A large proportion of this area is steep terrain intersected by small streams. Nestled between the foothills of the Great Dividing Range and the coastline, the Nambucca River drains a valley approximately 47 km long. The eastern boundary of Nambucca Shire is defined by the Pacific Ocean, the southern and western boundaries of the Shire are defined by the Nambucca River catchment, while the northern boundary begins approximately 10 km north of Valla Beach and runs almost directly west. The Nambucca Shire has an estimated width of 23 km at its widest extent, the eastern boundary adjacent to the coastline. Figure 1

SHIRE LOCATION AND TOPOGRAPHY The Nambucca Shire Council Local Government Area is located on the Mid North Coast of New South Wales, approximately midway between Sydney and Brisbane (Figure 1). Situated geographically between 30°30'S and 30°56'S and 152°18'E and 153°01'E, the Shire covers an area of approximately 1,490km2. CLIMATE The local climate is considered to be semi-tropical with summer dominant rainfall. The average daily maximum temperature is around 23.3°C, while the average daily minimum temperature is around 14°C (Bureau of Meteorology, 2001). Long-term average annual rainfall over the estuary area is between 1,300mm and 1,400 mm. Annual rainfall typically ranges from 1,300mm to 1,600mm in the northern and eastern section of the high ridge country and between 1,200mm and 1,600mm to the south and west along Taylors Arm. Annual pan evaporation is estimated to range from 1,650mm at Bowraville to 1,200mm in the upper Nambucca catchment (Lyall & Macoun Consulting Engineers, 1999). HISTORY The Nambucca’s first residents were the Aboriginal Tribe called Gumbaynggir. The name “Nambucca” comes from the Aboriginal ngambugka and meaning “winding or crooked river”1. Timber getters arrived in the area in search of cedar in the period 1830’s to 1840’s. These people settled at locations similar to the present urban areas and in 1915 Bowraville was made the location for the newly formed Nambucca Shire Council. The area was linked by rail in 1923, and in 1935 ferry services across the Nambucca River at Macksville were replaced by a road bridge. LAND USE Much of the Shire comprises steep land (60%), with the remaining areas undulating (20%) or flat (20%). The most productive rural land is on the alluvial flats of the Nambucca River with some grazing on undulating hill lands. Agricultural production is a significant feature of land use in the Shire even though the proportion of people employed in the agriculture, forestry, fishing and hunting industries continues to decline. Agricultural pursuits focus around beef cattle, dairying, banana and various other small scale horticulture pursuits including vegetables, seasonal fruit, macadamia nuts, and avocados. Timber also remains important. The Nambucca Shire has significant but declining State Forests which cover 36,650ha2. The Shire has two national parks – the New England National Park occupying 2,700ha in the extreme west of the Shire area and Dunggir National Park which occupies 2,435 ha. There are eight local nature reserves – Juugawaarri, Ganay, Bowraville, Bollanolla, Nungumirar, Jagun and Valla Nature Reserves which are scattered across the northern edge of the Shire, and Ngambaa Nature Reserve in the Eungai area in the south3. GENERAL OVERVIEW The Australian Bureau of Statistics 2006 Census determined a population of 17, 896 persons residing within the Nambucca Shire Local Government Area. With an increase of 179 residents during the 2001 to 2006 intercensal period, the population of the Nambucca Shire grew at a rate of approximately 1.3%. In comparison the population of the North Coast Region and NSW increased by 6% and 3.7% respectively in the same period. Council records indicate that since 1981, the Nambucca Valley has encountered a 53% increase in population. This equates to a 2.1% average annual growth rate across this 25 year period. AGE STRUCTURE The high proportion of older people and the ageing of the Nambucca Shire population compared to the state and national population is evident in the following tables and graphs. This trend is expected to continue and become more pronounced over the next fifteen years*. The Shire continues to be under-represented by working age people showing only about ½ the proportion of 20-29 year olds compared to NSW.

AGE STRUCTURE - CHANGES (continued) One of Australia’s prominent Demographers, Dr Natalie Jackson of the University of Tasmania predicts that by 2022, Nambucca Shire will be NSW’s 3rd oldest Local Government Area. It is currently 5th oldest. In addition to conventional structural and numerical ageing, Dr Jackson’s work shows clear indication of “premature ageing” which is typically caused by the migration-related loss of young working age people and/or gains at older ages. Between 2004 and 2022 the population of Nambucca is project to increase in size by about 2%. These predictions include a significant decline in the Nambucca’s youth and work age groups, while as elsewhere the elderly population will grow substantially. In terms of numerical ageing, Dr Jackson predicts that Nambucca’s 65+ population will grow to around 5,643 by 2022 (some 44% from that in 2004). At 85+ years, the increase will be by approximately 76% to a total of 753 persons. The structural ageing implications of these predictions are that the proportion of the population aged 65+ years is projected to grow to around 30% by 2022 – a rate or “force of ageing” somewhat faster than that projected for most parts of NSW. The Nambucca’s 85+ population is projected to grow to 3.1% of the population by 2022. The projected changes are shown in the following diagram.

