inforce.

ii. The Sponsor and Organisers reserve the right to reproduce any of the submittedmaterials in their publications and websites or in other publications and websitesauthorised by them, without any payment to any party, and in doing so, will

undertake to give due credit and acknowledgement to the authors concerned.

21.0 COPYRIGHT

The copyright of all the participants works shall be in accordance with the CopyrightAct 1987 (ACT 332) and any of its amendments for the time being in force inMalaysia. However, the Sponsor and Organisers retain the rights as expresslystipulated in these Competition Brief, Rules and Conditions.

22.0 RECLAIMINGAll entries will not be returned.
