1 INTRODUCTION
1.1 CompanyTrafficCodeECTterminals
InordertoproperlymanagetrafficattheECTterminals,ECThasdecidedtodrawupits ownCompanyTrafficCode(henceforthreferredtoasCTC);thestartingpointofthisistheRoadTrafficAct.ThisCTCcontainsthetrafficmeasuresasapplicableattheECTterminals.
BasedontheCTC,thetrafficsignpostingattheterminalswhichisbasedontheRoadTrafficActisalsoaddressed.ThesesignpostingsmustbeadheredtoinconformitywiththestipulationsintheaforementionedRoadTrafficAct.Ofcourse,everyroaduserremainspersonallyresponsibletotakethosemeasuresdeemednecessarytopreventaccidents.
1.2 Scopeofapplication
TheECTterminalsareenclosedbyafenceandanaccesspointwithbarriers.ThisCTCappliestoanyonepresentattheECTterminals.TheECTterminalsareclosedoffbyfencesandotherbarrierswithaccess.
InadditiontotheCTC,eachpersonmustadheretotheother(safety)regulationsinforceattheECTterminals.TheECTDeltaTerminalandEuromaxTerminalfurthermorehavesupplementaryregulationsregardingaccessingandworkinginAGVandASC/ARMGareas.
ForECTemployees,therelevantprovisionsintheemploymentcontract,theECTcollectivelabouragreement(CAOinDutch)andtheRegulationBookfurthermoreapplyinfull.
1.3 Amendments
TheSafetyManagermanagestheCTC.AmendmentstotheruleswillbeimplementedfollowingconsultationwiththeWorksCouncil.ThemostrecentandapplicableversionisalwaysavailablefromECTandviathewebsitewww.ect.nl.
1.4 Compliance
Directions,ordersandprohibitionsaswellaswarnings(bymeansofsignsetc)bytheauthorisedfunctionarymustbeadheredto.

1.5 Drivinglicense/drivingproficiencycertificates
Personsoperatingavehicle(eitherwithorwithoutalicenceplate)mustbeatleast18yearsofageandhaveavaliddrivinglicenseand/ordrivingproficiencycertificate.
1.6 DeviatingfromCompanyTrafficCode
Inspecialcircumstances,theoperationalsupervisorcandecidetodeviatefromspecifictrafficrulesaslaiddowninChapters4,5and6.Inthesecases,theoperationalsupervisorneedstoensurethatamethodisusedthatguaranteesasafetylevelwhichisatleastequaltothesafetylevelasdescribedinthespecifictrafficrules.Deviationsandensuing(temporary)methodsarereportedinwritingbeforehandtotheOperationalManagementoftheterminalinquestionandtotheSafetyManager.

TheserulesapplytoallroadusersattheECTterminals.Anyexceptions/additionstothis arelistedinchapters4,5and6.
3.1 UnauthorisedpersonsinOperationalarea
Theoperationalsupervisormustgivepermissiontoanunauthorisedpersonifheorsheneedstobeinanoperationalarea.Theunauthorisedpersonneedstocheckinandcheckoutwiththeoperationalsupervisor.Theunauthorisedpersonpresentinanoperationalareawithpermissioncarriesaworkingorangeflashinglightorisaccompanied.
Ifanunauthorisedpartyisdetectedinanoperationalareawithoutaflashinglightoraccompaniment,theoperationalsupervisorneedstobenotifiedimmediately.Furthermore,allvehiclesatthelocationneedtostop.
3.2 Rulesofconduct(inconformitywitharticle5RoadTrafficAct)
Anypartyisprohibitedfromactinginsuchawaythatcreatesormaycreateadangeroussituationontheroadorhindersormayhindertraffic.
3.3 Causinganaccident(inconformitywitharticle6RoadTrafficAct)
Anypartyparticipatingintrafficisprohibitedfromactinginamannerthatcausesatrafficaccidentattributabletosaidpartyinwhichsomeonediesorsuffersseverebodilyharmorbodilyharmtosuchanextentthattemporaryillnessorpreventionfromperformingnormalactionsarises.