FAMILIES AND HOUSEHOLDS There are 4,837 families in the Nambucca Shire of which 18.7% are one parent families. This is slightly lower than in 2001. The increase in the proportion of lone person households is continuing. Shire-wide 30% of households are made up of 1 person. In Macksville 28.7% of households are lone-person and in Nambucca Heads the figure jumps to 35.7%. Almost half (47.8%) the families in the Shire are made up of a couple with no children (NSW 36%).

The main industries of employment continue to be the retail (14.1% of persons), and health and community sector (14.3%). Other main industries include accommodation and food services (9.5%), education and training (9.1%) and manufacturing (8%). In the period 2001 to 2006 the industries showing increases in number of persons include government administration and defence (up 48.4%),construction (up 38.7%) and community services (up 31.8%). Employment in the agriculture, forestry, fishing and hunting continues to decline with only 6.7% reporting employment in these fields (compared to 15.6% 20 years ago). MOBILITY The Nambucca Shire has a limited network of public transport however bus services are often limited to school services which can be accessed by the general public – particularly in rural areas. There are regular public bus services between Macksville, Bowraville and Nambucca Heads with connections north to Valla Beach, Urunga and Coffs Harbour. There are also regular bus services to regional centres, including a service to the New England region, and to Sydney and Brisbane. Countrylink Rail operates three northbound and three southbound services daily, however one service each way only operates as far north as Grafton. Airports are located at Kempsey, Coffs Harbour, and Port Macquarie, with the latter providing a range of intra and inter-state services including flights to Lord Howe Island. It appears that reliance on the motor vehicle is continuing for Nambucca Shire residents with the number of households with no or 1 vehicle decreasing, and the number of households with 2, 3 or more on increased over past 10 years. BOWRAVILLE Bowraville is an inland rural township 12 kms west of Macksville via routes on the north and south of the Nambucca River. The area around Bowraville was occupied by settlers camps as early as the 1840’s however Bowraville was “proclaimed” until October 1871. It is believed that the name is a corruption of the Aboriginal word, rowra, meaning bull-rout. The town developed as a commercial centre for “early setters” involved in the dairy, timber and banana industries and maintains much of white history through the architecture of its buildings, many of which are recognised by the NSW Heritage Council. Bowraville is represented by Census Collectors Districts 1080903 and 1080911 in the 2006 Census.

EUNGAI RAIL, EUNGAI CREEK & ALLGOMERA AREA The Eungai Rail, Eungai Creek and Allgomera area is in the very south of the Nambucca Shire, west of the Pacific Highway and is covered by Collector Districts 1081002 and 1081003 (Eungai Rail). The area includes the villages of Eungai Creek and Eungai Rail, some 16 to 18 kms from Macksville, just off the Pacific Highway. Residents of the south end of Browns Crossing Road also use the Eungai area for schooling, day-to-day supplies and socialising, however they are not included in the population statistics. Residents of the Eungai area mainly depend on Macksville as a service centre and for Council related business, however they also travel to Stuarts Point and Kempsey for various services, shopping or outings.

MACKSVILLE Macksville is a major urban centre located centrally in the Nambucca Shire and at the junction of the Nambucca River and Pacific Highway. It is the location of the Nambucca Shire Local Government offices and many community and administration services. It is also a central point for the Shire’s transport services. The location of Macksville in the 1860’s largely came about by default through the initiative of private individuals rather than through government planning. The village eventually formed at the site of the river crossing by ferry; and later the coastal road and railway came through the town. The population figures in this section are comprised of Census Collectors Districts 1081007, 1081008, 1081009 and 1081010. See Page 73.

NAMBUCCA HEADS Nambucca Heads is a coastal town located at the mouth of the Nambucca River. It is the largest urban centre in the Nambucca Shire, both in area and population. It is also a population tourist destination. The Pacific Highway and State rail service the town. Nambucca Heads beginning was with the creation of a reserve in 1861. It was an obvious spot for a village at the mouth of the Nambucca River, and ultimately, connected the Nambucca District to the outside world via the ocean. Nambucca Heads is represented by Census Collectors Districts 1081101, 1081102, 1081103, 1081104, 1081105, 1081106, 1081107, 1081108, 1081109, 1081110, 1081111 and 1081112. A new Collectors District (1081012) covering the Kingsworth Estate area was created for the 2006 Census, however the following tables are for the population of Nambucca Heads urban area (excluding Kingsworth Estate) so that comparisons can with previous Census data. SCOTTS HEAD Scotts Head is a coastal village located 16 kms, south-east from Macksville by sealed road. It is a popular tourist destination, however has seen little growth in the resident population in the 25 years since 1991.
