To encourage and promote volunteerism through Community Based Scouting among people of all ages, by ways of community participation, value based education and life skills program for further development of individuals and society at large.
• To provide leadership skills to be responsible and productive citizens
• To equip with necessary life skills to tackle everyday challenges
• To inculcate the strong sense of social responsibility and volunteerism
• To promote opportunity to pursue scouting as a lifelong education
All CBS members are eligible for various award scheme under Bhutan Scouts Association. To encourage and motivate volunteerism among the members, BSA will recognize and award the followings:
1. CBS of the Year Award2. CBS Champion Troop Award3. Scouts of the World Award
Scouting is a world movement founded in 1907 by Lord Robert Baden Powell. Today the scouting movement is established in more than 190 countries with more than 40 million members based on the values set by Baden Powell. On 26 July 1999, Bhutan Scout Association became the full fledgemember of the World Organization for the Scout Movement (WOSM). Scouting in Bhutan has been introduced to compliment the wholesome development of young people in the education system with four sections; Cheychey, Nachung, Nazhoen and Rovers. However it was realized that the scouting program ended with the tertiary education and there was no continuity for the scouts, the necessity to continue scouting program for all those adults and out of school youths in order to keep the scouting spirit alive. Therefore the Community Based Scouting was established in 2009 with the support from Danish Scout and Guide Association.

Following are the procedures to start a new Community Based Scout Troop
1. Identify the needs and the purpose of starting a Troop.
2. Recruit the volunteer members
3. Orient the members
4. Register the new CBS Troop with BSA through Dzongkhag/Thromde Scouts Association.
5. Elect someone preferably having sound Scouting knowledge or member who received formal training as a troop leader, and perhaps 1-2 assistant leaders.
6. Name the Troop
7. Draw an annual action plan and submit to DSA/TSA and BSA along with membership forms and fees.
8. Carry out activities as planned and submit reports to DSA/TSA and BSA.