3.4 Drivingonafteranaccidentand/ordamage(inconformitywitharticle7RoadTrafficAct)
1.Anypersoninvolvedinatrafficaccidentorwhoseactionshaveresultedinatrafficaccidentisnotallowedtoleavethesceneoftheaccidentif:
a) thepersonknowsorcouldreasonablyexpectthatasaresultofthataccident, anotherpersongotkilledordamageorinjurywascausedtothatotherperson.
b)asaresult,tothebestofhis/herknowledgeorreasonableexpectations,thepartywhichwasinjuredasaresultoftheaccident,isleftinahelplesscondition.
2.Thefirstsubsection,introductionandparta)arenotapplicabletothatpersonwhohasgivenproperopportunitytodeterminehisidentityand,ifhewasoperatingamotorvehicle,alsotheidentityofthatmotorvehicleatthesceneoftheaccident.
3.5 Seatbelts(inconformitywitharticle59RoadTrafficSignsand Regulations/article11OccupationalHealthandSafetyAct)
Operatorsofbothoperationalandnon-operationalvehiclesandtheirpassengersmust makeuseoftheseatbeltsavailabletothem.
3.6 Walky-talkyandmobilephone(inconformitywitharticle61aRoadTrafficSignsandRegulations)
Itisprohibitedtoholdawalky-talkyand/ormobilephonewhileoperatingavehicle.
3.7 Useofalcohol,drugsand/orhallucinogenicsubstances
Intermsoftheconsumptionofalcohol,drugsand/orhallucinogenicsubstances,thefollowingprohibitionsapplytoroadusers,ECTemployees,visitorsandthirdparties:• Beingundertheinfluenceoforconsumingand/orpossessingand/ortransportingalcoholicbeveragesduringworkisprohibited.
• Beingundertheinfluenceoforconsumingand/orpossessingand/ortransporting drugsand/orhallucinogenicsubstancesduringworkisprohibited,exceptwhen medicallyprescribed.”

3.8 Speedandovertaking
Ontheroads,amaximumspeedof30or50kilometresperhourapplies.AttheEuromax,amaximumspeedof30km/happliesthroughouttheentireterminal.
Intheoperationalareas,themaximumspeedis30km/hour.Thespeedlimitationsareindicatedbymeansoftrafficsigns.
OvertakingisnotpermittedonallroadsofECT.Stationaryobjectsandtrafficmovingslowerthan10km/hmayhoweverbeovertaken.
Ifanothermaximumspeedisindicatedbymeansofroadsigns,forexampleduetoworkinprogressorotherspecialcircumstances,thisalwaystakesprevalenceoverthenormallyindicatedmaximumspeeds.

3.9 Right-of-way
• Trafficapproachinganintersectionwithright-of-waymustyieldtoothertraffic.• Trafficapproachingaregularintersectionmustgiveright-of-waytotrafficapproaching fromtheright.
• Trafficmovingfromastationarypositionmustgiveright-of-waytoallothertraffic.• Trafficmovingstraightaheadonthatsameroadhasright-of-wayunlesstrafficfromthe rightisapproaching(atanintersectionwithoutright-of-way).Whendrivingstraightahead,thevehiclehastokeepasclosetothe(imaginary)axisoftheroadaspossible.
• Trafficontheleftsideoftheroadmustalwaysgiveright-of-waytooncomingtraffic.
3.10Exits,intersectionsandlanes
• Exitsandintersectionsmustremainclearatalltimes.• Trafficmustalwayskeeptotherightunlessindicatedotherwise,asforexampleisthecaseontheroadtotheblocksontheEuromaxTerminal.
• Trafficturningoffmustalwaysindicatethis.• EuromaxTerminal:attheTPsonthelandside,theleftsideoftheroadistheparking lanefortrucks.Therightsideisthethoroughfaretothedelivery/collectionblocks.

3.11Reversing
WiththeexceptionoftrafficreversingatthelandsidedeliveryblocksattheEuromaxTerminal,reversingtrafficmustalwaysgiveright-of-waytoothertraffic.
3.12Lighting
• AttheECTterminals,vehicleswhichparticipateintrafficmustalwaysturnonthedaytimerunninglampsordimmedheadlights.
• Vehiclesuseafunctioningorangeflashinglightwhensituatedintheautomatedoperationalareasandthestackwiththeexceptionoftheblocks.
• VehiclesofthecompanysecurityserviceandDangerousGoodsOfficers(withworkingblueflashinglightsandpolytonicacousticsignal)haveright-of-wayoverothertraffic.
• Vehiclesofexternalemergencyservices(withworkingblueflashinglightsandpolytonicacousticsignal)haveright-of-wayoverothertraffic,includingothervehicleswithaworkingflashinglight.
3.13Parking
• Parkingnear(office)buildingsisonlypermittedintheparkingareasdesignatedforthispurpose.
• Onthequay,parkingforalltrafficisonlypermittedbeforetheforeorbehindthesternofashipintheareasdesignatedforthispurpose.Exceptionstothisareonlypossiblefollowingpermissionfromtheoperationalsupervisor.
• Ifavehicleisparked,theengineneedstobeswitchedoff.Havingenginesrunningwithoutthisbeingnecessaryisnotdesirable.
3.14Passingunderneathcargo
• Itisnotpermittedtodriveorbeunderneathcargo.• AttheCityTerminal,visitorsarenotallowedtopassunderneaththecraneswiththeirvehicles.• Whencontainers/hatchesetcarehoistedthroughtheair,onemustwaituntilthe container/cargohaspassedoverthequay.
• Drivingunderneaththecranesisonlyallowedwhenthetrafficlightsaregreen.

