  • DEFINITION OF COMMUNITY MOBILIZATION Community Mobilization as a planned process enlisting the support and active involvement of any or all sectors within a society that can play a role in achieving an agreed social objective, converging the interest and actions of institutions, groups and communities towards the objective, thereby mobilizing the human and material resources to reach it, and rooting it in societys and particularly, in the communitys conscience to ensure its sustainability.

  • Community Mobilization is a broad scale movement to engage large numbers of people in action for achieving a specific development goal through self-reliant efforts. It includes developing intersectoral support, bureaucratic and technocratic solidarity and forming alliances with the non-governmental and private sectors.

  • Community Mobilization is the process of generating and sustaining the active and coordinated participation of all sectors at various levels to facilitate and accelerate the improvement of the situation of children, women, men and other vulnerable groups.

  • Community Mobilization is a process of bringing together all feasible and practical inter-sectoral allies to: a) raise peoples awareness of and demand for a particular development programb) assist in the delivery of resources and services c) strengthen community participation for sustainability and self-reliance.

  • Elements and Processes of Community Mobilization1. Advocacy In the context of social mobilization, this is an element focused on various actors who could create the positive environment for program or service delivery. It is the deliberate and strategic use of information to influence decision-making. a. Advocacy by vision b. Advocacy by feasibility

  • c. Advocacy by praise and public recognitiond. Advocacy by en-route accomplishments e. Advocacy by fear of isolation and embarrassment f. Advocacy by identification with admired others g. Advocacy by persuasion of political safety and benefit; no political or financial risks h. Advocacy by competitioni. Advocacy by role model

  • 2. Information, Education and Communication (IEC) - A set of accurate and consistent information on the programs and services as a timely response by those in direct contact with the communities.

    3. Community Organizing (CO) Individuals and community groups are able to get a sense of what they can do themselves to improve their situation.

  • 4.Capacity Building - Community mobilization can only be sustained if the network of advocates and mobilizers continually expanded through capacity building

  • 5. Alliance Building and Networking - Identification of relevant individuals and groups who can contribute to the achievement of the programs goals.

  • Communitys Key Mobilization Avenues and Goals 1. Political: win political and policy commitment for major goals and resource allocation. 2.Government: enlist cooperation of service providers 3.Corporate: secure support or resources or endorsements, communications. 4.Community: gain commitment of local political, religious, social leaders and local organizations.5. Beneficiary: inform and motivate to take appropriate action.

  • In conclusion, there are learning points based on various studies made on social mobilization and advocacy, as well as from case documentation, as follows:1. Strive for political endorsement at the highest level, particularly the personal involvement of the head of state. Political endorsement is a key instrument in engaging participation of numerous sectors of government, non-government organization and the public.

  • 2. Establish appropriate structures and mechanism such as multi-sectoral task force at various levels. This ensures continuity of mobilization efforts. Crucial to this is the development of a sense of teamwork and commitment among participating groups.

  • 3. Identify partners and allies well and determine their specific rules. For example, the Human Rights Education experience involves as many allies as possible that is no longer looked upon brgy, mun, prov as a project but as a national program. Direct contact with anyone consider to be in a position to make a significant contribution were made.

  • 4. When dealing with your partner and allies, expect the best. People, who believe in other peoples ability and capacity and show it, will consequently get the best from them. Showing your partner, ally and advocatee that you trust in his ability will put him in a situation where he will like to show his best, to be able to meet your expectations.
