The minutes for the March 25 2014 regular meeting were motioned for approval byCommissioner Shive with a second by Commissioner Penix All were in favor so the motioncarried

Emma Hamilton Reed was nominated by Chairman Camille Hernandez to the RedevelopmentAdvisory Committee As there were no other nominations voiced the nomination periodclosed At this point Board Member Eunice Penix motioned to approve the appointment andBoard Member James Shive seconded it All were in favor so the motion carried
NEW BUSINESS
E1 Community Director Michael Sherman stood in for CRA Director Karen Koser for a projectupdate There were no numbers received for the recycling report Mr Sherman reminded thecommission that there will be the Great American Clean Up on April 12 2014 with 3 dumpstersavailable for the event The 8th Street Parking contract began on April 1 2014 CRA FacadeGrant Program spreadsheet showed the award increase if there is an approval of a new grantthat will be presented during this meeting
E2 Community Director Michael Sherman presented the grant application for Iron MikesCleaners After some discussion the grant was motioned for approval by Board MemberJames Shive It was seconded by Board Member Eunice Penix and all were in favor so themotion carried
E3 Anne Johnson at 35136 St Joe Road Dade City FL 33525 presented a new design for thesculpturesplanters for downtown One bid came back at 33000 per pot It was suggested to

look for alternatives The committee spoke to an instructor at PHSC and he will construct ademo to bring back to the CRA board which can be approved at that time If the demo isapproved there will be 8 sculpturesplanters made at no cost There will be a plaque added toeach stating the contributors to the project
E4 John Moors Executive Director of the Dade City CoOp gave an update on the Sweetbayproperty The CoOp met with the broker last week who is very experienced in matters such asthis and she has agreed to help with the marketing aspects of the property Next week the CoOp is meeting with Larry Castro who represents the family that owns the old Kash and Karryacross from Jarret Ford Mr Castro has some plans and would like to share what the familywould like to do The Pasco Motors site is more complex but they are still working for asolution The Smartstart is full and looking to get more space as there are more applicantscoming in The PRIDE Consulting project is working along and they are looking at theentrepreneur elements Could be anything from tourism related such as wine and cheese craftbeer new types of stores new concepts of restaurants It is in the exploratory stage but anongoing project
Moved to item E6 John Moors gave the Chamber of Commerce 1 quarter report The CareerCentral is still planning on moving into the Business Center The chamber has put togethermany things as a Dade City Tourism MapMoved back to E5 Margaret Angel President of the Downtown Dade City MerchantsAssociation gave the 1 quarter report She states how the merchants are learning Sheclarifies what she means by stating they are in contact with the customers and visitors thatspend their money here what they want and need The association is doing a lot on manyfronts helping to promote the downtown as well as beautifying the area as well Theassociation has been looking a t the strengths and weaknesses of the city to find ways to bringpeople to Dade City and improve marketing aspects

Recycling Report
Recycling numbers for March and April were 226and 23 respectively Participation isgradually increasing
The Great American Cleanup was held April 12 across Pasco County The City and CRA sponsoredthree dumpsters Roosevelt and Wilson 20 and Avondale and the parking lot behind Del Carmenrestaurant All dumpsters were full before noon thanks to the efforts of many volunteers especiallyLevater Holt and Jim Shive Results received from Pasco County Recycling Coordinator JenniferSeney showed Dade City participants collected 729 tons of waste copy attached For comparison

April 2014 729 tons 58 increase
The next cleanup is scheduled for the 3 Saturday of September September 20
CRA Facade Grants Program UpdateThe attached spreadsheet for 2013 2014 CRA grants shows ten grants approved for sevenbuildings This covers three sign grants and six facade grants including a mural reroof repaintingand three awning replacements as well as the recentlyapproved grant at Iron MikesCleaners forfacade soffit lighting painting and sidewalk Total for grants awarded is 50785 out of a budgeted33550 or 151 All but two grants including Iron Mikes have been completed and paid
Christmas Decorations
Since there was general dissatisfaction with the batterypowered lights installed on 7 Streetlightpoles the past two years RAC members discussed installing lighted hanging decorations onMeridian Avenue lightpoles as had been done in prior years A Christmas display would also beset up in Agnes Lamb Park Since we now have to work through TECOsMerchantsAssociation on any project involving City streetlights they have been contacted for availabilityof decorations pricing etc Pricing will also be researched for banners along Meridian Avenueyearround changing seasonally or for City events
Novotny Parking Lot Agreement
A new oneyear agreement for the Novotny parking lot was drawn up and submitted Approximately 1350 sqft would be donated for the Alleyway project for seating and landscaping TheCity would add the lot to their weekly street sweeping rotation and current insurance coverage andprovide any maintenance during the term of the Agreement The Agreement is being presented forapproval by the City Commission Community Redevelopment Agency

