All nations, with a few exceptions, have written constitutions. The study of thesegovernments on a comparative basis hitherto focussed attention mainly on theformal political institutions and their functions, and marginally on political partiesand pressure groups. This approach was of limited utility. The emergence ofComparative Politics filled the felt gap and furnished to us a wider focus—a peepinto the governmental as well as non-governmental politics. The subject ofComparative Politics has proved an extremely useful tool for understanding theworking of modern political systems, and the application of comparative analysisof political studies has in fact enhanced the stature of Political Science as a moderndiscipline.

The development of any subject is not an end in itself. The concepts,strategies, theories and methods should be understood by the students in depthwith a view to ensuring their practical application and encouraging further researchin the areas of immediate relevance. Theoretical concepts have been applied tomajor political systems in order to prove the practical utility of the approach. Ihave tried consciously to maintain objectivity of assessment, which often getsdiluted under the weight of one’s ideological preferences. I am sure this experimentof mixing theory with practice would have the approval of the students community.
