MannyPacquiao, Rep. Bernadette R. Herrera-Dy, Rep. Fatima Aliah Q.Dimaporo, Rep. Randolph S. Ting, Rep. Wilfrido Mark M. En-verga, tagapangulo ng House Committee on Rural Development,at si Rep. Imelda R. Marcos, ang kasalukuyang tagapangulo ngCommittee on MDGs.

    Pangako ni Speaker Sonny Belmonte

    ISYU 101Ni Nelson S. Badilla, M.P.A.

    SENATE Pres ident Juan

    Ponce Enrile yesterday sought

a Senate inquiry on the allegedanomalies at the Metropolitan

    Waterworks and Sewerage Sys-

    tem (MWSS).

    Enrile said the MWSS se-

cured two loans from the Asian

    Development Bank supposedly

for the stud y of the Wawa River

    Reactivation Pr oject, to estab-

lish the Wawa River System as

    an alternative source of water

    supply.However, until now, Enrile

    claimed that there have been

    no developments on the Wawa

    River System.

    Enrile specically cited the

    Manila North East Water Supply

Project in 1992 an d the Mar ikina

    River Water Supply Augmenta-

    tion Project in 200 4.

The cost of these loans was

paid for by the governmen t usingtaxpayers money, he said durin g

a privilege speech at th e Senate.

However, he did not state how

    much the loans cost.

Enrile said he also wants to

    investigate the alleged fast ap-

    proval of MWSS' application for

water rights to the Wawa Water

System compared to the slow pro-

cessing of the application of San

Lorenzo Builders, which wouldhave undertaken the project at

    no cost to the government.

    Enrile also wants to probe

    the abuse of discretion alleg-

    edly committed by the MWSS

    by allowing its concession aires,

    the Manila Water Company Inc.

    (MWCI), to make an advance

    collection of P732 million from

    its consumers, supposedly for

the Wawa Dam Project. The advance collections for

    the project were already made

even before the MWSS was grant-

ed the necessary water rights and

    even though the implementation

of the Wawa Dam project has not

    even commenced, he said.

When the p roject was aborted

due to legal problems, he said the

    MWCI used the P732-million col-

lection to nance other projects.Enrile alleged that P17 million

    are still unaccounted for.

    Aside from this, Enrile said

    he also wants an investigation

on th e alleged excessive bonuses

    and emoluments reportedly be-

ing awarded by the MWSS to its

    executives and employees.

gawa niya tuwing sasapit ang kanyan g kaarawan.

Akihiro turned 24 years old last September 12.

I just came back from my vacation in Hong-

kong. That's why I wasn't here on t he exact dateof my birthday. I took a vacation right after the

    launch of Survivor Philippines:Celebrity Show-

down, kuwento ni Akihiro sa PEP (Philippine

    Entertainment Portal).

    aways.

Kuwento niya: My doctor said I need to rest

after what happened to me in the

island. I h ad bad allergies and I had

an infected wound on my leg. My

    doctor suggested that I don't d o work

for a while until my allergies and

    wounds are healed.

I recovered quite fast an d th e

wound on my leg has healed. You

can on ly see scars. My allergies

    from the mosquito bites are

okay now.I can go back to work and

do my char ity work as well. I prom ised

this to some people and I n ever break

    a promise.

    That's why when I returned, I al-

ready asked my manager and th e staff

of Mercator to make arrangements for

    my charity work.

Nagpakain si Akihiro sa higit na 100

underweight children sa Tomas Morato El-

emen tary School.

    pagpasok.

I love doing this kind of charity work es-

pecially to children. I feel good after. Just to

see the smiles on their faces makes me feel

    good inside.

    THE Belgian Embassy has con-

rmed that the P18.7-billion LagunaLake Rehabilitation Project enjoys aguarantee from Brussels through itsexport credit facility.

In a reply to the letter of thenEnvironment Secretary HoracioRamos dated June 10, 2010, Ambas-sador Christian Meerschman said thatBNPP-Fortis is making available on

ONDD-covered export credit facil-ity the funding for the Laguna LakeRehabilitation Project.

He added that the ONDD or OfceNational du Ducroire is the BelgianPublic Export Agency. The ONDD wasfounded in 1921 by the Belgian State

and is acting as an autonomous gov-ernment institution enjoying BelgianState Guarantee.

This letter superseded a previousletter used by detractors of the project toassert that it has no ofcial support fromthe Belgian government and would notqualify for coverage under the OfcialDevelopment Assistance Act.

    We understand this Export Credit

Facility complies with Republic Act8182/Ofcial Development Assistance

Act of 1996 containing a minimumgrant element of 25 percent as denedin the Philippine Act, the Belgianembassy said in response to the al-legations.