3.15Quaytrafficandworkingonthequay
• Onlytrafficservingtheships/cranesmaymakeuseofthequay.• Withoutpermissionoftheoperationalsupervisor,shipmastersarenotallowedtounloadand/orloadpassengercarsand/orothercargo.
• Itisnotpermittedtoparkorleavematerials,goods,equipment,vehiclesand/orotherthingsoutsideoftheareasdesignatedforthispurpose.Inthecaseofdisruptionsand/or
unforeseencircumstances,theoperationalsupervisoronlocationordesignatedpersonmustbecontactedimmediately.
3.16Specialtransports
Specialtransportsmayonlybedriventotheareaunderneaththecraneviaoperational quayareaundertheaccompanimentofECT.
3.17Proceduredeliveryandcollectionblocksexternaldrivers ECTCityTerminal,ECTDeltaTerminalandEuromaxterminal
• Thetruckcabinmaynotcrossthewhitelineifoneispresent.• Thekeycardand/orgreenlightmayonlybeactivatedafterthechassishasbeen properlyprepared.
• AttheEuromaxTerminal,thedrivermustfirstreportattheidentificationpolewiththeCargoCard.Assoonasacoupleofquestionshavebeenanswered,thecraneisdispatchedtothetruck.
• Itisnotpermittedtositinthetruckcabinafterthesystemhasbeenactivated.• ItisnotpermittedtositinthetruckcabinwhilethestraddlecarrierorARMGisworking.• Passenger(s)maynotentertheterminal• Driversneedtoselectasafeposition: o AttheEuromaxTerminal,thisisunderneaththecoveringbetweenlanes1and2. o AttheCityTerminal,thisisnearthetruckcabininsightofthecarrierdriver. o AttheDeltaTerminal,thisisnearthefixedsheltersinsightofthecarrierdriver.
3.18TrafficmanagementsystemECTDeltaTerminal
Thetrafficmanagementsystemmanagestheintersectionsbymeansoftrafficlightsand/orbarriers.Inprinciple,thesystemisoperational24hoursaday.Shouldthesystemnotbeoperational(orangeflashinglightorthetrafficlightisnotworking)thentheright-of-wayrulesasestablishedunderpoint3.9areapplicable.

4 TRAFFIC RULES STRADDLE CARRIER
4.1 Generaltrafficrules
• Thestraddlecarrierinthestraddlecarrierstackcomingoutofthestreet,bufferordeliveryandcollectionblocksmustgivewaytotrafficontheroadway.
• Overtakingisprohibitedinthestraddlecarrierstack.• Enteringthedeliveryandcollectionblocksand/orinspectionbufferisonlypermittedifthelightisgreen.
• CityTerminal:Whenhandlingareefer,thestraddlecarrierneedstoapproachthereefer(connectedtotheterminal)withthecabinfacingthereefer.
• Inthecaseofdisruptionsand/orunforeseencircumstances,theoperationalsupervisorneedstobecontactedimmediately.
• Itisnotpermittedtoparkorleaveequipment,vehiclesand/orcontainersoutsideoftheareasdesignatedforthispurpose.
• Thestraddlecarriermustbeparkedwiththecabinfacingthefootpath.Thestraddlecarrierdriveraccessesandleavestheparkinglotviathefootpath.
• Whenleavingthestraddlecarrierstack,thestraddlecarrier,withthecabinfacingtraffic,mustbeaccompaniedbyacompanyvehiclefittedwithaworkingflashinglight.
• Ifanyotheroperationsmustbeperformedatthesametimeasstraddlecarrieroperations,thesearereportedtotheoperationalsupervisorandappropriatesafetymeasuresaretaken.
4.2 Trafficruleswhencrossingtheinternallaneorthoroughfare
• Thestraddlecarriermayonlycrosstheroadviatheroutespecificallyconstructedfor thispurpose.
• Thestraddlecarriermustcometoafullstandstillattheintersection,afterwhichthedriverassureshimselfthattheroadcanbesafelycrossed.
• Thestraddlecarriermustgiverightofwaytoothertraffic.• Thestraddlecarriermayonlycrosstheroadataslowpace.• Thestraddlecarriermayonlycrosstheroadwiththecabinfacingthedirectionoftraffic.

