The relatively recent natural disasters occurred in

different regions of the planet, like in US, Haiti,

Brazil and, most recently, Japan, directly affecting

large portions of its citizens and communities as a

whole, while extremely dramatic, are also serving

as a “wake-up call” to others around the world, in

particular ours, on how to properly be prepared

and respond to such an undesired event.

By witnessing, from a distance these disasters, we

can come to some important conclusions, includ-

ing that an effective response involves acting be-

yond the regular “disaster response guidelines”

already adopted by most of our communities. It

also involves some very important factors. It is

clear that, even when government entities are

really prepared to face such challenging circum-

stances (as they should be), it is impossible to

totally “predict the unpredictable”. In other words,

community leaders should not rely solely on prepa-

ration and response from governmental authorities

because even when they are ready and trained, in

most cases, it has been proven not enough to save

property and most importantly, lives. It has been

required from us, community leaders, the assurance that we taking all the necessary steps to make

sure our community members are equally prepared to withstand and respond to an imminent crisis.

In that regard, one of the most important contributions we can provide would be the proper educa-

tion culminating to the realization that individual preparation is, in most cases, the key factor to

successfully overcome and even survive when disaster strikes.

A vivid example is what took place in New Orleans and adjacencies after Hurricane Katrina. We all

witnessed a huge portion of the population waiting to be rescued by the local and federal rescue

teams which, by the way, also appeared to be waiting and hoping to be rescued. Similar unfortu-

nate disconnection also took place in the Southern part of Brazil, when a massive sequence of mud-

slides took “by surprise” thousands of unprepared residents and the even more unprepared local

governments, leaving behind a shameful death toll. In Japan, most recently, we all saw, in almost

real time, the devastation originally caused by an earthquake, followed by an enormous tsunami

and, when we all thought we had seen the bottom of the tragedy, we learned that four nuclear reac-

tors had been affected because of damages caused to refrigeration system, main and backup.

Three big tragic events in one package! Could the authorities in charge ever predict it? Most im-

portant than the answer to that, would be an answer to: (Continues on page 5).

Could the community be ever be prepared to that? Without discussing the depths of scientific explanations, it is a fact that, more and more

frequently and unexpectedly, we have been watching or even being victims of the horrors caused by natural disasters.

As responsible leaders, more than just demanding proper and effective action from first responders, we must go further and educate the

members of our communities on the vital importance of having a real and effective plan to protect them and their loved ones, if the worse

happens. It includes not only being aware of the instructions and plans provided by authorities but also, having their family members are

also aware, educated and trained; moreover, having their own after disaster plan, including supplies, food, water, medication, emergency

communication system and fuel in case of emergency evacuation.

We have been learning by these recent tragedies caused by natural causes, that most losses are not being caused by nature but, instead,

loss of precious lives are the direct result of poor or no effective response by authorities and citizens. Although our capability of demanding

a more from the authorities can be limited and restricted, the same cannot be said by our own resources, influence, capability and obliga-

tion to better train and educate the members of our community to face these tragedies. This is something we cannot afford not to do! Be

ready!