Trust, but verify. My husband loves that

quote from Ronald Reagan. During his time in

ofce, the former US President wanted to believe

everything he was told in his political dealings

with others. But since the security of his country

depended on the truth being toldhe strived to

    verify everything.

Acts 17:11 tells us that the Bereans had

a similar attitude about knowing the truth.

They received the Word with all readiness,

and searched the Scriptures daily to nd out

whether these things were so. In other words,

the Bereans didnt simply believe what someone

else was telling them. They also veried it on

    their ownon a daily basis.

Thats important for us to consider as well.

Whether we receive our Bible teaching through

church, Sunday school, radio, or TVwe need

to test what we hear against Gods inspired

Word (2 Tim. 3:16-17). We are to be diligent

to present [ourselves] approved to God, . . .

rightly dividing the Word of truth (2:15). If

we do this, we wont become prey to those who

teach a different gospel, and those who want

to pervert the gospel of Christ (Gal. 1:6-7)

false teachers who come as wolves in sheeps

    clothing (Matt. 7:15).

    Remember, trustbut verify!

    Protection from false teaching comes

    The more we read Gods Word;

For once we know the Scriptures truth,

Whats false will sound absurd. Sper

MANILA Mayor Alfredo Lim yesterdaybecame emotional as he branded as a shotgun

blast the report submitted by the Incident In-vestigation and Review Committee (IIRC).

Lim and Vice Mayor Isko Moreno wereamong the 13 individuals recommended foradministrative proceedings and/or prelimi-nary investigation for possible criminal liabilityarising from the acts or omissions.

Aside from the 13 individuals, the IIRCalso included the top three networks ABS-CBN, GMA-7 and TV-5 in the comprehensivereport.

In a statement, Lim also expressed surprise

as to why his name was included in the saidlist while Senior Police Ofcer 2 Gregorio

Mendoza, who clearly instigated his brother,hostage-taker Capt. Rolando Mendoza, not toyield to authorities, was spared.

Baligtad na ba ang mundo, Lim said, noting how Gregorio laid the groundworkfor his brother to lose his condence inthe negotiators and how he ignited hisbrother by telling him to continue what hewas doing until his (Gregorios) rearm isreturned to him.

The mayor recounted how Gregorio admit-ted before him and the other ofcers present at

the advance command post (ACP) that he hadknowledge of his brothers plans, according

to the statement released to media.Reacting to the portion of the report stat-

ing that Lim should have had his meal at theACP instead of at the Emerald Restaurant,Lim said: Gaano ba kalayo ang Emerald sabus? There is no abandonment thattook place because all the key ofcials ofthe MPD remained at the ACP.

THE military yesterday justied its ongoing

reconstruction of the runway at the Pagasa Is-

land, part of the disputed Spratly Islands, saying

this is vital in performing administrative runs

for its troops occupying the territory.

Navy spokesman Lt. Col. Edgard Arevalo

said the repair and maintenance of the runway

is being undertaken by members of the Phil-

ippine Air Force. Most of the Filipino troops

stationed at the island are from the Navy.

We would like to make it clear that we arenot putting up new structure there. What is

happening there is repair and maintenance of

the runway. The one undertaking that is the Air

Force, Arevalo said in a phone interview.

Earlier reports had it that Chinese ambas-

sador to the Philippines Liu Jianchao had

informed the Department of Foreign Affairs

that the militarys statement last week to

inspect and rehabilitate facilities at Pag-asa

    is not a welcome pronouncement.

Jianchao noted that both China and the

Philippines are ironing out the controversial

August 23 hostage-taking incident at theQuirino Grandstand that left eight Hongkong

tourists and the hostage taker, dismissed police

    ofcer Rolando Mendoza, dead.

We are doing that because we feel thats

necessary because we have personnel there.

We need that for re-supply and rotation of

personnel. But saying we are putting up new

structure, we are not putting up new structure,

    none, added Arevalo.

    According to the FOIC (flag-officer-in-

command) said its ongoing, Arevalo added,

referring to Navy chief Rear Adm. Danilo

Cortez. That is what the FOIC said, Air Forceis the one constructing but you can check with

the Air Force, he said. Ronnie Santos

BRITISH researchers have found in their newstudy that preventing the u can lower the chancesof heart attacks in some people, suggesting theremay be a link between respiratory infections andheart attacks.

According to Monday's online issue of theCanadian Medical Association Journal, theresearchers, led by Dr. Niroshan Siriwardena ofthe University of Lincoln, with co-authors StellaGwini and Carol Coupland, looked at 78,706patients aged 40 years or older from 379 familypractices in England and Wales.

Of the total respondents, 16,012 already had

a heart attack and 8,472 of the patients had beenvaccinated.

The researchers found that early vaccinationfor u -- between September and mid-November-- was associated with a 21 percent reductionin the rate of heart attacks compared with late

vaccination after mid-November, which was as-sociated with a 12 percent reduction.