Subject Agreement for Paving Novotny Parking Lot

It is requested that the City Commission consider the following information and
recommendations
BACKGROUND
James and Jean Novotny own The Corner Emporium a business at 37838 Pasco Avenue aswell as the parking lot just west of the business The parking area is adjacent to both the 7thStreet alleyway which the CRA has earmarked for a renovation project and public parking at 8Street
ISSUES
The City is in need of additional parking close to the Downtown shopping district and thesubject parking lot is in need of repaving and striping This project would add approximately 15parking spaces including one handicapped space as well as renovate an unsightly parcel in ahigh traffic area
This Agreement calls for the Novotny lot to be paved using CRA funds under a oneyear leaseagreement with the City Approximately 1350 sq ft would be donated by the Novotnys for theAlleyway project and would likely be used for seating and landscaping The City would add thelot to their weekly street sweeping rotation and current insurance coverage and provide anymaintenance during the term of the Agreement

Authorize the Mayor and CRA Chairman to approve City Agreement No 201407 CRA
Agreement No 201401
Do not approve the parking lot paving project
RECOMMENDATION
Staff recommends that the City Commission and CRA authorize approval of the Agreement
FUNDING
Funding estimated at 15000 is available through the CRA under the Alleyway project andincluded in the 2013 2014 budget

AGREEMENT FOR PAVING AND PUBLIC USE OF PARKING AREA
THIS AGREEMENT is made and entered into by and between the CITY OF DADE CITYFLORIDA a municipal corporation organized and existing under and by virtue of the laws of theState of Florida hereinafter called CITY the CITY OF DADE CITY FLORIDA
COMMUNITY REDEVELOPMENT AGENCY a special district of the City of Dade CityFlorida hereinafter called CRA and JAMES A and JEAN W NOVOTNY PO Box 2037Dade City Florida 335262037 hereinafter called OWNERS
WITNESSETH
WHEREAS James and Jean Novotny are the owners of a parking area located on the south sideof Pasco Avenue just south of Meridian Avenue and
WHEREAS this parking area is very convenient for use as public parking and
WHEREAS the parties have agreed that it is in the public interest to execute a longterm lease ofthe parking area for use by the public
NOW THEREFORE in consideration of the mutual terms conditions promises covenants andpayments hereinafter set forth and for other good and valuable consideration the receipt andsufficiency of which is hereby acknowledged the parties hereto do mutually agree as follows
1 The foregoing recitals are true and correct and are hereby incorporated by reference forall purposes as if fully set forth herein
2 The property subject to the terms of this lease agreement is described as followsMcElroys Addn PB 1 Pg 13 Lots A B C except S 30 ft of the W 30 feet OR 3962Pg 1557 Parcel ID No 2724210280 0050000A5
3 Owners shall convey by separate warranty deed 1350 square feet of the southern
portion of subject property described above within twenty 20 days of boundary surveybeing completed Survey to be at the Citys expense
4 The term of this lease will be for a period of one 1 years from the date of approval bythe City and shall automatically renew thereafter for additional one 1 year periods
5 Within one hundred twenty 120 days of the approval of this Agreement the City shallprovide for the resurfacing of the subject property The CRA shall provide funding forthe resurfacing
6 During the term of this Agreement the City shall sweep the subject parking lot on aregular basis
7 During the term of this Agreement and so long as the Owners operate a business in theadjacent building the Owners may reserve a total of three 3 parking spaces for use bytheir business during regular business hours Monday through Friday 8 am to 5 pmThe remaining spaces must be otherwise available for public parking at all times TheCity may post signage in the parking area designating the area as public parking
8 During the term of this Agreement any repaving or resurfacing or other maintenancerequired to maintain the parking lot in good working order shall be completed by theCity
9 The City may terminate this Agreement by giving the Owners thirty 30 days writtennotice After one year of the date of approval the Owners may terminate this agreementby giving the City thirty 30 days written notice
10 During the term of this Agreement the City shall provide property and liability insurancefor the subject property
11 Should the Owners sell or otherwise dispose of the subject property prior to the end of thelease term the provisions of this Agreement shall be legally assigned to the new owners
12 Should any one or more of the provisions contained in this Agreement be declaredinvalid void or unenforceable in any respect all remaining provisions shall remain infull force and effect and shall in no way be invalidated impaired or affected thereby
13 This Agreement shall be governed and construed by and in accordance with the laws ofthe State of Florida and venue shall be in Pasco County This Agreement constitutes theentire agreement between the City and Owners and shall supersede any prior written orverbal agreements or arrangements between Owners and the City