4.3 Trafficruleswhencrossingthemaintrafficrouteatthe ECTDeltaTerminal
Atthestraddlecarriercut-across,thestraddlecarriercrossestheinternallaneandthemaintrafficroute. • Thestraddlecarriermayonlycrossthemaintrafficrouteifthereleventwhiteflashinglightofthetrafficmanagementinstallationindicatesthatasafepassageispossible.
• Tocontrolthetrafficmanagementinstallation,thestraddlecarrierdrivercontactstheCLZoftheLOC.Beforecrossing,herequeststheCLZtoactivethewhiteflashinglight.Afterhavingcrossed,herequeststheCLZtoturnoffthewhiteflashinglightagain.
• Thestraddlecarriermayonlycrossthemaintrafficroutewithanemptyspreader,unlessthemaintrafficrouteiscrossedunderaccompanimentoriftheactivitiestakeplaceduringthenightorweekend.
• Ifthetrafficmanagementsystemdoesnotfunctionaccordingly,thestraddlecarrierisonlyallowedtocrossthemaintrafficrouteunderaccompaniment.
4.4 Trafficrulesfortheautomatedoperationalareaatthe ECTDeltaTerminal
• Thestraddlecarriermaynotapproachtheautomatedstackingcranewiththecabin.• Thestraddlecarriermustgiveright-of-waytoanASC-Randmaynotovertakeit.

DeltaTerminal:WhencrossingtotheDBFquayoverthemaintrafficroutebetweenbuildings25and26,thedriverofthereachstackerneedstoensurethatthecontainer isnotsuspendedoverthemaintrafficroutewhenwaitingforthetrafficlight.
5.1 Generaltrafficrulesintheareaofoperation
• Thereachstacker/emptyhandlerhasright-of-wayoverothertrafficinitsoperationalareacomprisingtheemptyandspecialstackandspecialcargoarea.
• Thereachstacker/emptyhandlerleavingastackingareamustgiveright-of-waytotheotherreachstackers/emptyhandlers.

5.2 Trafficruleswhenleavingtheareaofoperation
a) Thereachstacker/emptyhandlermayleaveitsareaofoperationunaccompaniedtoproceedtoanotherlocationifthefollowingconditionsaremet:
• Nocargoispresentinthespreader; • Thespreaderisretractedto20”; • Nohoistingtoolsarecarried(e.g.hoistingchainsetc); • Thevehicledoesnotpassunderneaththecranes; • Onlytheinternallaneisusedfordriving.
b)Iftheabove-mentionedconditionscannotbemet,thenaccompanimentbyavehiclewithflashinglightsisessential.

6 TRAFFIC RULES FOR THE MULTI TRAILER TRACKTOR AND TERMINAL TRACKTOR
6.1 Generaltrafficrules
• Cranerailsmustbecrossedasfarawayfromthecraneaspossible.• Itisprohibitedtodrivebetween2cranesworkingonthesameobject.• Itisprohibitedtobeunderneathcargosuspendedfromthecrane.• TheMTT/TTshouldusetheinternallaneasmuchaspossible.• TheMTT/TTmustfollowtheindicatedroute.• TheMTT/TTmustreducespeedtoamaximumof10km/hoursbeforenavigating abend.Thespeedmustnotberaisedagainuntilthelastchassishasnavigated thebend.
• TTsuncoupletheirchassiswhenbeingloadedordischargedbyanARMGor straddlecarrier.
• BeneaththecranesattheCityTerminal,trafficadherestoonedrivingdirection perobject.Exceptionsarewronglyloadedreefersonchassis;inconsultationwith theRAWSofthecranes,thesemaydriveintheoppositedirection.
• AgondolaonchassisdrivingonthequayoftheEuromaxTerminalneedstostaywithinthebluelines.Consequently,parkingisnotallowedhere.
6.2 Verkeersregelsbijinrijdenstraddle-carrierstack
• Whenenteringthestack,themultitrailertractor/terminaltractorfirstneedstoreportwithcontroltogainpermission.
• Themultitrailertractor/terminaltractorstopsinfrontofthestoplinewhendrivingintothestraddlecarrierstackandgivesright-of-waytothestraddlecarrier.
• Whenenteringthestraddlecarrierstack,theflashinglightneedstobeswitchedon.
