ADVISORY COMMITTEE MEETING MINUTES

RECOMMENDATION:

It is recommended that Council notes the minutes of following Advisory Committee meetings:1. Access and Equity Advisory Committee 9 April 20152. Sister Cities Advisory Committee 2 April 20153. Multicultural Advisory Committee 3 March 2015 and 14 April 20154. First Peoples Advisory Committee 26 March 20155. Public Art Advisory Committee 28 April 2015

EXECUTIVE SUMMARY:

The Community, Sport and Cultural Services Advisory Committees provide CairnsRegional Council with a key link between the community, state agencies and sector interest groups, by providing advice and recommendations that help form the direction and policies of Council.

Primary objectives of the Committees are Community engagement, Project and Planning advice and stakeholder input.

In addition, the Sister Cities Advisory Committee promotes global context sister city relationships that affiliate Cairns with cities in other countries where such relationships have a significant positive influence on the communities involved.

There were no actions arising for Councils consideration from the Community, Sport and Cultural Services Advisory Committee meetings during the reporting period.

BACKGROUND:

The Access and Equity Advisory Committee meet bi-monthly to provide Council withstrategic directions and planned approaches to systemic and access related issues within the local government area.

The Sister Cities Advisory Committee meets bi-monthly to provide recommendations to Council and contribute to the on-going development and maintenance of Council's Sister Cities relationships.

The Multicultural Advisory Committee meets monthly to provide guidance and support to Council regarding issues affecting people living in the local government area who are from different cultural and language backgrounds.

The First Peoples Advisory Committee meets bi-monthly and works in partnership with Council to increase the understanding of issues affecting Aboriginal and Torres Strait Islander people who are unique and have diverse cultural and language backgrounds. The First Peoples Advisory Committee provides guidance and support in responding to those issues.

The Public Art Advisory Committee meets on a bi-monthly basis. Membership is drawn from Councillors, Council staff and members of the community representing different arts and cultural industries.

It is important that the membership of all Council advisory committees as a whole has sufficient breadth of experience and skills to represent the needs and aspirations of the broader community. Chair and Committee membership are for the term of the current Council.

COMMENTS:

Endorsed Minutes of the Access and Equity Advisory Committee meeting held 9 April2015 and are submitted for noting.

Draft Minutes of the Sister Cities Advisory Committee meetings held 2 April 2015 are submitted for noting.

Endorsed Minutes of the Multicultural Advisory Committee meeting held 3 March 2015, and draft minutes of the meeting held 14 April 2015 are submitted for noting.

Draft Minutes of the First Peoples Advisory Committee meeting held 26 March 2015 aresubmitted for noting.

Endorsed Minutes of the Public Art Advisory Committee held on 28 April 2015 are submitted for noting. While there are no matters identified by the Committee requiring action by Council, Council is asked to note Item 9: Changing Lanes Concept Selection –Council is advised that the Committee assessed 12 individual applications for the 2015 Changing Lanes program wherein it was resolved to shortlist six concepts for further development, as identified in the attached minutes. The Committee also resolved to include the public art program in the Cairns Festival Program in order to enhance audience opportunities.