Public Comment
Margaret Angell complimented the new landscape company on the improved condition of the 8Street parking lot She also mentioned interest in a Public Market at the former Pasco Motorssite Dade City Coop members are working with a potential tenant for the space There is alsocontinuing interest in an Art Cooperative in the former PeddlersVillage location
Old Business
Recycling UpdateRecycling participation for February and March was stable at 216 and 226 Numbers have
been steady since July 2013 varying between 193 and 226
The Great American Cleanup sponsored by Pasco County was held Saturday April 12 2014The City andorCRA sponsored dumpsters at Wilson Roosevelt Avondale 20 and theparking lot behind Del Carmen Every cleanup attracts more volunteers and participation wasgreater than last September All three dumpsters were filled before noon Jennifer Seney PascoCounty Recycling Coordinator will submit results when tabulated

CRA Grants UpdateThe 20132014 CRA grant spreadsheet was distributed showing ten grants approved for sevenbuildings the latest being Iron MikesCleaners for facade soffit lighting painting andsidewalk The total of50765 represents 151 of the 2013 2014 budget and includes threesign grants and seven facade grants including a mural reroof repainting and three awningreplacements
Matter of Taste Alleyway UpdateThe City Manager was contacted by Jean and Jim Novotny concerning the agreement to repavethe parking lot next to their store A meeting was held and a new agreement was draftedeliminating several items from the last revision The Novotnys are expected to sign it when theyreturn from vacation
Sign Update Merchant InputThe Merchants Association submitted a Position Statement regarding monument signage forthe CRA copy attached With these sign preferences noted RAC can proceed with pricing fora designbuild project
Metal SculpturesPlanters UpdateMargaret Angell reviewed Anne Johnsonspresentation from the April 8 CRA meeting Workcontinues with Saint Leo on redesigning the project The structures are rusting this is alsobeing addressed
New Business

Position Statement In Re Downtown Visual Perceptions as it relates to MonumentSignage for the Shopping District

Whereas the Dade City Merchants Association Inc as the representative of the business owners andmerchants located in the CRA district of Dade City has a significant stakehold in the Visual Perceptionsof the downtown area as well as a vested interest in maintaining a shopping district that is aesthetically
pleasing to our visitors informative reliable and convenient for way finding
Therefore the Merchants Association desires to express their position on the placement of Monumentsigns and would make the following suggestions andor recommendations
1 That the Monument signs be free standing as opposed to being attached to any buildings etc
2 That the Monument signs be positioned on public property as to avoid any real property ownershipissues now or in the future
3 That the Monument signs be located in areas of high visitor ingress traffic with particular attentiongiven to points where visitors exit vehicles andor public transportation and begin to circulate thedistrict on foot We believe suitable locations could be established in the corners of some city parkinglots and one near the public bus stop along 7 St We believe that there are approximately 56 suitablesites and that if positioned in the corners of public parking Tots the signs would have high visibility andcould be incorporated into the existing landscape with a minimal amount of alternation to the existinginfrastructure In addition these signs would serve as the first welcome greeting to our visitors
4 That In addition to the requirements necessary to meet the current city codes and sign ordinancesthe Monument signs include a locked display case that could protect the contents from weather andvandalism
5 That the content of the display case be restricted to a Welcome to Downtown Dade City greetingthe enlarged map of the downtown with legend of shops and other points of interests and the officialSeal of Dade City And that all other flyers sales advertisements etc be prohibited in order to preservethe dignity and appearance of the sign We are recommending that the map used in our DowntownShopping Guide be enlarged and used as a guide
6 That the Merchants Association will accept responsibility for maintaining the content of the sign withan up to date map to be produced each time the shopping guide is revised and updated
Whereas a strategic marketing plan for the economic enhancement of a destination city weighsheavily upon the perceptual environment and experience perceived by the visitorshopper the DadeCity Merchants Association Inc respectfully submit our position and invite all interested parties inJoining us in representing our city with a stylish professional location guide for the ease and comfort ofour visitors in the form of Monument signs
