Tap idle govt assets for public housing EduTHE next administration should harness idle government

assets from unused lands to vacant office buildings for pub-lic housing, Lakas Kampi CMD vice presidential candidate EduManzano said.

Housing authorities should produce an inventory of all non-performing government assets, and ascertain those holdings thatcould potentially be developed into community shelters, saidManzano, former national president of the Vice-Mayors Leagueand one-time vice-mayor of Makati City.

They should come up with exact plans to develop the assetsfor public housing. Congress can then consciously support theplans with ample funding, Manzano said.

For example, he said an abandoned or unoccupied multi-level government office building could be remodeled at minimalcost into affordable residential apartments for the benefit of in-

formal community settlers.He said the suitable assets could be converted into commu-nity housing by national shelter agencies on their own, or withthe help of provincial, city or municipal governments.

Manzanos proposal was inspired partly by the UnitedKingdoms public housing for marginal families.

State-run lenders such as the Development Bank of the Phil-ippines and the Land Bank of the Philippines could also getinvolved, Manzano said.

Boost in RPs anti-corruption ratingseen with greater public access to info

COTABATO Rep. Emmylou Talio-Mendoza has expressedconfidence that the countrys anti-corruption rating would get a

big boos t once the proposed Freed om of Infor mation Act is fi-nally enacted.

We are counting on the measure to improve considerablythe countrys image in terms of fighting corruption, said Talio-Mendoza, one of the key authors of the measure and one-timechairwoman of the House committee on public information.

What is important is that 23 years after ratification of the1987 Constitution, we will finally have a new law enabling theorderly implementation of provisions on the publics right togovernment information on matters of civic concern, includingall state contracts, Talio-Mendoza said.

Congress is set to ratify this week the bicameral conferencereport on the measure.

Talio-Mendoza said the measure would surely give a whole

new meaning to the constitutional right to information, rein-force public accountability and repel malfeasance.

We are absolutely certain this will go a long way in promot-ing greater transparency and improving governance, she said.

The Philippines ranked 139th among 180 countries in the2009 Corruption Perceptions Index of Transparency International(TI). With a score of 2.4 points in 2009, the countrys rankingimproved slightly from 141st in 2008.
